The Italian annexation of Albania led to Italy controlling both sides of the Strait of Otranto, and thus allowed the Italians to cut Yugoslavia off from access to the rest of the world. On 12 May 1939, Britain and Turkey issued a joint declaration promising "to ensure the establishment of security in the Balkans".
