It seeks to address the key governance issues in the extractive sectors. The EITI Standard requires information along the extractive industry value chain from the point of extraction, to how the revenue makes its way through the government and its contribution to the economy. This includes how licenses and contracts are allocated and registered, who the beneficial owners of those operations are, what the fiscal and legal arrangements are, how much is produced, how much is paid, where the revenue is allocated, and its contributions to the economy, including employment.

The Londonderry/Agnes Banks sand deposit was first recognised for its commercial potential in 1942. Sand had been extracted from the deposit for over thirty years, initially under consent from the then Cumberland County Council. Penrith City Council first issued consents in 1967 for the extraction of sand from land held under permissive occupancies from the Crown Lands Office and from land held under private tenure. After several years of practicing law, Zaleha was fired from a Boise firm in 1992 after his employer found out he was a Sierra Club activist. Some of the firm’s clients were polluters, and the firm worried that extractive industry clients would go elsewhere for legal representation if they knew a Sierra Club leader was employed by the firm. When settlers began to appear, extractive industry in the Pacific Northwest was on the rise, particularly in regards to the harvesting of timber, which began heavily in the late 19th and early 20th centuries. Public dissent against logging began to take hold in the 1920s, when people got their first glimpses of the clear- cut hillsides. As at 29 August 2018, Hadley Park is of state significance for its historical, aesthetic and representative values, research potential and rarity. Hadley Park is a layered cultural landscape that documents the different historical phases of the Castlereagh area from pre-contact Aboriginal occupation on the Nepean River to early nineteenth century colonial expansion, settlement and development, and later twentieth century extractive industry. Hadley Park an early colonial rural property which dates to the one of the earliest phases of European settlement in Australia and documents over 200 years of continued occupation and agricultural land use. The main house and slab cottage provide rare surviving and highly intact evidence of some of the earliest colonial construction methods in Australia.

A by-product of coal mining, coke was usually regarded as a somewhat unimportant side industry to the actual mining of coal. Coke is used as both a fuel and as a reducing agent in smelting ore and is produced from baking bituminous coal in ovens at temperatures as high as . Coke manufacture became an important extractive industry from the late 1860s with the introduction of mechanically driven transportation, such as steam- powered ships and trains. Sites for coking of coal were most often located adjacent to transport systems, road, rail or water. In 1871, the Eastwood Mine opened at Mihi Creek and was named after its owner, John Eastwood. The Eastwood Mine was worked during the 1870s and into the early 1880s.

Hadley Park is of state heritage significance as a layered cultural landscape that documents the different historical phases of the Castlereagh area from pre-contact Aboriginal cultural landscape on the Nepean River to early nineteenth century colonial expansion, settlement and development, and later twentieth century extractive industry. Hadley Park is a remnant of what was formerly a substantially intact rural colonial landscape of a large scale, and is one of a collection of properties in Castlereagh that demonstrate the development of the area from the colonial period to today. Hadley Park is located on land that is part of a broader Aboriginal cultural landscape that bears evidence of thousands of years of occupation and use by Aboriginal people. The landscape and waterways of the Castlereagh terrace, including Cranebrook lagoon within Hadley Park and the Nepean River, supported many generations of the Mulgowie and Boorooberongal Aboriginal people, who were also present when the first European farms were established on the land.
