Bihar Excise (Amendment) Act, 2016 is an Act of Bihar Legislative Assembly which prohibits manufacturing, bottling, distribution, transportation, accumulation, possession, purchase, sale or consumption of any type of liquor, intoxicating substance including bhang and medicines with alcoholic substance. The Act prescribes stringent punishment including capital punishment to those manufacturing or trading illicit liquor. On 30 September 2016, the Patna High Court struck down the Act, deeming it 'illegal'.

Cannabis has often been depicted in Indian cinema. Historically, Hindi films have portrayed cannabis use negatively depicting the drug as being associated with an upper class hippie culture or as an addictive substance used by criminals. On the other hand, consumption of bhang was often celebrated in popular film songs such as Jai Jai Shiv Shankar and Khaike Paan Banaraswala and the famous track Manali trance . At a temple in Varanasi, Dhumavati is the main deity. Smaller Dhumavati temples exist in Rajrappa in Bihar and near the Kamakhya Temple near Guwahati. At the Varanasi temple, which claims to be a Shakti Peetha, Dhumavati's idol rides a chariot and holds a winnowing fan, a broom, and a pot, while the fourth hand makes the fear-not gesture (abhaya-mudra). The goddess is offered usual offerings like flowers and fruit, but also liquor, bhang, cigarettes, meat, and sometimes even blood sacrifices.

Recreational drug use in Kenya is common among men, women, and youth from both rural and urban environments. Sikhs do not identify a gender for Ek Onkar, nor do they believe it takes a human form. In the Sikh tradition, all human beings are considered equal regardless of their religion, sex, or race. A study published by the Journal of Youth Studies found that under the influence of these substances, male youth were more likely to force others into sexual intercourse due to substance-induced aggression, while girls were more likely to be victims. Focus group discussions with female victims showed that women believed "… it is not their wish but it is those things [alcohol and other drugs] that they use," highlighting the strong influence of such substances on the actions of these male youth.
