Too worried about the local crime to care about some diplomatic issue from a distant, loathed oversight body, Chakana cuts a deal with Veil to let him go as long as he acts as Madison's bodyguard during her stay. Veil meets Madison as she arrives on Mars and proceeds to escort her around much of Valles Marineris (Mariner Valley) before reaching a hotel. While the two chat about COLIN, hypertrippers (Earth citizens touring Mars) and the financial issues of Mars, Madison reveals she's actually there investigating a lottery fraud.

One is accidentally shot and dies, and Reacher forces the others to lure Stackley into a trap; Rose manages to kill him with a rifle. As Rose will likely die without a new supply of opioids, Reacher, Bramall, and Mackenzie steal what she needs from Stackley's suppliers, and Reacher cuts a deal with Noble to protect Rose from having to testify against the dealers on the DEA's behalf. Nakamura attempts to arrest Scorpio, who she realizes is the head of the operation, but he chains her to a table.

The local police commander wants the Niaruna tribe, living upriver, to move their village so they won't be killed by gold miners moving into the area and cause trouble for him with the provincial government. The commander cuts a deal with Moon: if he and his fellow mercenary would bomb the Niaruna village from the air and drive them away, they will be given enough gasoline for their airplane to be allowed to leave. Born-again Christian evangelist (and missionary) Martin Quarrier and his wife Hazel arrive with their son Billy, here to spread the Christian gospel to the primitive Niaruna indigenous natives.
