Using a concealed weapon, Karch surprises and kills the thugs and Grimaldi in the elevator. He returns to the room to the surprise of Cassie and Jodie, but, momentarily distracted, allows Cassie to attack him and push him out of the window to his death (the same way that Max had died, and that Karch had planned to kill her and Jodie). Cassie throws some money out of the window to cause a commotion, allowing Jodie and her to slip out unnoticed. On the way back to L.A., Cassie realizes she will be unable to provide an enjoyable life for Jodie if the police suspect her (Cassie) of all the crimes that Karch has committed.

Black Air, as a covert, secretive Intelligence department, is mandated with the investigation into and research of supernatural and paranormal phenomena, at first alongside, and then replacing another British Intelligence department, the Weird Happenings Organization (aka W.H.O, an homage to the UK sci-fi series, Doctor Who). Black Air uses the W.H.O's old links to the super-team Excalibur to send them to investigate a civil uprising in Genosha, with particular reference to anti-mutant ammunition. Field agent Pete Wisdom is sent along as Black Air's representative. It transpires that the entire mission is in fact a ruse; Black Air sent the mission simply to cause a commotion, that they might use this to their advantage, accessing whatever technologies or information were revealed by the investigation.

It opens with a scene of Stefani taking a picture of her four Harajuku Girls, when a crowd of students appears. Stefani and the Harajuku Girls then drive down Sherman Way past Magnolia Science Academy to Birmingham High School in a 1961 Chevrolet Impala, accompanied by the crowd. Stefani and the group cause a commotion when they disrupt a football game by walking onto the field and when they go to a 99 Cents Only Store and throw cereal and other food products down an aisle.

Shortly after Violet works on fixing the carnival's roller coaster to use to travel to the Mortmain Mountains, the Baudelaires are forced to participate in the lion show. Count Olaf announces Violet and Klaus (as Beverly and Elliot) to be fed to the lions, they stall the feeding and cause a commotion among the audience allowing them to escape - however, Olaf's bald associate and Olivia fall into the lion pit to their deaths. After it becomes apparent they can't continue the roller coaster plan, Olaf, (after burning down the majority of the carnival) invites them to join on a quest to the Mortmain Mountains. Believing this to be the only way to arrive there, they agree and ride on a caravan attached to the troupe's car.
