Problems began to arise for the C.A.T. partnership in St. Louis with the election of progressive reformer Governor Joseph W. Folk, in 1904. Nicknamed "Holy Joe", the 31st Governor of Missouri launched an all-out legislative crusade against gambling in the state. Folk's explicit intention was to abolish horse racing in Kansas City and St. Louis.

In 1926, he was elected as President of the New York City Board of Aldermen on the ticket with James J. Walker for mayor. McKee became acting Mayor of New York City after the resignation of Mayor Walker on September 1, 1932. Walker, who resigned amid scandal and the threat of a criminal indictment, subsequently fled to Europe until the danger of prosecution appeared remote. McKee, who was sometimes mockingly referred to as "Holy Joe", running as a write-in candidate, lost a special election to John P. O'Brien in November 1932 to fill out the rest of Walker's unexpired term as mayor.

Between the Civil War and the end of World War II, Missouri transitioned from a rural economy to a hybrid industrial-service-agricultural economy as the Midwest rapidly industrialized. The expansion of railroads to the West transformed Kansas City into a major transportation hub within the nation. The growth of the Texas cattle industry along with this increased rail infrastructure and the invention of the refrigerated boxcar also made Kansas City a major meatpacking center, as large cattle drives from Texas brought herds of cattle to Dodge City and other Kansas towns.

Going along with the tour's satirical theme of consumerism, U2 announced their tour on 12 February 1997 by holding a news conference at a Kmart discount store in New York City. Hundreds of reporters from record companies, radio stations, television networks, newspapers, and magazines were in attendance at the conference, whose location was not revealed until the night before. Upon their arrival at the store, U2 got up on the stage assembled in the store's lingerie department, and performed "Holy Joe", a B-side from the "Discothèque" single, which had been released nine days prior. The entire event was broadcast live through various sources on television, radio, and the Internet.
