Some victims of the technical support scam may have their information sold or traded to a new organization that will cold-call them and tell them that they are entitled to a refund for the support they have previously paid for. Alternatively, the scammer may impersonate a security company and convince the victim that hackers are manipulating their bank account. The goal is for the scammer to transfer money between the user's accounts and to use HTML editing in the browser to make it appear as though new money has been transferred into the account by a legitimate company.

The regulators were overwhelmed trying to regulate Dodd – Frank and all the other rules and regulations involving public companies and the way they trade. Advocates of regulation claimed that crowdfunding would open up the flood gates for fraud, called it the "wild west" of fundraising, and compared it to the 1980s days of penny stock "cold-call cowboys". The process allows for up to $1 million to be raised without some of the regulations being involved. Companies under the then-current proposal would have exemptions available and be able to raise capital from a larger pool of persons, which can include lower thresholds for investor criteria, whereas the old rules required that the person be an "accredited" investor.

In 1996, Lowery heard that Marilyn Manson was looking for a guitarist and attempted to cold-call the studio Manson was working with to request an audition, but was hung up on, as the guitarist role had already been given to Zim Zum. Lowery teamed up with then-former Judas Priest frontman Rob Halford, along with Sid Riggs (drums) James Wooley (keyboards), and Ray Riendeau (bass) to work on an industrial metal-inspired album, under the band name of 2wo (Two). The subsequent album (Voyeurs) was remixed by Trent Reznor (Nine Inch Nails) and was released on Reznor's Nothing Records label, under the parent company Interscope Records (Universal). The album was not a commercial hit but did produce one video, made by director Chi Chi Larue, for the first single "I am a Pig".

A final judgment enforcing the settlement was entered by the court on March 17, 2011. Although the DOJ Complaint only challenged the alleged "no cold call" agreements, in the settlement, the companies agreed to a more broad prohibition against "attempting to enter into, entering into, maintaining or enforcing any agreement with any other person to in any way refrain from, requesting that any person in any way refrain from, or pressuring any person in any way to refrain from soliciting, cold calling, recruiting, or otherwise competing for employees of the other person", for a period of five years; the court can grant an extension. The settlement agreement does not provide any compensation for company employees affected by the alleged agreements. Lucasfilm entered into a similar settlement agreement in December 2010.

The great majority of the complaints and discussion about companies that cold-call and offer "technical support" report them as being not merely incompetent or ineffective, but actively dishonest, doggedly trying to convince the victim of non-existent problems by trickery and, when possible, damaging the computer to which they gain access. Computer-support companies advertise on search engines like Google and Bing, but some are heavily criticised, sometimes for practices similar to those of the cold callers. One example is the India-based company iYogi, which has been reported by InfoWorld to use scare tactics and install undesirable software. In December 2015, the state of Washington sued iYogi's US operations for scamming consumers and making false claims in order to scare the users into buying iYogi's diagnostic software.

These tricks are meant to target victims who may be unfamiliar with the actual uses of these tools, such as inexperienced users and senior citizens—especially when the scam is initiated by a cold call. The scammer then coaxes the victim into paying for the scammer's services or software, which they claim is designed to "repair" or "clean" the computer but is actually malware that infects it or software that causes other damage, or does nothing at all. The scammer may gain access to the victim's credit card information, which can be used to make additional fraudulent charges. Afterward, the scammer may also claim that the victim is eligible for a refund, and request the user's bank account information—which is instead used to steal more money from the victim, rather than providing the promised refund.

119 The first Kiss performance took place on January 30, 1973, for an audience of fewer than ten people at the Popcorn Club (renamed Coventry shortly afterward) in Queens. The band were paid $50 for performing two sets that evening, following a cold-call Simmons had made to the venue, convincing them to hire the new band for a three-night stand. For the first three gigs, January 30 to February 1, they wore makeup, but the iconic character designs associated with Kiss made their debuts during the March 9–10 shows at The Daisy in Amityville, New York. On March 13 of that year, the band recorded a five-song demo tape with producer Eddie Kramer. Former TV director Bill Aucoin, who had seen the group at a handful of showcase concerts in the summer of 1973, offered to become the band's manager in mid-October.
