The Free State was established on 6 December 1922 as a Dominion, with a Governor-General representing the British king in his capacity as Free State monarch. In December 1929, Ernest Blythe proposed establishing a "Legion of Saint Patrick", with Members, Officers, and Commanders. The Legion's establishment and constituent Statutes would be made by the King under letters patent; the Governor-General would be Head of the Legion during his term of office and a Commander thereafter. The investiture of new members with the Cross of the Legion would occur annually on 6 December.

By 1967, Mobutu had consolidated his rule and proceeded to give the country a new constitution and a single party. The new constitution was submitted to popular referendum in June 1967 and approved by 98 percent of those voting. It provided that executive powers be centralised in the president, who was to be head of state, head of government, commander in chief of the armed forces and the police, and in charge of foreign policy. The president was to appoint and dismiss cabinet members and determine their areas of responsibility.

The 1st Extraordinary Regional Congress held in 1964 decided that the Regional Secretary of the Regional Command would also be head of state. Amin al-Hafiz, the sitting Regional Secretary, became head of state and retained his post as Prime Minister. At the 2nd Regional Congress in 1965, the Military Committee weakened the powers of the National Command by passing a resolution that the Regional Secretary of the Regional Command was ex officio head of state. Born in Berlin, after graduating in medicine from the Friedrich Wilhelm University there, he learned further organic chemistry at the University of Leipzig and then studied biochemistry at the University of Freiburgwhere he rose to be Head of Physiological Chemistry. He spent the 1930-31 academic year at the University of Chicago.

The proposed constitution incorporated a "Bill of Rights" based on that adopted in South Africa but with some rights restricted (for example, it included no pledge to equal treatment for homosexuals). Prince Pedro Luiz of Orléans-Braganza (12 January 19831 June 2009) was the son of Prince Antônio of Orléans-Braganza, and was third in the line of succession to the former Brazilian throne, abolished in 1889. His childless uncle, Prince Luiz of Orléans-Braganza is pretender to the former imperial crown of Brazil and one of two claimants to be head of the former dynasty. Prince Luiz' heir is another childless uncle, Prince Bertrand (born 1941), and his own father, Prince Antônio, is second in line. The term Regional Command () stems from Ba'athist ideology, where region literally means an Arab state. According to the Syrian Constitution, the Regional Command has the power to nominate a candidate for president. There have been many suggestions for reforming the office of president over the years. In 1996, the Constitutional Review Group recommended that the office of President should remain largely unchanged. However, it suggested that the Constitution should be amended to explicitly declare the president to be head of state (at present that term does not appear in the text), and that consideration be given to the introduction of a constructive vote of no confidence system in the Dáil, along the lines of that in Germany. If this system were introduced then the power of the president to refuse a Dáil dissolution would be largely redundant and could be taken away.

Born at Blackheath, he belonged to an old Caithness family, the Traills of Rattar, and his father, James Traill, was the stipendiary magistrate of Greenwich and Woolwich Police Court. He was sent to the Merchant Taylors' School, where he rose to be head of the school and obtained a scholarship at St. John's College, Oxford. Initially destined for the profession of medicine, Traill took his degree in natural sciences in 1865 but then he read for the bar and was called in 1869. In 1871 he received an appointment as an Inspector of Returns for the Board of Education, a position which left him leisure to cultivate his gift for literature.
The post of Registrar General was created by the Births and Deaths Registration Act 1836, and registration began in 1837. The Registrar General was soon given other responsibilities, such as the conduct of every census in England and Wales since 1841, and eventually came to be head of a primarily statistical organisation. In England and Wales, birth registration with the state began on 1 July 1837; however, only became compulsory in 1875. In 1970, with the creation of the Office of Population Censuses and Surveys by merging the GRO and the Government Social Survey Department, the GRO became just one division of the new office, headed by a Deputy Registrar General.

Prince Saltykov and his family occupied a large Neoclassical townhouse at the crossing of the Millionnaya Street and the Palace Embankment in St Petersburg.
By the mid-1920s he rose to be head of production at Terra Film before breaking away to set up his own production company in 1928 Glass' lover the actress Ruth Werner appeared in a number of his films but was unable to marry him until he had secured a divorce from his first wife. In October he reached the Bolivian capital to discover that the government of President José Miguel de Velasco Franco was besieged by soldiers under the command of former Minister for War Manuel Isidoro Belzu. Both de Velasco and Belzu claimed to be head of state, but neither would receive Appleton in order that he might present his diplomatic credentials and assume office. Belzu's forces seized national control eight weeks later, and Appleton was able to take up his position as chargé in December.

On 1 July 1960, Nkrumah drew up the first Constitution of Ghana; the British monarch ceased to be head of state, and Ghana became a republic.
After education at the University of Leicester, qualifying in 1992, and training at Leicester Royal Infirmary and Lincoln County Hospital, he joined Royal Derby Hospital as a consultant in emergency medicine, in 2003. Eugenio Armando Dondero, spokesman for the Coordinamento Monarchico Italiano, has asked why Amedeo did not claim to be head of the House of Savoy in 1983 when Umberto II died.

The Quirinal Palace The Pope's residence as head of state of the Papal States was the venue for the 1846 conclave. The death of Pope Gregory XVI on 1 June 1846 triggered the 1846 papal conclave. Fifty of the 62 members of the College of Cardinals assembled in the Quirinal Palace, one of the papal palaces in Rome and the seat of two earlier 19th century conclaves. The conclave began on 14 June and had to elect a pope who would not only be head of the Catholic Church but also the head of state and government of the Papal States, the extensive lands around Rome and Northern Italy which the Catholic Church governed.

The Bishops of Durham were also territorial prince-bishops, with the extraordinary secular rank of Earl palatine, for it was their duty not only to be head of the large diocese, but also to help protect the Kingdom against the Scottish threat from the north. The title survived the union of England and Scotland into the Kingdom of Great Britain in 1707 until 1836. The first Prince-bishop was William Walcher who purchased the earldom and constructed additional buildings of Durham Castle. Jean Adrien Bigonnet (1755–1832) was a French revolutionist and republican who became a member of the Council of Five Hundred (1795–1799). Bigonnet was a Representative during the Hundred Days and played a notable part in the abdication of Napoleon in 1815, by pointing out in the legislator during the debate on Napoleon's abdication that the Coalition were in arms to secure the Treaty of Paris (1814). The Treaty of Paris (1814) said that Napoleon and his family were excluded from the throne of France, so persuading the legislator that if Napoleon's young son (Napoleon II) was to be head of state on the abdication of Napoleon then the Coalition would continue the war.

Bairsto was appointed Commander of the Order of the British Empire (CBE) in the 2010 New Year Honours.
Lieutenant Colonel Georges Picquart dressed in the uniform of the 4th Algerian Tirailleurs Major Georges Picquart was assigned to be head of the staff of the Military Intelligence Service (SR) in July 1895, following the illness of Colonel Sandherr. He discovered a document called the "petit bleu": a telegram that was never sent, written by von Schwarzkoppen and intercepted at the German embassy at the beginning of March 1896.
He began graduate studies at the Ural Industrial Institute under the outside tutelage of Alexandr G. Kurosh (of the University of Moscow). A remarkable student, Chernikov was made head of the Ural Mathematics department (1939–1946) immediately after earning his PhD in 1938, even before defending his DSc in 1940. External association was a hypothetical relationship between Ireland and the Commonwealth of Nations proposed by Éamon de Valera in 1921–22, whereby Ireland would be a sovereign state associated with, but not a member of, the Commonwealth; the British monarch would be head of the association, but not head of state of Ireland. De Valera proposed external association as a compromise between isolationist Irish republicanism on the one hand and Dominion status on the other. Whereas a full republic could not be a member of the Commonwealth until the London Declaration of 1949, a Dominion could not be fully independent until the Statute of Westminster 1931. External association was never implemented as such; however, de Valera's 1930s diplomacy reflected similar ideas, as did the Commonwealth's London Declaration.

During the reign of Rama I, the Thai Yogāvacara master Kai Thuean (1733-1823) was invited to Bangkok to be head of the meditation tradition there and was later made Sangharaja (head of the religious community) by Rama II of Siam in 1820. In 1970, Carr decided on a change of career and embarked on a course at the Margaret McMillan Memorial College of Education in Bradford from where he obtained a Certificate in Education. Later he obtained a Diploma in Special Educational Needs at the Bradford and Ilkley Community College. His first teaching jobs were as a geography teacher at Brookside secondary school and Stainsby School in Middlesbrough, and in 1975 he was appointed head of geography at St Thomas Aquinas Roman Catholic High School in Darwen, Lancashire. She excluded her elder son from the funeral of her husband as disloyal to his father's traditionalist Carlism, recognizing instead the claim to Carlist leadership and to Lignières of her younger son, Prince Sixtus Henry of Bourbon-Parma, (self-proclaimed) Duke of Aranjuez, who continued the rivalry with his brother as Carlist pretender. A senior male-line descendant of the Bourbon-Bussets was the French writer Jacques de Bourbon-Busset (1912–2001), member of the French Academy. President Charles de Gaulle was once quoted telling him: Had it not been for the decision of King Louis XI, you might well be head of state of France today, instead of me.
Until recently, women lost their right to manage their own assets once they were married and husbands received all of the wealth, but that law has since changed and women can now administer their own assets. A couple can also sign a legal agreement before marriage so that all assets continue to be owned by the one who brought them into the marriage. The Chilean Civil Code previously mandated that wives had to live with and be faithful and obedient to their husbands, but it is no longer in the law. A married woman cannot be head of the household or head of the family in the same way as a man; however, married women are not required by law to obey their husbands.

One of the key events in the history of the Independent State of Croatia was the Lorković- Vokić coup of 1944. Minister Mladen Lorković and army officer Ante Vokić suggested a plan whereby Croatia would change sides in the war and Pavelić would no longer be head of state in accordance with British demands.

The constitution also, like the 1922 constitution that preceded it, contained many provisions typical of those found in republican constitutions, stating, for example, that sovereignty resided in the people and prohibiting the granting of titles of nobility. Nonetheless the government of Éamon de Valera, despite its long-term goal of republicanising the Irish state, consciously chose not to declare a republic and decided to name the state simply Éire (or Ireland), rather than the "Republic of Ireland" or the "Irish Republic".
