The Human Rights Committee (HRC) examined Monguya Mbenge v. Zaire (1990) in which the applicant was sentenced to death while exiled in Belgium and was only able to learn of the case against him through the media. Due to these circumstances, the committee found that a number of the applicant's procedural rights had been violated, especially in consideration of the fact that the Zairean authorities had hardly attempted to contact the applicant despite possible knowledge of the applicant's address. With rare exceptions, intelligence identified the supply ships destined for North Africa, their location or routing and in most cases their cargoes, allowing them to be attacked. By 25 October, was down to three days' supply of fuel, only two days' worth of which were east of Tobruk. Harry Hinsley, the official historian of British intelligence wrote in 1981 that "The Panzer Army... did not possess the operational freedom of movement that was absolutely essential in consideration of the fact that the British offensive can be expected to start any day".

This migration flow presents a prima facie controversial acknowledgment in consideration of the fact that we have mentioned that an Albanian national minority was called into being: The great majority of the emigrants chose to leave for Turkey and not Albania. However, a closer reading of the relevant documents indicates that the Greek Authorities were unofficially encouraging (legal) migration to Turkey while discouraging, or even forbidding, migration to Albania. One more fact that should not be underestimated is that there was an underground migration to Albania, which was not documented in the reports of Local Authorities to the Centre (since, for instance, no passports were issued) and only indirectly referred to in Greek sources. However, this migration is testified to by the relevant Albanian bibliography which includes the testimonies of members of the community.

Sun Quan appointed Ling Tong as a Major of Separate Command (別部司馬) in consideration of the fact that Ling Cao died in service of the Sun family. As many spoke well of Ling Tong's ability, the teenage Ling Tong was allowed to inherit his father's post, as acting Colonel Who Defeats Bandits, and assume command of the troops which used to be led by his father.(統年十五，左右多稱述者，權亦以操死國事，拜統別部司馬，行破賊都尉，使攝父兵。) Sanguozhi vol. 55. Ling Tong participated in a campaign against bandits in the hilly regions of Wu. Sun Quan's main force captured a bandit stronghold and left behind 10,000 men under the command of Ling Tong and Zhang Yi (張異) to lay siege to another stronghold.
