Instead, Dickson took the position just in time for the 1950 Red River flood, with the Red reaching the highest level since 1861. Winnipeg itself was inundated, 4 of 11 bridges were destroyed, and over 100,000 people had to be evacuated. Dickson took charge of the relief effort by the Red Cross, not seeing his law office for six weeks.

During his military career, Vauck held the rank of Oberleutnant. In the spring of 1942, Vauck was ordered to report to In 7/VI to attend a cryptographic course (General der Nachrichtenaufklärung Training Referat). The Free State was established on 6 December 1922 as a Dominion, with a Governor-General representing the British king in his capacity as Free State monarch. In December 1929, Ernest Blythe proposed establishing a "Legion of Saint Patrick", with Members, Officers, and Commanders. There have been many suggestions for reforming the office of president over the years. In 1996, the Constitutional Review Group recommended that the office of President should remain largely unchanged. However, it suggested that the Constitution should be amended to explicitly declare the president to be head of state (at present that term does not appear in the text), and that consideration be given to the introduction of a constructive vote of no confidence system in the Dáil, along the lines of that in Germany. If this system were introduced then the power of the president to refuse a Dáil dissolution would be largely redundant and could be taken away.

Born at Blackheath, he belonged to an old Caithness family, the Traills of Rattar, and his father, James Traill, was the stipendiary magistrate of Greenwich and Woolwich Police Court. He was sent to the Merchant Taylors' School, where he rose to be head of the school and obtained a scholarship at St. John's College, Oxford. Initially destined for the profession of medicine, Traill took his degree in natural sciences in 1865 but then he read for the bar and was called in 1869. The post of Registrar General was created by the Births and Deaths Registration Act 1836, and registration began in 1837. The Registrar General was soon given other responsibilities, such as the conduct of every census in England and Wales since 1841, and eventually came to be head of a primarily statistical organisation. At the start of the Napoleonic Wars, Saltykov was instructed to look after military reports and to be head of state while Alexander was away leading the Russian army in 1813 and 1814. On Alexander's return to Saint Petersburg, Saltykov was promoted to Prince of the Russian Empire, with the title of Excellency. He was also made Lieutenant Grand Master of the Order of Malta from 1801 to 1803 on behalf of Alexander, who had been elected Grand Master but could not carry out his official duties. Prince Saltykov and his family occupied a large Neoclassical townhouse at the crossing of the Millionnaya Street and the Palace Embankment in St Petersburg.

By the mid-1920s he rose to be head of production at Terra Film before breaking away to set up his own production company in 1928 Glass' lover the actress Ruth Werner appeared in a number of his films but was unable to marry him until he had secured a divorce from his first wife. On 1 July 1960, Nkrumah drew up the first Constitution of Ghana; the British monarch ceased to be head of state, and Ghana became a republic.

The Quirinal Palace The Pope's residence as head of state of the Papal States was the venue for the 1846 conclave. The death of Pope Gregory XVI on 1 June 1846 triggered the 1846 papal conclave. Fifty of the 62 members of the College of Cardinals assembled in the Quirinal Palace, one of the papal palaces in Rome and the seat of two earlier 19th century conclaves. The conclave began on 14 June and had to elect a pope who would not only be head of the Catholic Church but also the head of state and government of the Papal States, the extensive lands around Rome and Northern Italy which the Catholic Church governed.

The Bishops of Durham were also territorial prince-bishops, with the extraordinary secular rank of Earl palatine, for it was their duty not only to be head of the large diocese, but also to help protect the Kingdom against the Scottish threat from the north. The title survived the union of England and Scotland into the Kingdom of Great Britain in 1707 until 1836. He proved to be a very able cryptographer and was selected to be head of unit () of Referat Agenten or Referat Agent. Jean Adrien Bigonnet (1755–1832) was a French revolutionist and republican who became a member of the Council of Five Hundred (1795–1799). Bigonnet was a Representative during the Hundred Days and played a notable part in the abdication of Napoleon in 1815, by pointing out in the legislator during the debate on Napoleon's abdication that the Coalition were in arms to secure the Treaty of Paris (1814). The Treaty of Paris (1814) said that Napoleon and his family were excluded from the throne of France, so persuading the legislator that if Napoleon's young son (Napoleon II) was to be head of state on the abdication of Napoleon then the Coalition would continue the war.

A remarkable student, Chernikov was made head of the Ural Mathematics department (1939–1946) immediately after earning his PhD in 1938, even before defending his DSc in 1940. External association was a hypothetical relationship between Ireland and the Commonwealth of Nations proposed by Éamon de Valera in 1921–22, whereby Ireland would be a sovereign state associated with, but not a member of, the Commonwealth; the British monarch would be head of the association, but not head of state of Ireland. De Valera proposed external association as a compromise between isolationist Irish republicanism on the one hand and Dominion status on the other. Whereas a full republic could not be a member of the Commonwealth until the London Declaration of 1949, a Dominion could not be fully independent until the Statute of Westminster 1931. External association was never implemented as such; however, de Valera's 1930s diplomacy reflected similar ideas, as did the Commonwealth's London Declaration.

Until recently, women lost their right to manage their own assets once they were married and husbands received all of the wealth, but that law has since changed and women can now administer their own assets. A couple can also sign a legal agreement before marriage so that all assets continue to be owned by the one who brought them into the marriage. In the autumn of 1988 the Alma- Ata City Executive Committee initiated creation of "Union" Republican Cooperative Association, Leonid Solomin was invited to be head of the association. Together with Bazhangali Kozhshibayev, he decided to create the first business school in Kazakhstan. On December 12, 1988 the Alma-Ata School of Managers (ASM) has been organized in Alma-Ata on the basis of "Union" Republican Cooperative Association, its first listeners were engaged in assembly hall of the Soviet district committee of the Communist party exactly during a month. During the first period of existence of the school education was conducted in the form of short-term courses which were listened by the top and medium-level managers, people with higher education.

No African American ever held a Cabinet position before the Civil Rights Movement or the signing of the Civil Rights Act of 1964, which banned discrimination in public accommodations, employment, and labor unions. Robert C. Weaver became the first African American to hold a Cabinet-level position when he was appointed Secretary of Housing and Urban Development in 1966 by President Lyndon B. Johnson. Patricia Roberts Harris became the first African-American female cabinet member when she was appointed Secretary of Housing and Urban Development in 1977. In 1979, Harris became the first African American to be head of the Department of Health, Education, and Welfare, which was split into the departments of Education and Health and Human Services in the same year.

The constitution also, like the 1922 constitution that preceded it, contained many provisions typical of those found in republican constitutions, stating, for example, that sovereignty resided in the people and prohibiting the granting of titles of nobility. Nonetheless the government of Éamon de Valera, despite its long-term goal of republicanising the Irish state, consciously chose not to declare a republic and decided to name the state simply Éire (or Ireland), rather than the "Republic of Ireland" or the "Irish Republic". Thus the new constitution did not explicitly declare that the President would be head of state, providing merely that he would "take precedence over all other persons in the State". Nor did the new document mention the word republic.

Following the referendum in 1997, in which the Scottish electorate gave their consent, the Scottish Parliament and Scottish Executive was established (later the Scottish Government) by the Parliament of the United Kingdom and the Labour government of the prime minister, Tony Blair. The former Parliament of Scotland had been abolished following the Acts of Union 1707, forming the Parliament of Great Britain. The re-establishment of a dedicated legislature and executive for Scotland was known as devolution and initiated a measure of home rule or self- governance in its domestic affairs, such as health, education and justice. Scottish devolution resulted in administrative and legislative changes to the way Scotland was governed, and resulted in the establishment of a post of First Minister to be head of the devolved Scottish Government.

The initial conception of the CNSC came during the Jiang Zemin era in 1997, with a proposal by Wang Daohan, later the president of the Association for Relations Across the Taiwan Straits. Jiang had taken interest in the United States National Security Council during his state visit to the United States that year. Out of concern that the establishment of such a body would give too much power to the leader, who would be head of both the commission and the Central Military Commission, it was never implemented. The proposal was again reconsidered in 1999 after the United States bombing of the Chinese embassy in Belgrade due to concern over how long it took various state security agencies to gather information on the incident and make it known to Chinese leadership.

She also has interests in the history of the mass media from the late-seventeenth century onwards; coffee house sociability and politeness; the history of gender and sexuality, particularly in the shifting definitions of marriage over time. Her most recent book, The Castrato and His Wife (published by OUP in 2011)explores the impact of Italian culture in the British Isles.

This was despite the fact that it was not the succession that these were to die over, but the inclusion in the preamble to the Act of Succession of the claim to be head of the English Church, by the king, which they denied was possible. On 21 May he and the Bishop of Durham were sent to Catharine at Kimbolton to expound to her the act of succession, and urge her to submission. He forwarded to the king on 1 June the declaration of the York convocation held the previous month, that the Pope had no greater jurisdiction within the realm of England than any other foreign bishop, and on 17 February 1535 wrote to the king professing his willingness to obey his will. Nevertheless, he was suspected of disliking the royal supremacy.

Major General Đỗ Mậu (1 January 1917 - 11 April 2002) was an officer in the Army of the Republic of Vietnam (ARVN) best known for his roles as a recruiting strategist in both the 1963 coup that toppled President Ngô Đình Diệm and the 1964 coup led by General Nguyễn Khánh that deposed the junta of General Dương Văn Minh. He was born in Quảng Bình Province. Having abandoned the Communist-led Việt Minh resistance to join the Vietnamese National Army, the predecessor of the ARVN, Mau rose to be head of military security under Diệm. At that time a colonel with no troops to command, Mậu was nevertheless an important member of the conspiracy due to his liaisons with a wide number of officers, which allowed him to recruit widely for coup participants.

Roger Fieldhouse (1940–2020) was a British historian and academic. He was Professor of Adult Education at the University of Exeter between 1986 and 1996. Fieldhouse was born in East Sheen to Ernest Fieldhouse, a commercial traveller, and Phyllis, née Scott. He studied at history at the University of Reading between 1960 and 1963. In the mid-1960s, he became a tutor-organiser for the Workers' Educational Association in North Yorkshire; there he worked with local people to explore the area's history. In 1970, he was appointed to the department of adult education and extramural studies at the University of Leeds, and later secured promotion to a senior lectureship and to be head of department. 1661-63: Somko and the Starshina: In 1660 the left bank cossacks deposed Yurii Khmelnitsky because of the Polish alliance and made Yakym Somko Acting Hetman. Yurii held on to the right bank, effectively partitioning the country. Somko favored the upper class provoking the opposition of the Zaporozhians under Bruikhevetsky. He also lost the support of Moscow. At the Chorna rada of 1663, he was replaced by Briukhovetsky and executed. Ivan Samoylovych 1663-68: Briukhovetsky and the Russians 1663–1668: Ivan Briukhovetsky was almost completely dependent on Russia. In 1665 he went to Moscow and signed the Moscow Articles of 1665. Russian tax collectors and soldiers were allowed in, a Russian was to be head of the church, a Russian representative was to be present at hetman elections and the Hetman was to go to Moscow for confirmation.

In 2003, Rogers was chosen to succeed Jeremy (later Sir Jeremy) Heywood as the Principal Private Secretary to the Prime Minister, Tony Blair. After three years in this role, Rogers left the civil service in 2006 to become Head of the UK Public Sector Group at Citigroup. In 2010 Rogers transferred to be Head of the Public Sector Industry Group, UK and Ireland, at Barclays Capital from 2010 to 2011. In 2012, Rogers returned to the civil service as the Prime Minister's Adviser for Europe and Global Issues and the Head of the European and Global Issues Secretariat, based in the Prime Minister's Office at Number 10, replacing Jon Cunliffe who had become the senior British diplomat at the EU. On Cunliffe's move to the Bank of England the next year, Rogers succeeded him again, moving to Brussels in 2013.

The 1966 Nigerian coup d'état began on 15 January 1966, when mutinous Nigerian soldiers led by Chukwuma Kaduna Nzeogwu and Emmanuel Ifeajuna killed 22 people including the Prime Minister of Nigeria, many senior politicians, many senior Army officers (including their wives), and sentinels on protective duty. The coup plotters attacked the cities of Kaduna, Ibadan, and Lagos while also blockading the Niger and Benue River within a two-day span of time before the coup plotters were subdued. The General Officer Commanding the Nigerian Army, Johnson Aguiyi-Ironsi, was compelled to take control of the government of a country in upheaval, inadvertently putting Nigeria's nascent democracy on hold. His ascendancy to power was deemed a conspiracy by the coup plotters, who were mainly Igbo officers, to pave the way for General Aguiyi-Ironsi to be Head of State of Nigeria.

Nevertheless, Vichy French forces put up a strong and bloody resistance to the Allies in Oran and Morocco, but not in Algiers, where a coup d'état by the French resistance on 8 November succeeded in neutralizing the French XIX Corps before the landing and arresting the Vichy commanders. Consequently, the landings met no practical opposition in Algiers, and the city was captured on the first day along with the entire Vichy African command. After three days of talks and threats, Generals Mark Clark and Dwight Eisenhower compelled the Vichy Admiral François Darlan (and General Alphonse Juin) to order the cessation of armed resistance in Oran and Morocco by French forces on 10–11 November with the provision that Darlan would be head of a Free French administration. During Operation Torch, American, Vichy French and German navy vessels fought the Naval Battle of Casablanca, ending in an American victory.

The Commonwealth realms share a monarch, currently Elizabeth II. In the realms other than the United Kingdom, a governor-general (governor general in Canada) is appointed by the sovereign, usually on the advice of the relevant prime minister (although sometimes it is based on the result of a vote in the relevant parliament, which is the case for Papua New Guinea and the Solomon Islands), as a representative and to exercise almost all the Royal Prerogative according to established constitutional authority. J Lancelot Burn was appointed Medical Officer of Health for Salford in 1941. Mental health was one of his priorities and he was unusual in his view that the community, rather than an institution, was the natural care environment. He developed community resources including a therapeutic social club, a women’s day centre and collaboration with the University of Manchester’s Department of Social and Preventive Medicine. He appointed Mervyn Susser to be head of Salford City Council's mental health department in 1957. Susser organised Mental Welfare Officers around GP practices so that each GP had a known officer and sent copies of patients’ progress reports to their GP. He appointed Hugh Freeman as a consultant psychiatrist with responsibilities across general and mental hospitals, out-patient clinics, and local authority services in 1961. By 1968 Salford was recognized for ‘excellent programmes’ distinguished by their being driven by the local authority rather than the hospital.

Theodore Roosevelt Hay, again next in line to the presidency, remained in Washington as McKinley's body was transported to the capital by funeral train, and stayed there as the late president was taken to Canton for interment. He had admired McKinley, describing him as "awfully like Lincoln in many respects" and wrote to a friend, "what a strange and tragic fate it has been of mine—to stand by the bier of three of my dearest friends, Lincoln, Garfield, and McKinley, three of the gentlest of men, all risen to be head of the State, and all done to death by assassins". By letter, Hay offered his resignation to Roosevelt while the new president was still in Buffalo, amid newspaper speculation that Hay would be replaced—Garfield's Secretary of State, Blaine, had not remained long under the Arthur administration. When Hay met the funeral train in Washington, Roosevelt greeted him at the station and immediately told him he must stay on as Secretary.

Cooper was a major contributor to the 1994 book The Scars of War by Hugh McManners, which attempted to compare the ways in which the British Army, the US Army and the Israeli Defence Force motivate their peacetime soldiery and train their special forces. However, Cooper disagreed with many of the book's conclusions, believing that McManners had been selective in his use of examples and personal experiences in order to support an existing view of the subject rather than to present an objective assessment. Aegis Defence Services, a London-based, privately owned, British security and risk management company with overseas offices in Afghanistan, Bahrain, Iraq, Kenya, Nepal and the US, appointed Cooper to be head of civil affairs in Iraq on a one-year contract. As a chaplain in the British Army, he had seen active service which led to his being a recognised expert and lecturer in posttraumatic stress disorder (PTSD).

Harold Wills, draftsman and toolmaker; Charles Ebender; and József Galamb. Some of the groundwork for such development had recently been laid by the intelligent layout of machine tool placement that Walter Flanders had been doing at Ford up to 1908.

Broadway Melody of 1940 was based on a story by Jack McGowan and Dore Schary. Schary would go on to be head of production (1948) and then president (1951) of MGM until 1956. The film was originally planned to be shot in Technicolor, but because of the unsettled state of Europe due to World War II, MGM decided to stick to black and white.TCM Notes The film was the fourth and final entry in MGM's loosely connected Broadway Melody series, which began with the original The Broadway Melody released in 1929, and was followed by Broadway Melody of 1936 and Broadway Melody of 1938. The daughter of James Crowdy, Rachel Crowdy was educated at Hyde Park New College before training as a nurse at Guy's Hospital. She met Katharine Furse in 1911, volunteering to serve as a Red Cross nurse in case of invasion. At the outset of World War I Furse and Crowdy travelled abroad to discover what was being done for the wounded, their investigation resulting in the establishment of rest stations. Crowdy was appointed Principal Commandant of V.A.D.s in 1914. She was named Dame Commander of the Order of the British Empire in 1919. One of her sisters, Edith was the Deputy Director of the Women's Royal Naval Service from 1917 to 1919, while another sister, Isabel was the Assistant Director Inspector of Training for the same organisation. From 1919 to 1931 Crowdy was Head of the Social Questions and Opium Traffic Section of the League of Nations, making her the only woman to be head of an administrative section of the League. In 1920-21 she accompanied the International Typhus Commission to Poland at the height of the post-war epidemic there.

The Great Seal of Canada used during the reign of Queen Elizabeth II Though it has been argued that the term head of state is a republican one inapplicable in a constitutional monarchy such as Canada, where the monarch is the embodiment of the state and thus cannot be head of it, the sovereign is regarded by official government sources, judges, constitutional scholars, and pollsters as the head of state, while the governor general and lieutenant governors are all only representatives of, and thus equally subordinate to, that figure. Some governors general, their staff, government publications, and constitutional scholars like Ted McWhinney and C. E. S. Franks have, however, referred to the position of governor general as that of Canada's head of state, though sometimes qualifying the assertion with de facto or effective; Franks has hence recommended that the governor general be named officially as the head of state. Still others view the role of head of state as being shared by both the sovereign and her viceroys. Since 1927, governors general have been received on state visits abroad as though they were heads of state.
