In the 1930s, Woodward was hired by the Works Progress Administration to paint murals in public buildings to bring culture to the public. They also commissioned her to paint miniatures of historic antiques. History and Members Grapus is a collective of French designers and they were founded after the student movements of Paris in May 1968. Grapus sought to 'change life' by the twine dynamics of graphic arts and political action. The collective scorned the commercial advertising, and adhering to its founders idealistic principles, tried to bring culture to politics, and politics to culture. The meaning behind Grapus's name was described by Bernard that it was functional-sounding, had vulgar overtones, and also had a "whiff of history to it," referring to French revolutionary Gracchus Babuef.

APAM had been set up in 1936 by people on the political left wing to bring culture to wider audiences. The Tikotin Museum of Japanese Art is the only museum in the Middle East dedicated solely to Japanese art. One of the goals of MP2013 was to integrate art into public spaces and to involve people who weren't traditionally attending cultural events. The Village Improvement Society, a club founded by Idaho Falls women in 1898 to beautify and bring culture to the growing frontier town, secured a $15,000 grant from the Carnegie Foundation in 1913 to build a public library at Eastern Avenue and Elm Street. The Carnegie library was built between 1914 and 1916 and served the town until 1977, when the library moved into a new building. Meanwhile, the Bonneville County Historical Society (BCHS), formed in 1975, began displaying artifacts in a small room in the basement of the Bonneville County Courthouse in 1979. The BCHS lobbied to save the then-vacant library building from demolition, and raised money to transform it into the Bonneville Museum, which opened in 1985.

The last mine in Lens closed in 1986, which caused the unemployment rate to rise well above the French national average. "France abandoned us when the coal stopped, and we became a ghost town", said Pas-de-Calais president Daniel Percheron. Officials took inspiration from the economic transformation of the Spanish industrial city of Bilbao, which was caused, in part, by the construction of the Guggenheim Museum Bilbao satellite (dubbed the "Bilbao effect", though some cautioned that the comparison is limited due to the much smaller population of Lens, and its lack of other tourist attractions.) Some Lens locals were critical of the project; they felt that the project to bring culture to their city was "patronizing". Other critics pointed out that the museum makes no attempt to address Lens's turbulent history or its current economic difficulties.

Singers, orchestra, a British conductor (Sir Henry Rixon) are engaged; an argumentative critic, Bernard Bickel, who thinks the Ninth Company were fakes, is hired as musical consultant. Dame Isabel's indolent and aptly named nephew Roger Wool (one of a long line of Vancian put-upon nephews) tags along also, smuggling his new girlfriend Madoc Roswyn, who claims to be a simple girl from Merioneth in Wales, aboard the ship as a stowaway.
