Meeting in Bern, Switzerland, the delegates agreed to all of von Stephan's proposals. The Treaty of Bern was signed on October 9, 1874, establishing what was then known as the General Postal Union. The 2¢ Columbian John Vanderlyn's painting The Landing of Columbus, originally commissioned by Congress, and already used on $5 banknotes and the 15-cent stamp from the 1869 Pictorial Issue, was again pressed into service. By a substantial margin, this is the most common stamp of the Columbian Issue. More than a billion copies were printed, more than 70 percent of the total number of Columbian Issue stamps, in part because it paid the first-class rate for domestic mail. Damage to one transfer roll resulted in a chevron-shaped notch in the hat of the third man on Columbus' right on some copies of this stamp.

1793 newspaper ad for a packet schooner, Chestertown, Maryland Packet boats were medium-sized boats designed for domestic mail, passenger, and freight transportation in European countries and in North American rivers and canals, some of them steam driven. They were used extensively during the 18th and 19th centuries and featured regularly scheduled service. When such ships were put into use in the 18th century on the Atlantic Ocean between Great Britain and its colonies, the services were called the packet trade. Steam driven packets were used extensively in the United States in the 19th century on the Mississippi and Missouri rivers, supplying and bringing personnel to forts and trading posts.

These precisely made bags were indistinguishable from the real German mail bags and were mimicked down to the material used. The bags would then be loaded aboard bombs specially designed to deploy the bags near a destroyed train, preferably one carrying mail, and drop the forgeries in amongst the originals in hopes that they would be put into circulation with the rest of the mail. However, all the prior planning was almost for naught because in August 1944 the Reichspost altered their franking machines on the domestic mail making the thousands of letters previously written void. The OSS obtained a copy of the frank design and went to work again drafting up new letters and with the letters, subversive material.

Other charity stamps included the Thessaloniki International Fair Fund issue, a 20 lepta stamp from 1934 which depicted St. Demetrius; its use was obligatory on domestic mail from Thessaloniki. It was re-issued with a 1 drachma surcharge in 1942. St. Demetrius was also depicted on a 50 drachmae charity stamp released in 1948; proceeds from its sale went toward the restoration of historic sites and churches destroyed during World War II. Later issues included a 1953 set of two (300 and 500 drachmae) to raise funds for reconstruction in the Ionian Islands after an earthquake and a 1956 set of two (50 lepta and 1 drachma) for the Macedonian Studies Society Fund, to help finance archaeological studies in the region.

The letters contained writings about family happenings and gossip about non-existent people, the idea being that the domestic mail was not censored unlike the business mail. The letters coming out of Rome to be mailed were completed in different cities around Rome. The envelopes were addressed and sealed in Siena, then went to Rome where they would be placed into the counterfeit mail bags where the mail would be finally sent to Bari to be routed and canceled. In hopes of shaking the morale further in the German people, the OSS called upon master forgers similar in nature as MI6 once had, but rather than having an image of Heinrich Himmler replacing Hitler, the OSS used a stamp of Hitler, but with some minor modifications. The modifications included a skull overlay that resembles a portion of Hitler’s jaw having been "eaten away".

Private overprints have also been used in the United States, though the Domestic Mail Manual states that stamps "overprinted with an unauthorized design, message or other marking" are not valid for postage.Domestic Mail Manual U.S. Postal Service, 2013, Section 604.1.3 A private overprint exists on the Florida commemorative, and during the Vietnam War, a woman privately overprinted the stamps on her outgoing mail with the slogan "Pray for War" before postal authorities compelled her to move this stamping away from the stamps. There have been several American examples of postal cards being overprinted with a private overprint revaluation shortly after a rate change, including the Post Office Department's authorization of a special Pitney-Bowes Tickometer surcharge to be used to revalue postal cards in the possession of General Electric when the postcard rate went up to 3 cents in August 1958.

The Chair of Culture and History of Central and Eastern Europe, which derived from a grant by the Zeit Foundation, is the only chair of the European University Viadrina located in the Collegium Polonicum however not financed by the funds of the State of Brandenburg intended for the Collegium Polonicum. Various chairs of the European University Viadrina, such as for example the professorial chair at the core of the Centre for Interdisciplinary Polish Studies, give the postal address of the Collegium Polonicum as their address in Poland, but are not spatially and structurally present there. In that they take advantage of an internal postal connection established between the administrations of the Viadrina and the Collegium Polonicum, which ensures that correspondence from Poland addressed to the European University Viadrina and from Germany addressed to the Collegium Polonicum can be sent as domestic mail. Likewise, Collegium Polonicum and Europa-Universität Viadrina can be reached as a domestic call from the respective other country by means of a microwave transmission between the telephone systems of both institutions.
