Some of the proposed healthcare models in the Patient Protection and Affordable Care Act (PPACA) could modify how a physician is reimbursed for delivering care that would reward quality over quantity thereby reducing SID. One of these models, the Accountable care organization (ACO), reimburses a physician through a gain-sharing model that encourages them to collaborate with other providers to deliver care thus removing some of the individual incentives to induce demand. Pay for performance may also provide a strategy to discourage overuse of unnecessary, low-value interventions by reimbursing for quality of care delivered.

Towne was one of the first engineers to see management as a new social role for engineers and that the development of management techniques was important for the development of the engineering profession. He laid out his ideas about the management role for the engineer in his "The Engineer as Economist." He was elected President of the ASME in 1888, and his presidential address continued to address how to improve shop and worker efficiency (see "Gain-Sharing"). Julstrom of Shure Brothers, Inc. Simon's reflection that “executive centrifuges” are needed for a science of “judgment mechanics,” Tayur proposed the term "management mechanics," a methodical way to conduct quantitative-model-based "management consulting" that also allows for systematic implementation of sustaintable organizational change using enterprise information technology. A wide range of "what if" analysis allows senior executives to tackle practical problems in operations management (PPOMs) in the spirit of Peter Drucker's views on Management Science. PPOMs can lie "inside the factory," "outside the factory," or in the "interfaces between the inside and the outside of the factory." PPOMs in product companies (across a variety of industries) include designing rapid response supply chains, optimizing product portfolios, implementing a postponement strategy, planning production with significant changeover times and costs, reducing net landed cost in procurement, optimizing working capital needs to meet service levels, operating a global supply chain using S&OP; process, quoting accurate lead times, and designing a seasonal logistics strategy through a gain sharing contract.

After serving briefly in 1973-74 as chief counsel to the US Senate subcommittee on administrative practice and procedure, chaired by Senator Edward M. Kennedy, Leventhal practiced law in New York City for four years, becoming a partner at a law firm, Poletti Frieden Prashker Feldman and Gartner before returning to city government in 1978, when newly elected Mayor Edward Koch appointed him Commissioner of Housing Preservation and Development. In August 1979, Mayor Koch implemented a major reorganization of the City Hall staff in a move whose scope "stunned" City Hall observers and appointed Leventhal Deputy Mayor of Operations, with all city commissioners reporting to Leventhal; previously all commissioners had reported directly to Mayor Koch. As deputy mayor, Leventhal was responsible for overseeing the day-to-day operations of City government, including implementing a government-wide productivity program. Included among the productivity initiatives overseen by Leventhal was the first New York City "gain-sharing" program where, in return for reduced manning requirements, sanitation workers performing more work shared in the budgetary savings in the form of incremental pay.

Competing manufacturers began to bring the Dugan algorithm directly to their product designs. In 1993, Travis M. Sims, Jr. of Lectrosonics (Rio Rancho, New Mexico) was granted a patent for a sound system with rate controlled, variable attenuation of microphone inputs, including the Dugan algorithm as well as loudspeaker zone attenuation when in close proximity to an active microphone. The loudspeaker zone part of the patent cited a 1985 patent for proportional amplification by Eugene R. Griffith, Jr. of LVW Systems of Colorado Springs, a commercial audio contractor. In 1995, Sims and Lectrosonics gained another patent for an "Adaptive proportional gain audio mixing system" which incorporated a number of ideas including the Dugan algorithm for maintaining a constant total gain of all the inputs. In 1996, Dugan came out with the Model D-1, a speech-only economy model that did not offer the music system of the Model D. In 1997, John H. Roberts of Peavey Electronics was granted a patent for an automatic mixer priority circuit, enabling a hierarchy of logic weighting that allowed selected signals to push forward in the mix when they are in use, while still maintaining the useful constant unity, gain-sharing relationship first described by Dugan.
