On April 3, the two sides announced that they had reached an agreement on the size and composition of the Cabinet. According to a statement from Kibaki's office, the new Cabinet would have 40 ministers, would be announced on April 6, and would be sworn in on April 12,."Kenya rivals break ministry impasse" , Al Jazeera, April 3, 2008. This Cabinet would be the largest in Kenya's history, and the announcement of its size was greeted with substantial dissatisfaction among the people, with many believing a 40-member Cabinet to be wasteful, unnecessary, and intended merely to provide additional jobs with which to reward politicians.

The inventor of this system is said to have been one Peter Morrys, a Dutchman, and his system was adopted not only in King's Lynn, but also in Hull and other large towns and London where several of the wooden pipes were dug up in the area of Marble Arch, elm being the favourite wood as it was more capable of standing up to conditions and pressure than cheaper timbers. This system would eventually be found to be wasteful and dangerous to health as the pipes and pits were near to cesspools and drains. Several of these tree pipes have fairly recently been unearthed in New Conduit Street dated early 19th century. Later Kettlemill was used as a coal-fired electricity plant but was eventually demolished to make way for the offices of the Local Drainage Board. At the southern end of Kettlewell Lane, the river passes under the A148, Littleport Street heading south, it then passes through a culvert underneath the main railway lines to King’s Lynn station.

In 818, after Wu Yuanji was defeated, Emperor Xianzong was said to begin to be wasteful in his spending. As both Huangfu Bo and the director of salt and iron monopolies Cheng Yi were considered capable in getting him revenues, he made both Huangfu and Cheng chancellors de facto with the title Tong Zhongshu Menxia Pingzhangshi (同中書門下平章事), over the strenuous objections of Cui Qun and Pei Du. Pei, indeed, wrote a harshly- worded objection that criticized Cheng but even more so Huangfu, and he requested to resign rather than to serve with them. Emperor Xianzong did not accept Pei's resignation or his criticism of either Huangfu or Cheng. Meanwhile, Huangfu was carrying out a scheme where the excess palace supplies were sold to the government in exchange for money at market value — even though the excess palace supplies were often of poor quality or had deteriorated such that they could no longer be used — so that the palace treasury (separate from the imperial government treasury) would be replenished at the expense of the government.

The GWR guarantee of 5% on capital was only to come into effect when Fishguard was reached by the SWR, so the latter's directors approached the GWR proposing that the guarantee should come into effect when the line reached Swansea instead. The GWR were not agreeable to this, leaving the South Wales Railway in a difficult position; certain persons who were directors of both companies saw that their positions were untenable, and resigned from the SWR, and the hitherto supportive relationship between the two companies now took a seriously unfriendly turn. It was stated that as the GWR had about a quarter of the SWR shareholding, they were being duplicitous in failing to support the abandonment of the Fishguard part of the line. A committee of shareholders reported their view of the situation: > We have now to report to the proprietors that it is our unanimous opinion... > that... any further expenditure on that part of your line to the westward of > Swansea, would... be wasteful and unwise in the extreme.

The second attack on the town of 7 December was the first to involve the 5th Brigade. Despite Kippenberger's brigade achieving all its objectives on the flank of the town, the attack was not successful.
