The chain of command of both the Civil Guard and Self-Defense Corps, went from the Ministry of the Interior to the province chiefs, district chiefs, and village councils. Even though the province chiefs and district chiefs were often military officers, commanders of ARVN units operating in a province or district could not give orders to these units. Instead, they had to pass a request through military channels to the Ministry of Defense in Saigon. If the officials there agreed, they would convey the request to their counterparts in the Ministry of the Interior, who would then send orders down its chain of command to the local units.
The battles take place in real time on an isometric grid (see Isometric graphics in video games). The "Wisp," which resembles a small ball of light, is controlled via the touchscreen and moves around the field to give orders to allied units. When the wisp comes into contact with a unit that can be controlled, the attack must be aimed by moving around the Wisp into one of the four intermediate compass directions and then lifting the stylus off the touchscreen. However, the wisp will be under constant enemy fire, so the player must guide the Wisp to dodge the shots as well as order the allied units to attack.

Fayol's desire for teaching a generalized theory of management stemmed from the belief that each individual of an organization at one point or another takes on duties that involve managerial decisions. Unlike Taylor, however, who believed management activity was the exclusive duty of an organizations dominant class. Fayol's approach was more in sync with his idea of Authority, which stated, "...that the right to give orders should not be considered without the acceptance and understanding of responsibility." Tatsu is a Foot Clan Warrior and the Shredder's second-in-command in Teenage Mutant Ninja Turtles, Teenage Mutant Ninja Turtles II: The Secret of the Ooze, and the 2012 animated series. In the films Tatsu is a skilled martial artist who oversees the training of Shredder's army; he rarely speaks except to Shredder or to give orders to the Foot Ninja or those training to join the ranks. He leads the attack on April O'Neil's home in the first film, and later fights with Casey Jones at the Foot lair. Though initially overpowering the vigilante, he is defeated after Casey finds a golf club among the various stolen items stockpiled by the Foot and uses it to subdue Tatsu.

Ledyard was present during the events leading up to and during Cook's death, and wrote a detailed account of the events in his journals. During Cook's initial visit, he attempted to barter with the natives and ordered his men to remove the wood used to border the natives' sacred "Morai" burial ground, used for high-ranking individuals and depictions of their gods. Between the battles, surviving crew members increase in military rank and skill--giving the player an incentive to keep his team alive. The first telegraph line in Ethiopia was constructed in the years 1897–1899 between the cities of Harar and the capital Addis Ababa. The Emperor Menelik II responded to their protests with disdain, and later used the telephone to give orders to his provincial governors.

Finally, one day, her mother was killed in battle and she was brought before the leaders of Talok VIII's twelve tribes - the only time they would ever congregate peacefully - before entering the Shadow Cave, where she met the spirits of her mother and the other prior Champions. After they chastised her for never wondering how her mother died, she took to heart their counsel to protect Talok VIII (but not their warning against egocentrism) and they told her to Go In Power. On leaving the cave, she found the inhabitants of Talok VIII on their knees, waiting for a sign - which she provided when she let the Shadows loose. After that, she became the Champion, using her position to give orders to leaders and priests, all in maintenance of the Old Ways.

In such a scenario, this "presidential oath" Yushchenko took could be used to lend legitimacy to the claim that he, rather than his rival who tried to gain the presidency through alleged fraud, was a true commander-in-chief authorised to give orders to the military and security agencies. At the same time, local officials in Eastern and Southern Ukraine, the stronghold of Viktor Yanukovych, started a series of actions alluding to the possibility of the breakup of Ukraine or an extra-constitutional federalisation of the country, should their candidate's claimed victory not be recognised. Each weapon in the game fires slow-moving projectiles, requiring the player to constantly maneuver to avoid the enemy soldiers' attacks, and carefully aiming so that the player's will connect. Alternatively, the player can sneak around the enemy, by use of standing behind cover, lying down in a muddy field, using gadgets that turn you invisible for a short time, and so on. Cutter begins the game with just a pistol and his fists, and the player can buy more weapons (and upgrades for those weapons) whenever they have the money, while ammunition can either be found in the world, or crafted by taking a certain amount of materials to a Talan known as a Recreator. Soldiers will sound different alarms with a horn-like instrument when they see the player, to give orders to others nearby.
For each mission, the player is given a variety of units to utilise, including infantry, armoured vehicles, and aircraft (with the exception of Air Transports), in which the number and types that can be used vary between missions; more troops can be earned as reinforcements depending on the player's progress in a mission or from capturing POW camps and helipads. While one single unit is controlled fully by the player, whom the camera focuses primarily on, the rest are given orders by the player that range from following them, moving to a location, holding ground, or guarding another unit, to attacking enemy units and structures. Saturnalia was an ancient Roman festival in honour of the god Saturn, held on 17 December of the Julian calendar and later expanded with festivities through to 23 December.
