During a reform effort in 1947, the French created a bicameral legislature with one house for the French citizens and another for the Muslims but made a European's vote equal seven times a Muslim's vote. Paramilitary groups such as the Front de Libération nationale (FLN) appeared, claiming an Arabo-Islamic brotherhood and state. This led to the outbreak of a war for independence, the Algerian War, in 1954. A group of Northern Federalists led by Senator Timothy Pickering of Massachusetts went so far as to explore the idea of a separate northern confederacy. Another concern was whether it was proper to grant citizenship to the French, Spanish, and free black people living in New Orleans, as the treaty would dictate. Critics in Congress worried whether these "foreigners", unacquainted with democracy, could or should become citizens. Younger Indians formed lobbying groups such as the Indian Resources Group to press their case with the British government. The Nationality Law naturalized all citizens of Mandated Palestine, the inhabitants of Israel on July 15, 1952, and those who had legally resided in Israel between May 14, 1948, and July 14, 1952. The law further clarified that naturalization was available to immigrants who had arrived before Israel's creation, immigrants who arrived after statehood was granted, and those who did not come to Israel as immigrants but have since expressed desire to settle in Israel, with restriction. Naturalization applicants must also meet the following requirements: be over 18 years of age, have resided in Israel for three out of the five preceding years, have settled or intend to settle permanently in Israel, have some knowledge of Hebrew, and have renounced prior nationality or demonstrated ability to renounce nationality after becoming a citizen of Israel. Because of Israel's relatively new and culturally mixed identity, Israel does not grant citizenship to people born on Israeli soil.

Since approximately 1881, thousands of Rwandans, especially those of Tutsi descent, were brought into Congo by Belgian colonial forces to work in mines and plantations and a large number of them settled in the Kivu providence that neighbors Burundi and Rwanda. However, after achieving its independence in 1960, Congo's second president, Mobutu Sese Seko, struggled with state-building proceedings; specifically the issue of nationality stated in article 6 of the constitution of 1964. Under this constitution, Congolese citizenship is granted to all persons with tribal ancestry established on or before18th October, 1908, excluding ethnic groups that had migrated to Congo after this date - including refugees from Rwanda who had resided in Congo for most of their life. In 1972, Barthelemy Bisengimana a Congolese Tutsi who served in the parliament as Mobutu's Director of the Bureau of the Presidency pursued a new nationality law that sough to grant citizenship to people from Burundi and Rwanda who had resided in Congo since 1950 as opposed to the original cutoff date in 1908.
