More recently in late 2005 and 2006, due to increasing sectarian violence based on either tribal/ethnic distinctions or simply due to increased criminal violence, various militias have formed, with whole neighborhoods and cities sometimes being protected or attacked by ethnic or neighborhood militias. Granger has written extensively on national defence and public security issues. He is the author of National Defence: A Brief History of the Guyana Defence Force, 1965 – 2005; Public Security: Criminal Violence and Policing in Guyana; and Public Policy: The Crisis of Governance in Guyana. He has also written several monographs, including Five Thousand Day War: The Struggle for Haiti’s Independence, 1789 – 1804; The British Guiana Volunteer Force, 1948 – 1966; The Guyana National Service, 1974 – 2000; The Guyana People’s Militia, 1976 – 1997; The Queen’s College Cadet Corps, 1889 – 1975; Guyana’s Coinage, 1808 – 2008; The Era of Enslavement, 1638 – 1838; and The Village Movement, 1839 – 1889. He was co-editor, with Winston McGowan and James Rose, of Themes in African–Guyanese History, and was publisher of the Guyana Review and Emancipation magazines.

From the 1950s to the 1970s, the Kowloon Walled City in Hong Kong was controlled by local triads. Some scholars suggest that crime is one of the main concerns in slums. Other indices such as the Fund for Peace's Fragile States Index underline the democratic character of state institutions in order to determine its level of failure. Finally, other scholars focus their argument on the legitimacy of the state, on the nature of the state, on the growth of criminal violence in a state, on the economic extractive institutions, or on the states' capacity to control its territory. Robert H. Bates refers to state failure as the "implosion of the state", where the state transforms "into an instrument of predation" and the state effectively loses its monopoly on the means of force. As part of the debate about the state failure definition, Charles T. Call (2010) attempts to abandon the concept of state failure altogether; as, he argues, it promotes an unclear understanding of what state failure means.

Following the death of President Hugo Chávez, Venezuela faced a severe socioeconomic crisis during the presidency of his successor, Nicolás Maduro, as a result of Chávez's policies and Maduro's continuation of them. Protests in Venezuela originally began in February 2014 when hundreds of thousands of Venezuelans protested due to high levels of criminal violence, inflation, and chronic scarcity of basic goods because of policies created by the Venezuelan government Protests then occurred over the years, with demonstrations occurring in various intensities depending on the crises Venezuelans were facing at the time and the perceived threat of being repressed by authorities. Concentration on protests subsided in the first months of 2017 until the 2017 Venezuelan constitutional crisis occurred when the pro- government Supreme Tribunal of Justice of Venezuela attempted to assume the opposition-led National Assembly by removing their immunity.

War on women is a slogan in United States politics used to describe certain Republican Party policies and legislation as a wide-scale effort to restrict women's rights, especially reproductive rights. Adamson accused Phoenix contractor Max Dunlap, an associate of Kemper Marley, of ordering the hit as a favor to his friend Marley and Chandler plumber James Robison of triggering the bomb. Phoenix police said they could find no evidence linking Marley with the crime. Adamson testified against Dunlap and Robison, who were convicted of first-degree murder in the same year but whose convictions were overturned in 1978. When Adamson refused to testify again, he was charged and convicted of first-degree murder in 1980 and sentenced to death, which was overturned by the Arizona Supreme Court. In 1989, Robison was re-charged and re-tried and acquitted in 1993 but pleaded guilty to a charge of soliciting an act of criminal violence against Adamson. Robison died in 2013. In 1990, Dunlap was re-charged when Adamson agreed to testify again, and was found guilty of first-degree murder.

These six cognitive variables are: # Criminal thinking (antisocial attitudes and irrational thought patterns) # Positive outcome expectancies for crime (belief that crime will have specific positive outcomes) # Attribution biases (tendency to view the world as hostile and others as malicious) # Efficacy expectations (lack of confidence in one's ability to avoid criminal opportunities in the future) # Goals (i.e. focus on short-term goals which becomes detrimental to long-term goals) # Values (pursuit of self-indulgent pleasure and immediate gratification) The psychological inertia theorem argues that criminal involvement gives rise to these six cognitive variables which then encourage further offending behaviour. Theories surrounding the expectation of behavioural continuity are a topic of debate in the criminal justice community. But the conventional wisdom that past behaviour is the best predictor of future behaviour has generally led to "an expectation that offenders with histories of criminal violence in the community are at increased risk for disruptive conduct in prison [and] has been operationalized as a routine component in prison risk classifications".

Rafael Aguilar Guajardo (1950 - April 12, 1993) was a Mexican drug lord, federal police commander of the Direccion Federal de Seguridad (DFS) in Mexico, and one of the Juárez Cartel co-founders. He was the right-hand man to Pablo Acosta Villarreal who was killed in April 1987, during a cross-border raid by Mexican Federal Police helicopters in the Rio Grande village of Santa Elena, Chihuahua, Having taken over from Acosta, Rafael Aguilar Guajardo made Amado Carrillo Fuentes his second-in-command. Mexican police reported that Carlos Maya Castillo, an official also working at the National Security and Investigation Center, assisted Aguilar with information and reservations, provided him with cell phones, and recruited corrupt police agents for Aguilar's criminal organization. Two days after threatening to reveal his high-level Mexican government contacts, Amado Carrillo Fuentes took over the reins of power in the Juárez cartel after assassinating its boss, Rafael Aguilar Guajardo, and setting off the city’s worst ongoing bout of criminal violence.

In June 1998, the Guigou law on the prevention of sexually-related crimes, passed by the Plural Left Lionel Jospin government, created a national DNA database. The implementation, originally planned for 1999, was finally completed in 2001, with the database itself located at Écully in the Rhône, managed by a subdirectorate of the technical and scientific departments of the French police force. In the aftermath of the September 11 attacks on the USA in 2001, the French government increased the scope of the database to include DNA related to other serious criminal offences, such as voluntary manslaughter, criminal violence and terrorism. A further 'law for interior safety' introduced on 18 March 2003 expanded the scope still further to cover almost all violent crimes to people or property, serious crimes such as drug trafficking, simple thefts, tags and dégradations, and finally almost all small offenses, but not traffic offenses or crimes committed abroad.

Leoni's house in Milan, rebuilt 1565-67, was immediately called the Casa degli Omenoni for its heroically-scaled herm figures and bearded atlantes, a rarity in Milan at the time; it is indicative of his social success.
