Although "embedded journalism" allowed the public to get an exclusive look at the situation in Iraq, this practice was regarded as problematic, as it could undermine the independent reporting and promote the preferences of the government. The "far-reaching process of appropriating and subverting feminism through appeals to women's rights" that is embedded feminism is different from simple co-optation practices by state authorities in so far as it goes beyond the absorption "of the meanings of the original concepts to fit into the prevailing political priorities".
Although the United States occupation dismantled both the military and zaibatsu establishments, it did little, outside of abolishing the prewar Home Ministry, to challenge the power of the bureaucracy. There was considerable continuity —in institutions, operating style, and personnel — between the civil service before and after the occupation, partly because General Douglas MacArthur's staff ruled indirectly and depended largely on the cooperation of civil servants. The Kaqchikel Mayans, who had long been rivals of Cuscatlán for control over their wealthy cacao-producing region, joined forces with Alvarado's men and supported his campaign.
