In the early 2000s Richmond saw another period of extensive growth, and in 2005 it announced a complete redesign. RIC went from a single story terminal with 12 gates to 22 gates (plus numerous non-jet bridge gates), added parking spaces (to 10,500), and created a new terminal roadway and air traffic control tower. The project features major renovations of the terminal building, including upper-level departures and lower-level arrivals, the construction of a central utility plant, and the widening of security checkpoints. Terminal 2 was built in 1951–53, along with the FAA control tower and a baggage claim area. For HemisFair '68, a new satellite concourse was built, containing eight jet bridge gates and passenger waiting areas. In 1975 the city adopted its first Airport Master Plan with plans for a new 1,300 space parking garage and a new Terminal (formerly called Terminal 1, now called Terminal A). United Airlines tested an early prototype "Air Dock" in 1954. Two or three passport control booths are located close to the end of the jet bridge for arriving passengers (causing passengers to queue into the bridge and plane itself) and passengers leave the arrivals area unsegregated from departing passengers into the same landside ring-concourse, emerging next to the check-in desks. Terminal D had been designed with the A380 in mind; however, loading the double-deck aircraft requires three gates with a separate jet bridge to serve first class and business class passengers on the upper level, so the renovations included the addition of gate 16X.
