Openshaw late in life Although he wrote no books or medical treatises, Openshaw was the joint editor of the Catalogue of the Pathological Collection at the London Hospital. From 1916 to 1924 he served on the Council of the Royal College of Surgeons. In addition, he was consulting surgeon to the Royal National Orthopaedic Hospital, the Poplar Hospital for Accidents, and the Cottage Hospitals of Tilbury, Sidcup and Woolwich. He was surgeon to the Royal Surgical Aid Society.

When Newfoundland joined Canada, it brought along its system of cottage hospitals. These policy initiatives increased pressure on the federal government, flush with post-war financial resources, to buy-in to health care both for its electoral appeal and to extend public financing to provinces whose citizens did not yet have full coverage for hospital care. The result was that the Progressive Conservative government of John Diefenbaker, who also happened to represent Saskatchewan, introduced and passed (with all-party approval) the Hospital Insurance and Diagnostic Services Act of 1957. This shared the costs of covering hospital services.

He initiated the Makurdi International Market and planned to establish a flour mill in Makurdi. Aku also built a state of the art State Secretariat He cancelled work on a large medical centre at Apir and instead began construction of seven cottage hospitals in different locations.

The Royal National Mission to Deep Sea Fishermen sent Grenfell to Newfoundland in 1892 to improve the plight of coastal inhabitants and fishermen. That mission began in earnest in 1892 when he recruited two nurses and two doctors for hospitals at Indian Harbour, Newfoundland and later opened cottage hospitals along the coast of Labrador. The mission expanded greatly from its initial mandate to one of developing schools, an orphanage, cooperatives, industrial work projects, and social work. Although founded to serve the local area, the mission developed to include the aboriginal peoples and settlers along the coasts of Labrador and the eastern side of the Great Northern Peninsula of northern Newfoundland.

The Balmain Hospital (Administration Building, Evans Ward and Victoria Ward) is historically significant as it was one of the earliest cottage hospitals developments in Sydney and the cottage hospital development in medical care was a highly significant component of welfare. The adaptation from middle class domestic housing to servicing the needs of an increasingly working class population provides an important example of the evolving social profile of the area. The Balmain Hospital represents an ongoing activity of rht local community. Its establishment in 1885 was as a result of community initiatives and it is a facility which still has meaning and is greatly valued by a large part of the community in the peninsula area and beyond.

Education As governor, Dr. Nnamani established District Education Centers in the state, conceived and built the permanent campus of the Enugu State University of Science and Technology (ESUT), constructed and handed over to the Federal Government, the Enugu Campus of the Nigerian Law School, and also constructed and handed over to the Nigerian Air Force, the Airforce Comprehensive High School at Agbani. His administration established new special science schools in different parts of the state, carried out the renovation of public primary and secondary schools and provided them with school desks and teachers' tables and chairs. Health Being a medical doctor, it was no surprise that health was a top priority to Governor Nnamani. His administration established four district hospitals and 19 cottage hospitals in the state.

The board had insight into everyone who was occupied with the expansion of the medical or pharmaceutical sciences, with the exception of university teachers as such, and acted as the national board of Sweden's hospitals and supervised the mental health of the insane in general. In worldwide usage, a base hospital is a military hospital located a safe distance from the battlefront to which patients from field hospitals are evacuated for follow up care. After World War I, the term was applied in Australia and New Zealand to large rural hospitals, which, by analogy, performed a similar function of providing specialist or follow up care for patients from smaller hospitals. For instance, in 1923, the NSW Minister for Public Health, Mr. Oakes, while speaking at Goulburn District Hospital, specifically proposed the establishment of rural base hospitals: > "There should be large and properly equipped base hospitals in the important > centres and cottage hospitals scattered through out the various country > districts connecting with the larger institutions when necessary by motor > service brigades." In the following year, at the launching of a building fund for the hospital, reference was made to the need to provide adequate local funds to attract Government support (50% funding) for establishing a base hospital in Goulburn.
