Henry finally returned to retake power in England in April 1260, where conflict was brewing between Richard de Clare's forces and those of Simon and Edward. Henry's brother Richard mediated between the parties and averted a military confrontation; Edward was reconciled with his father and Simon was put on trial for his actions against the King. Henry was unable to maintain his grip on power, and in October a coalition headed by Simon, Richard and Edward briefly seized back control; within months their baronial council had collapsed into chaos as well. Henry continued to publicly support the Provisions of Oxford, but he secretly opened discussions with Pope Urban IV, hoping to be absolved from the oath he had made at Oxford.

He adopted Maimonides' interpretation of the Talmudic concept tinok shenishba (captured infant), a Jew by birth who was not raised as such and therefore could be absolved for not practicing the Law, and greatly expanded it to serve the Orthodox need to tolerate the nonobservant majority (many of their own congregants were far removed from strict practice). For example, he allowed to drink wine poured by Sabbath desecrators, and to ignore other halakhic sanctions. Yet German neo-Orthodoxy could not legitimize nonobservance, and adopted a complex hierarchical approach, softer than traditional sanctions but no less intent on differentiating between sinners and righteous.

Soon after the passage of the resolution, several other pressures were brought to bear on Republican fighters. On 10 October, the Catholic Hierarchy issued a pastoral letter condemning the Anti-Treaty fighters, ending with: "All who in contravention of this teaching, participate in such crimes are guilty of grievous sins and may not be absolved in Confession nor admitted to the Holy Communion if they persist in such evil courses." In effect this meant that the Anti-Treaty fighters would be excommunicated, and if killed could not expect a church burial or to pass on to heaven. In a population that was overwhelmingly Catholic and very devout, this was an extremely powerful social pressure applied at an opportune time for the Provisional Government.

Nygaardsvold was the prime minister in the second Labour Party cabinet in Norway, after he helped formulate the so-called "crisis accord" with the Farmers' Party. His government's domestic policy was largely dedicated to recovering from the Great Depression, but it is most noted for its foreign and military policy in the years leading up to the occupation of Norway by Nazi Germany and his administration in exile from 1940 to 1945. The investigative commission that issued a report after the liberation of Norway found that he could not be absolved from responsibility for the lack of operational readiness for the German invasion, but gave him credit for his management of a unity government in exile.

The act made the hunger strikes legal, in that a suffragette would be temporarily released from prison when their health began to diminish, only to be readmitted when she regained her health to finish her sentence. The act enabled the British Government to be absolved of any blame resulting from death or harm due to the self-starvation of the striker and ensured that the suffragettes would be too ill and too weak to participate in demonstrative activities while not in custody. Most women continued hunger striking when they were readmitted to prison following their leave.. After the Act was introduced, force-feeding on a large scale was stopped and only women convicted of more serious crimes and considered likely to repeat their offences if released were force-fed..

He was initially successful in his litigation against Richard Banham, the abbot of Tavistock Abbey, who in 1513 had declared his abbey exempt from the bishop's right of episcopal visitation. Oldham quickly excommunicated him, but after Banham's personal appeal that he be "absolved from his censures", Oldham reinstated him, on payment of five pounds. However, soon afterwards Banham appealed to Archbishop William Warham and Richard FitzJames, Bishop of London, who decided early in 1514 that since he had not produced any evidence of papal exemption, he had to submit to the bishop. Still not satisfied, Banham appealed directly to Rome and eventually received a papal bull, dated 14 September 1517, that exempted him totally from episcopal jurisdiction and took the Abbey under the sole protection of the Holy See, on payment of twenty shillings annually.
