His term was marked by Catholic emancipation: the granting of almost full civil rights to Catholics in Great Britain and Ireland. The change was prompted by the landslide by- election win of Daniel O'Connell, an Irish Catholic proponent of emancipation, who was elected despite not being legally allowed to sit in Parliament. In the House of Lords, facing stiff opposition, Wellington spoke for Catholic Emancipation, and according to some sources, gave one of the best speeches of his career. He was born in Ireland and so had some understanding of the grievances of the Catholic communities there; as Chief Secretary, he had given an undertaking that the remaining Penal Laws would only be enforced as "mildly" as possible. Ansell took part in the 'Mud March' of 9 February 1907 to Hyde Park at a time when 4000 people, both suffragists in NUWSS and more militant suffragettes in WSPU listened to Millicent Fawcett and many were less sympathetic to Keir Hardie speak up for a 'fighting brigade' to achieve female suffrage. On 13 October 1908, she was arrested after taking part in a WSPU "raid" on the House of Commons and was sentenced to one month's imprisonment in Holloway Prison. During the next five years, Ansell took part in all of the major WSPU spectacles, but she had given an undertaking to one of her animal committees not to take part in militant activity. She worked for the Dogs Exemption Bill and the Plumage Bill, but when they were rejected by the House of Commons in 1913 she returned to WSPU actions.

Although the resolution required the government to respond officially within four months of receiving a report from the Convention, this deadline was missed for the fourth and subsequent reports, for which no formal response was made by the time the Dáil adjourned for its summer recess on 17 July 2014.
