In August 1918, the 40th Division arrived in France. At that moment, the Germans had just completed a series of offensives that started on 21 March and ended on 15 July. These offensives were designed to destroy the American Expeditionary Force before it could be fully constituted, and they almost succeeded. Upon the arrival of the 40th Division in France, it was decided that the division would be used as a depot and it was redesignated as the 6th Depot Division, supplying fresh troops to the more experienced combat divisions. By the end of the war, the 40th Division provided more than 27,000 replacements to the 26th, 28th, 32d, 77th, 80th, 81st, 82d, and 89th Divisions.

Archaeological evidence found between the Music Hall and the Nevada City Hotel would indicate earlier than mining era habitation, possibly by white hunters or trappers. The earliest white hunters and trappers in the area had no conscious intention of establishing a city on the site, because the existence of a city would have presumably destroyed their economic base, which was based on the harvesting of beaver. Nevada City, settled June 6, 1863, contemporary in settlement with Virginia City, as miners following the Fairweather party settled the length of Alder Gulch, and established homes, and businesses in convenient locations, the length of the gulch was known as 14 mile city. Nevada City was the first to become an incorporated city, on February 9, 1865, fully constituted a body corporate and politic.

Spruance judged that the need to throw something at the enemy as soon as possible was greater than the need to coordinate the attack by aircraft of different types and speeds (fighters, bombers, and torpedo bombers). Alford and two others volunteered as special constables to bring in three escaped convicts from Tasmania, led by the outlaw Morgan, whom they apprehended near the whaling stations at Encounter Bay. In April 1838 Governor Hindmarsh inaugurated a police force with Henry Inman in charge with the rank of Inspector, and Alford was one of the first of the twenty-odd men sworn in as constables, in what was Australia's first fully constituted police force. He was assigned to the Mounted branch, who were uniformed, armed and drilled in military fashion, as distinct from the Foot, or Metropolitan, service, who were more like the London "Bobbies". In October 1838 the newly arrived Governor Gawler promoted Inman to Superintendent of Police, and in November James Stuart and William Baker Ashton were sworn in as sub-inspectors. Alford was a conscientious and efficient officer, making 54 arrests in three years, and by 1841 had been promoted to sergeant, and sergeant-major in 1842.
