The modern chartered legal executive evolved from the 19th-century managing clerk. When solicitor firms started to grow in the 19th century, they increasingly relied on an ever-expanding number of law clerks for drafting and organizing documents. Kenneth Howard Burns (1931–2016) was an English football referee who officiated in the English Football League, and on the FIFA list. The Chartered Institute of Legal Executives (CILEx) was founded in 1892 as the Solicitors Managing Clerks' Association and became the Institute of Legal Executives, a company limited by guarantee, in 1963 with the support of the Law Society of England and Wales. In England and Wales the Institute of Legal Executives received a Royal Charter in early 2012 to become the Chartered Institute of Legal Executives (CILEx). Fully qualified members of CILEx in England and Wales are now therefore referred to as "Chartered Legal Executives". Saunders & Co was a Christchurch-based law firm that employed legal executive Karen Barr as its Trust Manager from 1993-1999. In 1999, Saunders discovered Barr had over the years embezzled money from their trust accounts, what a Serious Fraud Office investigation stated was in excess of $2.693 million. Barr was subsequently charged, convicted and imprisoned for these offences, as well as being declared bankrupt. Saunders later sued multiple parties that they claimed were responsible for the loss, including an investigator Mr England, and his employer Lane Neave (solicitors) appointed by the New Zealand Law Society for a special investigation, in both tort and in contract.

To improve the availability of legal services, the Law Society began aggressive recruitment efforts to convince young people to choose law as a career. As part of this effort, the Law Society decided to turn the managing clerk into a true legal profession of its own and sponsored the ILEX's creation in 1963 as well as the change in title to legal executive. The Cape Party (CAPE) is a political party in South Africa which seeks to use all constitutional and legal means to bring about independence for the Western Cape, Northern Cape (excluding two districts), six municipalities in the Eastern Cape, and one municipality in the Free State. The area includes all municipalities in those provinces with an Afrikaans-speaking majority. In 2009, it had a membership of approximately 1,000 people across South Africa which has grown to over 10,000 by 2017. In a recent publication of the Bolander newspaper, the legal executive of the Cape Party Advocate Carlo Viljoen claimed that the Cape party has supporters from all sectors of the Kaaplander society and that the Cape party has grown by more than 10,000 in 2018 alone.

In The Bahamas, Legal Executives, like other members of the legal profession, are governed by and regulated in accordance with the provisions of the Legal Profession Act. The Legal Profession Act tasks the Registrar of the Supreme Court of the Commonwealth of The Bahamas with keeping a register which is known simply as the Register of Legal Executives. Whereas Legal Executives practising in England and Wales now enjoy certain rights of audience, in The Bahamas, Legal Executives may only appear before a particular tribunal or authority after the attorney-general has had consultations with the Bar Council of the Bahamas Bar Association. In The Bahamas, under the Legal Profession Act, it is unlawful for a person to hold himself or herself out as a Legal Executive if their name does not appear on the Register of Legal Executives.
