A 1996 court order to shut 3 polluting power stations was not enforced.
The flow relation between 2 or more activated functions remains independent of load pressures, even if the pump reaches the maximum swivel angle. This feature is important for machines that often run with the pump at maximum swivel angle and with several activated functions that must be synchronized in speed, such as with excavators. With type (4) system, the functions with up-stream compensators have priority. Example: Steering-function for a wheel loader.
In late August 2019, the TTC installed platform door markers along the edge of the station's southbound platform as a pilot to improve customer flow when a southbound train is in station. These indicate where customers waiting to board should stand to avoid obstructing customers leaving the train. Automated train control (ATC) ensures that train doors and decals perfectly match up. Blue decals are located near the train doors for accessible seating; customers with mobility problems have priority boarding.
If this is demonstrated to be the case, the name Lewisuchus would have priority over Pseudolagosuchus due to having been named earlier. Arcucci argued towards synonymizing the two as early as 1997. A 2010 study in the Journal Nature by Nesbitt et al. also made a case for their synonymy, as they were approximately the same size, came from the same locality and strata, and both were found to be basal members of the recently named family Silesauridae.
Depending on their social and economic issues, some of them can have priority for financial assistance and urban regeneration. In Angers, five are considered as priority sectors, three as sensitive urban areas, and one as an urban free zone. Being the chef-lieu of Maine-et-Loire, Angers is the seat of a prefecture. It is also the seat of a Court of Appeal and of several regional or local institutes, concerning for example, customs, education or science.
Katina said, "Of course, we meant moral invalids, people who do not have [a] soul and human feelings." When asked if they had anything against disabled people, she stated that she finds it offensive to refer to people by that term, and added, "We take pictures together and make sure they have priority seats [at concerts]." In 2006, Russian politician Aleksey Mitrofanov proposed t.A.T.u. to be awarded the Order of Friendship, but the State Duma vetoed his idea.
Time off from work is a common benefit. For example, in Italy, blood donors receive the donation day as a paid holiday from work. Blood centers will also sometimes add incentives such as assurances that donors would have priority during shortages, free T-shirts, first aid kits, windshield scrapers, pens, and similar trinkets. There are also incentives for the people who recruit potential donors, such as prize drawings for donors and rewards for organizers of successful drives.
Since 24 July 2010, a section of the old line (58.9 to 60.8 km marks) between Bischhausen and Waldkappel is used as a cycle track, which is used to illustrate the signalling system. This includes a level crossing where the users of the “railway” (cyclists) have priority over the road. This is unique in Germany. The towns of Schwalmstadt and Homberg, the community of Frielendorf and the Schwalm-Eder district favour the reopening of the Homberg (Efze)–Treysa section.
If the subgenus Grotefendia were to be raised to the taxonomic rank of genus, the name Gastonia would have priority over Grotefendia, according to the ICNAFP. Polyscias crassa, Polyscias sechellarum, and Polyscias lionnetii are all from the Seychelles, with Polyscias lionnetii being very rare and restricted to the island of Mahé. These are the only species of Polyscias in the Seychelles, and together, they constitute Polyscias subgenus Indokingia. "Polyscias seychellarum" is an orthographical variant of Polyscias sechellarum.
Woonerf (literally "living yard") or legally just Erf, is the Dutch term for a specific implementation of living streets, abundantly applied throughout the 1970s and 1980s. Although not officially a part of the Sustainable Safety road categorisation policy, the woonerf is still a legally defined Dutch road type. The defining characteristic is that the living function of the street (walking, talking, playing) has official priority over its traffic function. Legally, pedestrians and children have priority over all other road users.
Ornithichnites is an ichnotaxon of mammal footprint that was originally classified as a dinosaur. The name was originally used by Edward Hitchcock in 1836 as a higher group name rather than a specific ichnogenus,E. Hitchcock. 1836. Ornithichnology - description of the foot marks of birds, (Ornithichnites) on new Red Sandstone in Massachusetts. The American Journal of Science and Arts 29(2):307-340 and thus the name does not have priority over specific ichnogeneric names even if they were first identified as Ornithichnites.
The red represents Westcoast Transmission's pipelines. Export pipelines stop at the US border, where they connect to US carriers. In its March 1949 report, the Dinning Commission supported the principle that Albertans should have first call on provincial natural gas supplies, and that Canadians should have priority over foreign users if an exportable surplus developed. Alberta accepted the recommendations of the Dinning Commission, and later declared it would only authorize exports of gas in excess of a 30-year supply.
During this time the state also conducted negotiations with BNSF over the use of the railroad track. After assessing the needs of the track, the state of New Mexico committed to purchasing the railroad corridor from Belen to the New Mexico-Colorado border from BNSF (although, thus far only the portion between Belen and Lamy, NM has been purchased), to ensure that commuter trains would always get the right-of-way and have priority over freight trains in the corridor.
10.. The ontological or existential thus have priority over the ontic and the existentiell. In fact, the essence of Dasein directly evokes the question of Being, and likewise "what is primarily interrogated in the question of the meaning of being is that being which has the character of Da-sein.”Heidegger 1927, p. 37.. This means that, for any particular being or area of study, "the ontological analysis of this being always requires a previous glimpse of existentiality.”Heidegger 1927, p. 11.
Client sends text requests of the following form: #FISH_COMMAND arguments... equivalent shell commands, which may be multi-line Fish commands are all defined, shell equivalents may vary. Fish commands always have priority: the server is expected to execute a fish command if it understands it. If it does not, however, it can try to execute a shell command. When there is no special server program, Unix shell ignores the fish command as a comment and executes the equivalent shell command(s).
According to the case law in Canada, the key restriction on the application of inherent jurisdiction is that the doctrine cannot be used to override an existing statute or rule. The clearest articulation of such restriction is set out in the Supreme Court of Canada decision in College Housing Co-operative Ltd. v Baxter Student Housing Ltd. (1976) which was a case dealing with whether a judge had exceeded jurisdiction in determining the mortgagee should have priority over other charges and encumbrances.
It may be the same genus as the slightly older Heterosuchus, inferred to have been of similar evolutionary grade, but there is no overlapping material as Heterosuchus is known only from vertebrae. If the two could be shown to be synonyms, Hylaeochampsa would have priority because it is the older name. Hylaeochampsa is the type genus of the family Hylaeochampsidae, which also includes Iharkutosuchus from the Late Cretaceous of Hungary. James Clark and Mark Norell positioned it as the sister group to Crocodylia.
This is useful when program material needs to attenuate in order to accentuate the voice of a narrator, one microphone is used by a chairman or master of ceremonies and needs to have priority over other mics or program material, or a paging mic must attenuate all other signals. Automixers can be oriented toward live reinforcement applications or permanent installation. Live applications typically use XLR connectors and external controls. For permanent installations euroblock connectors and tamper-resistant internal controls may be used.
In order to ensure that traffic flow is uniformly dispersed across roadways and does not interfere with existing pedestrian and public transportation infrastructure, traffic flow policy is put in place in order to get everyone to their destination in the most efficient way possible. Traffic flow policy includes everything from how spaced out two cars should be on a highway to which cars have priority at stop signs and street lights to the proper use of bus, taxi, and carpool lanes.
Priority seats have been designated in public transport vehicles by certain transport operators to allow elderly, disabled, pregnant women and the injured to ride public transport with an equal degree of access and comfort as other people. Priority seats can be found on various public transportation, including the mass transit railways, buses, minibuses, and trams. The slogan "Please offer your seat to anyone in need" is often displayed beside the seat. The elderly, disabled, pregnant, and injured have priority to take these seats.
Sauroidichnites is an ichnotaxon of saurian reptiles."Fossil Footsteps in Sandstone and Graywacke" by Edward Hitchcock, in The American Journal of Science Volume 32, July 1837. Page 174 The name was originally used by Edward Hitchcock as a higher group name rather than a specific ichnogenus, and thus the name does not have priority over specific ichnogenus names even if they were first identified as Sauroidichnites. The Beginning of the Age of Dinosaurs: Faunal Change across the Triassic-Jurassic Boundary, edited by Kevin Padian (1988).
Mosney was the first Butlin's camp outside the UK. In most ways Mosney was identical to Butlin's existing successful camps. A number of complaints appeared in the Catholic Standard, warning that holiday camps were an English idea that was not desirable in Ireland. Like the other camps, Mosney was designed to have a church and reassurances were given that it would be a Catholic chapel with a resident priest. Reassurances were also given that Irish nationals would have priority over British tourists in booking holidays.
As Gainsborough Road it meets the trunk road A46, from the right, at Middle Rasen where the A46 does not have priority. It follows the A46 for a half-mile, and the A46 continues to the left, with the A631 leaving at a right turn. It enters Market Rasen as Gainsborough Road then becomes King Street. It meets the B1202 (former A46) from the left, and as Queen Street passes under the Newark to Grimsby Line then is crosses by the B1203 at traffic lights.
Only four species have been described since: F. flava by Henk Jaap Beentje (1999), F. martinsiana (2007) by Santiago Ortiz, F. josephinae (2002) by John Manning and Peter Goldblatt, and F. douglasii in 2018 by Manning, Anthony Maggee and James Boatwright. Currently, 85 species have been assigned to Felicia. Although Felicia has been commonly used for a long time, it is not the oldest name. In principle, Detris, as the earliest name, should have priority, but it was suppressed in favour of the widely used name Felicia.
These default priority rules differ between countries, and may even vary within countries. Trends toward uniformity are exemplified at an international level by the Vienna Convention on Road Signs and Signals, which prescribes standardized traffic control devices (signs, signals, and markings) for establishing the right of way where necessary. Crosswalks (or pedestrian crossings) are common in populated areas, and may indicate that pedestrians have priority over vehicular traffic. In most modern cities, the traffic signal is used to establish the right of way on the busy roads.
The Russian traffic code states that an emergency vehicle can have priority if it is furnished with flashing blue light, an accompanying siren, both of which must be on, and an appropriate graphic livery of the emergency service it belongs to. The latter condition cannot be fulfilled by "VIP" vehicles of civil servants. Nevertheless, these are allowed by individual proponents of Russian government. While the legal arguments for their legitimacy is a subject for heated discussions, recent years have seen a huge spread of such VIP vehicles.
Reassurances were also given that Irish nationals would have priority over British tourists in booking holidays. In July 1948 the camp was opened by William Norton, the Minister for Social Welfare, and it operated successfully as a Butlin's camp until the early 1980s. A more ambitious plan by Butlin was conceived on a trip to The Bahamas in 1946. Seeing potential for a camp in warmer climes, he formed a company under the chairmanship of Sir Bede Edmund Hugh Clifford and bought land in Grand Bahama.
A section of Cycleway 1 on Senghenydd Road, with blue paint indicating that cyclists have priority over the side junction. Cycleway 1 is a bidirectional cycle track under development. It will eventually link the city centre to the suburb of Lisvane, with connections to the University Hospital of Wales, Heath High Level railway station, and Heath Low Level railway station. As of 2020, a section on Senghenydd Road had been completed, with plans under consultation for an extension to the University Hospital of Wales.
Rudolf August Oetker, the grandson of Dr. August Oetker, led the company between 1944 and 1981, and during this period, it achieved its highest growth. The company expanded its presence internationally, acquiring many companies around the world. When Rudolf Oetker stepped down from his leadership position, the fourth generation of the Oetker family took over from him. The family ownership established the management principle that "The interests of the company have priority over those of the family" (Annual Report Dr. August Oetker KG, 2005).

Retrieved 15 November 2015 The Canadian Heritage Information Network (CHIN) Collections Management Software Criteria Checklist (CMSCC), which aims to be a comprehensive list of the kinds of information that a museum may want to record in a CMS, organizes that list by processes and actions rather than type of information. W&H; has received many awards for a variety of disciplines, ranging from employee training, through employee health to its commitment to social causes. On the occasion of its 120th anniversary, W&H; focused on the expansion of its commitment to social causes. Since its official anniversary year, from 6 April 2010 to 31 March 2011, W&H; has been especially active in the provision of social services. In line with its corporate slogan People have Priority, W&H; supports the organisation SOS Children's Villages.
A 2013 study by Wissenschaftszentrum Berlin für Sozialforschung (WZB) found that Islamic fundamentalism was widespread among Muslims in Europe. The study conducted a poll among Turkish immgrants to six European countries: Germany, France, the Netherlands, Belgium, Austria and Sweden. In the first four countries also Moroccan immigrants were interviewed. Fundamentalism was defined as: the belief that believers should return to the eternal and unchangeable rules laid down in the past; that these rules allow only one interpretation and are binding for all believers; and that religious rules have priority over secular laws.
Under rules of the International Code of Zoological Nomenclature, the name Nothodon would have priority over Diadectes, but because the name Diadectes has been in use since Case and Williston first synonymized the genera, Diadectes remains the accepted name. In North America, diadectids are known from Texas, Colorado, Utah, New Mexico, Oklahoma, Ohio, West Virginia, Pennsylvania, and Prince Edward Island. A possible diadectid has also been found from Tennessee. It is known from a broken lower jaw and several teeth found in Mississippian-age (Chesterian) strata that are likely part of the Bangor Formation.
Ticketing, public information and patronage promotion are undertaken by Victoria's public transport body, Public Transport Victoria. The multi-modal integrated ticketing system, myki, currently operates across the tram network. At some Melbourne intersections (most within the CBD), motor vehicles are required to perform a hook turn, a manoeuvre designed to give trams priority. To further improve tram speeds on congested Melbourne streets, trams also have priority in road usage, with specially fitted traffic lights and exclusive lanes being provided either at all times or in peak times, as well as other measures.
However, given the economic conditions, and that lenders' usually have priority, the sale of the property may not be sufficient to pay for the value of the lien. What is often overlooked is that the contractor is now financing the project when they perform work and do not receive prompt payment for that work. The contractor is now tying up valuable capital that could be used elsewhere while waiting for the end of a project. In addition, the contractor must bear the cost of litigation in order to enforce their mechanic's lien rights.
Unlike with traffic circles, vehicles on a roundabout have priority over the entering vehicle, parking is not allowed and pedestrians are usually prohibited from the central island. intersection of two-way streets as seen from above (traffic flows on the right side of the road). The East-West street has left turn lanes from both directions, but the North-South street does not have left turn lanes at this intersection. The East-West street traffic lights also have green left turn arrows to show when unhindered left turns can be made.
In Europe and other places, there are similar intersections. These may be marked by special signs (according to the Vienna Convention on Road Signs and Signals), a danger sign with a black X representing a crossroads. This sign informs drivers that the intersection is uncontrolled and that default rules apply. In Europe and in many areas of North America the default rules that apply at uncontrolled four-way intersections are almost identical: # Rules for pedestrians differ by country, in the United States and Canada pedestrians generally have priority at such an intersection.
The Pensions Regulator is the non-departmental body which is meant to oversee these standards, and compliance with trustee duties,Pensions Act 2004 ss 13–32 which cannot be excluded.Pensions Act 1995 s 33 However, in The Pensions Regulator v Lehman Brothers[2013] UKSC 52 the Supreme Court concluded that if the Pensions Regulator issued a "Financial Support Direction" to pay up funding, and it was not paid when a company had gone insolvent, this ranked like any other unsecured debt in insolvency, and did not have priority over banks that hold floating charges.
FCBS facilities include specialist science and design and technology blocks, a multi-use Astroturf sports pitch and gym on site and a fully equipped performing arts centre. FCBS is part of the Fulham College Academy Trust, alongside Fulham Cross Girls School and the Fulham Enterprise Studio (FES), which opened its doors to students in September 2012 and was formally opened by the Duke of York in December 2012. FCBS (and Fulham Cross Girls’) students have priority for admission to FES, with an option to transfer in Year 10 or for sixth form.
Montreal, Quebec has a Duluth Avenue (Avenue Duluth in French) named after Greysolon located in "The Plateau" borough of the city (known as Le Plateau-Mont Royal in French). The avenue became quite popular with both residents and tourists after it was redesigned in the early 1980s. It was made to be more pedestrian-friendly with pleasantly-designed sidewalks, many trees, and flower boxes. It is said to have been modeled after Woonerf streets in the Netherlands and Belgium where pedestrians and cyclists have priority over motorized vehicles, which have a reduced speed limit.
The species was originally mentioned without description by William Colenso, the name being given as Phormium forsterianum. It was later known as P. colensoi, a name that was listed without description in 1846 by Joseph Dalton Hooker. The name became better known from J. D. Hooker's 1864 publication in Handbook of the New Zealand Flora. However, previously, in 1848, Auguste François Le Jolis had described the species under the name P. cookianum, and for many years this name was thought to have priority over Hooker's name P. colensoi.
Jarrell, p68 An unofficial policy employed by the whites, yet equally effective as the others, was "preference, not proscription." Basically, blacks who espoused support for the Democrats were given a certificate that allowed for them to have priority in employment and trade. The device was not used on the farms because the contracts lasted until January, but it instead wreaked havoc among the black artisans in the urban areas. The state Democratic committee never endorsed the tactic, and Hampton urged its ending after the end of the campaign.
Like most secondary schools in Sheffield, it does not have a sixth form but Westfield students have priority access into Silverdale Sixth Form (part of Chorus Education Trust), which is regularly one of the highest achieving sixth forms in Sheffield. 2012 was the most successful in the history of the College. 55% of students achieve five or more good GCSEs including English and mathematics. This was an 11 percentage point increase on the previous year making the College one of the most improved secondary schools in the City and beyond.
This split became official with the conversion of PostBus into a separate subsidiary of the Swiss Post in February 2005. The buses operated by PostBus are a Swiss icon, with a distinctive yellow livery and three-tone horn. The company uses an image of a posthorn as a logo on its buses and elsewhere. On some mountain roads, indicated by a traffic sign of a yellow posthorn on a blue background, the public transport, in particular the postal buses, have priority over other traffic and traffic users must follow instructions by public transport drivers.
All buses in the TransLink fleet are accessible, with most being low-floor vehicles that have ramps, although some are high- floor vehicles that have specially designed lifts. However, some stops are considered inaccessible if there is insufficient room to deploy the lifts or ramps. There is space for two wheelchairs on each bus, and the wheelchair area is also used for walkers and baby strollers. Passengers using wheelchairs have priority for these positions, and lower-priority users (such as those with strollers) are required to vacate the space as needed.
In Bangladesh a CIP is an individual who is allowed to receive a number of benefits and facilities for the period of one year after recognition for their contribution to their respective sector. Such a CIP receives a special id card from the Ministry of Commerce and from the Government of the People's Republic of Bangladesh. Such CIPs are invited to the Citizen's reception for various national ceremonies including entry to the Bangladesh Secretariat and the city corporation. CIP's have priority seating opportunities in most domestic public transport during business trips.
Under the framework the FCC approved, incumbent carriers have priority access to subsidies, but if the funds are declined, the funds are allocated by a competitive bidding process. The FCC also proposed upping the minimum speed requirement from 4Mbit/s to 10Mbit/s. In May 2014, the 10th circuit court of appeals upheld the shift in funds in the face of a legal challenge by telephone companies. The Connect America Fund also includes the Mobility Fund, which is given to wireless carriers who expand service to underserved areas.
Under the current system, immediate family members (spouse, child, and dependent mother and father), have priority status for green cards and generally wait 6 months to a year to have their green card application approved. For non-immediate family members, the process may take up to 10 years. Paperwork is processed on a first-come, first-served basis, so new applications may go untouched for several months. To address the issue of slow processing times, USCIS has made a policy allowing applicants to submit the I-130 and I-485 forms at the same time.
The chroniclers William of Malmesbury and Henry of Huntingdon mention the "British Constantine" myth as factual, the former being presumed to have priority by a few years (by 1125), the latter making King Coel of Colchester Constantine's maternal grandfather in his Historia Anglorum.Mulligan, p. 261. A few years later Geoffrey of Monmouth embroidered the tale, making Coel father of Helena rebel against King Asclepiodotus in his Historia regum Britanniae, and Constantine an ancestor of King Arthur. In this form Constantine was a supporting figure in the "British myth" (see list of legendary kings of Britain).
The term "common stock" indicates that the investors in the company do not own any particular assets, but that instead all of the assets are the shared, or common, property of all investors. A corporation may issue both common and preferred stock, in which case the preferred stockholders have priority to receive dividends. In the event of liquidation, common stock investors receive any remaining funds after bondholders, creditors (including employees), and preferred stockholders are paid. When the liquidation happens through bankruptcy, the common stock investors typically receive nothing.
P. buffaloensis was designated as the type species of the subgenus Acutiramus. Adhering to the rule of nomenclatural priority, the earliest used name should have priority. This was pointed out by Erik N. Kjellesvig-Waering in a 1955 publication, stating that using P. buffaloensis over P. cummingsi was "subjective" and in 1961, Kjellesvig-Waering recognised P. cummingsi as the name of the type species. Acutiramus continued to be treated as a subgenus of Pterygotus until it was raised to the level of a separate genus by Leif Størmer in 1974.
Receiving positive and supportive feedback after the 6-month trial, in the year 2012, the KMB decided to have priority seats set up in all of its buses and the headrests of such seats were changed into dark purple. According to press releases from the government, for the minibus, priority seat is provided at the first single seat near the door. And for the tram, there are a few priority seats offered near the driver in the lower deck. Also, there is priority seating offered by the Cathay Pacific airline, for passengers with disabilities.
Different authors consider the African wild ass and the domesticated donkey one or two species; either view is technically legitimate, though the former is phylogenetically more accurate. The species name for the African wild ass is sometimes given as asinus, from the domestic donkey, whose specific name is older and usually would have priority. But this usage is erroneous since the International Commission on Zoological Nomenclature has conserved the name Equus africanus in Opinion 2027. This was done to prevent the confusing situation of the phylogenetic ancestor being taxonomically included in its descendant.
The assessment of the material as belonging to a species of the aetosaur Stegomus held for about twenty years, until Friedrich von Huene reclassified it, giving the species the new genus Stegomosuchus and new family Stegomosuchidae, in the Pseudosuchia. Its classification was further reassessed by Alick Walker over forty-five years later, who reinterpreted Stegomosuchus as a close relative of Protosuchus, a crocodile-like reptile of similar age. In making this change, he noted that Stegomosuchidae should have priority over Protosuchidae. He also regarded AM 900 as a juvenile.
Hong, Sungook (2001). Wireless: From Marconi's Black-box to the Audion. MIT Press. p. 48Susan J. Douglas, Listening in: Radio and the American Imagination, U of Minnesota Press, page 50 Other patent disputes would crop up over the years including a 1943 US Supreme Court ruling on the Marconi Companies ability to sue the US government over patent infringement during World War I. The Court rejected the Marconi Companies suit saying they could not sue for patent infringement when their own patents did not seem to have priority over the patents of Lodge, Stone, and Tesla.
In 2005, Germany took the lead from Japan. With the introduction of the Renewable Energy Act in 2000, feed-in tariffs were adopted as a policy mechanism. This policy established that renewables have priority on the grid, and that a fixed price must be paid for the produced electricity over a 20-year period, providing a guaranteed return on investment irrespective of actual market prices. As a consequence, a high level of investment security lead to a soaring number of new photovoltaic installations that peaked in 2011, while investment costs in renewable technologies were brought down considerably.
They are generally sociable animals, living in groups of up to thirty individuals in some species. In some cases, such as the ring-tailed lemur, the groups are long- lasting, with distinct dominance hierarchies, while in others, such as the common brown lemur, the membership of the groups varies from day to day, and seems to have no clear social structure. Some of the lemur traits include low basal metabolic rate, highly seasonal breeders, adaptations to unpredictable climate and female dominance. Female dominance amongst lemurs is when the females are sexually monomorphic and have priority access to food.
The exclusive access seems to give WFAN an information edge over WEPN, which features Yankees television voice Michael Kay in drive-time. Kay is often forced to do his show from outside the stadium, and then leave an hour before the game to prepare for the TV broadcast. Yankees announcers from YES and WCBS occasionally host shows on WFAN throughout the year, including John Sterling, Suzyn Waldman and Kimberly Jones. The station is the flagship outlet for Westwood One's NFL and NCAA radio broadcasts, though all local teams have priority, with the exception of NFL playoff games.
Recent molecular analyses suggest that Alloteuthis media and A. subulata may be conspecific and that they are the extreme ends of a morphological gradient. In which case the name Alloteuthis media applied by Carl Linnaeus in his Systema Naturae in 1758 would have priority over Jean Baptiste Lamarck's A. subulata which dates from 1798. However, further analyses suggest that these are indeed two sister species which can be reliably separated by the size of the central suckers of the tentacular club and that in fact there is a genetic divergence between the Atlantic and the Mediterranean populations of A. media.
An M26 Pershing tank Devers clashed with Eisenhower over the diversion of ETOUSA resources to Eisenhower's North African Theater of Operations. On 28 July 1943, Eisenhower and Lieutenant General Carl Spaatz asked that four groups of Boeing B-17 Flying Fortress bombers be sent to the North African Theater to help support Operation Avalanche, the Allied invasion of Italy. The planned assault area at Salerno was at the extreme range of Allied fighters based in Sicily, and long-range bombers were needed to isolate the battlefield. Eisenhower and Spaatz felt that their theater should have priority.
The ground is owned by Broomfield Stadium Ltd, previously Excelsior Stadium Ltd, who rent the stadium to Airdrie, with the stadium owners sitting on the Board of the club. It has an all-seated capacity of and at the end of the 2009–10 season, a new 3G artificial surface was installed. In 2003 a ground share was proposed with Falkirk as their ground did not meet SPL requirements; this was later refused as Falkirk could not prove the SPL fixtures would have priority. Queen of the South played their Uefa Cup tie in 2008 at the stadium, as did Motherwell in 2009.
The altar book editions of the Lutheran Book of Worship (green) and Evangelical Lutheran Worship These are days which are associated with the life of Christ or the Apostles and deserve attention in their own right. Lesser Festivals do not have priority over festivals and technically do not have precedence over ordinary Sundays. However, the Lutheran Book of Worship does permit the celebration of a Lesser Festival on Sundays where the normal color of the day would be green (that is, seasons after Epiphany or after Pentecost) or on the Sundays in Christmas.Pffatteicher, Lutheran Book of Worship: Minister’s Desk Edition, 21.
The first minister, Lord Beaverbrook, pushed for aircraft production to have priority over virtually all other types of munitions production for raw materials. This was needed in the summer and autumn of 1940, but it distorted the supply system of the war economy. It eventually came to be replaced by a quota system, with each supply ministry being allocated a certain amount of raw materials imports to be distributed amongst various projects within the ministries' purviews. Beaverbrook still continued to push hard for increases in aircraft production until he left the ministry to become Minister of Supply.
Inglehart assumed that individuals pursue various goals in something akin to a hierarchical order. While people may universally aspire to freedom and autonomy, the most pressing material needs like hunger, thirst and physical security have to be satisfied first, since they are immediately linked with survival. According to Inglehart's interpretation of Abraham Maslow's hierarchy of human goals, while scarcity prevails, these materialistic goals will have priority over postmaterialist goals like belonging, esteem, and aesthetic and intellectual satisfaction. However, once the satisfaction of the survival needs can be taken for granted, the focus will gradually shift to these "non-material" goods.
On June 30, 1109, King Alfonso VI died. He was succeeded by Queen Urraca, who was remarried in 1109 to the king of Aragon, Alfonso the Battler, a soldier by nature who was immediately received as king in Castille and León, but not in Galicia. As part of the marriage settlement, any children born to the union were to have priority over Raymond's son Alfonso in the succession. In Galicia this union was rejected by the old party of count Raymond, now led by count Pedro Fróilaz, tutor of young Alfonso, although the partisans of Urraca also joined forces.
Sereno's hypothesis was supported by a morphometric study in 2013, which found P. houi and P. lujiatunensis to be synonymous. While P. houi is the oldest available name, the researchers argued that because the type specimen of P. lujiatunensis was better preserved, the correct name for this species should be P. lujiatunensis rather than P. houi, which would normally have priority. ;P. gobiensis P. gobiensis is named for the region it was found in 2001, and first described by Sereno, Zhao and Lin in 2010. It is known from a skull and partial articulated skeleton with gastroliths.
Crucially, however, Parliament had conceded in the Insolvency Act that administrative receivership should have priority - that is, a secured creditor with a floating charge could defeat any attempt to commence an administration by appointing an administrative receiver. As a result, administration was not as popular as lawmakers had envisaged, and secured creditors habitually appointed administrative receivers to enforce security rights. Parliament took more drastic action in the Enterprise Act 2002. They changed the administration regime to make it more attractive, but also barred the right to appoint administrative receivers in any security created after 15 September 2003 (subject to certain specific exceptions).
This was the first naming pertaining to the fish, and would normally have priority over any names assigned later. However the species as it is currently known, was first scientifically described in 1860 by the Cuban zoologist Felipe Poey in his two volume work Historia Natural de la Isla de Cuba, or "Natural History of the Island of Cuba". He assigned the species to the jack genera Caranx, and gave the Latin specific epithet of lugubris, meaning "mournful", or "pertaining to mourning". Although the description was based on a fish from Cuba, no holotype is known for the species.
The first few seconds are the most crucial and controversial of the disaster. Survivors insist that a female official immediately stood up and shouted: "Students sit down; don’t move. Let the leaders walk out first ()" (Note: In Chinese, the order: 让领导先走 has since become a popular Internet catch phrase, meaning the government officials have priority over ordinary folks in times of emergency). She has since been identified in online articles as Kuang Li (况丽), who was vice-director of the state petroleum company’s local education centre, though there has been no official confirmation of this.
Liberal Republican Party Convention May 1872 Dissatisfaction over the Grant administration, his appointments of family and friends, corruption at the New York Customs House, and his attempt to annex Santo Domingo, led many reformers to seek new leadership. Grant's prosecution of the Ku Klux Klan alienated former Republican allies, who believed civil service reform should have priority over civil rights of blacks. In 1870, Senator Carl Schurz of Missouri, a German immigrant, bolted from the regular Republican Party. After Cox resigned office the same year, many reformers believed that Grant was incapable of reforming civil service.
As of July 2010, the GeeksPhone One is not available through any of the big mobile operators. While GeeksPhone does not rule out cooperation with operators for the future, CEO Javier Agüera has stated that the “freedom-based” business model would have priority over any such agreement. Although its philosophy is somewhat similar to that of Openmoko, GeeksPhone does not publish hardware specifications for its devices beyond a data sheet. Another difference is that GeeksPhone aims to provide a stable device suitable for everyday use and capable of competing with other commercial devices on the market.
However, Richmond Council decided to accept the Diocese of Westminster's proposals on 24 May 2012. The proposals for the primary school included 10 places that would be allocated without reference to faith and, from 2020, those 10 students would also have priority admission to the secondary school. The secondary school would otherwise prioritise admissions for Catholic children. The local MP Vincent Cable, and Education Secretary Michael Gove, expressed an opinion that both schools should leave 50% of their places open to the community, in line with admissions rules for new Faith Academies, but that suggestion was not adopted.
Bonds provide the borrower with external funds to finance long-term investments, or, in the case of government bonds, to finance current expenditure. Certificates of deposit (CDs) or short-term commercial paper are considered to be money market instruments and not bonds: the main difference is the length of the term of the instrument. Bonds and stocks are both securities, but the major difference between the two is that (capital) stockholders have an equity stake in a company (that is, they are owners), whereas bondholders have a creditor stake in the company (that is, they are lenders). Being a creditor, bondholders have priority over stockholders.
The basic premise of the Act was that interests in registered land had to be registered in order to bind future purchasers of the property. One of the most important provisions was that if someone had not registered the interests listed in section 70, these would nevertheless "override" the rights of a future purchaser. In particular under section 70(1)(g), a person who had an equitable interest under a trust, and who was in actual occupation of the home, would be able to claim an overriding interest. The occupant would have priority over future purchases without his consent, as if his interest had been in fact registered.
By contrast "private" international law, which is more commonly termed "conflict of laws", concerns whether courts within countries claim jurisdiction over cases with a foreign element, and which country's law applies. A more recent concept is "supranational law", which concerns regional agreements where the laws of nation states may be held inapplicable when conflicting with a supranational legal system to which the nation has a treaty obligation. Systems of supranational law arise when nations explicitly cede their right to make certain judicial decisions to a common tribunal. The decisions of the common tribunal are directly effective in each party nation, and have priority over decisions taken by national courts.
Finmeccanica Group and military aircraft have priority over other traffic. The activity within the air traffic circuit must be carried out with no more than four aircraft at the same time and they all have to be in sight of each other. Pilots shall maintain two-way radio contact on Venegono radio frequency, reporting circuit positions down wind leg, base leg and final; pilots should also report positions on the manoeuvring area as holding point, take off and eventually runway back-track. An aircraft in sequence, either in flight or on the ground, will take a position only when the preceding aircraft has reported the successive position.
Simon Burns MP in 2010 In 2007, Burns persuaded the House of Commons Administration Committee, then being a member, that parliamentarians should have "priority access" to services within the Parliamentary Estate. In practice, this meant that MPs and Peers could avoid queues for shops, restaurants, bars, computers, photocopiers and even toilets by "pushing in" ahead of visitors or staff. The so-called "queue jumping rule" provoked cross-party opposition from Commons staff and other MPs but Burns trenchantly defended the proposal. On 3 April 2008, Burns was involved in a collision with a cyclist as he drove his 4x4 out of the Palace of Westminster gates into Parliament Square.
Cyclists in Prenzlauer Berg, Berlin Berliners have access to of bike paths including around mandatory bicycle paths, off-road bicycle routes, of bike lanes on the roads, of shared bus lanes open to cyclists, of combined pedestrian/bike paths and of marked bike lanes on the sidewalks. In addition to a variety of bike paths and bike lanes there are also () where bikes have priority and vehicles are limited to 30kmh. Along the former path of the Berlin Wall there is now the , the . It is a circular route, completed in 2006, and traces the former German Democratic Republic border fortifications that surrounded West Berlin.
A number of phylogenetic stem, node and crown definitions have been published, anchored in a variety of fossil and extant organisms, thus there is currently no consensus of the actual definition (and thus content) of Sauropsida as a phylogenetic unit. Some taxonomists, such as Benton (2004), have co-opted the term to fit into traditional rank-based classifications, making Sauropsida and Synapsida class- level taxa to replace the traditional Class Reptilia, while Modesto and Anderson (2004), using the PhyloCode standard, have suggested replacing the name Sauropsida with their redefinition of Reptilia, arguing that the latter is by far better known and should have priority.
The system employs a system of electronic boards placed on major highways throughout the metropolitan area that display traffic information whenever information needs to be displayed (due to an accident, lane closure, highway closure etc.), and the system also has cameras on those billboards to automatically detect traffic problems. While the system has extensive coverage of highways in the Kansas City Metropolitan Area it still has much more to cover . A study was conducted to determine which highways or segments of highways have priority due to higher accident rates . Since the project began it has expanded from its original plans due it is success.
The English battle fleet on 4 July became present in the North Sea to intercept the squadron of Vice-Admiral Michiel de Ruyter, which was about to arrive from America after he had raided the English possessions there. The English fleet learned about the arrival of the first ships of the VOC fleet, which had been announced by the English ambassador in the Republic, George Downing, from a merchantman from Rostock on 22 July. This caused a heated discussion about which target should have priority. The fleet commander, Lord Sandwich, against the advice of most of his flag officers, decided to split the fleet.
Quickline Kirby Station Westbound The Quickline system features upgraded buses, fewer stops, and more modern and comfortable bus stops. The bus stops resemble those featured along the METRORail Red Line, with announced arrival times for upcoming buses based on GPS tracking systems. In addition, the buses are equipped with control devices that will interact with the traffic signal system at intersections to allow the buses to have priority movement along the route. The service uses 40-ft long hybrid-electric buses, purchased from New Flyer Corporation, that provide on-board security cameras, more comfortable seating, a quieter interior and a significant amount of passenger information to be provided at the stops along the route.
These authors considered Rasborinae to have priority over Danioninae, suggesting that they have the same meaning. Also, Danio was found to be the sister group of a clade including Chela, Microrasbora, Devario, and Inlecypris, rather than in a clade exclusively with either Devario or Esomus as in previous studies. This paper supported the close relationship of "Microrasbora" erythromicron to Danio species; however, this study did not include Celestichthys, which was noted by Roberts as being likely to include Erythromicron, but with further research needed. Tanichthys is often regarded as a danionin by aquarists and grouped as such in some older aquatic publications, but no scientific basis exists for this, a fact stated on numerous occasions by Brittan and others.
There are further car parks, not run by Heathrow Airport Holdings, just outside the airport: the most recognisable is the National Car Parks facility, although there are many other options; these car parks are connected to the terminals by shuttle buses. Four parallel tunnels under the northern runway connect the M4 Heathrow spur and the A4 road to Terminals 2–3. The two larger tunnels are each two lanes wide and are used for motorised traffic. The two smaller tunnels were originally reserved for pedestrians and bicycles; to increase traffic capacity the cycle lanes have been modified to each take a single lane of cars, although bicycles still have priority over cars.
International law can be directly applied by a national judge, and can be directly invoked by citizens, just as if it were national law. A judge can declare a national rule invalid if it contradicts international rules because, in some states, international rules have priority. In other states, like in Germany, treaties have the same effect as legislation, and by the principle of Lex posterior derogat priori ("Later law removes the earlier"), only take precedence over national legislation enacted prior to their ratification. In its most pure form, monism dictates that national law that contradicts international law is null and void, even if it post-dates international law, and even if it is constitutional in nature.
Microsoft contended that the ongoing use of the license constituted an administrative expense and extension of credit by Microsoft, so should have priority over previous debt. The U.S. Court of Appeals for the Ninth Circuit held, however, that DAK's bankruptcy case was not entitled to priority as administrative expenses, and would instead be treated as non-priority general unsecured claims. Moreover, it found DAK as the debtor/licensee was not otherwise required to pay any administrative expense for its post-bankruptcy use of the license. Thus, DAK was not required to make any administrative payments to Microsoft, even though DAK made significant use of the copyright license following the Chapter 11 filing.
The DAK was to hold Cyrenaica regardless of who held Sollum, Bardia or Tobruk and a new line was to be built further back at Gazala. In a report on 12 May, Paulus wrote that sea communications between Italy and Libya should be reinforced, that any air and anti-aircraft units sent to Libya should be German and that the army in Libya needed ammunition, fuel and food first, then more vehicles before the dispatch of more men, of whom medium artillery and anti-tank gun crews should have priority. The Tobruk garrison settled into a routine of patrols, air raids and minor attacks, some to regain positions in the Medauar salient and some in connexion with WDF operations.
Preferred stock (also called preferred shares, preference shares or simply preferreds) is a form of stock which may have any combination of features not possessed by common stock including properties of both an equity and a debt instrument, and is generally considered a hybrid instrument. Preferred stocks are senior (i.e., higher ranking) to common stock, but subordinate to bonds in terms of claim (or rights to their share of the assets of the company)Drinkard, T., A Primer On Preferred Stocks, and may have priority over common stock (ordinary shares) in the payment of dividends and upon liquidation. Terms of the preferred stock are described in the issuing company's articles of association or articles of incorporation.
Peirce pursued a civil rights class action against the Allegheny County Jail alleging that the jail's practice of conducting blanket strip searches of misdemeanor detainees before they go to trial is unconstitutional. Peirce's firm obtained class certification and a preliminary injunction, which prohibited the jail from continuing this practice until the case was resolved. In 2007, Peirce's firm filed a joint lawsuit against online fan club MileyWorld, on behalf of fan club members who claimed they were misled by the website's promise to provide preferred access to concert tickets. By paying the membership fee, fans were told they would have priority access to the much sought-after tickets through a special presale.
John King Davis, who captained Aurora on the relief expedition after the drift On his arrival in New Zealand Stenhouse learned that nothing had been heard from Shackleton and the Weddell Sea party since their departure from South Georgia in December 1914; it seemed probable that both arms of the Imperial Trans-Antarctic Expedition were requiring relief.Tyler-Lewis, pp. 214–15 Stenhouse was informed by the expedition offices in London that funds had long since been exhausted and that money for the necessary work on Aurora would have to be found elsewhere. It was also evident that in the minds of the authorities the relief of Shackleton's party should have priority over the men marooned at Cape Evans.
The compact nature of Osan AB lends itself to walking and bicycling.Osan AB, South Korea, 2014For single and unaccompanied airmen, one of the attractions of a one-year assignment to Osan AB is the opportunity to follow their Osan tour with an assignment at the base of their choice, called a "follow-on assignment." If a position is open at the desired location, unaccompanied airmen in Korea (or other unaccompanied locations) have priority over other airmen in filling that position. This benefit is not available to those serving accompanied tours with family, or to those who extend their tours; those airmen must use the normal assignment selection process for their next assignment.
Hodge once called for British born families people to have priority on council house waiting lists over immigrants. This comment received praise from the far-right political party the BNP and led to calls for Hodge to resign. However her comments would be defended by her colleagues. In April 2006, Hodge commented in an interview with The Sunday Telegraph that eight out of ten white working- class voters in her constituency might be tempted to vote for the British National Party (BNP) at the May 2006 local elections because "no one else is listening to them" about their concerns over unemployment, high house prices and the housing of asylum seekers in the area.
Each horn consists of a pair of short, straight points that sprout from a single base on either side of the head, with the two prongs parallel rather than diverging as in Tetrameryx and Stockoceros. A number of different species have been described which are likely all the same: Capromeryx furcifer, Capromeryx mexicana and Capromeryx minimus. Capromeryx furcifer would have priority as the proper name for the Late Irvingtonian through Rancholabrean species in which the anterior prong is less than 50% the height of the posterior prong. Its fossils have also been found at least as far east at as the Texas coast, as well as in Nebraska, Kansas, New Mexico, Sonora, Baja California, and near Mexico City.
This species was formerly in the genus Alopecoenas Sharpe, 1899, but the name of the genus was changed in 2019 to Pampusana Bonaparte, 1855 as this name was found to have priority. Numerous forms of the Polynesian ground dove have been depicted from the various islands and atolls that used to make up its range; however, most of the original specimens have been lost and are now represented only by paintings, and some of the proposed forms may be from inaccurate descriptions and paintings. Two subspecies are generally recognized. The nominate subspecies, Pampusana erythroptera erythroptera, was described by Gmelin in 1789 and was originally found on Tahiti, Moorea, Maria Est, Marutea Sud, Matureivavao, Rangiroa, Tenararo, Tenarunga, and Vanavana.
Because there are only ten points of conflict (compared with 8 for a conventional single lane roundabout, or between 32 and 64 with traffic signal control), this design is often safer as well. Research and experiments show that traffic accidents are reduced by 72% on turbo roundabouts compared to multi-lane roundabouts, which have 12 points of conflict. Research at Windesheim University also shows that turbo roundabouts reduce accidents including casualties by some 75% when compared to regular intersections, and by 61% compared to single-lane roundabouts. The same research made it very clear that it is safer for cyclists not to have priority over motor vehicles on the roundabout, than to have it.
Next the miller wishes to have priority on the rescue rope, which the child grants in exchange for his complete release. All are saved, and then the pressure of the accumulating water becomes strong enough to forcibly reopen its original channel and everything goes back to normal. However the details of the cave are now public knowledge, and the adults of the two villages proceed to engage in their own squabbles over the river, redirecting it several times. To end this, one of the original children obtains a small amount of gunpowder and, using his intimate knowledge of the cave to position it effectively, seals both access routes beyond all hope of being re-opened.
Our Party (Naša Stranka) is a social-liberal party that seeks greater inclusion of citizens in the decision making process in Bosnia and Herzegovina. They are also pro-EU and pro-NATO, which is generally shared with all other political parties in Bosnia and Herzegovina. Our Party also believes that collective rights should not have priority over individual rights and are against ethnically-based decision making process. They believe that rights of constituent nations of Bosnia and Herzegovina should be clearly formulated and enumerated and party's belief is that the Constitutional Court should be the one protecting the vital ethnic interest and not the House of Peoples, which according to Our Party should be abolished.
Such cuts will require "a significant contribution by the electrification of new cars and should have priority". The plan emphasizes the contribution that biofuels can make, stating that "in the target scenario, the energy supply of street and rail traffic, as well as parts of air and maritime traffic and inland shipping is switched to biofuels – if ecologically compatible – and otherwise largely to renewable electricity as well as other GHG-neutral fuels". The need to support public transport, rail transport, and cycling is stressed in the plan. The plan states a next step is to determine the framework needed to ensure that new powertrain technologies and energy forms will be adopted at scale.
After the Anglo-French attacks in mid-September, a comprehensive relief of the front-line divisions had been possible. On 5 September, proposals for a shorter line to be built in France were ordered from the commanders of the western armies, who met Hindenburg and Ludendorff at Cambrai on 8 September; the new leadership announced that no reserves were available for offensive operations, except those planned for Rumania. Ludendorff condemned the policy of holding ground regardless of its tactical value and advocated holding front-line positions with the minimum of troops and to recapture lost positions by counter-attacks. On 21 September, after the battle of Flers–Courcelette Hindenburg ordered that the Somme front was to have priority in the west for troops.
She was appointed as the Government Whip in the Legislative Council after the election. She has served on the Library, Legislative Council Standing Orders and Scrutiny of Acts and Regulations Committees. The Legislative Council was substantially reformed in the leadup to the 2006 state election, and Argondizzo was one of eight incumbent Labor members forced to fit into one new, larger, electorate which would only return a maximum of three for Labor. As a relatively junior member of the government, she did not have priority for one of the winnable Legislative Council seats, and attempted to shift to the Legislative Assembly by contesting the Liberal-held marginal seat of electoral district of Doncaster, then held by the retiring Victor Perton.
The most common arrangement is to indicate that one road has priority over the other, but there are complex cases where all traffic approaching an intersection must yield and may be required to stop. In the United States, South Africa, and Canada, there are four-way intersections with a stop sign at every entrance, called four-way stops. A failed signal or a flashing red light is equivalent to a four-way stop, or an all-way stop. Special rules for four- way stops may include: # In the countries that use four-way stops, pedestrians always have priority at crosswalks – even at unmarked ones, which exist as the logical continuations of the sidewalks at every intersection with approximately right angles – unless signed or painted otherwise.
A preferential creditor (in some jurisdictions called a preferred creditor) is a creditor receiving a preferential right to payment upon the debtor's bankruptcy under applicable insolvency laws. In most legal systems, some creditors are given priority over ordinary creditors, either for the whole amount of their claims or up to a certain value. In some legal systems, preferential creditors take priority over all other creditors, including creditors holding security, but more commonly, the preferential creditors are only given priority over unsecured creditors. Some legal systems operate a hybrid approach; in the United Kingdom preferential creditors have priority over secured creditors whose security is in the nature of a floating charge, but creditors with fixed security take ahead of the preferential creditors generally.
The report concluded that resistance to the Wehrmacht would be impossible if they gained a secure foothold in Britain: without the bulk of the army stranded in France, the home-based forces and civil defence would be inadequate. The CoS held that air defence was crucial and that teh United Kingdom could not survive if Germany gained control of the air, although the Royal Navy would at least provide some breathing space. It had been calculated that Germany's air superiority was about four to one and it was vital that the British war effort must concentrate primarily on the production of fighter aircraft and crews, and the defence of those factories essential to fighter production should have priority. The report had two main conclusions.
The most critical benefits of registration for the mortgagee is obtaining priority, with priority ranking solely decided by the date of registration. By giving a "notice to the world", the registered mortgagee could be protected from all later secured creditors of the mortgagor, who may seek further finance from other sources using the same ship as security. In UK, regulation 59 of the Merchant Shipping (Registration of Ships) Regulations 1993, mortgagees of a ship or a share in a registered British ship are allowed to give notice of their intended interests to and recorded by the Registrar. Once later executed or registered, the registered mortgagees will have priority over the other registered mortgages which may have been fully registered in the first place.
Ludendorff criticised the practice of holding ground regardless of its tactical value and advocated holding front-line positions with a minimum of troops and the recapture of lost positions by counter-attacks, a practice that had already been forced on the German armies on the Somme. On 15 September Crown Prince Rupprecht, commander of the northern group of armies, was ordered to prepare a rear defensive line and on 23 September work on the new (Siegfried Position/Hindenburg Line) began. On 21 September, after the battle of Flers–Courcelette (15–22 September), Hindenburg ordered that the Somme front would have priority in the west for troops and supplies. By the end of the Battle of Morval (25–28 September) Rupprecht had no reserves left on the Somme.
Frequencies for COMPASS are allocated in four bands: E1, E2, E5B, and E6; they overlap with Galileo. The fact of overlapping could be convenient from the point of view of the receiver design, but on the other hand raises the issues of system interference, especially within E1 and E2 bands, which are allocated for Galileo's publicly regulated service.Galileo, Compass on collision course, GPS World, April 2008, p. 27 However, under International Telecommunication Union (ITU) policies, the first nation to start broadcasting in a specific frequency will have priority to that frequency, and any subsequent users will be required to obtain permission prior to using that frequency, and otherwise ensure that their broadcasts do not interfere with the original nation's broadcasts.
However, after several months of talks, the two clubs could not agree as to which side would have priority at Walkers Stadium, and they ended any ground share plans in July 2005.Tigers call off ground share plan Leicester purchased the freehold to the ground and adjacent land in 2006 prior to this the club operated on a long term 99 year rolling lease from the city council. On 11 June 2007 the club announced plans that it was working with AFL, who were involved in redeveloping Manchester United's Old Trafford, for a redevelopment plan which would raise the capacity from 17,498 to 25,000 by 2011. On 20 February 2008 Leicester Tigers received planning consent for the £60million redevelopment of their Welford Road home.
6.3 French Right turn (or others) on red permission sign In the Netherlands, bicycles are occasionally allowed to turn right on a red light (assuming that the design of the junction is such that the light is even applicable to right turning cyclists, which it often is not in the Netherlands). Wherever this is the case, a sign "rechtsaf voor fietsers vrij" (right turn free for cyclists) or "rechtsaf voor (brom)fietsers vrij" (right turn free for cyclists and mopeds) is present. In France, a right turn on red without stopping is allowed when a separate arrow-shaped amber light flashes, but drivers do not have priority. They must check if any pedestrians are crossing before turning and must give way to vehicles coming from other directions.
Enaliochelys is a genus of extinct thalassochelydian turtle from the Late Jurassic of the United Kingdom. The type and only species is Enaliochelys chelonia, named by Harry Govier Seeley in 1869 for a partial disarticulated skeleton from the early Kimmeridgian of the Kimmeridge Clay in Cambridgeshire, and additional material from the Kimmeridge Clay has also been referred to the taxon. While it has long been considered a synonym of Thalassemys hugii, Enaliochelys would have priority due to it being named first, although it has multiple distinguishing features, including its large carapace over long. The genus lacks the features diagnostic to its parent clade Thalassochelydia, but shared features of the scapula and shell suggest it may be closely related to Thalassemydidae.
The Pensions Regulator is the non-departmental body which is meant to oversee these standards, and compliance with trustee duties,Pensions Act 2004 ss 13-32 which cannot be excluded.Pensions Act 1995 s 33 However, in The Pensions Regulator v Lehman Brothers, the Supreme Court concluded that if the Pensions Regulator issued a "Financial Support Direction" to pay up funding, and it was not paid when a company had gone insolvent, this ranked like any other unsecured debt in insolvency, and did not have priority over banks that hold floating charges.[2013] UKSC 52 In addition, there exists a Pensions Ombudsman who may hear complaints and take informal action against employers who fall short of their statutory duties.Pension Schemes Act 1993, s.
The border first emerged during the Scramble for Africa, a period of intense competition between European powers in the later 19th century for territory and influence in Africa. The process culminated in the Berlin Conference of 1884, in which the European nations concerned agreed upon their respective territorial claims and the rules of engagements going forward. As a result of this France gained control of the upper valley of the Niger River (roughly equivalent to the areas of modern Mali and Niger). Meanwhile Britain, which had (via the Royal Niger Company) administered the area around Lagos since 1861 and the Oil River Protectorate (Calabar are the surrounding area) since 1884, would have priority in the areas south of the upper Niger region.
The proper name for the fungus was debated for some time, as the name Guepinia is a homonym (pointed out by Fries in 1828), because it had been used by Toussaint Bastard in 1812 for a genus of flowering plants in the Cruciferae family. To further complicate matters, the generic name Teesdalia, originally considered to have priority over the name Guepinia for the plant genus, was later determined to have been validly published after Guepinia, rendering Teesdalia an illegitimate name. In 1982, changes in the International Code for Botanical Nomenclature gave protected status to all names adopted by Fries in the Elenchus Fungorum, and established Guepinia as the correct genus name. Guepinia is variously classified in the Auriculariales order, with uncertain familial position (incertae sedis), or as part of the Exidiaceae family.
Based on those criteria, these are the documents that have priority in digitization : most requested material which is in poor physical condition, historical books and manuscripts, microfilms and other very required materials. In general, materials that are most commonly digitized are rare books (49%), photographs (44%), manuscripts (39%), monographs (35%), music (30%), newspapers (9%), maps (1%). Besides digitizing its own material the National Library of Kosovo provides access to some of the most popular electronic resources in the world and that made possible through the Electronic Library Consortium of Kosovo. For services for electronic resources in different libraries of the world the National Library of Kosovo was supported by Kosovo Foundation for Open Society, and by companies like EBSCO and GALE with financial support from the U.S. Embassy in Pristina.
Field Marshal Sir Bernard Montgomery Following the Allied breakout from Normandy, and the closure of the Falaise Pocket, the Supreme Allied Commander of the Allied armies on the Western Front, General Dwight D. Eisenhower, favored pursuit of the seemingly shattered German armies northwards and eastwards across the Seine, and ultimately to the Rhine on a broad front. While agreeing that Montgomery's drive towards the Ruhr should have priority, he still thought it was important to "get Patton moving again". To that end, in the first week of September 1944, Eisenhower authorized the U.S. First Army to cross the Rhine near Cologne, Bonn, and Koblenz while the U.S. Third Army crossed near Mannheim, Mainz, and Karlsruhe. Eisenhower relied on speed, which in turn depended on logistics, which he conceded were "stretched to the limit".
The United States's ability to compete under these circumstances was seen by many Japanese and Americans as hampered by heavy personal, government, and business debt and a low savings rate. In the late 1980s, the breakup of the Soviet bloc in Eastern Europe and the growing preoccupation of Soviet leaders with massive internal political and economic difficulties forced the Japanese and United States governments to reassess their longstanding alliance against the Soviet threat. Officials of both nations had tended to characterize the security alliance as the linchpin of the relationship, which should have priority over economic and other disputes. Some Japanese and United States officials and commentators continued to emphasize the common dangers to Japan- United States interests posed by the continued strong Soviet military presence in Asia.
Under the new guidelines, "travellers who returned to Alberta after March 12" with mild symptoms would no longer be tested for COVID-19. Under the new testing protocol, there are four groups of people who will have priority for testing: those who "are hospitalized with respiratory illness"; "residents of continuing care and other similar facilities"; people "who returned from travelling abroad between March 8 and March 12"; and "health-care workers with respiratory symptoms." Hinshaw said, "Our new approach reflects the fact that the most important thing anyone can do if they have mild symptoms isn’t to get tested – it’s to stay home and self-isolate." Health Link nurses had been referring people with COVID-19 symptoms to one of a number of drive-thru assessment centres for testing.
Access-class barring is one solution in such a situation, allowing public safety (PS) personnel such as emergency responders to have priority on the network, as well as general emergency calls to public-safety answering points (PSAPs). This typically only affects voice calls, therefore text messaging is a very effective way of communication during an MCE, as it only needs a brief connection to the network to be sent or received, and uses almost nothing in terms of network resources like bandwidth. Mass call events can also be caused by planned events. In 1982, Eddie Murphy's Larry the Lobster shtick on Saturday Night Live resulted in record call volume, as Murphy held a live lobster and declared that the show's audience would determine whether he lived or died via telephone calls.
Believing that families were paying too much for whole life policies that left them poor in the wallet and deeply underinsured, Williams joined his cousin at ITT Financial Services in 1970. In June 1973, six months before ITT went out of business, he left and went on board with Waddell & Reed, another Buy term and invest the difference (BTID) company that saw early success. Williams gained momentum at W&R; and became regional vice-president (RVP) the same year, with a sales force that covered 6 states. Despite the numerous benefits of working at W&R; in comparison to ITT, it became clear to Williams that with a corporate structure in which the executives, not the sales force, owned the company, financial decisions would always have priority over the clients and there would be limits on how much the company could grow.
The case drew severe criticism for favouring the interests of banks and money lenders over people living in homes.See S Gardner, Introduction to Land Law (2007) 309 It was pointed out that although a bank's loan might have been necessary for a buyer to complete a purchase, a person who had an equitable interest through financial contribution had given value that was no less necessary for the purchase.See Smith, ‘Mortgagees and Trust Beneficiaries’ (1990) 109 LQR 545, 548-9, ‘Beyond £4000, however, George Cann had two overlapping sources of finance: the proceeds from the previous house and the mortgage. What logic or sense is there in saying that the mortgagee must have priority?’ Smith suggests that the sources of finance be given equal priority according to their quantum, although that could be difficult to quantify when there is a non-financial contribution.
Portal Bridge is a major choke point on the line. The right-of-way would parallel the NEC and pass through Secaucus Junction The 1910 Portal Bridge at , a two-track, rail-only, swing bridge over the Hackensack River between Kearny and Secaucus, limits train speeds and crossings and requires frequent and costly maintenance. Its lowest beams are above the water, so it opens regularly for shipping, though not during weekday rush hours, when trains have priority. In December 2008, the Federal Railroad Administration (FRA) approved a $1.34 billion project to replace the Portal Bridge with two new bridges: a three-track bridge to the north, and a two- track bridge to the south. In 2009, New Jersey applied for funding from the American Recovery and Reinvestment Act of 2009 and on January 28, 2010, received $38.5 million for design.
Boris Kustodiev Celebration Marking the Opening of the 2nd Congress of the Comintern on Uritsky Square in Petrograd on 19 June 1920. 1921. Russian Museum The birth of the Soviet Art was preceded throughout the 1920s by an era of intense ideological competition between different artistic groupings each striving to ensure their own views would have priority in determining the forms and directions in which Soviet Art was to develop, seeking to occupy key posts in cultural institutions and to win the favour and support of the authorities. This struggle was made even more bitter by the growing crisis of radical leftist art. At the turn of the 1930s, many avant-garde tendencies that had appeared back in the 1910s had exhausted themselves and began depicting real- life objects, as it attempted to return to the traditional system of painted images.
The sanction for failure to register is that the charge becomes void, and unenforceable. This does not extinguish the debt itself, but any advantage from priority is lost and the lender will be an unsecured creditor. In National Provincial Bank v Charnley[1924] 1 KB 431 there had been a dispute about which creditor should have priority after Mr Charnley's assets had been seized, with the Bank claiming its charge was first and properly registered. Giving judgment for the bank Atkin LJ held that a charge, which will confer priority, simply arises through a contract, "where in a transaction for value both parties evince an intention that property, existing or future, shall be made available as security for the payment of a debt, and that the creditor shall have a present right to have it made available, there is a charge".
Historically, health care for military personnel and their dependents was provided in military medical facilities as promised by the military, and through a referral system, by civilian medical personnel where military physicians were not available in a certain specialty, or when and where overcrowding of a military medical facility occurred. Active duty military personnel always have priority for care in military medical facilities. After World War II and the Korean War, especially with the growth in the standing forces of the U.S. military due to the Cold War, access to care in military facilities became increasingly unavailable for military retirees and the dependents of both active duty and retired military personnel due to resource constraints and growing demands on the system. It was at this time that the concept of "space-available basis" for military retirees and military dependents was first noted.
Gobierno de Sebastián Piñera firmará acuerdo internacional sobre matrimonio igualitario con el Movilh e iluminará La Moneda Committee debate on the same-sex marriage bill resumed on 9 January 2019, and continued in May. Senado reactiva discusión sobre el matrimonio igualitario In May 2019, Senate president Jaime Quintana said that the same-sex marriage bill, along with a bill permitting same-sex couples to adopt, would have priority in the Senate agenda. In July 2019, upon assuming his role as chairman of the Constitution Committee, Senator Felipe Harboe (PPD) began fast-tracking the procedure of the same-sex marriage bill, as opposition parties announced their intention to push for debate in Congress before going into recess in February 2020. On 15 January 2020, the bill was approved at its first reading in the Senate by 22 votes to 16, and will now go to the Constitutional Committee.
As a result of this France gained control of the upper valley of the Niger River (roughly equivalent to the areas of modern Mali and Niger), and also the lands explored by Pierre Savorgnan de Brazza for France in Central Africa (roughly equivalent to modern Gabon and Congo-Brazzaville). Meanwhile, Britain, which had (via the Royal Niger Company) administered the area around Lagos since 1861 and the Oil River Protectorate (Calabar are the surrounding area) since 1884, would have priority in the areas south of the upper Niger region.
Residence at Cambridge as fellow of Trinity involved him in the feud between the master and fellows of Trinity College. Colbatch at first was a moderate, and published a pamphlet in defence of Bentley's contention that any B.D. or D.D. should, for college rooms or a college living, have priority over a master of arts. After the death of John Moore, bishop of Ely and Visitor, in 1714, he felt it impossible to remain neutral in the quarrel, and his refusal in that year of Bentley's offer of the vice-mastership of the college began his long contest with the master. He took the lead of the fellows in the efforts made to cause William Fleetwood, Moore's successor, to move against Bentley, and in 1716 came to an open rupture with the master, because he refused to accede to his claim to the vice-mastership.
Heading into his final junior year, Spargo was touted as a first-round draft pick for the 2017 AFL draft. In March 2017, the AFL announced the Riverina would no longer be a part of the GWS Academy zone, meaning GWS would no longer have priority access to drafting Spargo in the 2017 draft. Despite the GWS Academy zone announcement, he played in an exhibition match for the GWS Academy against the Sydney Swans Academy a week after GWS lost access to Spargo, in the match he recorded a game-high twenty-five disposals along with six tackles, five inside 50s and a goal, and was named GWS' second best player by AFL Media's Giulio Di Giorgio. Playing school football for the first half of the year, he was selected to play for the Allies for the second consecutive year in the 2017 AFL Under 18 Championships.
The paper has an average of 350 to 400 active vendors each month and there as many as 800 vendors in a year, if occasional vendors are included. Most vendors sell within Seattle proper, although some sell in the Eastside, as far north as Bellingham, and as far south as Olympia, WA. Vendors may sell without restriction on sidewalks and public spaces, and sometimes need to obtain permission to sell in commercial areas like malls. Several vendors are very successful, selling as many as 2,000 papers a month and being known as "fixtures" in the community, however most sell far less than that. Real Change's "turf system" allows vendors selling over 300 papers per month to have priority at certain spots; according to Harris, this system allows buyer-vendor relationships to grow and for vendors to become well known in communities, and can minimize conflict and competition between vendors.
During the First World War, the Sykes–Picot Agreement was struck between the foreign ministers of Great Britain and France on behalf of their respective governments on a vision of a post war division of the Ottoman Empire in which the Arab provinces of the Ottoman Empire (south and west of Anatolia) would be split into spheres of influence for the French and British. > > That France and Great Britain are prepared to recognize and protect an > independent Arab states or a confederation of Arab states (a) and (b) marked > on the annexed map, under the suzerainty of an Arab chief. The exact nature of the "re-discovery" has been debated: De Vries published first on the subject, mentioning Mendel in a footnote, while Correns pointed out Mendel's priority after having read De Vries' paper and realizing that he himself did not have priority. De Vries may not have acknowledged truthfully how much of his knowledge of the laws came from his own work and how much came only after reading Mendel's paper. Later scholars have accused Von Tschermak of not truly understanding the results at all.Ernst Mayr: The Growth of Biological Thought, Belknap Press, S. 730 (1982)Floyd Monaghan, Alain Corcos: Abstract: Tschermak - A non-discoverer of MendelismJournal of Heredity 77: 468f (1986) und 78: 208-210 (1987Michal Simunek, Uwe Hoßfeld, Florian Thümmler, Olaf Breidbach (Hg.): The Mendelian Dioskuri – Correspondence of Armin with Erich von Tschermak-Seysenegg, 1898–1951; „Studies in the History of Sciences and Humanities“, Band Nr. 27; Prag 2011; .
On 5 September, proposals for a new shorter line to be built in France were ordered from the commanders of the western armies, who met Hindenburg and Ludendorff at Cambrai on 8 September, where they announced that no reserves were available for offensive operations except those planned for Rumania. Ludendorff condemned the policy of holding ground regardless of its tactical value and advocated holding front-line positions with the minimum of troops and the recapture of lost positions by counter-attacks. On 15 September, Rupprecht was ordered to prepare a rear defensive line and on 23 September work on the new (Hindenburg Position) was ordered to begin. On 21 September, after the battle of Flers–Courcelette (15–22 September), Hindenburg ordered that the Somme front was to have priority in the west for troops and supplies and by the end of the Battle of Morval Rupprecht had no reserves left on the Somme front.
A 2015 cladistic study by Wilsona and the French palaeontologist Ronan Allain found Rebbachisaurus itself to group with the nigersaurines, and the authors suggested that Nigersaurinae was therefore a junior synonym of Rebbachisaurinae (since that name would have priority). The same year, Fanti and colleagues supported the use of Rebbachisaurinae over Nigersaurinae, and found Nigersaurus to be the basalmost member of this "Euro-African" subclade. In 2019, Mannion and colleagues pointed out that since Nigersaurus was found to be the sister taxon of all other nigersaurines in some studies, a Rebbachisaurinae clade may not necessarily include Nigersaurus itself (as well as the fact that the position of Rebbachisaurus could change in future analyses), and supported the continued use of the name Nigersaurinae over Rebbachisaurinae for all rebbachisaurids more closely related to Nigersaurus than to Limaysaurus. They found that nigersaurines were restricted to North Africa and Europe, and that Limaysaurinae was strictyly known from Argentina.
Beach-heads considered in Green included the Waterford-Wexford sector (favoured), the estuary of the River Shannon near Limerick, Galway Bay, Donegal Bay with Killala, Ballina and Sligo, Lough Foyle with Derry, the 'Bay of Belfast' (Belfast Lough), and Cobh in Cork. The landings were to be effected by sea craft available in occupied France at the time, but there were few in existence and Operation Sea Lion was to have priority- further reasons why Raeder was not happy with Green. Green was expected to use over 50,000 German troops and Sea Lion was expected to use 160,000 but for Green the Germans only found two steamships available around the north-western ports of France- the French Versailles and the German Eule together with three small coasters: Mebillo, Clio and Franzine. It is also worth pointing out that to get to Ireland the departing ships would have had to circumnavigate the British coastline at Cornwall.
During the investigation, the NTSB and the FBI clashed with each other. The agencies lacked a detailed protocol describing which agency should take the lead when it was initially unclear if an event was an accident or a criminal act. At the time of the crash, 49 CFR 831.5 specified that the NTSB's aviation accident investigations have priority over all other federal investigations.49 CFR 831.5 After the TWA flight 800 investigation, the NTSB recognized the need for better clarity. to clarify the issue in 49 USC 1131(a)(2)(B), which was amended in 2000 to read: In 2005, the NTSB and the FBI entered into a Memorandum of Understanding (MOU) that states that, “[i]n the immediate aftermath of a transportation accident, the NTSB is the presumptive lead investigative agency and will assume control of the accident scene.” The FBI may still conduct a criminal investigation, but the NTSB investigation has priority.
Leaders were given briefings about the need to be "severe" and "firm"; all Jews were to be viewed as potential enemies that had to be dealt with ruthlessly. The wording of the Wannsee Protocol—the distributed minutes of the meeting—made it clear to participants that evacuation east was a euphemism for death. The conference room at the Wannsee Conference House, 2003 Heydrich went on to say that in the course of the "practical execution of the final solution", Europe would be "combed through from west to east", but that Germany, Austria, and the Protectorate of Bohemia and Moravia would have priority, "due to the housing problem and additional social and political necessities". This was a reference to increasing pressure from the Gauleiters (regional Nazi Party leaders) in Germany for the Jews to be removed from their areas to allow accommodation for Germans made homeless by Allied bombing, as well as to make space for laborers being imported from occupied countries.
An examiner has wide-ranging statutory powers, some of which can be exercised unilaterally and some of which are exercisable only with the sanction of the court. The following are some of the powers an examiner may have: # To seek to have the directors' powers transferred to him # To obtain information # To seek directions from the court # To discharge pre-petition debts # To borrow # To deal with charged property (see Fixed Charge Holders) # To certify expenses # To regularise improper transactions The nature and scope of the powers conferred on an examiner was recently considered by the court in the case of Missford Limited trading as Residence Members Club One of the most frequently utilised powers is the ability to certify certain liabilities incurred during the period of protection. Commonly such certificates are referred to as 'section 10 certificates'. The effect of a section 10 certificate is that all certified liabilities have priority over all other claims against the company (excluding secured creditors' claims) and the examiner's remuneration, costs and expenses.
On 6 June 1945 Roosenburg and a group of Dutch people were exchanged for a group of Russian POWs; they made their way to a Red Cross camp where they found that only the French and Belgians would be flying home; the rest would have to wait several weeks until a truck came. Roosenburg convinced a Dutch captain to give her group documentation stating that they were political prisoners and should have priority in transportation home; the paperwork she suggested did not mention their nationality, and so left them free to impersonate French or Belgian political prisoners. The next day Roosenburg and 15 other Dutch set out for Halle airfield, where they convinced an American soldier to allow them flight on the next plane to Belgium. Once in Belgium, the group set about calling friends and friends' friends to tell them they were alive and on their way home, and on 12 June they arrived at a monastery in the southern Netherlands where she and her friends were housed with between 1500 and 2000 others.
They were taken to larger warships and other transports lying offshore. While a number of these transports were sunk, large liners such as SS Deutschland got through and carried up to 11,000 soldiers and civilians each. During the night of April 4–5, a flotilla of small boats and landing craft evacuated over 30,000 soldiers and civilians from Oxhöfter Kämpe and took them to Hela. It is estimated that nearly 265,000 people were evacuated from Danzig (modern Gdańsk) to Hela during the month of April alone. On April 15, another large convoy consisting of four liners and other transports left Hela with over 20,000 soldiers and civilians. On April 16, the Goya was torpedoed and sunk by L-3, with the loss of over 6,000 lives; 183 survived. Evacuees arriving at a western harbor, already occupied by British troops Initially, on his becoming Reich President on May 1, Karl Dönitz was determined to continue the war, going so far as to instruct Generaloberst Carl Hilpert that combat troops would have priority in evacuation to Germany from the Courland Pocket.
This meant that areas in ancestral domains is shared by the members of the community, but that does not mean that they are considered as co-owners of the said property according to the New Civil Code (2). Section 57 of chapter VIII of the Republic Act No. 8371 of 1997 which states that: > Natural resources within Ancestral Domains - The ICCs/IPs shall have > priority rights in the harvesting, extraction, development or exploitation > of any natural resources within the ancestral domain. A non-member of > ICCs/IPs concerned may be allowed to take part in the development and > utilization of the natural resources for a period of not exceeding twenty- > five (25) years: provided, that a formal and written agreement is entered > into with the ICCs/IPs concerned or that the community, pursuant to its own > decision making process, has agreed to allow such operation: provided, > finally, that the NCIP may exercise visitorial powers and take appropriate > action to safeguard the rights of ICCs/IPs under the same contract (1).
Martin Kitchen, A History of Modern Germany 1800–2000, Maden, MA, Blackwell Publishing, 2006, p. 284 Meanwhile, Schacht's administration achieved a rapid decline in the unemployment rate, the largest of any country during the Great Depression. By 1938, unemployment was practically extinct. The main economic priority of the Nazi government, which set it apart from previous German governments, was to rearm and rebuild Germany’s military in preparation for an eventual war to conquer Lebensraum ("living space") in the East. Thus, at the beginning of his rule, Hitler said that “the future of Germany depends exclusively and only on the reconstruction of the Wehrmacht. All other tasks must cede precedence to the task of rearmament” and “in case of conflict between the demands of the Wehrmacht and demands for other purposes, the interests of the Wehrmacht must in every case have priority.” This policy was implemented immediately, with military expenditures quickly growing far larger than the civilian work- creation programs. As early as June 1933, military spending for the year was budgeted to be three times larger than the spending on all civilian work- creation measures in 1932 and 1933 combined.
A number of complex rules govern the seeding process, so it is not as simple as merely following the S-curve, although that is the top priority according to the NCAA's rules.NCAA.com - The Official Web Site of the NCAA Better teams have priority in remaining close to home, but no hosting institution's team can actually play at the location where the institution is hosting tournament games (generally, games are hosted on neutral courts, so this is not usually a problem). Sometimes a top team may be a short drive away from its games; in 2006 Villanova played its first and second round games in Philadelphia at an arena where they had played three games that year, one fewer than the four required for a site to be considered a "home court" for a team, and in 2002 the Pitt Panthers played their first and second round games in the city of Pittsburgh at Mellon Arena (which was not their home court after the opening of their on-campus arena). In the women's tournament, this criterion does not apply, and a team that is hosting is automatically assigned its home arena, regardless of seed.
Articles 27–30 of the Convention on Jurisdiction and the Enforcement of Judgments in Civil and Commercial MattersSeptember 1968, O.J. 1998 as amended by the "Brussels Regulation"Council Regulation (EC) No 44/2001 of 22 December 2000 on Jurisdiction and the Recognition and Enforcement of Judgments in Civil and Commercial Matters lay down a framework of regulation to avoid conflicting judgments (see Brussels Regime). For an analysis of the relationship between EU law and the New York Convention, see Balkanyi–Nordmann (2002). The European Court of Justice ruled in Overseas Union Insurance Ltd. v New Hampshire Insurance Co. (1991) ECR I-3317 that Article 27 applies to all proceedings commenced in the courts of the European Union regardless of the habitual residence or domicile of the parties. The Article provides for the court first seised to have priority in the same cause of action between the same parties without giving a second court the right to examine the first court's grounds for accepting jurisdiction with Article 27(2) imposing a mandatory duty on the second court to decline any jurisdiction unless the first court determines not to accept jurisdiction.
During the same period, 44% of new appointments to the ICS were filled by Indians. In 1922, Indian candidates were permitted to sit the ICS examinations in Delhi; in 1924, the Lee Commission, chaired by Arthur Lee, 1st Viscount Lee of Fareham (which eventually led to the foundation of the Federal Public Service Commission and Provincial Public Service Commission under the Government of India Act 1935) made several recommendations: ICS officers should receive increased and more comprehensive levels of compensation, future batches of ICS officers should be composed of 40% Europeans and 40% Indians, with the remaining 20% of appointments to be filled by direct promotion of Indians from the Provincial Civil Services (PCS) and the examinations in Delhi and London were to produce an equal number of ICS probationers. In addition, under-representation of candidates from Indian minority groups (Muslims, Burmese and so on) would be corrected by direct appointments of qualified candidates from those groups, while British candidates would continue to have priority over Indians for ICS appointments. While initially successful, the expansion of the Indian independence movement from the late 1920s resulted in a hardening of Indian attitudes against European officers, and furthered distrust of Indian ICS appointments amongst Indians.
