Thomas Donald Bruce McArthur was born on October 8, 1951, in Lindsay, Ontario, and was raised on a farm in Argyle, near Woodville in the Kawartha Lakes region, about north of Oshawa. During his studies in 1981 he was designated for propaganda and information in the Republican Committee of the Union of Socialist Youth of Slovenia (RK ZSMS). Colonel Jan Rzepecki The Bureau of Information and Propaganda of the Headquarters of Związek Walki Zbrojnej, later of Armia Krajowa () - in short: BIP) a conspiracy department created in spring 1940 during the German occupation of Poland, inside the Związek Walki Zbrojnej, then of the Supreme Command of Armia Krajowa (as 6th Department). Until the end of 1940 his deputy was Hipolit Niepokólczycki, while since 1944 until January 1945 Captain Kazimierz Moczarski. Tasks of BIP included informing of Polish community activities by the Polish Government in London, documenting activities of the German occupiers, psychological warfare against Nazi propaganda, consolidation of solidarity in the fight for independence of the Polish nation, collecting of information, reports and orders.

On Number 27 is the House of Palmstedt, the private home of Erik Palmstedt, the great architect of the closing 18th century. Designed in 1801, but still uncompleted by the time for his death two years later, the façade reflects the architect's late reduced style, lighter than the Custom House at Skeppsbron but tighter than the Stock Exchange at Stortorget. Still preserved are the cast iron columns and the archivolt of the portico, and the pilasters and vaults of the entrance and staircase. On the right side is a boundary plate displaying the coat of arms of the provinces Uppland and Södermanland, the message of which, UPLANDz och SUDERMANNALANDz SKILLNAD ("Uppland's and Södermanland's difference"), is often misinterpreted as indicating the delimitation of the two provinces, but is only informing of an old border between two historical dioceses. The request to discuss the Soviet issue during the World Congress of the World Psychiatric Association in Honolulu was made by Americans and the British and was supported by other societies. On 10 September 1976, Chairman of the KGB Yuri Andropov submitted to the Central Committee of the Communist Party of the Soviet Union his report informing of "anti-Soviet campaign with nasty fabrications regarding the alleged use psychiatry in the USSR as an instrument in the political struggle with 'dissidents'." The report alleged that the campaign was a carefully planned anti-Soviet action in which a noticeable part was played by the British Royal College of Psychiatrists under the influence of pro-Zionist elements and that the KGB was undertaking measures through operational channels to counter hostile attacks. In October 1976, the Ministry of Health constituted a special working group to develop a plan of action for a counter campaign.
