The screw worm is a fly larva that enters an open wound of a live animal and eats the flesh of the animal from within, leading to a gruesome death. The female fly mates once in her life, so the infestation can be battled by introducing sterile male flies to the population, causing the females to die out without laying fertile eggs. In the 1960s many planters began fencing off and clearing large areas of bushland for cattle ranching, which were often deemed to be communally-held kastom lands by Ni- Vanuatu. On Espiritu Santo the Nagriamel movement was founded in 1966 by Chief Buluk and Jimmy Stevens on a platform of opposing any further land clearances and gradual, Ni-Vanuatu-led, economic development."Chief President Moses": Man with a message for 10,000 New Hebrideans, Pacific Islands Monthly, July 1969, pp23–25 The movement gained a large following, prompting a crackdown by the authorities, with Buluk and Stevens being arrested in 1967. Upon their release they began to press for complete independence. In 1971 Father Walter Lini established another party - the New Hebrides Cultural Association, later renamed the New Hebrides National Party (NHNP) - also focused on achieving independent and opposition to land expropriation.

Schnellenberger served as head coach of the NFL's Baltimore Colts from 1973–1974. At the outset of his tenure, Howard Schnellenberger announced to his staff and players his intention to win a national championship within five years, a bold claim for a program that was seemingly on its last legs. His five-year plan had two main priorities: installing a pro-style passing offense and upgrading the talent level on the roster through a new recruiting strategy aimed at heavily targeting the best local talent from the city of Miami and the region of South Florida, a strategy that would drastically change national recruiting in the state of Florida in the coming years. On the recruiting front, Schnellenberger spoke of mining the "State of Miami", which entailed fencing off the fertile South Florida recruiting base from other programs and cherry-picking the rest of the nation for a few choice recruits.

Public demonstrations of Ferguson tractors and implements were held throughout rural Britain towards the end of the harvest season. A typical demonstration was fencing off an area 27 feet by 20 feet (8.2 by 6 metres) and using a cultivator-equipped TE-20 to till the complete area - such an area was too small to be worked by a horse or a drawbar- equipped tractor of the time. Advertising also emphasised that in the 'Ferguson System' the tractor was not merely a replacement for the horse but via its linkage and shaft-drive power take-off it could mechanise dozens of agricultural tasks previously performed either by separate machines, unwieldy drawbar-mounted trailed equipment or manual labour. The TE and TO 20 tractors were so revolutionary that Ferguson set up a training school in the grounds of Stoneleigh Abbey, close to the Banner Lane factory.

The presiding Judge Long was also a successful businessman who wanted to encourage economic growth in the region, and encouraged the jury to bring a stern verdict. However, vigilantes surrounded the courthouse and the jail to show their support for the indicted men, and the jury soon delivered a verdict of not guilty for one man, whereupon the charges for the other 20 were then dismissed. The Las Vegas Daily Optic, which was the leading newspaper in the county (and Republican-leaning), warned that the surge in fence cutting "show[ed] with what jealousy the people watch the fencing of large tracts of lands, which they, with some color of reason, regard as public." The outbreak of fence cutting, which resulted when the legal system did not adequately address the fencing off of public lands, continued in other areas of the country as well.

In 1974 a 10-year investment programme was started to provide for the complete double-tracking and electrification of the railway from Hung Hom to Lo Wu, requiring the building of a second Beacon Hill Tunnel together with the construction or upgrading of stations and other facilities. This exercise was completed by the early 1980s and on 16 July 1983 the use of diesel-hauled trains ceased for domestic passenger services. Diesel locomotives continued to be used for through-train passenger services, which resumed in 1979 following implementation by Deng Xiao Ping of economic reforms in China, and for freight and track maintenance services. One consequence of the electrification was that, whereas much of the old track in the New Territories had remained unfenced, with footpaths or roads alongside or across the track used by many villagers, the faster, quieter and more frequent electric services required the complete fencing off of the track from Lo Wu to Hung Hom, necessitating the construction of footbridges with both steps and sloping ramps at various village locations.

The land earmarked for the project was taken control of by the state administration amidst protests and fencing off commenced on December 1, 2006.
