The NYSE was a non-profit institution during Richard Grasso's reign, and as such was governed by State of New York rules governing executive compensation for same. That the NYSE was NON-profit goes to the heart of the matter of Grasso's compensation. This is because FOR- profit companies have traditionally received much greater leeway in executive compensation matters, even when the compensation might appear to be excessive to stockholders.
Federal and state grants frequently receive criticism due to what are perceived to be excessive regulations and not include opportunities for small business, as well as for often giving more money per person to smaller states regardless of population or need. These criticisms include problems of overlap, duplication, excessive categorization, insufficient information, varying requirements, arbitrary federal decision- making, and grantsmanship (a funding bias toward entities most familiar with how to exploit the system, rather than to those most in need).
A positive sideslip angle generates empennage incidence which can cause positive or negative roll moment depending on its configuration. For any non-zero sideslip angle dihedral wings causes a rolling moment which tends to return the aircraft to the horizontal, as does back swept wings. With highly swept wings the resultant rolling moment may be excessive for all stability requirements and anhedral could be used to offset the effect of wing sweep induced rolling moment. File:Planform.png :::L_r Rolling moment due to yaw rate.
In 1992 Utter advised on creating a criminal law code for the Central Tibetan Administration. As a justice, Utter dissented in 24 of the 25 cases that came before the court where capital punishment was upheld. For instance, he considered the 1986 death sentence of Brian Keith Lord to be excessive. In 1994 Utter read Hitler's Justice by Inge Müller, a book profiling cases from the Weimar Republic, Nazi Germany, and West Germany and arguing for a continuity in the German judicial system.
Few people dispute the desirability of keeping Critical Nuclear Weapon Design Information secret, but many believe government secrecy to be excessive and too often employed for political purposes. Many countries have laws that attempt to limit government secrecy, such as the U.S. Freedom of Information Act and sunshine laws. Government officials sometimes leak information they are supposed to keep secret. (For a recent (2005) example, see Plame affair.) Secrecy in elections is a growing issue, particularly secrecy of vote counts on computerized vote counting machines.
Another design was requested of Brine, but this time for a smaller and less expensive building. In 1818, the Keys purchased the building in which they had formerly met, moving the library to the Grammar School. The new plans were agreed upon by all concerned, but there continued to be disagreements between the British Treasury department and the Keys over how to fund the project. The Treasury believed that the cost should be covered by Manx taxes, but the Keys argued that this tax would be excessive.
The Western Confederacy of tribes used guerrilla tactics and were an effective force against the sparsely manned American Army. Washington sent Major General Arthur St. Clair from Fort Washington on an expedition to restore peace in the territory in 1791. On November 4, St. Clair's forces were ambushed and soundly defeated by tribal forces with few survivors, despite Washington's warning of surprise attacks. Washington was outraged over what he viewed to be excessive Native American brutality and execution of captives, including women and children.
Initial reception to the concept was mixed. Most news outlets praised the addition of online multiplayer, but questioned whether it would be able to keep the gameplay fresh, and continue to attract 'casual gamers' who were fans of the original. Nintendo Life's Thomas Whitehead said that it has "...the potential to be rather important for the Wii U’s Holiday sales performance." Other praise was aimed at Nintendo's new pricing models and options, although some commented that the total purchase price of all sports may be excessive.
"Smoke a joint, lose your license" laws have been criticized for a variety of reasons, including the fact that the punishment often has nothing to do with the crime. The severity of punishment is also considered to be excessive, due to the life-altering impacts that losing one's license can cause. Loss of driving privileges can lead to loss of employment, which a New Jersey study showed happened in 42% of suspension cases. In 45% of these cases, individuals were not able to find another job.
United States Court of Appeals, Washington D.C. District, 1986. During the appeal, the government's attorneys conceded that Lehman's finding of Rainbow's rates to be "excessive and unreasonable" was politically motivated, and the court found some arguments put forth by Shultz and Lehman "extraordinary" and having "no rational basis". In particular, Scalia wrote that the "factual basis for (Lehman's) assertion (wa)s utterly lacking." During this time, Transportation Secretary Elizabeth Dole supported Rainbow, according to the Chicago Tribune, as a viable employer of United States mariners.
Patent licensing has been studied in formal economic models in the field of industrial organization. In particular, Katz and Shapiro (1986) have explored the optimal licensing strategy of a research lab selling to firms who are competitors on the product market. It turns out that (compared to the welfare-maximizing solution) the licensor’s incentives to develop innovations may be excessive, while the licensor’s incentives to disseminate the innovation are typically too low. Subsequently, the seminal work of Katz and Shapiro (1986) has been extended in several directions.
Solid state devices, either discrete transistors or integrated circuits, are universally used for new transmitter designs up to a few hundred watts. The lower level stages of more powerful transmitters are also all solid state. Transistors can be used at all frequencies and power levels, but since the output of individual devices is limited, higher power transmitters must use many transistors in parallel, and the cost of the devices and the necessary combining networks can be excessive. As new transistor types become available and the price drops, solid state may eventually replace all valve amplifiers.
Punishment could be excessive and arbitrary—nine Jews were executed by firing squad for causing a fire, even though the fire was accidental—but less so than other Nazi camps. According to a 1943 Home Army report, the local ethnic Polish population was hostile to Jewish fugitives. The Home Army itself accused Jews of joining Communist partisan groups and stealing from ethnic Polish peasants. According to Farkash, in 1943, Wenkert allowed a group of Jewish partisans seeking refuge from a hostile unit of the Polish Home Army resistance group into the camp.
It was recently discovered that increasing the depth of the face bow made it easier to get high speeds from the dragflick and made the stroke easier to execute. At first, after this feature was introduced, the Hockey Rules Board placed a limit of 50 mm on the maximum depth of bow over the length of the stick but experience quickly demonstrated this to be excessive. New rules now limit this curve to under 25 mm so as to limit the power with which the ball can be flicked.
The gymnasium was named after Charles L. Robinson who was the first Governor of Kansas. It was named after Governor Robinson and his wife Sara Tappan Doolittle Robinson, both as thanks for their service and to make amends for what Sara perceived to be excessive pressure on her nephew to sell of land to KU at a below-market price. Construction began in 1905 and was completed in May 1907. The building was a significant improvement over Snow Hall that had 11 feet ceilings and support beams in the middle of the floor.
The last gloss on page 204 offers a more personal note from the scribe, the Old Irish word latheirt. Damian McManus presents the translation in "A Guide to Ogham": "This [definition] together with other contexts shows the basic meaning to be 'excessive ale-consumption' with the logical extensions 'excessive drunkenness' and 'massive hangover', the last probably the meaning intended in the Priscian Oghams." Among the most valuable and interesting glosses are the only recorded instances of two Old Irish poems. The first is the anonymous 9th century poem Is acher in gaíth in-nocht.
Article 102 explicitly bans unfair pricing which has been understood as to cover the excessive pricing. The charged price must be excessive and unfair to be abusive. The test used was stated in the United Brands case that whether the charged price has no reasonable relation to the economic value of the product supplied and exceeds what the dominant undertaking would have obtained in a normal and sufficiently competitive market. Collecting societies Organization with the authority to licence copyrights collects royalties from users of the copyright and distributes them to copyright owners for a fee.
The radiation proved to be excessive and the test pilot disliked the heavy radiation shielding he was forced to wear. The project was cancelled when the military decided the radar signature was already low enough without the ionizing equipment. The concept was proven to work, but unfeasible.Area 51: An Uncensored History of America's Top Secret Military Base By Annie Jacobsen Later, as Johnson's successor as leader of the Skunk Works, Rich championed and directed the early experimental prototypes of stealth technology and led the development of the F-117 stealth fighter.
Dr Ibrahim also wrote a follow-up article expanding the Institute's findings. The institute states that it provides “objective analysis from credible scholars” in its compiling of reports. Its widely reported defence paper included commentary and analysis from Major-General Andrew Mackay CBE, a former Afghanistan Task Force Commander, as well as former secretaries of defence and various eminent scholars. The report, published on June 20, 2013, concluded that Scotland could have its own defence force, but that the costs would be excessive, and that the new force would not provide added security.
Lundberg v. County of Humboldt was a United States District Court for the Northern District of California decision issued on April 29, 2005 which arose out of a protest dispute in 1997 between environmental activists for the Headwaters Forest and the Sheriff's Deputies of Humboldt County, California. During three protests in the Fall of 1997, police officers swabbed pepper spray in the eyes of eight activists practicing nonviolent resistance. The action taken by the police was later judged to be excessive force and a violation of the Fourth Amendment to the United States Constitution.
Posner has expressed concerns, on the blog he contributed to with Gary Becker, that both patent and copyright protection, though particularly the former, may be excessive. He argues that the cost of inventing must be compared to the cost of copying in order to determine the optimal patent protection for an inventor. When patent protection is too strongly in favor of the inventor, market efficiency is decreased. He illustrates his argument by comparing the pharmaceutical industry (where the cost on invention is high) with the software industry (where the cost of invention is relatively low).
American Civil War "Red Tape" binding redeemed Confederate States of America bond coupons Red tape is an idiom referring to regulations or conformity to formal rules or standards which are claimed to be excessive, rigid or redundant, or to bureaucracy claimed to hinder or prevent action or decision- making. It is usually applied to governments, corporations, and other large organizations. Things often described as "red tape" include filling out paperwork, obtaining licenses, having multiple people or committees approve a decision and various low-level rules that make conducting one's affairs slower, more difficult, or both.
The computer division previously had a history of frequently replacing its mainframe computers. Starting with a CDC 1604, then a CDC 3600, a couple of CDC 3800s, and finally a CDC 6600. The department also had an XDS 940 timesharing system which would support up to 32 users on dial-up modems. Due to rapidly changing requirements for computer resources, it was expected that new systems would be installed on a regular basis, and the resultant strain on the users to adapt to each new system was perceived to be excessive.
Vault has weathered much controversy throughout its existence. Commissioned by the Melbourne City Council after winning a competition in May 1978, for the newly built Melbourne City Square, the sculpture was not even built before it began to attract criticism from conservative media and council factions, on the grounds that its modern form was felt to be unsympathetic to the location. The cost of $70,000 was also felt to be excessive. The sculpture had no official name for over two years, and acquired a number of nicknames during this time.
Israeli Government report further adds that on numerous occasions a last-minute decision not to attack legitimate military targets or to divert missiles moments before the impact was upheld to avoid the possibility of civilian harm, even though such an attack might not be excessive in relation to the anticipated military advantage. The report claims that the IDF also refrained from attacking al-Shifa Hospital in Gaza City, despite alleged Hamas’ use of an entire ground floor wing as its headquarters, out of concern for the inevitable harm to civilians present in the hospital.
The putative mechanism for this effect is postulated to be excessive oxalate absorption from the gut and its subsequent deposition in the kidney, with excessive oxalate absorption being a known consequence of fat malabsorption. An April 2013 study published in the British Medical Journal looked at 94,695 patients receiving orlistat in the UK between 1999 and 2011. This study showed no evidence of an increased risk of liver injury during treatment. They concluded: :The incidence of acute liver injury was higher in the periods both immediately before and immediately after the start of orlistat treatment.
The B&ICO; group were extremely antagonistic to the Anglo-Irish Agreement, and much of their activity in Northern Ireland was directed at publishing material and supporting groups who shared their hostility to it."In its initial character the Hillsborough Agreement is an insidious conspiracy of state against the people of a region which is supposedly an integral part of that state, and no words used in condemnation of it can be excessive". Brendan Clifford, Government Without Opposition, Athol Books, Belfast, 1986 (p. 2) See also Aughey, Under Siege.
Saslaw has been described as a reliable ally of Dominion Energy, Virginia's largest electrical utility which is also notable for its influence on Virginia politics. In 2018, the Associated Press reported that Dominion had been Saslaw's largest source of campaign funds, contributing approximately $350,000 over a 15-year period. Saslaw helped push Dominion-backed legislation that would allow the firm to charge customers rates that regulators considered to be excessive. When Virginia Democratic Party criticized a Republican state senator for being too cozy with Dominion Energy, Dominion sent an email to Saslaw to complain.
The cash transfers provided to citizens were found to be excessive and were disproportionately benefiting the richer citizens of the country. Due to the adverse effects of the subsidy reform, some portions of the reform were repealed in March 2012 under the newly amended Targeted Subsidies Reform Act. Another country in the region that implemented subsidy reforms was the Republic of Yemen, which did so with the help of the International Monetary Fund and the World Bank in 2005–2010. During this period, prices periodically increased several times.
Euphoria received positive reviews from critics, who praised its cinematography, story, score, performances, specifically those of Zendaya and Hunter Schafer, and approach to its mature subject matter, although it did become the subject of controversy due to its use of nudity and sexual content, which some critics perceived to be excessive. The series received nominations for the British Academy Television Award for Best International Programme, and the TCA Award for Outstanding Achievement in Drama. For her performance, Zendaya won the Primetime Emmy Award and Satellite Award for Best Actress in a Drama Series.
In many areas, the period of spring-like weather is unreliable and often short. As well, the soil moisture advantage claimed for spring planting is also insecurely founded. Soils that are sandy or gravelly, and shallow soils of any texture are highly dependent on current weather due to their limited available water capacities. Nor will a plentiful supply of soil moisture benefit an outplant whose roots are enveloped in anaerobic and/or cold soil, and mortality of trees outplanted into soil colder than about 6 °C may be excessive.
He at the same time proposed the censorship of television, in order that objectionable images not be seen and the amount of advertising not be excessive. Lafount became acting chairman of the commission during the latter part of 1932. Believing that the radio broadcasting system in the U.S. was "typically American" and "suits our democratic temperament as no other system I have yet encountered would," he urged broadcasters to air political programming and advertising during the 1932 U.S. presidential election. He thus became influential in the development of federal regulations specifying that candidates and parties receive equal airtime.
The receipts of the Sibson Extension were very disappointing, and the S&ER; considered the charges made by the LNWR for the use of Wansford station to be excessive. The LNWR was intransigent and the S&ER; decided to stop using Wansford station and use a new temporary station north of the junction, on its own line. The new station, named Sibson, opened on 1 January 1870, and S&ER; trains ceased to run on to Wansford. Once again the Marquis of Exeter attempted to sell the line to the GNR, but they were still not interested.
Eleven of the Tsitsikamma rivers were selected for closer study and were found to harbour a rich diversity of aquatic insects, many of which are regionally endemic species. "These fynbos covered sandstone mountains with their numerous gorges determine the nature of the rivers which are cold, fast-flowing, well oxygenated waters with little sediment. These rivers are acidic and of a red-brown colour, due to the presence of humic acid." Further studies have shown the most serious threat to the rivers' fauna to be excessive water abstraction, reduced flow leading to pH changes, eutrophication and unstable water temperatures.
Only one 'Gay Hostess' is in preservation, but costs and time appear to be excessive to get the vehicle back into an as new condition, as the vehicle pioneered so much for Ribble/Standerwick and coaching in general. On the Ribble homeground, in the early 1960s, another generation of 'White Lady' was about to emerge, this was the 59 coach seat body on a Leyland Atlantean chassis; twenty of these were built. As the journeys would be shorter, no toilet facility was carried. These 'White Ladies' survived into National Bus ownership, but eventually they were downgraded to service buses.
Steelers' Tomlin cheered by former boss Stewart's hiring at WVU Stewart resigned in 1996 after making a racially insensitive comment towards a player regarding his on-field behavior. After what he believed to be excessive celebration by one of his players following a play, he told him "Don't let your actions give people reason to call you a n-----." Stewart was forced to resign and later sued VMI for money he thought he was owed. Stewart described the incident as "an isolated incident" that happened while he was "trying to help the kid", and has said he never uttered another slur since.
Frost was a longtime advocate of environmental ethics in climbing, using natural protection whenever possible, guided by respect for tradition and a desire to "leave no trace". He articulated his climbing philosophy in an address to an international congress called "The Future of Mountain Sports", held in Innsbruck, Austria in September, 2002. He opposed what he believed to be excessive use of bolts by sport climbers, especially the altering of traditional climbing routes previously completed without such aids. He criticized such practices as the result of a desire by some climbers for "instant gratification with little or no accountability".
Louis Upton got the 200 washers turned out as he promised, but the costs proved to be excessive. This time he was really broke, but production was on the way up - producing 10 machines a day. He looked around for a financial backer, and he found one in a LaGrange friend and banker, Lowell C. Bassford. Bassford agreed to supply $5000 on the condition that Louis work for the company full-time, quitting his job at Commonwealth Edison. Thus was formed the Upton Machine Company on November 11, 1911 by Louis Upton, his uncle Emory Upton and Lowell Bassford.
Rignall praised the game's playability and "lastability", stating that the game is "easy to get into" and was addictive. Regarding its replay value, Rignall asserted that the large number of levels in the game would keep the player occupied and provided an "enjoyable challenge". Jarrett stated the game requires "a lot of patience" and found certain aspects of it frustrating at times, especially the time limit required to progress to the next level. Jarrett also noted the number of levels to be "excessive", and stated that he suspected "players may not want to dig that deep".
Fairchild had approached a number of aircraft builders with specifications for what he considered to be an ideal aircraft for this type of work, with which he hoped to replace the variety of types that his firm then operated. Believing the quotes he received to be excessive, Fairchild opted to produce the aircraft in-house, purchasing facilities at Farmingdale, New York for the purpose. The design was for a conventional high-wing, strut-braced monoplane with a fully enclosed cabin and tailwheel undercarriage. The wooden wings were able to be folded back against the tail for storage.
The first electrified railways used series-wound DC motors, first at 600 V and then 1,500 V. Areas with 3 kV DC catenaries (primarily in Eastern Europe) used two 1,500 V DC motors in series. But even at 3 kV, the current needed to power a heavy train (particularly in rural and mountainous areas) can be excessive. Although increasing the transmission voltage decreases the current and associated resistive losses for a given power, insulation limits make higher voltage traction motors impractical. Transformers on each locomotive are thus required to step high transmission voltages down to practical motor operating voltages.
At the end of the game, Terra was supposed to die along with the disappearance of magic, but the development team decided that it would be excessive as she had asserted her human side by that point in the story, so the staff decided to have her stay alive, without her magic side. Terra was originally designed by Yoshitaka Amano, who drew concept art of her. Tetsuya Nomura, one of the game's graphic directors, redesigned her in chibi form for her representation in the game. Some of the differences is that her ingame appearance has green hair, as opposed to the original blonde.
Intensive exploitation of lake resources and habitat destruction resulted in marked decrease in fish production so that commercial operations were halted and recreational fishing is presently limited to catch and release. Years of construction activity on the lake's limited watershed resulted in lowered water levels. Heavy metals (aluminium, chromium, arsenic, and copper) dissolved in the water as a result of coal burning were deemed to be at acceptable levels, but metals in sediment and mercury in larger pike were found to be excessive. TransAlta responded with measures to reduce metal and thermal pollution, and the Wabamun power plant was decommissioned and torn down.
The International Classification of Sleep Disorders classifies Circadian Rhythm Sleep Disorder as a type of sleep dyssomnia. Although studies suggest that 3% of the adult population suffers from a CRSD, many people are often misdiagnosed with insomnia instead of a CRSD. Of adults diagnosed with sleep disorders, an estimated 10% have a CRSD and of adolescents with sleep disorders, an estimated 16% may have a CRSD. Patients diagnosed with circadian rhythm sleep disorders typically express a pattern of disturbed sleep, whether that be excessive sleep that intrudes on working schedules and daily functions, or insomnia at desired times of sleep.
The elevation of the valley is from . at Dwatoi to 2000 at Kajurai; on the north side it is hemmed in by the Surghar range, which divides it from the Bazar Valley; on the south lies another range dividing it from Maidan and the Waran Valley. The heat of the Bara Valley in summer is said to be excessive, malaria is prevalent, and mosquitoes very troublesome, so the hamlets are deserted and the Afridis migrate to the pleasant heights of Maidan. The Mastura Valley occupies the southern half of Tirah, and is inhabited by the Orakzais.
On 16 September 1893 No. 3021 Wigmore Castle, hauling an express train, was derailed in Box Tunnel when the front axle broke. The cause of the accident was thought to be excessive weight being carried on the front axle, so it was decided to replace the leading pair of wheels in the 3001 class with a bogie. In the 3001 class the steam chest was located underneath the cylinders, and contained two slide valves. The inverted placement of the valves allowed them to drop away from the face of the steam ports when steam was shut off, thus reducing wear.
The Leopard has circulated in at least four different versions. Visconti's first cut was 205 minutes long, but was felt to be excessive in length by both the director and producer, and was shortened to 195 minutes for its Cannes Film Festival premiere. Visconti then cut the film further to 185 minutes for its official release, and considered this version to be his preferred one. The U.S English-dubbed version, in which the Italian and French actors were dubbed over (except for Burt Lancaster, whose original English voice work is heard), was edited down to 161 minutes by its distributor 20th Century Fox.
Two months later, he enrolled at Yale. In his second year at Yale, he was sent home because he was suffering from a serious illness that caused him to spit blood. It is now believed that he was suffering from tuberculosis, the disease which would lead to his death seven years later. When he returned in November 1740, tensions were beginning to emerge at Yale between the faculty staff and the students as the staff considered the spiritual enthusiasm of the students, which had been prompted by visiting preachers such as George Whitefield, Gilbert Tennent, Ebenezer Pemberton and James Davenport, to be excessive.
Kurs was the successor to the Igla system and today provides navigation beaconing for Russian space vehicles including the Soyuz spacecraft and Progress spacecraft. The main difference between both systems is that Igla requires the space station to collaborate in the docking maneuver by reorienting itself to point the docking port to the spacecraft, while Kurs allows to dock with a fully stationary space station. The main reason for this change was that Mir was to be a much bigger space station than the older Salyut, so the propellant consumption would be excessive. Kurs provided the automated docking system for all Russian spacecraft that docked with the Mir space station.
Several different terms are used to refer to contact granulomas (contact ulcer, vocal fold granuloma, vocal process granuloma, etc). The term contact ulcer was first used in the early 20th century at which time the single cause of this condition was believed to be excessive force when the vocal folds make contact during phonation or non-phonatory behaviors (i.e. coughing). Later, the same condition was observed in patients recovering from recent intubation and, more recently, came to be associated with inflammation and irritation resulting from gastro-esophageal reflux. Likewise, use of both ulcer and granuloma reflect the fact that this condition can present as an ulcerated lesion or as granulated tissue.
At 600 pages the costs neared 8000 dollars, and at 16 dollars per page of stereotype, it was the most expensive work ever published by the Smithsonian Institution. Waiting for publication was highly stressful for Morgan, who feared that someone else would be the first to publish the evolutionary scheme that he considered his main intellectual contribution. Overall, Morgan was not pleased with Henry's editorship, and he considered his demands of peer review and many rounds of revisions to be excessive. Morgan, a lawyer by profession, estimated that the effort of researching, writing, and producing the book cost him 25,000 dollars in expenses and lost profits.
Linda Feldt wrote a proposal for a state grant to hire young people to staff a toll-free telephone number to assist youth in the state with questions about their rights, and make referrals. The state awarded the group $10,000. Since free space was available to the group in the OJJS offices in Lansing, the amount proved to be excessive, even though staff were always paid ten cents an hour over the minimum wage. Near the end of the year, the OJJS completed its work and closed down its offices, but free office space (a small back room) was promptly offered by the Michigan Council on Crime and Delinquency in Lansing.
In 1872, the navigation was sold to the newly formed Bridgewater Navigation Company for £1,112,000, but it had by then fallen into disrepair. In 1882 it was described as being "hopelessly choked with silt and filth", and was open to 50-ton boats for only 47 out of 311 working days. Economic conditions deteriorated during the mid-1870s, in what has been called the Long Depression. The dues charged by the Port of Liverpool, and the railway charges from there to Manchester, were perceived to be excessive; it was often cheaper to import goods via Hull, on the other side of England, than it was to use Liverpool, about away.
Isla Vista enjoys a Mediterranean climate and often has slightly less precipitation than either Santa Barbara or the adjacent community of Goleta. Isla Vista is located on a south-facing portion of the Santa Barbara County coast, between Coal Oil Point and Campus Point in view of the Channel Islands. During El Niño years, precipitation in Isla Vista can be excessive and potentially dangerous. Some homes and apartments built on the south side of Del Playa Drive, most popular with students due to their direct ocean views, are in danger of collapse, since they are built on quickly-eroding bluffs thirty to sixty feet above the Pacific Ocean.
Man bowing and scraping In European cultures—aside from bows done by performers on stage such as at the curtain call—bowing is traditionally an exclusively male practice, and women instead perform a related gesture called a "curtsey" or "curtsy." The depth of the bow was related to the difference in rank or degree of respect or gratitude. In Early Modern European courtly circles, males were expected to "bow and scrape" (hence the term "bowing and scraping" for what appears to be excessive ceremony). "Scraping" refers to the drawing back of the right leg as one bows, such that the right foot scrapes the floor or earth.
The indication is a breast weight that exceeds approximately 3% of the total body weight. There are varying definitions of what is considered to be excessive breast tissue, that is the expected breast tissue plus extraordinary breast tissue, ranging from as little as up to with most physicians defining macromastia as excessive tissue of over . Some resources distinguish between macromastia (Greek, macro: large, mastos: breast), where excessive tissue is less than 2.5 kg, and gigantomastia (Greek, gigantikos: giant), where excessive tissue is more than 2.5 kg. The enlargement can cause muscular discomfort and over-stretching of the skin envelope, which can lead in some cases to ulceration.
He was born in Hopkinsville, Kentucky to Barksdale Hamlett, Sr. and Daisey C. Hamlett. When he was three, his family moved to Frankfort, Kentucky when his father was elected superintendent of public instruction for the state of Kentucky, but later relocated to Columbia, Kentucky. As a junior at Adair County High School, he received an appointment to the United States Naval Academy at Annapolis from Congressman Ralph Gilbert, to begin in 1925. However, Gilbert revoked the appointment after traveling to the Far East that summer on a Navy cruiser and being appalled by what he considered to be excessive drinking by the ship's officers during port calls.
Two catenary poles were knocked down, along with all of the wires, blocking all four main tracks. Fifty-eight crew and passengers were injured, including the switcher's crew; the sole fatality was the Federal's engineer. The streamlined EP-4, from a class of six units which had much in common with the PRR GG1s, was not repaired and was scrapped. The cause of the wreck was determined in the official ICC accident report to be excessive speed on the curve, which the train took at a speed estimated between 60 and 75 mph, as determined from flange marks on the rails as the train started to leave the rails.
A hand pay (or handpay) is a condition where a slot machine cannot pay the patron in the typical manner, requiring the casino staff (such as the floor attendant or cashier) to pay the customer out manually (i.e., by hand). In casinos which use coin in, coin out systems, a hand pay may be caused by a coin jam, inadequate supply of coins in the machine's hopper to pay the requested amount, or another problem with the coin out mechanism. A hand pay can also be triggered when the win is large enough that the number of coins required to pay out the win would be excessive.
Bishop Churchill was himself an amateur mechanic with a reputation for fixing clocks and organs in parishes he visited. Initially, George Julius was attempting to develop a voting calculating machine for the Australian government, to automatically reduce the instances of voter fraud and create a cheat-free political environment. He went on to present his unique invention, only to have his design rejected as it was deemed to be excessive. The first all- mechanical machine was installed at Ellerslie Racecourse in New Zealand in 1913 (first used on the Holy Saturday races on 22 March 1913), and the second was installed at Gloucester Park Racetrack in Western Australia in 1917.
In Victoria and Western Australia they meant that the rural default speed limit applied, whilst in New South Wales, they indicated that the prima facie limit applied. Derestriction signs remain in place even though officially no longer in use in NSW New South Wales's prima facie limit, often signed by derestriction signs, was only enforced in cases where a driver's speed could be demonstrated to be excessive or dangerous in the context of prevailing road conditions. This was somewhat similar in principle to "reasonable and prudent" limits in other jurisdictions. This led to the widespread but misleading belief that no limit applied, and that derestriction signs indicated an "unlimited" limit.
In another motion, Gawker argued that even if the verdict stands, the amount of damages should be greatly reduced, arguing that the emotional damage award exceeded amounts found to be excessive in severe personal injury cases and that the economic damages were improperly calculated. In late May 2016, the trial judge denied both motions.Rolfe Winkler & Steven Perlberg, Florida Judge Denies Gawker's Motion for New Trial in Hulk Hogan Case, Wall Street Journal (May 25, 2016). In May 2016, it was reported that Bollea had sued Gawker again, alleging that they were responsible for leaking sealed court documents that had quoted him using racial slurs.
Initially grounded due to her inability to climb, Warcry spent three weeks living on a platform neighboring Will's, and went on to live and work with Will on a number of video and print projects. Warcry and Will both worked with the NYC Indymedia collective until May 2001. In 2000 Luers was arrested and convicted of burning three SUVs in a statement against global warming and in 2001 was sentenced to more than 22 years in prison.Kauffman, L.A., "Activists Face Hard Time", Free Radical, issue 17, June 2001 Warcry has become a supporter of Luers and considers his prison sentence to be excessive, along with the Eugene Human Rights Commission, and several others including Howard Zinn.
In the book, Stephanopoulos spoke of his depression and how his face broke out into hives due to the pressures of conveying the Clinton White House message. Clinton referred to the book in his autobiography, My Life, apologizing for what he felt in retrospect to be excessive demands placed on the young staffer. Stephanopoulos's book covers his time with Clinton from the day he met him in September 1991, to the day Stephanopoulos left the White House in December 1996, through two presidential campaigns and four years in the White House. Stephanopoulos describes Clinton in the book as a "complicated man responding to the pressures and pleasures of public life in ways I found both awesome and appalling".
In many United States police forces, the baseball cap is worn as a more practical alternative to the traditional peaked cap or campaign hat, the latter of which is generally used by Sheriff's departments and state police forces. Baseball caps are more common on the West Coast, whereas in eastern states, the traditional peaked cap is more prominent. A notable exception is the San Francisco Police Department, where peaked caps are still worn regularly. Many armed police units around the world, notably SWAT in the United States and the United Kingdom Metropolitan Police Specialist Firearms Command, often wear baseball caps to shield their eyes from the sun where a full helmet would be excessive.
Initially the creative team was again Lee and Romita. After four years Romita left the strip, but Stan Lee remained the credited writer of the strip's entire run. Though renowned for his use of the Marvel method, Lee wrote full scripts for the comic strip. Stan Lee's brother, Larry Lieber, briefly illustrated the strip but found he could not keep up with the schedule, and in August 1981 Fred Kida took on the assignment. Unlike most artists who worked on The Amazing Spider-Man, Kida found that drawing Spider-Man in daily strip form did not present any challenges, but he finally left in July 1986, later commenting that he found the strip's violence to be excessive.
Menachot 42a He would fast every day of the year except Purim, Shavuot, and Erev Yom Kippur - three days on which there is a special mitzvah to eat.Pesachim 68b At his son's wedding, he considered the guests' celebration to be excessive, so he brought a cup worth 400 zuz and broke it before them, to cause him distress.Brachot 31a This is the source of the current custom to break a cup at Jewish weddings while reciting , in memory of the destroyed Temple in Jerusalem. He did not permit his son to perform medical bloodletting on him, considering it a possible violation of the Biblical prohibition on a son striking or wounding his parent.
There also were concerns about the salaries some coaches had received, which were felt to be excessive compared to the compensation paid other department heads. Following the reinstatement of intercollegiate competition, the University of Dubuque joined the Iowa Conference, now known as the American Rivers Conference, in 1929. The University of Dubuque is a member of NCAA Division III, and is part of the American Rivers Conference, which, in addition to the University of Dubuque, currently includes Buena Vista University, Coe College, Central College, Luther College, Loras College, Nebraska Wesleyan University, Simpson College, and Wartburg College. Men's varsity sports include football, baseball, basketball, cross-country, golf, soccer, lacrosse, indoor and outdoor track, tennis, and wrestling.
Caricature of a fat cat Fat cat is a political term originally describing a rich political donor, also called an angel or big money man. The New York Times has described fat cats as symbols of "a deeply corrupt campaign finance system riddled with loopholes", with Americans seeing them as recipients of the "perks of power", but able to "buy access, influence policy and even veto appointments." It is also commonly used to describe a rich, greedy person who, due to ownership of large amounts of capital, is able to "live easy" off the work of others. In the United Kingdom, it is also used to refer to executives whose pay is deemed by others to be excessive.
The FBI investigation appeared to lead Bruno to end one of his long-time consulting jobs in 2007. Fiscal conservative pundits originally were very supportive of Bruno's agenda in the State Senate. In later years, they expressed concern over Bruno's willingness to cooperate with Assembly Speaker Sheldon Silver on budgets deemed to be excessive, over endorsements Bruno received from state employee labor unions, including health care union Local 1199, and over Bruno's recruitment of former Democrats to run as Republicans for swing Senate districts in Syracuse and the Bronx. As of 2009, there was at least one building named for Bruno in each of the fourteen towns and two cities that comprise Rensselaer County, New York.
In contract theory, several authors have studied the pros and cons of bundling the building and operating stages of infrastructure projects. In particular, Oliver Hart (2003) has used the incomplete contracting approach in order to investigate whether incentives to make non-contractible investments are smaller or larger when the different stages of the project are combined under one private contractor. Hart (2003) argues that under bundling incentives to make cost-reducing investments are larger than under unbundling. However, sometimes the incentives to make cost-reducing investments may be excessive because they lead to overly large reductions of quality, so it depends on the details of the project whether bundling or unbundling is optimal.
The conclusion of the investigation was announced by a press release on 6 June by the Taiwan Yilan District Prosecutors Office. The direct causes of the incident were found to be excessive speed in the curve and the disabling of the train protection system by the driver, in breach of relevant operating regulations. Issues with the main air compressor were found not to be a contributing factor. Improper management of the testing process of Puyuma trains, which caused an absence of testing of the ATP remote monitoring system, resulted in an indictment of the former Deputy Director of the TRA's Department of Rolling Stock and of the Chief of TRA's Central Dispatch Office.
The San Francisco launching basin of Western Pipe & Steel as it looked in 2003 Little information is available concerning the fate of the San Pedro shipyard, except that it no longer exists. In the years following the end of the war, various proposals for the revamping of the San Francisco shipyard came and went. In 1949, the Navy Bureau of Ships proposed the building of sixteen attack cargo ships (AKA) at the shipyard, but by 1952 it was decided these vessels would not be required. Instead the Navy proposed the building of several Landing Ships Dock (LSD), but a February 1953 survey concluded that the cost of modernizing the yard would probably be excessive.
In May 2003, following shareholder complaints, a special committee appointed by Hollinger International directors began an investigation of internal financial management, including compensation and fees paid directly and indirectly to Black's associates at Ravelston, a holding company. In particular, New York investment firm Tweedy, Browne, which had an 18% stake in Hollinger International, demanded the company probe what it alleged to be excessive payments to Conrad Black and David Radler, and demanded "disgorgement" of the funds paid.Olive, David "A Conrad Black Timeline" TheStar.com March 11, 2007 For example, in 2000, in an arrangement that came to be known as the "Lerner Exchange," Black acquired Chicago's Lerner Newspapers and sold it to Hollinger.
Ferguson-Lees et al. roughly estimated that the total population of the common buzzard ranges to nearly 5 million pairs but at time was including the now spilit-off species of eastern and Himalayan buzzards in those numbers. These numbers may be excessive but the total population of common buzzards is certain to total well over seven figures. More recently, the IUCN estimated the common buzzard species (sans the Himalayan and eastern species) to number somewhere between 2.1 and 3.7 million birds, which would put this buzzard one of the most numerous of all acciptrid family members (estimates for Eurasian sparrowhawks, red-tailed hawks and northern goshawks also may range over 2 million).
Groth explains in his 2002 introduction to the interview that Kirby's state of mind needs to be taken into consideration when evaluating certain statements within the interview. Kirby was involved in an acrimonious dispute with Marvel Comics regarding the return of his artwork, and his relationship with Lee had deteriorated, in part due to this dispute but also due to Lee's public statements through the years, which Kirby saw as diminishing his role. Groth states: "Lee's contribution is a matter for endless speculation, but most observers and historians consider Kirby's claims here to be excessive." Kirby claims he came up with the idea for the Fantastic Four in Marvel's offices, and that Lee had merely added the dialogue after the story had been pencilled.
On Friday, 21 September 1951 the 08:20 Liverpool Lime Street to London Euston passenger service consisting of 15 coaches hauled by a Princess class Stanier Pacific began to de-rail south of Weedon, Northamptonshire, on the West Coast Main Line south of Rugby, at a speed of 65 mph and finally crashed, killing 15 people and injuring 35 more. The footplate crew survived and protected their train in spite of being severely shocked. The accident enquiry, conducted by Lt Col G R S Wilson, found the track to be in good condition and the speed of the train not to be excessive. However this was the first trip out for the locomotive, No 46207 Princess Arthur of Connaught after its bogie wheelsets had been swapped round.
Manuel José Estrada Cabrera (21 November 1857 – 24 September 1924) was President of Guatemala from 1898 to 1920. He was a lawyer with no military background and as President, he was a strong ruler, who modernised the country's industry and transport, but only by granting concessions to the American-owned United Fruit Company, whose influence on the government was felt by many to be excessive. Estrada Cabrera used increasingly brutal methods to assert his authority, including armed strike-breaking, and the general elections were effectively controlled by him. He retained power for 22 years through controlled elections in 1904, 1910, and 1916, and was eventually removed from office when the national assembly declared him mentally incompetent, and he was jailed for corruption.
"Mob Ties" was released to urban contemporary airplay in the US as the album's seventh single on January 6, 2019. A series of billboards promoting the album surfaced in Toronto, on June 22, while a trailer for the album was released on June 26. The album's promotion on the streaming service Spotify attracted some controversy from its subscribers for what they perceived to be excessive promotion, with Drake appearing in most of the service's editorial playlists, including ones which he had nothing to do with, such as those for electronic dance music and even gospel music. Following the release of the album, Drake also embarked on his second co-headlining tour with Migos, Aubrey & the Three Migos Tour, which began on August 12, 2018, in Kansas City.
49 per cent of those surveyed were in favour of banning khat, with 35 opposed, but the report suggested that this would not be effective. Three-quarters of participants who had used khat reported having suffered health effects, although these were mostly mild in nature, with the most common symptoms respondents associated with khat use being sleeping difficulties, loss of appetite, and an urge to chew more khat. The study concluded that most of the participants who were using khat were using it moderately in terms of both the quantity used and the frequency and duration of chewing sessions, and that khat use was typically a social activity. Only a small minority of the study participants' khat use was judged to be excessive.
Freedom House report on Macedonia, 2007 Reporting about the first imprisonment Freedom House writes that the charge was loosely based on the fact that he had performed a baptism and held church services in his apartment. Amnesty International has declared him a prisoner of conscience.. In Freedom House's publications Macedonia received a downward trend arrow due to ... an increase in the harassment of leaders of various religious groups. Commission on Security and Cooperation in Europe reported that Macedonian officials, in response to the ecclesiastical dispute concerning the status of the Macedonian Orthodox Church, have over- reacted and found the 18-month prison sentence to be excessive and unjustified. In addition to these legal problems, concern exists about the situation surrounding Bishop Jovan (Zoran Vraniskoski).
To prepare for filming, the directors attended several pageants in Southern California and met with a coordinator to learn more about the pageant process. A mother of a contestant in the film claimed that the film overplayed practices that the contestants go through: "Most pageants aren't quite like that, with shaving the girls' legs, spraying them with fake tans and putting on so much makeup." When Focus Features initially wanted to film in Canada, the directors opposed it, believing the costs of flying all of the pageant girls and their families would be excessive. The contestants and their families instead spent two weeks filming in a hotel in Ventura with most of the equipment and costumes being provided by the contestants' parents.
In Europe and the US there has been some reduction of the working hours of doctors who are in postgraduate training, in line with recommendations and legislation aimed at improving patient safety and doctors’ working conditions. In 1991 the government, the NHS and the British Medical Association (BMA) agreed a package of measures on working hours, pay and conditions which was called the New Deal for Junior Doctors. The Doctors' duty hours, which were felt to be excessive, were reduced to a maximum average of 56 hours actual work and 72 hours on call duty per week, although the change was not enforced until 1 December 2000. The European Working Time Directive (EWTD) sets out minimum health and safety requirements for the organisation of working time.
On November 17, 2015, in the week leading up to his fight with Alvarez, the WBC announced that they were withdrawing recognition of Cotto as their Middleweight World Champion. The WBC's reasoning was "After several weeks of communications, countless attempts and good faith time extensions trying to preserve the fight as a WBC World Championship, Miguel Cotto and his promotion did not agree to comply with the WBC Rules & Regulations, while Canelo Alvarez has agreed to do so." This meant that, though Cotto was stripped of his title, Alvarez still had the opportunity to win the championship. Cotto then stated publicly that the reason the WBC stripped him of his title was because he refused to pay their sanctioning fees, which he believed to be excessive.
He also published several books, among which are: the "Past Continuous Tense" () and the "Phenomenon of Rusty Spoon" (), covering political life in Serbia from 1990 to 2016 in caricatures form. For his works he said that throughout his career: "(he) took care that the caricature should not offend anyone, not to be excessive, not to insult, but to be ridicule, irony, that a person laughs". Commenting on inspiration for making cartoons about politicians, he said: "I've been always driven mad by arrogance, which is actually a dominant characteristic of those people, ruthlessness, lies, deceit... and especially nationalism." Throughout career, his sarcastic cartoons about politicians have made a bunch of high-ranking officials of Serbia offended, that they even publicly criticized his work (in pretty negative way).
When Hasan Sharif, son of Khalifa Muhammad Sahif, was exiled to Mongalla in 1915 after taking place in a conspiracy in Ondurman, Governor Owen said "...I told him he is lucky to come and see this part of Sudan for nothing, when tourists pay hundreds of pounds ... I fear he doesn't see the joke...". Owen was part of the Beir Expedition in 1912 acting as a political officer and was involved in the Expeditionary Force, Lafit and Lokoia Mountains, Southern Sudan. Owen's administration in Mongalla was ruthless, often using what his superiors considered to be excessive force. This may have stemmed in part from his military background, in part from the endemic violence of the South Sudan after two decades of colonial activity.
Dessau is one of five Jewish people to have served in a viceregal capacity in Australia, after governors-general Sir Isaac Isaacs and Sir Zelman Cowen, and governors Sir Matthew Nathan (Queensland) and Gordon Samuels (New South Wales).Victoria's first Jewish governor, The Australian Jewish News, 23 February 2015. In August 2016, Dessau was embroiled in an expenses scandal, which saw her personally repay the expenses of lunches at a Gordon Ramsay restaurant (Pétrus) and Harrods, which had originally been paid by the Victorian taxpayer. In 2016, the level of expenses for capital works and ongoing maintenance requested by Dessau were alleged to be excessive, and a former Government House employee told the Herald Sun that the working environment there was "toxic".
Prudential Financial headquarters in Newark, New Jersey, in August 2004 following the announcement of evidence of a terrorist threat to it and to buildings in New York City. Media circus is a colloquial metaphor, or idiom, describing a news event for which the level of media coverage—measured by such factors as the number of reporters at the scene and the amount of material broadcast or published—is perceived to be excessive or out of proportion to the event being covered. Coverage that is sensationalistic can add to the perception the event is the subject of a media circus. The term is meant to critique the coverage of the event by comparing it to the spectacle and pageantry of a circus.
As a one-off engineering prototype, to test production viability, an Australian 1800 Mark II body with subtly extended front guards and modified front internal structure was fitted with an early Rover 3.5 litre V8 mounted in the "North-South" position in the engine bay and then through a complex mechanical system, drove a heavily modified version of an "East-West"-mounted Borg Warner 3-speed automatic gearbox and Austin FWD differential. This car became Australia’s first locally-made FWD V8 car. The car was built by BLMC (Australia) at its Victoria Park works at Zetland, New South Wales. Mass production costs and general viability of the V8 "1800" were felt to be excessive, and the project was shelved, preference being given to the Australian Leyland P76 project.
In his book PiHKAL, Shulgin listed 2C-P's dosage range as 6–10 mg and wrote that while most reports with dosages between 6 and 12 mg were favorable, "there was one report of an experience in which a single dosage of 16 mg was clearly an overdose, with the entire experiment labeled a physical disaster, not to be repeated." He cautioned readers regarding dosing with 2C-P by commenting that "a consistent observation is that there may not be too much latitude in dosage between that which would be modest, or adequate, and that which would be excessive. The need for individual titration would be most important with this compound." 2C-P is one of the most potent compounds in the 2C family of psychedelics, rivaled only by 2C-TFM.
The name originated from an El País article written by journalist Julio César Iglesias entitled "Amancio y la quinta del Buitre". Originally, the article's title was intended to be simply "La Quinta del Buitre", however Iglesias remembers that he decided to add Amancio's name after being advised by the paper's editors that writing a 90-line article about a group of kids, "'", would be excessive. However, that group of young players brought new stamina to the team and they were representatives of the new dynamic that the entire Spanish society was experiencing in those late 1970s and early 1980s. By the time the article was published, all five players were part of Real Madrid's reserves team, Castilla, and the article had a major impact in order to attract the attention towards these young players.
The Naval Ministry began planning a class of dreadnoughts for the Black Sea Fleet in 1910 when they learned that the Ottomans were on the verge of ordering dreadnoughts of their own from the British. This rumor proved to false, but the Russians had decided that they should continue the design process for the time when the Ottomans did procure dreadnoughts of their own. Preliminary specifications were issued on 12 August 1910All dates used in this article are New Style for a design based on that of the s then being built for the Baltic Fleet. was thought to be excessive in the confined environs of the Black Sea so the new design was capable of only which allowed more weight to be devoted to more guns or heavier armor.
The Supreme Electoral Council ordered a repeat of the election in Yalova and Ağrı, both of which the AKP had initially narrowly lost to the CHP and BDP respectively. Despite strong surveillance by citizens during the 2014 presidential election, no serious cases of fraud were documented during the voting or counting process. However, Erdoğan was still heavily scrutinised over what was perceived to be excessive media bias in his favour during the campaigning process. On 14 June 2018, in a video that was leaked to the public, President Erdogan is caught calling his party members to resort to electoral fraud, by "marking" the votes of an opposition party, HDP, in a bid to consolidate a better position for his own party at the 2018 June elections in Turkey.
In the early 1980s Dave Arneson established his own game company, Adventure Games – staffed largely by Arneson's friends, most of whom were also members of a Civil War reenactment group – that produced the miniatures games Harpoon (1981) and Johnny Reb (1983), as well as a new edition of his own Adventures in Fantasy role-playing game (1981). The company also put out about a half-dozen Tékumel related books, due to Arneson's friendship with M. A. R. Barker. Adventure Games was profitable, but Arneson found the workload to be excessive and finally sold the company to Flying Buffalo. (Alternative URL: .) Flying Buffalo picked up the rights to Adventure Games in 1985; because Arneson owned a portion of Flying Buffalo, he let them take care of the rest of the company's stock and IP when he shut the company down.
From the start of the nineteenth century the basic concept of providing poor relief was criticised as misguided by leading political economists and in southern agricultural counties the burden of poor- rates was felt to be excessive (especially where poor-rates were used to supplement low wages (the 'allowance' or Speenhamland system)). Opposition to the Elizabethan Poor Law led to a Royal Commission on poor relief, which recommended that poor relief could not in the short term be abolished; however it should be curtailed, and administered on such terms that none but the desperate would claim it. Relief should only be administered in workhouses, whose inhabitants were to be confined, 'classified' (men, women, boys, girls) and segregated. The Poor Law Amendment Act allowed these changes to be implemented by a Poor Law Commission largely unaccountable to Parliament.
A well-delivered, elegant and witty panegyric became a vehicle for an educated but inexperienced young man to attract desirable attention in a competitive sphere. The poet Claudian came to Rome from Alexandria before about 395 and made his first reputation with a panegyric; he became court poet to Stilicho. Cassiodorus the courtier and magister officiorum of Theodoric the Great and his successors, left a book of panegyrics, the Laudes. One of his biographers, O'Donnell, has described the genre thus: "It was to be expected that the praise contained in the speech would be excessive; the intellectual point of the exercise (and very likely an important criterion in judging it) was to see how excessive the praise could be made while remaining within boundaries of decorum and restraint, how much high praise could be made to seem the grudging testimony of simple honesty".
In August 2003, Pombo and his family rented an RV and "spent two weeks on vacation, stopping along the way to enjoy ... our national parks"."Purple Mountain Majesties" , trip report by Richard Pombo The trip included stops in the Grand Canyon, Yellowstone, Joshua Tree, Sequoia National Park, Kings Canyon National Park and Mount Rushmore, Badlands National Park, and other parks. The $4,935 cost of the rental was charged to the federal government, but was determined to be a more cost effective alternative to flying, renting a car, and staying in a hotel. When asked in February 2006 about the trip—rules forbid government-funded travel for personal vacations, but allow lawmakers to bring family members on official trips—Pombo said that he had looked into flying into the parks by commercial air or charters, but found the costs to be excessive.
Theories as to fitting the snaffle vary between horse owners, but the most common theory of fitting the snaffle is to adjust it so that it creates one or two wrinkles in the lips at the corner of the horse's mouth. The best way to determine how high a snaffle should be is to begin with the bit just touching the corners of the horse's mouth, forming one wrinkle. If the rider holds the cheekpieces of the bridle and moves them up, there should remain enough give in the bridle to raise the bit in the horses mouth, however, there should not be excessive slack in the cheekpieces when this is done. Full cheek jointed snaffle The horse should keep its mouth closed over a properly-fitted bit (slight chewing is acceptable and a sign of relaxation) and hold its head quietly.
The Speaker determines when a sitting of the House should open and close, and may suspend the sitting for a brief period of time if necessary. He is also in charge of ensuring the Constitution and Standing Orders of the House are given due respect, disciplining members of the House, determining who shall have the floor during a sitting, calling a vote, and checking for a quorum when the House meets. He only participates in a vote when there is a tie. The Speaker also has powers some allege to be excessive, such as imposing limits on the posing of supplementary questions during Question Time -- an important procedure for the legislature to examine the government's actions, the power to restrict the tabling of questions for Question Time, and the power to amend written copies of speeches made by members of the House before they are given verbally."Malaysia".
Police and crime commissioners hold the 'police fund', from which all policing is financed. The bulk of funding for the police fund comes from the Home Office in the form of an annual grant (calculated on a proportionate basis by the Home Office to take into account the differences between the 43 forces in England and Wales, which vary significantly in terms of population, geographical size, crime levels and trends), though Commissioners will also set a precept on the Council Tax to raise additional funds. If a Commissioner wishes to increase the precept by an amount deemed to be excessive, the Localism Act 2011 requires a referendum. It is the Commissioner's responsibility to set the budget for the force area, which includes allocating enough money from the overall policing budget to ensure that he or she can discharge his or her own functions effectively.
There was one notable criticism amongst the feedback from pilots, being that the length of the take off run was considered to be excessive and that improvements would be desirable. Fixing this required that the angle of the wing to be increased for take off; however, if the wing itself was modified, the aircraft would fly with a nose- down attitude while cruising (as in the Armstrong Whitworth Whitley); making this change was also complicated by the fact that work on the production line had already reached an advanced stage. Thus, Shorts lengthened the undercarriage struts to tilt the nose up on take-off, leading to its spindly gear which in turn contributed to many take off and landing accidents. The S.31 also received the lengthened undercarriage in order to test this; subsequent trials found that there was no need for further modification in this respect.
The bulk of police funding came from the Home Office in the form of an annual grant (calculated on a proportionate basis by the Home Office to take into account the differences between the 43 forces in England and Wales, which vary significantly in terms of population, geographical size and crime levels and trends), though police authorities could also set a precept on the Council Tax to raise additional funds. The Home Office had the power to prevent any precept increases deemed to be excessive. It was the police authority's responsibility to set the budget for the force area, which included allocating itself enough money from the overall policing budget to ensure that it can discharge its own functions effectively. In its annual Policing Plan, a police authority was obliged to publish its budget for the year, as well as a value for money statement and to outline planned efficiency savings.
This constituted the start of Metallgesellschaft's trading in ore, which would assume greater and greater importance in the future. Although Wilhelm Merton is recorded in autobiographical notes as saying of Metallgesellschaft that: "Our trading company will not be involved in any kind of advertising" and is credited with the remark that it would be far more pleasant "to be able to pursue one's business without the need of the stock exchange, the public or the press," he broke fundamentally with his principles in one important way—the publication Metallstatistik, which had appeared annually since 1892, giving an overview of metal production, consumption, and prices worldwide, made Metallgesellschaft's name, to quote Wilhelm Merton again, "known, and I might add, respected." In general, however, Wilhelm Merton strongly objected to any interest in the firm which he considered to be excessive. The First World War hit Metallgesellschaft hard.
It was therefore considered understandable that sometimes the violence might be excessive and end with a killing. During the 19th century, as social norms started to change, the idea that it was desirable for dignified men to respond with violence when they were insulted or ridiculed started to lose traction and was replaced with the view that while those responses may not be ideal, that they were a normal human reaction resulting from a loss of self-control, and, as such, they deserved to be considered as a mitigating circumstance. During the end of the 20th century and the beginning of the 21st century, the defense of provocation, and the situations in which it should apply, have led to significant controversies, with many condemning the concept as an anachronism, arguing that it contradicts contemporary social norms where people are expected to control their behavior, even when angry.
On February 9, 2012, Block Starz signed 16-year-old Auburn, New York rapper and Floyd Mayweather Jr protégé Cameron Sanders, aka Young Siege, and announced plans to feature him on East Coast Block Starz 2. On February 22, 2012, the label signed Bootleg of Flint, Michigan rap group The Dayton Family and unveiled the rapper's previously unreleased collaboration with Lisa "Left Eye" Lopes of TLC to commemorate the upcoming tenth anniversary of the pop star's death on April 25, 2002. Recorded a few months before her death, Left Eye's verse on the song "Fantasies" is the only 16-bar feature she ever recorded with another rapper. Off My Medication cover art Block Starz Music's newly signed satirical comedy rapper, Dickward Codgers, made national headlines in August 2012 with the release of his controversial music video, "Bath Salts", which featured what label executives deemed to be excessive drug references and graphic depictions of violence and was the company's first to carry an official disclaimer.
Meanwhile, Zhang's subordinate, the general Ashina Xian (), suggested that the Dangxiang tribes, which did not rebel with Kang but was in contact with Kang's forces, be slaughtered, but Zhang refused, pointing out that Kang had already been defeated and that the killing should not be excessive. Later that year, Zhang was recalled to Chang'an to serve as minister of defense (兵部尚書, Bingbu Shangshu) and chancellor de facto with the designation Tong Zhongshu Menxia Sanpin (), and he continued to be responsible for editing the imperial histories. In 722, Zhang was also given the title as military governor (with the recently created title of jiedushi) of Shuofang base, and he toured Shuofang. When Kang Daibin's former associate Kang Yuanzi () rebelled and claimed khan title, Zhang captured him and moved his people to the modern Henan region. Meanwhile, at Zhang's suggestion, the Tang northern border defense forces, which had about 600,000 men at that time, was reduced by 200,000 men to allow the soldiers to return home.
The town of Los Gatos and city of Saratoga added to the complexity and cost of the planning and implementation; to avoid excessive noise, they insisted that the freeway be built below grade (at an eventual additional cost of US$60 million), that it have only three lanes in each direction: the leftmost lane being a HOV lane, and two lanes carrying standard traffic. In addition, to prevent what they felt would be excessive additional traffic on their surface streets, they lobbied heavily to prevent having any freeway entrances or exits in their cities. Full interchanges were originally planned at Winchester Boulevard, Quito Road, Saratoga Avenue, and Prospect Road; the final compromise placed only a half interchange at Winchester and completely did away with the Quito and Prospect interchanges. As a result, backups at entrances to the freeway near these cities are tremendous during morning rush hour, and Los Gatos and Campbell residents who want to take 85 southward must go two or three miles (3 to 5 km) out of their way to find a ramp onto the freeway.
Under the Gillard/Rudd governments' NBN Co corporate plan, it was estimated that the NBN construction would require A$27.5 billion in government equity and raise an estimated A$13.4 billion in debt funding without government support; a total funding requirement of A$40.9 billion up to FY2021. Financial forecasts for NBN Co assuming a 7% internal rate of return (IRR) expect the government and debt equity will be fully repaid including accrued interest by FY2040. Following the election of the Abbott government, NBN Co reassessed financial forecasts and progress of the NBN roll-out and published a strategic review in December 2013. In response to what the Abbott/Turnbull governments stated to be excessive performance specifications and costs they moved from a model which previously focused on FTTP (fibre to the premises) to a multi-technology mix model using FTTx, including FTTP, FTTN (fibre to the node), FTTB (fibre to the building or basement) and most recently FTTdp (fibre to the distribution point); and HFC (hybrid fibre coaxial) in metropolitan areas.
Increasing the degree of bow to the face side (flat side) makes it easier to get high speeds from the drag-flick (a "sling-shot" style stroke started from behind the body of the flicker) and allows easier execution of the stroke. At first, after extreme bows were introduced (2005), the Hockey Rules Board (HRB) placed a limit of 50 mm on the maximum depth of such a bow over the length of the stick, but experience quickly demonstrated this degree of bend to be excessive. The Rules of Hockey 2006 limited this particular curve of the stick to 25 mm so as to limit the power with which the ball can be flicked and to try to ensure that hitting control was maintained (the curvature to the face of the stick considerably influences the angle at which the stick head strikes through the ball). The placement of the maximum bow along the length of handle has now been specified in the Rules of Hockey at 20 cm above the head (the line C-C).
Punitive damages are a focal point of the tort reform debate in the United States, where numerous highly publicized multimillion-dollar verdicts have led to a fairly common perception that punitive damage awards tend to be excessive. However, statistical studies by law professors and the Department of Justice have found that punitive damages are only awarded in two percent of civil cases which go to trial, and that the median punitive damage award is between $38,000 and $50,000. There is no maximum dollar amount of punitive damages that a defendant can be ordered to pay. In response to judges and juries which award high punitive damages verdicts, the Supreme Court of the United States has made several decisions which limit awards of punitive damages through the due process of law clauses of the Fifth and Fourteenth Amendments to the United States Constitution. In a number of cases, the Court has indicated that a 4:1 ratio between punitive and compensatory damages is high enough to lead to a finding of constitutional impropriety and that any ratio of 10:1 or higher is almost certainly unconstitutional.
To control what it considered to be excessive purchases or other abuses of the permit privilege the LCBO employed a list called the interdiction list. Although interdiction was initially a formalized legal process imposed by a judge upon those found in open court to be "drunkards", the Board was charged with maintaining the list between 1927 and 1975 and employed its own standards in adding individuals to this list without any involvement of the justice system. The list was circulated to all liquor stores and drinking establishments, and was sent to local and provincial police forces to whom it was explained that it was a crime for listed individuals to possess or be sold any liquor. Between 1927 and 1975 the LCBO conducted its own investigations into over consumption, employing a staff of investigators that visited individuals' homes, work, banks, neighbors and even churches to determine if an individual should be restricted from purchasing liquor. From 1927-1935 the LCBO own investigations resulted in the cancellation of over 33,138 liquor permits and the names of these individuals were added to the circulated interdiction list.
Also in August, the Home Office and MI5 instituted the 'Invasion List', a list of around 1,000 persons whose 'recent conduct or words indicated that they were likely to assist the enemy' and who would be apprehended by the police in the event of an invasion, hoping thereby to forestall the expectations of many LDV volunteers that they would then be empowered to act as 'Judge, Jury and Executioner' of potential collaborators and fifth columnists. At the same time, Churchill, who had assumed the position of Prime Minister in May 1940, became involved in the matter after being alerted to the problems, obtaining a summary of the current LDV position from the War Office on 22 June 1940. After reviewing the summary, Churchill wrote to Eden stating that in his opinion, one of the main causes of disciplinary and morale problems stemmed from the uninspiring title of the LDV and suggesting that it be renamed as the 'Home Guard'. Despite resistance from Eden and other government officials, who noted that one million 'LDV' armbands had already been printed and the cost of printing another million 'Home Guard' armbands would be excessive, Churchill would not be dissuaded.
