Since gaining independence from France in 1956, the government of Tunisia has focused on developing an education system which produces a solid human capital base that could respond to the changing needs of a developing nation. Sustained structural reform efforts since the early 1990s, prudent macroeconomic policies, and deeper trade integration in the global economy have created an enabling environment for growth. This environment has been conducive to attain positive achievements in the education sector which placed Tunisia ahead of countries with similar income levels, and in a good position to achieve MDGs. According to the HDI 2007, Tunisia is ranked 90 out of 182 countries and is ranked 4th in MENA region just below Israel, Lebanon, and Jordan. Education is the number one priority of the government of Tunisia, with more than 20 percent of government’s budget allocated for education in 2005/06.

The common impression of India in the West has long been either negative—including perceptions of widespread poverty, lack of sophisticated hygiene, and violent ethnic and religious clashes—or ambivalent, so the Indian government's Ministry of Tourism began a marketing campaign, "Incredible !ndia," to emphasize the country's rich culture, historic sites, tourist attractions, and general sense of excitement and dynamism to western audiences. Tourism is an extremely lucrative and growing global industry so it is no surprise that India, a developing nation, is striving to capitalize on that market to boost its economy. In addition, India is also looking to strengthen its international security and diplomatic ties while broadening and deepening its trade relationships, especially with the U.S., so it is in India's interest to promote a positive light for itself among the American and western voting populations in order to garner future international support and aid.

It has also been found that aid relates to the population of a nation as well, and that the smaller a nation is, the more likely it is to receive funds from donor agencies. The harsh reality of this is that it is very unlikely that a developing nation with a lack of resources, policies, and good governance will be able to utilize incoming aid money in order to get on their feet and begin to turn the damaged economy around. It is more likely that a nation with good economic policies and good governance will be able to utilize aid money to help the country establish itself with an existing foundation and be able to rise from there with the help of the international community. But research shows that it is the low-income nations that will receive aid more so, and the better off a nation is, the less aid money it will be granted.
