The freeway would extend I-695 past its existing terminus at Barney Circle and travel along the western bank of the Anacostia River (through Anacostia Park) to East Capitol Street and Robert F. Kennedy Memorial Stadium. A new bridge over the Anacostia River at Burnham Barrier would provide vehicles easy access to the Anacostia Freeway. The Barney Circle Freeway would have delinked Barney Circle from I-695, and reconstructed the on- and off-ramps to Sousa Bridge so that the bridge returned to its traditional function as a local bridge rather than a route for commuters to access the Anacostia Freeway and points east in the state of Maryland.

In 1995, as part of an expansion of the number of Australian Army infantry battalions, the 2nd/4th Battalion, Royal Australian Regiment—then operating as a standard light infantry battalion—was delinked into separate battalions which resumed their original identities as the 2nd and 4th Battalions. The decision was then taken that the 4th Battalion would become a Regular Army commando unit and on 1 February 1997 the unit was renamed to 4th Battalion, Royal Australian Regiment (Commando) (4 RAR Cdo). The unit would be structured for both conventional operations and domestic counter-terrorism, with an initial establishment of a battalion headquarters, Tactical Assault Group, two commando companies, logistic support company, logistic support company, operational support company and a signal squadron. Initially, both Regular and Reserve members were given the opportunity to undertake special forces training provided by the Commando Training Wing of the Reserve 1st Commando Regiment, or elect to be posted to a conventional forces unit.

At the outset of the World War II, due to the provisions of the Defence Act (1903) which prohibited sending the Militia to fight outside of Australian territory, the decision was made to raise an all volunteer force, the Second Australian Imperial Force (2nd AIF), for service overseas. As a result of this, the Militia units that already existed were used to provide a cadre of trained personnel upon which to raise the units of the 2nd AIF, as well as to administer the training of conscripts that were called up following the reinstitution of the compulsory training scheme in January 1940. They were also called up progressively to undertake brief periods of continuous service to improve overall military preparedness. In October 1941, as tensions in the Pacific grew, the 55th/53rd Battalion, as part of the 14th Brigade, was undertaking a period of continuous training at Bathurst, New South Wales, when it was announced that they were to be delinked once more.

The invasion never came and in May 1942, the brigade - consisting of the 3rd and 36th Battalions and the recently delinked 55th - was sent to Port Moresby to bolster the garrison there. At the time, the brigade was assessed as being only partially trained. The 3rd Battalion undertook defensive duties around Port Moresby initially, but was later committed to the fighting along the Kokoda Track in September and October 1942 undertaking patrols and taking part in several actions including the Battle of Ioribaiwa, the Second Battle of Eora Creek – Templeton's Crossing and the Battle of Oivi–Gorari. Later, the battalion was committed to the assault on the Japanese beachheads around Buna–Gona. The 55th Battalion subsequently served in New Guinea from May to October 1942, undertaking garrison duties around Port Moresby and Milne Bay before carrying out patrols along the Goldie River Valley throughout September, when the 14th Brigade was tasked with keeping lines of communication secure.

In 1939, the 20th Battalion merged with the 19th Battalion to become the 20th/19th Battalion, adopting the territorial designation of the "Parramatta and Blue Mountains Regiment". Following the outbreak of World War II, the 20th/19th Battalion was transferred from Sydney to Darwin in the Northern Territory, where they were to form part of the town's garrison. These two battalions were delinked on 1 November 1941 as part of the expansion of the Australian military following Japan's entry into the war. The 20th/19th Battalion's machine gunners later formed part of the 6th Machine Gun Battalion.Morgan 2019, p. 5. At the split, the 20th Battalion was assigned once again to the 5th Brigade, although in February 1942 they were transferred to the 28th Brigade. With the 28th Brigade, the 20th Battalion undertook defensive duties around Port Kembla and Seaham in New South Wales.McKenzie- Smith 2018, p. 2111. Nevertheless, as a result of a manpower shortage in the Australian economy, the government decided to disband or amalgamate a number of Militia units throughout 1942–43,Grey 2008, pp. 183–184.

The Barney Circle Freeway would have delinked Barney Circle from I-695, and restricted the on- and off-ramps to Sousa Bridge so that the bridge returned to its traditional function as a local bridge rather than a route for commuters to access the Anacostia Freeway and points east in the state of Maryland. The combined bridge and freeway project was ready for construction to begin in 1981, and its cost was estimated to be $93.5 million. But after protests from residents of Capitol Hill (who feared the Barney Circle Freeway would cause more traffic to flow into the area) as well as environmentalists, and legal and regulatory challenges, Federal Highway Administration (FHWA) officials agreed in August 1994 to conduct an additional environmental impact assessment regarding the project, but later said the assessment's findings did not alter its earlier conclusion that construction of the roadway and bridge project was economically feasible, technologically appropriate, and environmentally sound. However, the D.C. City Council had the final say on whether to proceed with the project or not.
