As a young reporter, he was first on the scene of the infamous St. Valentine's Day Massacre, when Al Capone's gang gunned down several members of the rival Bugs Moran gang.

He then called the Clapham Junction station manager and asked him to call the emergency services. The accident had tripped the high-voltage feed to the traction current. The crew managed to refloat the ship and continue on its journey from Cork to Rotterdam. Falmouth Coastguard contacted the ship two hours before she went aground and made repeated calls as the ship appeared to ignore shipping lanes. The Sennen Lifeboat was first on the scene followed by a helicopter from RNAS Culdrose, both reported no sign of any crew on deck.

On the evening of Saturday 23 March 1940, a Royal Air Force bomber crashed in flames. Among the first on the scene were Sergeant H. Aspland and Gunners L. Thomas and H. Greenacre of 78th AA Rgt. The Diplomatic Security Service maintains agents in dozens of Joint Terrorism Task Force operations around the country. The Office of Protective Intelligence and Investigations (PII) in the Threat Intelligence and Analysis division has DSS Special Agents who travel all over the world investigating threats to the Secretary of State and U.S. Embassies and Consulates. Any time there is a threat or an attack against a U.S. Embassy or Consulate, DSS Special Agents are the first on the scene to investigate. The Rewards for Justice Program (RFJ) is the counterterrorism rewards program of DSS.

But when she tunes in again, to the late-night report, she realizes there is something not quite right about the correspondent who was first on the scene. Soon, she will find that she is not the only one to have suspicions about the reporter. Gibney is one of King's recurring characters, having appeared in his Bill Hodges trilogy (Mr. Mercedes, Finders Keepers and End of Watch), and in The Outsider.

StemRad was founded in December 2011 by Oren Milstein and Daniel Levitt. On 7 November 2017, the CBI arrested an unnamed class XI student, aged 16, from Ryan International School for Pradyuman Thakur's murder, from his home. Colombia has been in the throes of civil unrest for over half a century (see Colombian Conflict). Between 1964 and now, 3 million persons have been displaced and about 220,000 have died, 4 out of 5 deaths were non-combatant civilians. Between left and right-winged armed forces, paramilitary and/or guerrilla, and an often corrupt government, it has been difficult for Colombia to set up any kind of truth or reconciliation commission. That is why the first on the scene, so to speak, were representatives of the UN. The Office of the United Nations High Commissioner for Human Rights has been present in Colombia since 1997.

Another witness, a school gardener named Harpal Singh, who was one of the first on the scene to find Pradyuman, stated that he had not seen any bloodstains on Kumar's clothes before he assisted with picking up Pradyuman to take him to hospital. Harpal Singh also stated that he had also been repeatedly physically assaulted by the police in an attempt to force him to confess to the murder. On 22 November 2017, Kumar was granted bail by a District Court in Gurugram. Following the arrest of another student for the murder, Haryana Police stated that while Ashok Kumar had been arrested, no charges had been filed against him as the investigation was still ongoing.

Documented pioneers of the Las Vegas lounge scene, the Mary Kaye Trio were first on the scene in the early 1950s. Maidencreek Township, established in December 1746, was named after a creek that runs diagonally through the township. Quakers who settled the area in 1732 lived peacefully among the Lenni Lenape Indians until about 1800 when the Quakers began to move west. Over the next 100 years, German and, later, Scots Welsh and Irish settlers purchased and moved into the areas that the Quakers left behind. After crashing through a steel crash barrier and a high stone parapet above the bank of the River Dibb, it landed on its fibreglass roof in the garden of a cottage below. The aluminium sides of the coach then buckled on impact with the ground. The son-in-law of the cottage owners, London barrister (now painter and sculptor) Lincoln Seligman, was having a barbecue in the garden at the time and was first on the scene.

Wreckage of Amtrak Derailment near Dupont, Wa On the morning of December 18, 2017, Amtrak Cascades passenger train 501 derailed near DuPont, Washington, United States. It was the inaugural run on the Point Defiance Bypass, a new passenger rail route south of Tacoma, Washington. Madigan Army Medical Center personnel, commuting to and from work, were among the first on the scene to begin saving passengers in the immediate aftermath of the crash. Images of Madigan's trauma response teams shared via the hospital's Facebook Page quickly were shared by news outlets nationwide Tanya Porter, a nurse at Madigan Army Medical Center, was given the Secretary of the Army Award for Valor by Army Secretary Mark Esper for her brave efforts in saving train crash victims.

The majority of fatal injuries that occurred were directly caused by people impacting with either the ground or the steel girders as they fell. The mass of people eventually became heaped on the ground, with historians from the Western Infirmary in Glasgow, where the deceased were taken, commenting "Those who first reached the ground alive must then have been at hazard from suffocation" due to the volume of people. Newspaper reporters from The Herald wrote that rescuers first on the scene were met by "a scene of indescribable horror and confusion ... a mass of mangled and bleeding humanity, the victims piled one above the other." Some spectators had become entangled in the steel beams during their fall and were suspended in the air until they could be rescued.

Antonella Bundu was born in Florence in 1969,Sono Antonella Bundu: una donna nera, fiorentina e di sinistra the daughter of a Florentine mother and a Sierra Leonean father. In the late 1980s she studied in Liverpool, which she recalls as a "politically charged city" agfter the Toxteth riots: An ex-DJ and activist for Oxfam, Bundu was one of the first on the scene at the 2018 Florence shooting of the Senegalese immigrant Idy Diene. She took part in the anti-racist protests which followed his death, and after making a speech at the Alfieri Theatre was invited to run for mayor on behalf of a radical-left coalition including Power to the People and the Communist Refoundation Party. In the 2019 Mayoral election, she received 14,016 votes (7.29%).

In 2002, Watkins was made an Officer of the Order of the British Empire for recognition of his work in improving the safety of Grand Prix racing. Watkins acted in the defence for David Vissenga in an inquiry into practices into services of the Alfred Hospital, Melbourne where marshal Graham Beverige died after being struck by a wheel from Jacques Villeneuve's car in the 2001 Australian Grand Prix. The University of Liverpool presented him with an honorary doctorate at a ceremony in Liverpool on 8 July 2004. On 26 September 2004, Watkins along with Gary Hartstein were first on the scene when Peter Phillips and three other team members were travelling on the same stretch of road as Watkins and Hartstein when their van collided with another car at high speed.

The 106th Rescue Wing has assisted the state in battling the 1995 "Sunrise Wildfires" in the Hamptons, they were first on the scene after the crash of TWA Flight 800, and the recovery of the wreckage from the plane flown by John F. Kennedy, Jr., which crashed into the Atlantic Ocean in 1999. The squadron located the transponder of the wreckage of the plane underwater. In 1998, the wing carried out the longest over-water rescue mission in an HH-60, saved one soul, made famous by the book: Pararescue, The Untold Story of a rescue and the heroes that pulled it off, written by Michael Hirsh. On 11 September 2001, the first ANG personnel on scene at World Trade Center were those of the 106th Rescue Wing.

Elected to Parliament in the Attlee landslide at the 1945 general election, Thomas held Cardiff Central between 1945 and 1950, and Cardiff West between 1950 and his retirement from the Commons at the 1983 general election. When the Labour Party came to power under Harold Wilson in 1964, Thomas was made joint Under- Secretary of State for the Home Department, In April 1966 he was appointed Minister of State for Wales, and was one of the first on the scene of the Aberfan disaster in October 1966. Thomas initially showed sympathy to the people of the village, bereaved and devastated by the disaster, where a NCB colliery spoil tip, loosened by heavy rain, slid down a hillside and engulfed houses and a primary school. The disaster cost the lives of 144 people, 116 of them children at Pantglas Junior School.

SETAF was formally activated during a ceremony on 25 October 1955. The headquarters, commanded by Maj. Gen. John H. Michaelis, was temporarily established at Camp Darby, near Livorno, Italy with units additionally stationed in Vicenza and Verona. Shortly after activation, SETAF moved the headquarters to Caserma Passalacqua in Verona, Italy. The troop strength reached 10,000 and SETAF was formally established with a U.S./Italian agreement. In 1959, a third agreement brought significant changes to SETAF, to include assigning Italian Army personnel to the SETAF general staff to assist with unique bi-national responsibilities. In 1963, SETAF lent a helping hand to its Italian neighbors when a huge landslide forced a deluge of water over the Vajont Dam in the Piave Valley killing more than 2,000 people. SETAF helicopters were the first on the scene to provide assistance.

After three years, and with an intervening second arrest of his client, all known conspirators were brought to justice in federal criminal proceedings. The civilian who planted the drugs and the two officers first on the scene who found the drugs pleaded guilty in the United States District Court for the Northern District of Georgia for their roles in the set-up of Poston's client. Poston had publicly stated that his client was a methamphetamine addict, which made her the more vulnerable to the set-up, and that the second arrest - although ostensibly legitimate - was a desperate attempt to again discredit his client, this time just weeks before Cochran's trial. The subsequent arrest ultimately made his client a better witness for the government, having made her realize the issues that she had that made her vulnerable to the Judge.

Final moments of Queen of the North A large number of small fishing and recreational vessels from Hartley Bay were the first on the scene to answer the distress call, arriving in a fleet of small watercraft in the dead of night to pick up survivors. Joint Rescue Coordination Centre Victoria tasked Canadian Coast Guard vessels , , , and , along with two CH-149 Cormorant helicopters and one CC-115 Buffalo aircraft from the 442 Transport and Rescue Squadron at CFB Comox to the scene of the sinking. Originally the evacuation of the ship was reported to be a smooth one; however, stories of chest high water and trapped crew members surfaced on March 24. According to the official BC Ferries press release, 99 of the 101 passengers and crew were safely evacuated with only a few minor injuries, and many of them found refuge in nearby Hartley Bay.

Later, Michael meets with Emma's father Joaquin (Carlos Lacamara) at a coffee shop to discuss the new baby, the mystery man appears to let Michael know that he sees the real mystery man through the window and Michael chases after him. When a police artist (Chad Cleven) draws an image of the man, his real name is revealed to be Ed Hawkins (Kevin Weisman), another detective who took over Michael's spot at the police department after the crash, now working with Bird (Steve Harris), Michael's former partner in the "red reality" and his current one in the "green reality". Michael meets with Bird and Hawkins and the latter says that he was one of the first on the scene of the crash and that he is sorry about Rex's death. Michael starts to believe that his son is really dead; he remembers the crash, yet again, with additional information.

The Diplomatic Security Service maintains agents in dozens of Joint Terrorism Task Force operations around the country. The Office of Protective Intelligence and Investigations in the Threat Intelligence and Analysis division has DSS Special Agents who travel all over the world investigating threats to the Secretary of State and U.S. embassies and consulates. DSS Special Agents on the New York JTTF provided critical information in the immediate aftermath of 9/11 and DSS Agents assigned as Regional Security Officers around the world tracked down leads for the FBI and other federal agencies. Any time there is a threat or an attack against a U.S. embassy or consulate, DSS Special Agents are the first on the scene to investigate. Robert A. Hartung, Assistant Director, of Diplomatic Security's Threat Investigations and Analysis Directorate, announced on September 2, 2010 that the U.S. Department of State’s Rewards for Justice (RFJ) program is offering rewards of up to $5 million each for information that leads law enforcement or security forces to Hakimullah Mehsud and Wali ur Rehman.

He is an admiral in the Nebraska Navy. Dillon is a graduate of the University of California, Davis and the University of Colorado.

"I was then thrown forward by the slope of the deck and got jammed beneath a gun (which I expect is the cause of my bruising) and while in this position was carried down some way by the sinking ship, but fortunately after a time I became released and after what seemed like interminable ages I came to the surface, and after swimming a short time I was able to get an oar and some other floating material with the help of which I was just able to keep on the surface." Fishing boats from the nearby fishing port of Eyemouth were the first on the scene and encountered a field of debris, fuel oil, clothing and body parts. Additionally, the British destroyers HMS Stag and Express had spotted the smoke and headed for the pall of smoke, only to find that what few survivors there were had already been rescued. (There was an anecdotal story that one of the destroyers had an engine problem when a water inlet was blocked by a leg in a seaboot.) There is significant confusion regarding the numbers of survivors.

103d Rescue Squadron – Pararescue airmen jumping out of HC-130 Hercules. The 102d RS received international recognition when two aircrews and PJs of the squadron successfully completed the "longest over-water rescue with a helicopter in aviation history" in December 1994, a mission in which a pair of HH-60s flew to Halifax, Nova Scotia, and then 750 miles out over the Atlantic Ocean to search for survivors of the Ukrainian cargo ship Salvador Allende. A search of the area located the last survivor, and PJ TSGT James Dougherty jumped into the ocean to effect the rescue. During the 15-hour mission, the two helicopter crews were refueled in flight 10 times by HC-130s.
