Trevor begins 7th grade in Las Vegas, Nevada. His social studies, teacher Eugene Simonet, gives the class an assignment to devise and put into action a plan that will change the world for the better. Trevor's plan is a charitable program based on the networking of good deeds. He calls his plan "pay it forward", which means the recipient of a favor does a favor for three others rather than paying the favor back.

However, the "William Ackers" who hired Rubi turns out to be an imposter and a rival of the real Ackers. His bodyguards decapitate Ackers's son, then stab Rubi and leave her for dead. Rubi recovers with the help of a friend, Milo, and vengefully starts to track down the fake Ackers and his gang. On a tip from Milo, Rubi does a favor for a shady woman named Kafka, performing a theft of a rare book being shipped to the British Museum.

Underwood is introduced to Missouri billionaire Raymond Tusk, Walker's friend and advisor. Tusk reveals that he has been influencing Walker's decisions all along and convinced him to cancel the original agreement, and explains he will influence Walker to nominate Underwood for vice president if he does a favor benefiting Tusk's interests. Underwood counter-proposes to Tusk that they work together to fulfill both their interests, which Tusk accepts. Meanwhile, after ending their affair, Zoe begins piecing together clues about Underwood's various plots.

Gillian B. Loeb (portrayed by Peter Scolari) is the corrupt Commissioner of the Gotham City Police Department who is allied with Carmine Falcone until he switches to being an ally to Sal Maroni by the end of the season. He is initially Jim Gordon's enemy and even has him fired after he stopped Zaardon the Soul Reaper. After Jim does a favor for Oswald Cobblepot, he and Victor Zsasz force Loeb at gunpoint to resign from the Gotham City Police Department. Loeb does that enabling Sarah Essen to be sworn in as the new commissioner.

Granville tells Jake to find information regarding the recent drug "Blizz", which is being exported throughout the prison and Romero seems to be behind it. Jake worries this will cost his life as Romero trusts very few people to tell them the secret. Meanwhile, the precinct works in order to find Hawkins' (Gina Gershon) diamonds. Amy is approached by Seamus Murphy (Paul Adelstein), a mob boss that has a vendetta against Hawkins and will provide information to frame Hawkins if she does a favor for him in return, which she refuses on Holt's instructions.

She meets Corvan Danavis, Kip's tutor and a former general of Dazen Guile's army. She is eventually captured by king Garadul, while Corvan continues to Garriston. While Kip is entered into the Chromeria, shadowed by the Black-guard commander Ironfist, Gavin does a favor for Corvan's daughter Liv in exchange for her teaching Kip, as they are the only Tyreans in the Chromeria. He then enters a prison hidden deep in the Chromeria, containing his brother, whom he has secretly imprisoned in a cell in which nothing but blue luxin can be drafted.

However, it needs to be a major favor that the recipient cannot complete themselves. Trevor does a favor for three people, asking each of them to "pay the favor forward" by doing favors for three other people, and so on, along a branching tree of good deeds. His first good deed is to let a homeless man named Jerry live in his garage, and Jerry pays the favor forward by doing car repairs for Trevor's mother. Trevor's efforts appear to fail when Jerry relapses into drug addiction, but Jerry pays his debt forward later by talking to a suicidal woman, who is about to jump off a bridge.
