Another crucial assumption regarding the nature of the learner concerns the level and source of motivation for learning. According to Von Glasersfeld, sustaining motivation to learn is strongly dependent on the learner's confidence in his or her potential for learning. These feelings of competence and belief in potential to solve new problems, are derived from first-hand experience of mastery of problems in the past and are much more powerful than any external acknowledgment and motivation. This links up with Vygotsky's "zone of proximal development" where learners are challenged in close proximity to, yet slightly above, their current level of development.

Once a civilization reaches a certain level of development, the Sheeda arrive to 'harvest' it; to destroy its monuments and defeat its champions.

However, despite an overall crisis from 1973 to 1985, there were some years of very high economic growth, and reforms were enacted that allowed to improve standards of living and level of development, such as the construction of a true Social Security scheme, universal health coverage and the continuation of the process of increasing access to education. In 1985 Portugal left the second IMF bailout and in 1986 the country entered the European Economic Community (and left the EFTA).

The economic reform toward a socialist market economy is underpinned by the Marxist framework of historical materialism. In the late 1970s, then-Chairman Deng Xiaoping and the Communist Party leadership rejected the prior Maoist emphasis on culture and political agency as the driving forces behind economic progress and started to place a greater emphasis on advancing the material productive forces as the fundamental and necessary prerequisite for building an advanced socialist society. The adoption of market reforms was seen to be consistent with China's level of development and a necessary step in advancing the productive forces of society. This aligned Chinese policy with a more traditional Marxist perspective where a fully developed socialist planned economy can only come into existence after a market economy has exhausted its historical role and gradually transforms itself into a planned economy, nudged by technological advances that make economic planning possible and therefore market relations less necessary.

In recent decades, female education in Africa has made great (though uneven) progress. On the one hand, the level of development of women's education between countries and countries in this region is still significantly different due to differences in geographical location, social class, language and ethnicity. The Spirit of Alan Reich Reich also helped to establish the Franklin Delano Roosevelt International Disability Award on October 24, 1995, the 50th anniversary of the United Nations. The award recognizes and encourages progress by nations toward "the full and equal participation of people with disabilities in the economic, social, and cultural life of their countries, regardless of the level of development." The winning country receives a $50,000 cash prize for an outstanding nongovernmental disability organization in the selected nation, which is presented to the head of state at an annual ceremony at the UN. The winner also accepts a replica of the statue of FDR in his wheelchair situated at the FDR National Memorial — the only public monument in the world of a head of state with a disability. The creation and placement of the statue were a direct result of efforts led by Reich, NOD, the Franklin and Eleanor Roosevelt Institute, and the World Committee on Disability, which Reich chaired and is co-headquartered with the NOD.

The Finnish Child Welfare Act provides that the best interests of the child needs to be a primary consideration in the determination of welfare measures in response to the child's needs. The factors that have led to Maldivians falling into or remaining in poverty are: # Geography: Residents of the northern regions of Maldives tend to remain in poverty more than other regions due to the relatively lower level of development in the North; # Health: Maldivians who do not work due to poor health remain in poverty possibly on account of lower accessibility to health services in the country; # Young household members: Larger proportion of young family members results in a lower overall household income; # Female household members: Lower female labour participation rate and therefore, households with a greater proportion of females will have lower household income. The scarcity of land and water, the underdeveloped farming practices and absence of support services in atolls has meant low production and thus low incomes in these regions.

Therefore, the main task for UANZ was not simply to provide New Zealanders with relevant information about Holodomor, but to show and prove that the strong Ukrainian people, despite the historical challenges and great number of victims, managed to survive and now continues to adequately build their own state. The congratulatory message of Dr. Lockwood Smith, Speaker of the New Zealand House of Representatives, Parliament of New Zealand, to the Ukrainian community of New Zealand on the occasion of the 50th Anniversary of the Ukrainian immigrants' arrival in this country had the important political and humanitarian perspective for Ukraine’s relations with New Zealand. In his message Dr. L. Smith, among other, noted the current level of development of the Ukrainian community of New Zealand, and also stressed the importance of understanding historical events in the Ukrainians' development, including the tragedy of famine in Ukraine.

The appointment of Jambulat Sarsenov as Honorary Consul of Hungary in the Republic of Kazakhstan is an expression of high confidence of the Government of Hungary, which emphasizes the interest of Hungarian citizens in promoting their ideas and initiatives in Kazakhstan. The Parliament of Barbados, where the Earl of Wessex read to a joint sitting of the legislature a message from Elizabeth II, Queen of Barbados, on 23 February 2012, to mark the Queen's diamond jubilee To mark Elizabeth II's 60 years as Barbados' monarch—as Queen of the United Kingdom between 1952 and 1966 and as Queen of Barbados thereafter—the country hosted the Queen's youngest son and his wife, the Earl and Countess of Wessex, between 23 and 24 February 2012. The tour began with the Earl and Countess arriving, aboard RFA Fort Rosalie, at the Deep Water Harbour of Bridgetown, where Barbadian military personnel were given inspection. To a joint sitting of the Parliament of Barbados, the Earl read a written message from the Queen, in which the monarch stated she has taken note of the level of development Barbados had achieved during its 45 years of independence and called the country a model small state for others around the world. Parliamentary officials responded with thanks to the Queen for her service to the country and Barbadians and invited her to the island to celebrate the 375th anniversary of the establishment of the Barbadian parliament in 2014.

Minor League Baseball is a hierarchy of professional baseball leagues in the United States and Canada that compete at levels below Major League Baseball (MLB) and provide opportunities for player development and a way to prepare for the major leagues. All of the minor leagues are operated as independent businesses. Most are members of the umbrella organization known as Minor League Baseball (MiLB), which operates under the Commissioner of Baseball within the scope of organized baseball, a seven-tier league hierarchy (eight when Major League Baseball is included as the top tier) that classifies leagues by level of development. The highest level of minor league baseball, Triple-A, features high level major league prospects almost ready to join the majors playing in large cities without MLB franchises, while each successively lower class (Double-A, A-Advanced, Class A, Short Season A, Rookie-Advanced and Rookie)While Rookie-Advanced and the spring training-complex based Rookie leagues are officially considered at the same level within affiliated baseball, Rookie-Advanced leagues operate much more like higher-level minor leagues, playing in their own ballparks, charging admission and recording attendance; 21 out of 30 MLB farm systems have either a Short Season A or a Rookie-Advanced affiliate, but not both.
