In July 1574 his refusal, with Lord Gormanston, to sign the proclamation of rebellion against the Earl of Desmond laid his loyalty open to suspicion, given the tone of the recent papal bull Regnans in Excelsis. He grounded his refusal on the fact that he was not a privy councillor, and had not been made acquainted with the reasons for the proclamation. 20–21 Wesley practised daily devotions throughout her life, and in her reply to her son Charles's letter, she addressed her experience of the depravity of her human nature, and the grace of God. The letter also shows that she has been fully awakened to the spiritual enjoyments for many years, with which her sons were only recently made acquainted. When the Glorious Revolution broke out, Leyburn and Bonaventure Giffard were seized at Faversham on their way to Dover, and were under arrest when the king was brought there. Both prelates were committed to prison, Leyburn being sent to the Tower of London. On 9 July 1690 he and Giffard were liberated on bail by the court of queen's bench, on condition that they transported themselves beyond sea before the last day of the following month. Afterwards he was frequently alarmed and summoned when any disturbance happened in relation to the government, but eventually the ministry took no further notice of him, and only desired to be made acquainted from time to time with his place of abode.

As soon as Prince Schwarzenberg was made acquainted with the commencement of hostilities in what is now Belgium, he gave his orders for the advance of his Army. The IV (Bavarian) Corps was directed immediately to cross the Sarre: and, by turning through the Vosges Mountains, to cut off the French V Corps under General Rapp, collected in the environs of Strasbourg, from its base of operations; and to intercept its communications with the interior of France. A Russian Corps, under General Count Lambert, forming the advanced guard of the army of Count Barclay de Tolly, was attached to the IV (Bavarian) Corps of Prince Wrede; who was to employ it principally in keeping up the communication with the North German Corps under Prussian General von Hacke.

In the meantime, Napoleon had been made acquainted with the disposition of the Chamber of Representatives, by Regnaud de Saint Jean d'Angely, who hastened to warn him that if he did not immediately abdicate, his deposition would, in all probability, be declared. Napoleon was enraged at the idea of this contemplated violence, and stated Regnaud, however, urged him in the strongest manner to yield to imperious circumstances, and to renew the noble and generous sacrifice he made in 1814. He assured him that if he did not take this step, he would be accused by the Chamber, and even by the whole Nation, of having, out of personal considerations alone, prevented the possibility of obtaining peace. Solignac and other Representatives were then announced.
