A real strategy would support enhanced patrols by the Coast Guard, surveillance at the southern border, and investment in root cause-efforts to stem the flow of drugs and the victims of drug-gang rule from Central and South America.

MINUSTAH, through its JMAC, as well as its other intelligence branches, used local informants (assets) to ascertain the locations and activities of these gang leaders. As part of MINUSTAH, the Haiti JMAC prepared the relevant intelligence for the peacekeeping corps to take measures against the gangs. The UN thus successfully secured the country from gang rule. Gangsterism is a potent feature of Pollsmoor Prison life, and gangs are segregated into three separate sections on a single floor, accommodating a total of between 500 and 750. This segregation is in part an attempt to limit the gangs' ongoing recruitment of new members from amongst the recent arrivals. Because wardens are present in the sections for less than two-thirds of the day, the gangs are enormously powerful in the communal cells. Gang rule involves extreme violence, including sexual violence.

After the American Civil War, ex-Union soldier Keoma Shannon, part-Indian and part-white, returns to his home town to find his half-brothers in alliance with a petty tyrant named Caldwell. Caldwell and his gang rule over the town with an iron fist. With the help of his father and George, an old Black friend, he vows revenge. Keoma also shows compassion when he saves a pregnant woman from a group sent by Caldwell's group to be quarantined in a mine camp full of plague victims.
