The National Emergency Number Association (NENA) long-term solution for emergency calling, referred to as the i3 Solution, assumes end-to-end Internet Protocol (IP) signaling from the Voice over IP (VoIP) endpoint to an IP-enabled Public Safety Answering Point (PSAP), with callback and caller location information provided to the PSAP with the call. While the i3 Solution assumes end-to-end IP connectivity, and it is expected that an increasing number of PSAPs will evolve to support i3 functionality over time, legacy PSAPs must continue to be supported as originating networks and the Emergency Services infrastructure migrate toward IP.

The Brussels Fire and Emergency Medical Care Service, commonly known by its acronym SIAMU (DBDMH), operates in the 19 municipalities of Brussels. It is a class X fire department and the largest fire service in Belgium in terms of annual operations, equipment, and personnel. It has 9 fire stations, spread over the entire Brussels-Capital Region, and employs about 1,000 professional firefighters. As well as preventing and fighting fires, SIAMU also provides emergency medical care services in Brussels via its centralised 100 number (and the single 112 emergency number for the 27 countries of the European Union).

MV Blue Sky M. In December 2014, Moldovan-flagged MV Blue Sky M left Korfez, Turkey heading for Rijeka in Croatia. On 30 December 2014, when the ship was near the island of Othonoi a passenger of the ship called an emergency number for help from a mobile phone. The alarm was raised because of suspected armed people on board, Greek state television reported, claiming that "illegal immigrants" were on the ship. But a coastguard official later said the Greek frigate had contacted the cargo ship's captain, who said the ship was not in any danger and was not requesting assistance.

The emergency medical services in Italy currently consist primarily of a combination of volunteers and private companies providing ambulance service, supplemented by physicians and nurses who perform all Advanced Life Support procedures. The primary emergency telephone number for emergency medical service in Italy is still 118, since the European emergency number (112) doesn't work in many regions yet. Emergency medical service is always free of charge. First aid is provided by all the public hospitals: for urgent cases it is completely free of charge for everyone (even for the undocumented), while a copay (about $35) is sometimes asked for non-urgent cases.

Kraeuter pp.89–92 In June 2006, a trained Beagle assistance dog was credited with saving the life of its owner after using her owner's mobile phone to dial an emergency number. In the aftermath of the 2010 Haiti earthquake, a Beagle search and rescue dog with a Colombian rescue squad was credited with locating the owner of the Hôtel Montana, who was subsequently rescued after spending 100 hours buried in the rubble. Beagles were hired by New York City to help with bedbug detection, while the role of such dogs in this type of detection may have doubts.

Mihăilești monument, erected in 2007 in memory of the victims The Mihăileşti explosion occurred on 24 May 2004 in the village of Mihăileşti, Buzău County, Romania. A truck loaded with ammonium nitrate rolled over and caught fire before exploding an hour later killing at least 18 people and injuring 13 others. At 4:57 AM local time, a truck loaded with 20 tons of ammonium nitrate rolled over on the express road E85 connecting Bucharest with Moldavia. Soon after the accident, the truck caught fire, so the driver immediately called the emergency number. Two fire trucks arrived at the scene 20 minutes later and started putting out the fire.

Most countries have an emergency telephone number, also known as the universal emergency number, which can be used to summon the emergency services to any incident. This number varies from country to country (and in some cases by region within a country), but in most cases, they are in a short number format, such as 911 (United States and many parts of Canada), 999 (United Kingdom), 112 (Europe) and 000 (Australia). The majority of mobile phones also dial the emergency services, even if the phone keyboard is locked, or if the phone has an expired or missing SIM card, although the provision of this service varies by country and network.

Atatiana Koquice Jefferson, a 28-year-old woman, was fatally shot in her home by a police officer in Fort Worth, Texas, United States, in the early morning of October 12, 2019. Police arrived at her home after a neighbor called a non- emergency number, stating that Jefferson's front door was open. Police body camera footage showed that when she came to her window to observe police outside her home, Officer Aaron Dean shot through it and killed her. Police stated that they found a handgun near her body, which according to her 8-year- old nephew, she was pointing toward the window before being shot.

The law enforcement system assists the victim to find appropriate medical care, contact family members or friends and explain how further legal procedures could be used. Service providers often provide emergency response services by agreement with the user who registers a physical location and agrees that emergency services are provided to that address only if an emergency number is called from the IP device. Such emergency services are provided by VoIP vendors in the United States by a system called Enhanced 911 (E911), based on the Wireless Communications and Public Safety Act of 1999. The VoIP E911 emergency-calling system associates a physical address with the calling party's telephone number. All VoIP providers that provide access to the public switched telephone network are required to implement E911, a service for which the subscriber may be charged.

The development of an emergency number for missing children that can be dialled anywhere in Europe has been on top of the agenda of Missing Children Europe, the NGO behind the number, since 2005. On 15 February 2007, the European Commission recognised the need for such a Europe-wide effort and published a document requesting the member states to reserve 116 000 as the number for missing children.Commission Decision 2007/116/EC On 25 May 2009, the number was launched in nine member states of Missing Children Europe. It is expected that other Member States will also implement the number, as implementation takes place at a national level.

In Sweden, the area codes are, including the leading 0, two, three or four digits long, with larger towns and cities having shorter area codes permitting a larger number of telephone numbers in the eight to ten digits used (including the leading '0'). Before the 1990s, ten-digit numbers were very rare, but they have become increasingly common because of the deregulation of telecommunications, the new 112 emergency number (which required change of all numbers starting with 11), and the creation of a single area code for the Greater Stockholm area. No subscriber number is shorter than five digits. The longest subscriber numbers have eight digits (only in the Stockholm area).

South Thames Retrieval Service (STRS) is a children's acute transport service which specialises in the inter-hospital transfer of critically ill children in London (south of the River Thames). It operates from the children's intensive care unit of the Evelina London Children's Hospital. The unit is the lead centre for children's intensive care in the South Thames region and manages the clinical network for children's (paediatric) intensive care via the retrieval service, in conjunction with the intensive care units at St George's Hospital and King's College Hospital. With one phone call to the emergency number, a clinician in a South Thames hospital, can source clinical advice, a PICU bed and a transport team as necessary.

1-0-0, also written 100, is an emergency telephone number in several countries. It is used to contact the police in Afghanistan, Nepal, Israel, Turkey, and Palestine. In Iraq, 1-0-0 is the number for emergencies, while in Mongolia it is used for infectious disease. The number is used for hazards in Chile, for domestic violence and child welfare in Peru, and for human rights in Brazil. In Haiti, 1-0-0 is the number for assistance with HIV, while in Belgium it is used for ambulance or fire. While 1-0-0 works as an emergency number in Greece and India, both countries have begun transitioning to 1-1-2.

119 in Japan is a direct-dial emergency number that connects the caller to the fire brigade and emergency medical services. On certain older pay phones, the number can be dialled by pushing a special button that will automatically connect the caller with the 119 dispatch centre. Although the dispatchers still record the address of the emergency call manually, most systems are now set up to automatically log the location of the call, as well (for cases of emergency calls where the caller is not proficient in Japanese, distraught, or otherwise unable to respond coherently). Unlike many emergency telephone number services, the 119 system in Japan only services fire and ambulance services.

The logo of NHS 111 in England 111 is a free-to-call single non-emergency number medical helpline operating in England, Scotland and parts of Wales. The 111 phone service has replaced the various non-geographic 0845 rate numbers and is part of each country's National Health Service: in England the service is known as NHS 111; in Scotland, NHS 24; and in Wales, either NHS Direct Wales or 111 depending on area. The transition from NHS Direct (0845 4647) to NHS 111 in England was completed during February 2014 with NHS 24 Scotland (08454 24 24 24) following during April 2014. NHS Direct Wales started a phased roll-out of a similar 111 service in late 2016.

In December 2010, then President Dmitry Medvedev signed a presidential decree enabling the implementation of a single number, 112, for emergency services in all the regions of Russia. Transition to the new emergency number will be gradual; it is envisaged that 112 will replace the previous emergency numbers 01, 02, 03 and 04 by 2017. In December 2012, Russian President Vladimir Putin signed a law establishing the single emergency service number 112 throughout the country. In a press conference in December 2013, Minister of Emergency Situations Vladimir Puchkov said that the unified system will be running in a full pilot mode from 2014 and will fully enter to operational mode in 2016.

The concept of a single answering point for emergency calls to public safety agencies caught on quickly. In the United States, the decision was made to utilize the Canadian number, for reasons of ease of memory (4-1-1 and 6-1-1 were already in use), and ease of dialing. In 1967, the number was established as the national emergency number for the United States, although by 2008, coverage of the service was still not complete, and about 4 percent of the United States did not have 9-1-1 service. Calling this single number provided the caller access to police, fire and ambulance services, through what would become known as a common public-safety answering point (PSAP).

Early in her career, Baker worked at the United States Court of Appeals for the Fifth Circuit in Houston, and later at the law firm DeLange and Hudspeth, where she focused on bankruptcy and corporate law. She worked at the U.S. Department of State in the agency's Legislative Affairs Office from 1990 to 1992. Memorial to the Cullen Bain family in Mosgiel On the morning of 20 June 1994, David Bain called the 111 emergency number at 7:09 am in a distressed state and told the operator: "They're all dead, they're all dead." When the police arrived they found five members of the Bain family had been shot to death – Robin (58), his wife Margaret (50), their daughters Arawa (19) and Laniet (18), and their son Stephen (14). There was evidence of a violent struggle involving Stephen, who was partly strangled as well as shot. A message was found typed on a computer that said "sorry, you are the only one who deserved to stay".

Malaysia made some efforts to prevent trafficking in persons over the last year. The government conducted numerous anti- trafficking training events for Malaysian police, immigration, prosecutors, labour department officials, and Women's ministry officials, and began to partner with NGOs, international organisations, and foreign governments on such training. In November 2009, the government launched an anti-trafficking public awareness campaign that included advertisements in print media, on the radio, and on television, including television appearances by senior government officials to discuss human trafficking. In March 2010, the government launched a five-year action plan to combat trafficking. The government began to use its “999” emergency number as a trafficking hotline where calls are routed to the Malaysian Police, though calls can only be taken in Malay and English.

The Control Center is listed as a member of the Association of Public Safety Communications Officials (APCO) and National Emergency Number Association (NENA) and a local member of NJ-NENA, and the National Association of Air Medical Communication Specialists (NAACS).

112 (emergency telephone number) Operator responding to a 112 phone call 112 is a common emergency telephone number that can be dialed free of charge from most mobile telephones, and in some countries, fixed telephones in order to reach emergency services (ambulance, fire and rescue, police). 112 is a part of the GSM standard and all GSM-compatible telephone handsets are able to dial 112 even when locked or, in some countries, with no SIM card present. It is also the common emergency number in nearly all member states of the European Union as well as several other countries of Europe and the world. 112 is often available alongside other numbers traditionally used in the given country to access emergency services.

Air assets are relatively scarce. Closest China SAR seaplanes or helicopters are located at Penglai, Qingdao and Dalian, but as of 2011 bases are being set up in Qinhuangdao and Tianjin. As a substitute, Tianjin SARC has in the past used commercial helicopters from CITIC Offshore Helicopter Service (the helicopter service provider for CNOOC Bohai) for SAR missions. Tianjin Port PSB Fire Services Detachment (天津港公安局消防支队) holds the fire-fighting and fire prevention duties for both the land and water areas of the Port. As of 2009, the detachment had 13 firetrucks, and the Tanggu District’s Fire Services Detachment cooperates with any incidents on land (the standard emergency number 119 can be used to report incidents in the Port area, land or sea).

Featherstone criticised the Minister's response, stating "they need to do more to discover the unearthly monster who sends them out" and that "their cavalier attitude will not do". However, critics such as fellow Liberal Democrat James Graham castigated Featherstone's conduct in "criticising the Home Office for not having a response to made up drugs and made up crimes", stating "trivialising rape in this way without bothering to do basic research first doesn't help anybody". She came to the attention of the national media in 2008 when she was criticised by Conservative Member of the London Assembly Brian Coleman for calling 999 (the UK's emergency number) when her boiler began making noises and sparking. Coleman referred to her as a "dizzy airhead", Featherstone responded by calling his comments "sexist" and "political" in nature.

The first known use of a national emergency telephone number began in the United Kingdom in 1937–1938 using the number 999, which continues to this day. In the United States, the first 911 call was made in Haleyville, Alabama in 1968. In Canada, 911 service was adopted in 1972, and the first 911 call occurred after 1974 roll-out in London, Ontario. In the United States, the push for the development of a nationwide American emergency telephone number came in 1957 when the National Association of Fire Chiefs recommended that a single number be used for reporting fires. The first city in North America to use a central emergency number was the Canadian city of Winnipeg, Manitoba in 1959, which instituted the change at the urging of Stephen Juba, mayor of Winnipeg at the time.

The Murazze di Vado disaster was the first large scale rescue operation managed by CePIS (Centrale per il coordinamento Per Il Soccorso, Central for coordination of Rescue Operations), a public organization founded after the 1974 Italicus Express bombing to provide better first aid in emergencies and improve coordination of local response services on a regional scale. CePIS was instrumental in creating the first unified emergency number in Italy, setting up the first centralized regional emergency management center, and joining the many hospitals and private ambulance crews under a single directorate. The coordination of the rescue services was widely praised for their efficiency in the Murazze di Vado disaster. Coordination between police forces, crews and rescue vehicles allowed for speedy evacuation of the injured to Bologna's Ospedale Maggiore, unprecedented in the country and replicated a few years later in the Bologna Massacre of 1980.

On 25 February, Skender Brataj, head of the National Medical Emergency Center (NMEC), announced protocols in case COVID-19 spread to Albania, explaining that citizens that suspect they have contracted the virus should call the designated National Emergency Number 127. He instructed all Albanian citizens arriving from China, Singapore, Iran, South Korea, or Italy to call the same number, so that a medical group with protective suits can escort them to an infections hospital for testing, with all samples sent to the Public Health Institute. On the same day, Ogerta Manastirliu, Minister of Health and Social Protection met with the Technical Expert Committee, and decided to increase its hospital budget by $1 million, to increase the stock of personal protection equipment. Brataj also announced the formation of a task force, while asserting that COVID-19 had not yet arrived in Albania.

If a city operates its own PSAP, but not its own particular emergency service (for example, city police but county fire), it may be necessary to relay the call to the PSAP that does handle that type of call. The U.S. requires caller location capability on the part of all phone companies, including mobile ones, but there is no federal law requiring PSAPs to be able to receive such information. From 1979 to 2008, McCollister served five terms on the board of the Metropolitan Utilities District, a public utility that provides gas and water to the Omaha area. In 2008, McCollister ran as the Republican candidate for a seat on the Nebraska Public Service Commission, which regulates, inter alia, railroads, major utility lines, and passenger carriers in the state; he sought to unseat the incumbent, Democrat Anne Boyle. McCollister stated that cell-phone bills in Nebraska were too high, and called for reductions in state taxes on telephone service; Boyle maintained that the existing taxes were necessary to provide affordable service to rural areas, and to make it possible to establish the geographic origins of cell-phone calls to emergency number 911. The two candidates together spent over $120,000 for their campaigns, setting a record for spending in a Public Service Commission race.

The problem was that the numbers were different for each exchange, and again, there was no way to tell emergency calls apart from regular calls. Auckland, for example, had 40 telephone exchanges, and the telephone directory had 500 pages to search through to find the right number, although the separate emergency numbers for fire, police and ambulance in the main service area (e.g. Auckland, but not for not minor exchanges) were listed in bold on the first page. Following the 1947 Ballantynes fire in Christchurch, fire officer Arthur Varley was recruited from the UK to bring about a reform of the fire service. Familiar with Britain’s 999 system, he campaigned for the setting up of a universal emergency telephone number across the country. In mid-1957, a committee was set up to institute a common emergency number across New Zealand, consisting of the Post and Telegraph Department, the Police, the Health Department, and the Fire Service. In early 1958, the Postmaster General approved the provision of the service using the number 111. 111 was specifically chosen to be similar to Britain's 999 service.

If 9-1-1 is dialed from a commercial Voice over Internet Protocol (VoIP) service, depending on how the provider handles such calls, the call may not go anywhere at all, or it may go to a non- emergency number at the public safety answering point associated with the billing or service address of the caller. Because a VoIP adapter can be plugged into any broadband internet connection, a caller could be hundreds or even thousands of miles away from home, yet if the call goes to an answering point at all, it would be the one associated with the caller's address and not the actual location of the call. It may never be possible to reliably and accurately identify the location of a VoIP user, even if a GPS receiver is installed in the VoIP adapter, since such phones are normally used indoors, and thus may be unable to get a signal. In March 2005, commercial Internet telephony provider Vonage was sued by the Texas Attorney General, who alleged that their website and other sales and service documentation did not make clear enough that Vonage's provision of 9-1-1 service was not done traditionally.
