Asa Lewis was a young Barren County, Kentucky farmboy, who was born about 1843. Asa joined Company E, 6th Kentucky Infantry Regiment of the "Orphan Brigade" of the Confederate States Army, Lewis received no training, but was simply handed a rifle and told he was a soldier. Lewis served with distinction at the Battle of Shiloh in the American Civil War and was promoted to corporal. The rural population experiences significant hardship, and many rural children have their right to education severely affected - about 16% of children aged 7–10 and 25% of children aged 11–14 from rural areas do not attend school, according to Save the Children. The situation becomes even worse after eighth grade (the last grade of middle school corresponding to age 14-15) because children must change schools to go to high school, and many villages do not have high schools, and therefore parents must make arrangements for their children to commute to the nearest locality or for the child to move there, which is difficult, and as a result many children abandon school (despite the fact that education is compulsory until tenth grade). The Supreme Council of Le Droit Humain, the governing body of the institution, went into hiding without having a chance to make arrangements for the future leadership of international Co-Masonry in their absence. In response to this crisis in the international organization, The Most Puissant Grand Commander of the British Federation of Le Droit Humain, suggested to Edith Armour, M.P.G.C. of the American Federation that the two of them set up two temporary Supreme Councils to administer Co-Masonry in several countries while France was under Nazi occupation. Armour agreed, and the Western Supreme Council under Armour administered the Western Hemisphere of International Co-Freemasonry until the liberation of France and the reformation of the Supreme Council of Le Droit Humain in 1945.

When the American Revolutionary War broke out, in 1775, De Lancey was at once despatched to his native colony to make arrangements for the accommodation and remounting of his own regiment and of the royal artillery, then under orders for active service. He found on his arrival there that his father had warmly espoused the royalist cause, and in the following year the elder Oliver de Lancey raised and equipped at his own expense three battalions of loyalist Americans, which he commanded with the rank of brigadier-general. The younger Oliver de Lancey accompanied his regiment to Nova Scotia, to Staten Island in June 1776, and then in the expedition to Long Island, where he commanded the cavalry outposts in the smart action of 28 August, in which the American General Nathaniel Woodhull surrendered to him. It is agreed that Woodhull was assaulted after he had surrendered and died of his wounds.

United Nations Security Council resolution 1431, adopted unanimously on 14 August 2002, after recalling resolutions 827 (1993), 955 (1994), 1165 (1998), 1166 (1998), 1329 (2000) and 1411 (2002), the Council established a pool of temporary judges at the International Criminal Tribunal for Rwanda (ICTR) in order for it to complete its work as soon as possible. The Security Council was determined to monitor the progress of the ICTR as closely as possible and was convinced of the need to establish a pool of ad litem judges in order to facilitate the conclusion of its work. Under Chapter VII of the United Nations Charter, a pool of temporary judges was created and amendments were made to the statutes of the ICTR and the International Criminal Tribunal for the former Yugoslavia (ICTY) accordingly. The Secretary-General Kofi Annan was requested to make arrangements for the election of 18 temporary judges and provision of resources to the tribunal.

On May 15, 1948, the United Nations Economic and Social Council presented a 384 page report prepared by the United Nations War Crimes Commission (UNWCC), set up in London (October 1943) to collect and collate information on war crimes and war criminals. The report was a response to the request by the UN Secretary-General to make arrangements for "the collection and publication of information concerning human rights arising from trials of war criminals, quislings and traitors, and in particular from the Nürnberg and Tokyo Trials." The access of children who live in rural areas to education is another area of concern: their situation becomes very problematic after the eighth grade (the last grade of middle school/gymnasium corresponding to age 14-15) because children must change schools to go to high school, and many villages do not have high schools, and therefore parents must make arrangements for their children to commute to the nearest locality or for the child to move there, which is difficult, and as a result many children abandon school (despite the fact that education is compulsory until tenth grade). In one study, a third of rural school children said they planned to drop out of school after eighth grade.

United Nations Security Council resolution 809, adopted unanimously on 2 March 1993, after recalling resolutions 621 (1988), 658 (1990), 690 (1991) and 725 (1991), in addition to noting a report by the Secretary-General Boutros Boutros-Ghali on the situation in Western Sahara, the Council expressed concern at delays in implementing the Settlement Plan and invited the Secretary-General and his Special Representative to intensify efforts with the Government of Morocco and Polisario Front to address issues of contention, particularly with regards to voter eligibility. The resolution went on to invite Boutros-Ghali to make arrangements for the organization of a referendum of self-determination of the people of Western Sahara and for efforts to commence voter registration starting with the updated lists of the 1974 census. It also asked the Secretary-General to report back to the Security Council no later than May 1993 on the outcome of these efforts discussed in the current resolution, further requesting him to include proposals for any necessary adjustments to the present role and strength of the United Nations Mission for the Referendum in Western Sahara. Resolution 809 concluded by urging both parties to co-operate with the Secretary-General to resolve outstanding issues so that a referendum could be held by the end of the year.
