The free scope allowed to the common sense of the people has spoken, in the United States and the UK. It wasn't "unguided": especially in the United States, most news media guided the vote towards Hillary Clinton, and elite opinion, though not the popular press, guided the Brits away from Brexit.

From the outset, some scientists expressed scepticism about the Piltdown find (see above). G.S. Miller, for example, observed in 1915 that "deliberate malice could hardly have been more successful than the hazards of deposition in so breaking the fossils as to give free scope to individual judgment in fitting the parts together". In the decades prior to its exposure as a forgery in 1953, scientists increasingly regarded Piltdown as an enigmatic aberration inconsistent with the path of hominid evolution as demonstrated by fossils found elsewhere. In November 1953, Time magazine published evidence gathered variously by Kenneth Page Oakley, Sir Wilfrid Edward Le Gros Clark and Joseph Weiner proving that the Piltdown Man was a forgeryEnd as a Man.

Completely encircled by Spanish territory, Liège was protected by treaties of neutrality which permitted the passage of Spanish troops through the prince-bishop's territory provided that they spent no more than two nights in one place. The importance of the prince-bishopric to Habsburg military logistics in the Eighty Years War prompted Spanish intervention foiling a Dutch invasion in 1595. Most of the bishops in the 17th century were foreigners, many of them holding several bishoprics at once. Their frequent absences gave free scope for those feuds of the Chiroux and the Grignoux to which Maximilian Henry of Bavaria (archbishop of Cologne, 1650–88) put a stop by the Edict of 1681.

Nkusi had refused this request, and while Mushikiwabo did not officially suspend the paper, it nonetheless stopped printing in October 2008. Mushikiwabo generally encouraged her colleagues to support freedom of the press, but was also firm in ensuring that the media complied with Rwanda's tough laws surrounding genocide denial. In 2009, she issued a temporary ban on the Kinyarwanda radio station broadcast by the British Broadcasting Corporation (BBC), because she claimed it had aired programmes "giving free scope to genocidaires and negationists of the genocide"; the BBC denied this claim, arguing that it and the government had different interpretations of the genocide. As well as being responsible for the ministry's decision making, Mushikiwabo also fulfilled the role of government spokesperson during her stint as Minister of Information.

These two dioceses, with a population of 800,000, had been without a bishop for twelve years, during which time the government had free scope to infuse Josephinistic ideas into the clergy and laity. The monasteries, almost without exception, had relaxed in discipline; the clergy, both secular and regular, were for the most part worldly-minded and exceedingly lax as pastors of the faithful. Despite governmental opposition, Zängerle inaugurated a thorough religious renovation in both dioceses, reformed the existing monasteries, introduced the Redemptorists, Jesuits, Carmelites and Vincentian Sisters, founded the School Sisters of the Third Order (1843), erected a boys' seminary for both dioceses at Leoben, thoroughly renovated the diocesan seminary religiously and educationally, introduced annual retreats for the clergy, and in many other ways provided for the welfare of both dioceses. He died in Seckau in 1848.

Soon after this he came into conflict with the adherents of Georg Hermes (died 1831), whose doctrines had been condemned by Pope Gregory XVI on 26 September 1835. When many professors at the University of Bonn refused to submit to the papal bull, Clemens August refused the imprimatur to their theological magazine, forbade the students of theology to attend their lectures, and drew up a list of anti-Hermesian theses to which all candidates for sacerdotal ordination and all pastors who wished to be transferred to new parishes were obliged to swear adherence. The government was angered because the archbishop had enforced the papal bull without the royal approbation, but gave him to understand that it would allow him free scope in this affair, provided he would accede to its demands concerning mixed marriages. Before Clemens August became archbishop he was asked by an agent of the government whether, if he should be set over a diocese, he would keep in force the agreement regarding mixed marriages, which was made "in accordance with the papal Brief of 25 March 1830", between Archbishop von Spiegel and Minister Bunsen on 19 June 1834.
