KEY RATING DRIVERS Egypt's ratings balance a large fiscal deficit, a high general government debt/GDP ratio, strains on the balance of payments and recent volatile political history, with low albeit rising external debt and renewed progress in implementing an economic and fiscal reform programme.
The lira has come under renewed pressure recently over concerns about Turkey's balance of payments, its ability to service its foreign debt, and repeated calls from Erdogan, who has described himself as an "enemy of interest rates", for the central bank to cut rates.

With slowing growth, a budget deficit which has climbed to more than 7% of GDP and currency reserves of less than $8 billion, or enough to cover 1.7 months of imports, Pakistan has teetered on the edge of a debt and balance of payments crisis.
She did not identify the size of the loan, but under the program, Pakistan would be able to borrow up to its full quota — about $2.76 billion — over two years, or $1.43 billion over a single year to meet urgent balance-of-payments needs.
She added that the balance of payments had achieved a surplus of around $11 billion during the first nine months of the fiscal year, attributing that to an 18 percent growth in commodities exports and to growth in the service sector and foreign remittances.
The country attracted $600 million in non-oil FDI in the second quarter, down from $956 million in the first quarter and $1.51 billion in the last quarter of 2017, according to a Reuters calculation based on balance of payments data released this week.
"If they hadn't hiked today then the real risk was that the lira would sell off sharply again and the country would swiftly head toward a balance of payments and even a banking crisis," said Aberdeen Standard Investments head of emerging market debt Brett Diment.
Those are much healthier levels than in 2013, when anticipation of a reining-in of the Fed's then stimulus programme led to big outflows that ballooned the balance of payments deficit and sent the current account gap to a record high of 4.8 percent of GDP.

While there is no clear official data to gauge capital outflows from China, a popular measure is a component in its balance of payments called errors and omissions, which point to outflows of $88 billion in the first three months of this year, the most on record.
Following the currency auction in June, a substantial amount of assets owned by foreigners remain 'locked in' (ISK191bn in government bonds, around 8% of GDP), but the risk to the balance of payments from this overhang of ISK assets has declined substantially over the past few years.
In addition to global factors, India's macro-economic fundamentals have weakened sharply with the balance of payments slipping into the red for the first time in six quarters as dollar outflows picked up, current account deficit widened, partly as result of higher prices for imported oil.
In assessing the global sovereign credit implications of policies enacted by the new US Administration, Fitch will focus on changes in growth trajectories, public finance positions and balance of payments performances, with particular emphasis on medium-term export prospects and possible pressures on external liquidity and sustainable funding.
