Kathmandu also announced that lower cost was the decisive factor in its purchasing arms and personnel carriers from China and that Nepal was advising China to withhold delivery of the last shipment.
The D1A came out of the Imperial Japanese Navy's need for an advanced carrier-based dive bomber, and in late 1934 the IJN ordered the finalisation of the Aichi AB-9 design which was produced as the early model D1A1. However, the D1A1 was not designed by aircraft company (later Aichi Kokuki), but by Ernst Heinkel Flugzeugwerke at the request of the Aichi company. The initial version designed by Heinkel was the He 50, a similar model equipped with floats instead of landing gear. The subsequent model, the He 66 was provided to Aichi who immediately began production of it as the D1A1.
These reports provided a comprehensive literature review supporting the direct contribution of each domain to wellbeing. They also recommended indicators to be considered for inclusion in the composite index of the domain and eventually the composite index that would define the CIW. In 2011, coincident with the finalisation of the last of the eight domain reports, the CIW project moved from the ACF to the University of Waterloo. The project is housed in the Faculty of Applied Health Sciences where the research, community outreach, and knowledge transfer activities supported by the CIW can be further developed.
The alternative report stressed that the official forensic investigation was deficient and false and not in accordance with the standards set out in the Minnesota Protocol. Furthermore, in light of the collected evidence and other findings, the cause of death was determined to be Adult Respiratory Distress Syndrome (ARDS), a result of the use of torture. Upon finalisation of the Istanbul Protocol in 1999, an article on the Protocol was published in the international medical journal The Lancet. The Istanbul Protocol is published by the Office of the UN High Commissioner for Human Rights in its Professional Training Series in the six official UN languages.
The Nokia X In mid- September 2013, a media report revealed that Nokia tested the Android operating system on both its Lumia and Asha hardware. On 11 December 2013, a report showed that development of the Asha-like device, codenamed "Normandy", was continuing, despite the finalisation of Nokia's acquisition by Microsoft. This is Nokia's Android phone In February 2014, in Barcelona, Spain, the Nokia X family was unveiled at Mobile World Congress. These devices, which were aimed towards emerging markets, run a modified version of Android known as Nokia X Software Platform, which was aligned towards Microsoft services and did not use Google Play Store.
Initially - as the first full-scale 3G service in the world \- FOMA handsets were of experimental character targeting early adopters, and were big, had poor battery life and the network covered the center of Japan's largest towns only. For the first 1–2 years, FOMA was essentially an experimental service for early adopters - mainly communication industry professionals. As NTT DoCoMo did not wait for the finalisation of the 3G Release 99 specification, their network was initially incompatible with UMTS. However, in 2004 NTT DoCoMo performed wide- scale upgrades on its network, bringing it into compliance with the specification and enabling 100% compatibility with UMTS handsets, including incoming and outgoing roaming.
The chief criticisms were towards Moore-Bick's background in commercial law, his different social background to the survivors and his previous ruling in a Westminster City Council case, in which he had allowed a local resident to be rehoused 50 miles away. This decision had been overturned on appeal by the Supreme Court. Dent Coad said "We need somebody who can do the detail but we need somebody who can actually understand human beings as well." During two public meetings held by the Inquiry before the finalisation of the terms of reference, various residents criticised the lack of diversity of the Inquiry panel, saying that it did not represent the community.
Though it was finally approved, the lack of support and funds eventually led to its forgiveness. the presidency of the Senate corresponded to the vice-president of the Confederation, who could only vote in case of a tie. This organization, in spite of the oligarchical characteristic of the minimal rent, differed greatly in the Unitarian project of 1819, that stipulated one senator per province and three for the Armed Forces, three for the Catholic Church, one for each university, and the former Supreme Directors of the Confederation after the finalisation of their mandates. It much closer resembled Alberdi's project of one senator per province with one substitute.
Some say he was angling for a cabinet position, something that did not happen. Moyo was defeated in Tsholotsho North constituency by the MDC-T's Roselene Nkomo in elections which took place on 31 July 2013. Moyo tried to force through a recount of the votes but his attempt was blocked when Bulawayo High Court judge Justice Lawrence Kamocha barred the Zimbabwe Electoral Commission (ZEC) from conducting a vote recount in the constituency without an order of such effect from the Electoral Court and finalisation of the application of review. Despite Moyo's defeat, Mugabe appointed him as Minister of Information on 10 September 2013.
He was contracted to build the Bank of New South Wales building on the corner of Queen and George Streets in Brisbane (subsequently replaced by the present building), supervised by James Cowlishaw, in 1864–65. In 1866 he was elected as an alderman for Kangaroo Point in the Brisbane Town Council but was bankrupted during the 1867 depression. After finalisation of his insolvency case in December 1867 he joined the rush to the Gympie goldfield where he became involved in many innovative business enterprises and joined community committees including those of the School of Arts; hospital; Mutual Improvement Association; Agricultural, Mining and Pastoral Society; and the Gympie Primary School.
The original authorisation had included a curve to the Midland Railway (former North Midland Railway section) Rotherham to Leeds line; it was a short curve from Sandal junction to Walton junction. This had not been submitted for inspection earlier, and Captain Tyler looked at it on 5 June 1866, but he declined to sanction opening of it at first. He later agreed to the use of the curve on 31 July, and it was opened on 1 September 1866. Completion of the section between Adwick junction and Haggs Wood junction had been delayed awaiting the finalisation of the South Yorkshire Railway's new line; in addition it was doubled on GNR insistence.
A bench consisting of Chief Justice Dipak Misra, Justice A.M. Khanwilkar and Justice D.Y. Chandrachud has further directed the government to notify them before the monsoon season sets in June. It took nearly three months after the Supreme Court order for the Centre to file the draft scheme in court. The NDA government had come under immense criticism for delaying the finalisation of the scheme because of the Karnataka election. The Government's counsel had even said in court that the cabinet was yet to approve of the scheme as Prime Minister Narendra Modi and other ministers were campaigning in Karnataka where election took place on 12 May.
The amendments were seen by many to "overstep the aforesaid intention sparking concerns of violating free speech and privacy rights of individuals." It is seen that "the guidelines suffer with excessive delegation of powers and shift the burden of responsibility of identification of unlawful content from a government/ judiciary to intermediaries."Consumer Unity and Trust Society (2019) "Counter Comments On The Submissions Received By Ministry Of Electronics And Information Technology On ‘The Information Technology Intermediary Guidelines (Amendment) Rules, 2018’" A total of 171 comments were received by MeitY; all of the comments were published for counter comments. On 21 October 2019, MeitY asked the court for three months’ time for finalisation of the Intermediary Rules, 2018.
The application of the waterproof membrane and the installation of the secondary lining only started once all the excavation and primary lining were complete. The waterproof membrane was sprayed onto the primary lining and the pre-cast invert and side section installed. Spraying of the secondary lining onto the crown of the tunnel was scheduled as part of the finalisation of the excavation works. Open Day 14 May 2011 On Sunday, 14 May 2011, one and a half months before the tunnel was due to open the contractors staged an open day when 7,000 pedestrians were able to walk the full length of the tunnel while local music groups performed at the north end of the tunnel.
Its foreword describes the specification to be based on the results of EUROSIG consortium (ACEC Transport, Adtranz Signal, Alcatel SEL, GE C Alsthom Transport, Ansaldo Trasporti, CSEE Transport, SASIB Railway, Siemens, and Westinghouse Signal) that got financial support from the European Commission. The EUROSIG formed after the initial Eurobalise/Euroloop Project 92/94 leading into the actual ERTMS/EUROSIG Project 95/98 supported by the parallel EMSET Project 96/00 (testing the Eurocab specification). When the EUROSIG project had ended the ETCS was still not ready for real world application. So 1998 saw the formation of UNISIG (Union of Signalling Industry), including Alstom, Ansaldo, Siemens, Bombardier, Invensys and Thales which were to take over the finalisation of the standard.
The Type 80 () is a general-purpose machine gun manufactured by Norinco in China, based on the Soviet PKM. The machine gun was certified for design finalisation in 1980 and entered the PLA service in the mid-1980s, specifically in 1983. The Type 80 was intended as a successor to the Chinese independently developed Type 67, doing well in tests conducted in the Chengdu Military Region before it was dropped and instead, opted to keep the Type 67 GPMG in use. Only a few Type 80s were used in the People's Liberation Army Marine Corps and airborne units, and a modified Type 80, named as Type 86, was then accepted by PLA armor units.
The Southern Rail Group sparked interest to reactivate the tourist railway but faced difficulties with having to deal with rail trail supporters and South Gippsland Shire Council members. Before the termination of the previous council, the Southern Rail Group had the support of council and were waiting for approval of lease for the corridor from VicTrack and finalisation of their own plans. Currently the Southern Rail Group has come to a stand still with no support from current council members. The council has more interest in converting the rail corridor to a rail trail after acquiring the lease themselves from VicTrack, but the removal of rail assets proves to be a costly venture.
The song was originally part of a teaser uploaded online by Basshunter in 2007, alongside early versions for the songs, "Walk on Water" and "Camilla" that were final versions featured on his album, Now You're Gone – The Album. "Elinor" was originally planned to be released on the Calling Time album, but never made the finalisation of the track list. However, during the summer of 2013 and after a considerable demand from fans of the original preview, the song was then finally reproduced from scratch and released 20 November of the same year as a standalone single. Song has a tempo of 145 beats per minute and is written in the key of A minor.
A number of African nations did not show up in time, for various reasons such as difficulties flying through Istanbul, and finalisation of monetary arrangements (teams must pay first, and then get reimbursed later). Former Kenyan Olympic participant and owner of the website Kenya Chess Masala said that the issue just paints Africa in bad image. On 5 September, the organisers confirmed at a press-conference that the host-nation was ready to pay for the poorer nations to travel. Bhari confirmed that the travel expenses were the main problem and wrote that 116 out of the planned 187 federations were on a travel subsidy, including his native Kenya whose players had not shown in the first rounds, though.
Following some years of protracted discussion and considerable argument, on 4 July 1905, the Shire of Mutdapilly was abolished and absorbed into an enlarged Shire of Rosewood. The rationale for this amalgamation was that the two shires were too small to be economical, with 30% of income going to office expenses; a combined shire was expected to have more funds for roads. The normal shire council elections that would normally have been held at the start of 1905 were delayed pending the finalisation of the amalgamation. The former Mutdapilly Shire would constitute 2 divisions within the new shire, each returning 2 members, while the former Rosewood would constitute 1 division within the new shire, returning 3 members.
The opportunity came with the finalisation of a redistribution in March 1991. The Coalition had promised to cut the size of the Legislative Assembly from 109 to 99 seats, reversing the previous government’s increase and automatically triggering a redistribution. Without control of the Legislative Council, the Coalition was unable to alter Labor’s projected enrolment quotas, but did insert a new provision in the Constitution Act so that a redistribution could take place after one term if more than one- quarter of districts differed from the average enrolment by more than 5% for two consecutive months. The Coalition’s promise to cut the number of MPs was an attempt to overturn what it considered a Labor gerrymander.
Following the 1869 finalisation of UK telegraph nationalisation into a General Post Office monopoly, the Isle of Man Telegraph Company was nationalised in 1870 under the Telegraph Act 1870 (an Act of Parliament) at a cost to the British Government of £16,106 (paid in 1872 following arbitration proceedings over the value). Prior to nationalisation, the island's telegraph operations had been performing poorly and the company's share price valued it at around £100. Subsequent to nationalisation, operations were taken over by the GPO. The internal telegraph system was extended within a year to Castletown and Peel, however by then the previous lack of modern communications in Castletown had already started the Isle of Man Government on its move to Douglas.
As Secretary Defence Finance, Dr. Gupta has been involved at the policy-making level in the development of the architecture for fast and transparent adoption of modern weapons and platforms. She was awarded Colonel Pyara Lal Gold Medal for the Best Thesis in the 39th National Defence College (NDC) Course on Defence and Industry Interface in R&D; and Production for Achieving Self Reliance in Military Hardware/Software. Her Thesis highlighted many ways to increase indigenous content in Defence R&D; and Production. In the Ministry of Defence, she directly contributed to formulation, scrutiny and finalisation of high value proposals for modernisation of Defence Forces and provision of amenities to the troops.
The resolution suggested that in the event of the national security law being applied, the EU should file a case before the International Court of Justice alleging China's violation of the Sino-British Joint Declaration and the International Covenant on Civil and Political Rights. Various other measures to ameliorate the human rights situation in China, especially that in Hong Kong, were also included in the resolution. It called for the finalisation of the EU Global Human Rights Sanctions Mechanism, which could be used to impose Magnitsky-style sanctions, for example assets freezing, on Chinese officials responsible for the national security legislation. It also suggested that the EU could coordinate sanctions with its democratic partners such as the US or Canada.
It was announced on 29 June 2017 that Moore-Bick would lead a public inquiry into the Grenfell Tower fire. On 29 and 30 June it was widely reported that the tenant's solicitor in the case against Westminster City Council had said, after Moore-Bick's ruling, that it gave "the green light for social-cleansing of the poor on a mass scale." The local Labour MP, Emma Dent Coad, said on 4 July that local people have no confidence in Moore-Bick and that he should stand down. On 25 July, at the second public meeting held by the Inquiry before finalisation of its terms of reference, Moore-Bick faced further calls for his resignation, many residents saying that he did not represent them.
Negotiations with such a potentially important trading and investment partner would under most circumstances have been handled by Hermann Axen, the senior Politburo member who was the architect of East German foreign policy during then 1960s and 1970s, but Axen was Jewish which made him an inappropriate negotiator to represent a government hoping to make progress with Muammar al-Gaddafi. Secret negotiations were instead headed up, from the East German side, by Erich Honecker's trusted lieutenant, Werner Lamberz. Early in March 1978, the final meeting between Lamberz and Gaddafi took place in a large tented encampment set up by the latter in the Libyan desert. Matters discussed included finalisation of major trade credits and exports deals negotiated substantively during Lamberz's previous visit, three months earlier.
The Protocol negotiations were then temporarily suspended. In December 2007, the Energy Charter Conference reaffirmed its support for the finalisation of negotiations and adoption of the Energy Charter Protocol on Transit to expand the existing provisions of the treaty. This work proceeded until October 2011, when the European Union argued that, given current developments in the international energy situation and the lack of progress in negotiations and consultations, it appeared no longer opportune to continue talks. A review of the issue at the end of 2015 noted the continued demand for a multilateral legally-binding framework for energy transit, and recommended further exploring the basis for negotiations of such an agreement, which could address various aspects of oil, gas and electricity transportation and transit.
Similar supply arrangements were made with other developing economies in the region; this program is better known as the Food for Peace program, operated by the United States Agency for International Development (USAID) commencing in 1954. NAMILCO was able to restart production with an inflow of imported wheat to Guyana in 1986 after the finalisation of the Public Law 480 agreement and subsequent repealing of the ban on wheat and flour importation. Since then, the entire wheat supply of Guyana has been sourced from the United States on a concessional grant basis under the program. In 1998, the company began to repackage bulk material into small- scale packaged products under the Maid Marian and Thunderbolt brand lines, the first Guyanese company to do so.
Discussions were also held for the finalisation of plans of attack on Nam Dinh, Lang Son, Haiphong, Bac Ninh and Mong Cai, although an intended assault on the capital Hanoi was still not ready. Hoc told Duong that several hundreds of civilians would be found for the airfield attack, and that sufficient food and weaponry was available for participants. Two days later, at another meeting, the leadership discussed the importance of holding the towns to be attacked for several days so that exiled Vietnamese could arrive from China. The VNQDD leadership also discussed the need to try and widen the attacks to areas in central and southern Vietnam, and to recruit Vietnamese soldiers who were members of the colonial army.
Following those elections, the first meeting of the newly enlarged Rosewood Shire Council decided to relocate into the former Mutdapilly Shire's offices, with a plan to turn the old Roseville Shire offices into a School of Arts.
The specification was written in 1996 in response to EU Council Directive 96/48/EC99 of 23 July 1996 on interoperability of the trans-European high- speed rail system. First the European Railway Research Institute was instructed to formulate the specification and about the same time the ERTMS User Group was formed from six railway operators that took over the lead role in the specification. The standardisation went on for the next two years and it was felt to be slow for some industry partners – 1998 saw the formation of Union of Signalling Industry (UNISIG), including Alstom, Ansaldo, Bombardier, Invensys, Siemens and Thales that were to take over the finalisation of the standard. In July 1998, SRS 5a documents were published that formed the first baseline for technical specifications.
Bombardier plans to deliver 40-45 CSeries in 2018 as regulatory clearance would happen likely toward the end of the year. Embraer thinks Airbus will not be able to lower the CSeries supply chain costs enough to make it profitable and view it as heavy, expensive and adapted to long, thin routes exceeding the E-jet E2 range, whose operational capabilities would win a majority of the market share as commitments should follow certification and entry into service. During competition investigation, the partners were to operate separately and clean teams with privileged access to competitively sensitive data but separated from their management planned the integration, evaluating synergies and preparing communications to regulators. Antitrust approval aimed at finalisation by summer 2018 Farnborough Air Show to allow a marketing push.
Yet a few hours later, in the early hours of Sunday 11 June, the statement was retracted when it was claimed according to Sky News that it had been "issued in error", and that talks between the Conservative Party and DUP were still ongoing. Williamson had outlined a deal that would provide the government with "certainty and stability", but the DUP rejected any finalisation – simply stating talks had been "positive". On 12 June it was suggested that the Queen's Speech, which had been due to set out the government's legislative agenda on 19 June, could be delayed to give the DUP and Conservatives more time to negotiate. It was reported that the ongoing dialogue could have delayed the start of Brexit negotiations with the EU, which were also due to begin on 19 June.
Building Unions Black-Ban Products Australian Financial Review 30 July 2004 page 8 Following the results of the inquiry, James Hardie entered into negotiations with governments and trade unions in an effort to establish some sort of compensation system for eligible victims of James Hardie's products. In December 2004, James Hardie agreed to pay compensation to the victims of its products through a voluntary compensation fund. The details of the fund were to be legally determined by June 2005 but progress was stalled and the company refused to disclose the date the deal would be finalised.Hardie Report Not End of Fight The Australian 21 September 2004 page 3 Further conflicts between the company and the Federal Government over tax deductibility of donations to the voluntary fund saw finalisation of the deal further delayed.
The Public Investment Fund announced several major plans at the conference, including its goal to increase its assets under management to $400 billion by 2020. The fund outlined how it would structure its investments in six areas: Saudi equity holdings, sector development, real estate and infrastructure, mega projects, international strategic investments, and a “diversified pool” across global asset classes. The Public Investment Fund also announced several major investments, including the finalisation of its participation in a $40 billion infrastructure fund set up with the US private equity firm Blackstone, and a memorandum of understanding to invest $1 billion in Virgin space companies. Among the projects announced at the conference was NEOM – a proposed $500bn economic zone covering 26,000 square kilometres in northwest Saudi Arabia, extending into Jordan and Egypt.
As NTT DoCoMo did not wait for the finalisation of the 3G Release 99 specification, their network was initially incompatible with UMTS. However, this has been resolved by NTT DoCoMo updating their network. Code Division Multiple Access communication networks have been developed by a number of companies over the years, but development of cell-phone networks based on CDMA (prior to W-CDMA) was dominated by Qualcomm, the first company to succeed in developing a practical and cost-effective CDMA implementation for consumer cell phones and its early IS-95 air interface standard has evolved into the current CDMA2000 (IS-856/IS-2000) standard. Qualcomm created an experimental wideband CDMA system called CDMA2000 3x which unified the W-CDMA (3GPP) and CDMA2000 (3GPP2) network technologies into a single design for a worldwide standard air interface.
After the finalisation of the band's formation, Bloodline began recording their first demos with producer Phil Ramone, initially working in Fort Lauderdale, Florida and later in Manhattan, New York. Hagar was fired from the band later in the year, primarily due to a differing opinion on the musical direction of the group – Segreti stated that "he was leaning toward commercial ballads while the rest of Bloodline wanted to stick to the blues". The band later recorded their self-titled debut album with producer and engineer Joe Hardy at Ardent Studios in Memphis, Tennessee, which was released by EMI and Capitol Records on August 23, 1994. The album's lead single "Stone Cold Hearted", released on August 8, registered at number 32 on the US Billboard Mainstream Rock Songs chart.
The investment in proper healthcare is not limited to HIV. According to the Australian Department of Foreign Affairs and Trade (2016), ‘Indonesia spends the least in the region on health as a percentage of GDP and has some of the lowest health indicators’. It was recently ranked 91 out of 188 countries in a study measuring the Global Burden of Disease, published in The Lancet (2016). However a new healthcare insurance scheme is being rolled out with a provisional finalisation date of 2019. Condom use is low according to the Indonesian Ministry of Health's Integrated Behaviour Biological Surveillance among 'high risk groups' (not including low- risk women who are expected to be the largest cohort for new infections between 2016–19), with 61% of female sex workers using a condom during their ‘last commercial sex encounter’.
In accordance with the decision taken in July 1990 to construct the Hanover–Berlin high-speed line on the northern route (via Wolfsburg) instead of the alternative southern route (through Magdeburg and Potsdam), the establishment of a connection through the stations of Wolfsburg and Brunswick was necessary. Although a direct connection was considered between Oebisfelde and Brunswick, this idea was dropped in the face of strong opposition from the city of Wolfsburg. After long discussions over the financing of a new line it was decided to reduce the project from double track to single track at an estimated cost of Deutsche Mark 300–350 million, saving DM 50 to 100 million. In November 1996, the Federal Ministry of Transport agreed to release DM 242 million for the project and after the finalisation of planning approvals large-scale construction began in 1997.
During June 2007, construction work formally commenced in the form of preliminary works, such as the remodelling of the existing S-Bahn station Südtiroler Platz. In 2008, the S-Bahn and the U-Bahn stations at Südtiroler Platz were connected to one another, while the Südbahnhof was demolished, a process which took until 2010 to complete. The bulk of Südbahnhof's services (platforms 11-19) were closed with the timetable change of 13 December 2009; during this transition period, Wien Meidling railway station temporarily took on many of Südbahnhof's services until the new station could be completed. During 2009, ÖBB Infrastruktur awarded a €220 million contract for the station's construction to a consortium led by Strabag; at this point, it was intended for the first stage of the project to have been completed by 2013, while the finalisation of the overall project was due to occur during 2015.
On the basis of the > performance of the share price to date, it appears that the taxpayer has > missed out on significant value. The report also concluded that the "Government over-emphasised the risk" in regard to the industrial relations between the government and the CWU, with the BIS Committee referring to the Royal Mail share price before, during and after the finalisation of the pay deal with the union. During the presentation of the report, Bailey referred to the underpinning factors of "fear of failure and poor quality advice", and warned that British taxpayers could sustain further losses in the future due to the inclusion of Royal Mail's 'surplus' assets as part of "the most significant privatisation in years". The BIS Committee called on the UK government to publish a list of the preferred investors involved in the sale, including the details of those investors who sold their shareholding.
In October 2016, allegations were made by Australia's Solicitor-General, Justin Gleeson SC, suggesting that Brandis attempted to block the Solicitor-General from providing legal advice to members of the Australian Government without first seeking and receiving the permission of the Attorney-General. Further allegations were made by Labor party ministers that Brandis had misled parliament on the issue, including those by the Shadow Attorney-General, Mark Dreyfus, who challenged the independence of Brandis's office. On 25 November 2016, The West Australian newspaper reported that the reason for Brandis issuing the direction was that Gleeson had provided advice on behalf of the Australian Taxation Office (ATO) in a High Court case over the collapse of The Bell Group in 1991. The Western Australian government had passed legislation (Bell Group Company’s Finalisation of Matters and Distribution of Proceeds Act 2015), elevating the Insurance Commission of WA in the queue of Bell Group creditors ahead of the ATO.
Following discussions about the route and the width of the tunnel which allowed finalisation of the estimated cost the newly created Road Tunnel Authority under the chairmanship of William Smith MacGibbon (ca. 1891 – 1962) applied to the Local Authorities Loans Board in 1959 for approval to raise a loan, only for it to be turned down. The reason given was that if the planned new harbour facilities at Lyttelton were not available before the tunnel opened then there would be insufficient freight moving through the tunnel in its early years to generate the toll revenue need to service the loan. After the sending of a deputation to the Prime Minister (Walter Nash) and the Minister of Finance (Arnold Nordmeyer) and then a written assurance from the Road Tunnel Authority that the tunnel would not be completed prior to the completion of the harbour upgrades, approval was given in March 1960 for the raising of a loan of £3,250,000.
On April 17, 2006 Sabet launched a raid on the country's most popular TV Channel Tolo TV. The raid ended with detention and questioning of Tolo TV staff and journalists for broadcasting a news clip about Sabet. The raid was fiercely protested and announced as illegal by the law-makers, the UN office UNAMA and independent journalists. Following the raid, TOLO TV launched a formal complaint against Sabet and Co. "The complaint identifies at least 11 potential breaches of the law by Mr Sabet ... [and others], [for] the potential crimes ...of the utmost seriousness and directly affect issue of rule of law and sustainability of democracy in Afghanistan, especially given that they may be perpetrated by a person holding the highest operational legal position in Afghanistan."" Among others Tolo TV's complaint requested the "immediate suspension of Mr Sabet and his co-workers implicated in the incident, including the Commander of District 10 Police pending the finalisation of investigations.
In compliance of the Treaty provisions mentioned above, the scope of Pancheshwar Multipurpose Project (PMP) is being actively discussed and defined by Nepal and India to enable finalisation of the Detailed Project Report. The proposed project, which straddles the border that lies along the median point of the river, envisages a 293 m high rock fill dam (to be the largest rock fill dam in the world), just downstream of the confluence of the Mahakali and Sarju river, having a live storage capacity of 9.24 BCM and a dead storage capacity of 2.15 BCM. In the project area, the river forms the border between India and Nepal, dividing the Sudurpashchim Pradesh province of Nepal from the Uttarakhand State in India. The PMP also envisages a re-regulating dam for which two alternatives at Purnagiri (1020 MW) and Rupaligad (500 MW) have been considered, to hold the waters passing through the turbines and provide regulated back season release to irrigate designated commands in Nepal and India.
When the Rana government, realizing its helplessness, opened negotiations with the Indian government, the attitude of India towards the NC completely changed. M.P. has portrayed this episode beautifully in the chapter entitled “The Delhi Parley.” He points out the change in attitude of the Indian Prime Minister after he met two Rana generals, sent by the Rana Prime Minister to negotiate at Delhi. He also gives Nehru's statement in the Indian parliament as evidence that the Indian leader “held the view that complete old order was not possible but a completely new order also was not in his mind” (p. 172). M.P. mentions NC helplessness in these words, “In Delhi, we never sat across the table to iron out our differences and the so-called tripartite conference as such never took place. The representatives of the Government of India would convey to us the views of the Ranas and of course the King was out of the picture till the finalisation of the parley” (p. 176).

The men were mainly 'old New Guinea hands', some of them being surveyors and members of the New Guinea Volunteer Rifles and others from the Queensland 49th Infantry Battalion Intelligence Section and some suitably qualified civilians. In early July 1942 the Survey Section was reinforced by a thirty-three man all volunteer group of the 3rd Aust Field Survey Company RAE from Victoria, retitled 2nd Aust Field Survey Section and Captain John Herridge appointed Officer Commanding. The section had field survey and draughting elements and limited one colour sun- dyeline printing, but most colour maps and larger print runs were sent to 2/1 Army Topo Svy Coy (Toowoomba) for rapid cartographic finalisation and printing. One of the original officers, Lieutenant Noel (Gerry) Owers a New Guinea surveyor, was given the tasks of surveys for installations and roads. The Japanese landed at Gona-Buna on 21 July, had captured Kokoda on 29 July and were advancing in force towards Port Moresby. On 15 August, Owers and two sub-sections (16 men total) commenced the task of blazing a jeep road forward of Iiolo across the Owen Stanley Ranges to Kokoda as an alternate route to the footpath Kokoda Trail for supply of forward troops and evacuating the sick and wounded.
