The advent of voluntary student unionism and the impact of a number of financial scandals at student organisations have prompted many universities to significantly alter the structure of campus service delivery. At a number of universities, campus unions are assuming responsibility for student council activities. Often student councils represent the interests of students to universities and to government.
Soon after the Taliban insurgency took root in Afghanistan large tracts of Helmand Province came under Taliban control. Of all of Afghanistan's provinces, Helmand "has been the most difficult" for coalition forces, according to BBC News foreign correspondent Ian Pannell, and holds the largest Taliban presence. British forces deployed to Helmand in 2006, formally assuming responsibility for security in the province from US forces on 1 May 2006. In Helmand, described as "the centre of the Taliban insurgency", they faced heavy combat and regular attacks by Taliban fighters.
Assuming responsibility for governing the country with the ÖVP offered the Greens an opportunity to participate directly in the shaping of the future course of public policy for the very first time. "When if not now?" Kogler proclaimed, under a banner highlighting the spirit and motto of the congress: "Facing the future with boldness". He expressed hope to set an example for the rest of Europe with green and conservative parties working together in the national interest, as opposed to remaining merely on the sidelines as an opposition party in Parliament.
The Secretary of Agriculture appointed a Referee Board of Consulting Scientists, headed by Ira Remsen of Johns Hopkins University, to repeat Wiley's human trials of preservatives. The use of saccharin, bleached flour, caffeine, and benzoate of soda were all important issues which had to be settled by the courts in the early days under the new law. Under Wiley's leadership, however, the Bureau of Chemistry grew significantly in strength and stature after assuming responsibility for enforcement of the 1906 Act. Between 1906 and 1912, Wiley's staff expanded from 110 to 146.
The effort was rebuffed when a local AOS manager was held responsible for a software outage at the Indianapolis ARTCC. A contract employee had caused the several-day outage that resulted in thousands of delayed and canceled flights. While assuming responsibility for software field support, the directorate was in need of experienced personnel from the air traffic controller ranks to flesh out each local office. Diversion of FAC aircraft to this mission was, however, at the expense of the daylight visual reconnaissance program.
Accreditation in South Africa dates back to 1980 with the formation of the National Calibration Service (NCS), later the National Laboratory Accreditation Service (NLA). Initially the NCS, which was operated under the auspices of the CSIR, accredited laboratories only in the field of calibration. In 1994 the NLA became an independent Section 21 company in line with international requirements pertaining to autonomy. From 1995 the NLA accredited testing laboratories, assuming responsibility for laboratories previously accredited under a South African Bureau of Standards (SABS) system referred to as SABS 0259.

The units undertake the air-to-air and air-to-ground blocks before assuming responsibility for Australian Defence Force support (which involves operating with the Australian Army and Royal Australian Navy).
Ruling elders are men and women who are elected by the congregation and ordained to serve with the teaching elders, assuming responsibility for nurture and leadership of the congregation. Often, especially in larger congregations, the elders delegate the practicalities of buildings, finance, and temporal ministry to the needy in the congregation to a distinct group of officers (sometimes called deacons, which are ordained in some denominations). This group may variously be known as a "Deacon Board", "Board of Deacons" "Diaconate", or "Deacons' Court". These are sometimes known as "presbyters" to the full congregation.
The northern approach to the High Street Bridge was destroyed by a fire in May 1909, which also damaged the bridge; repairs were performed late in 1909. After pressure was applied by Senator George Clement Perkins and Congressman Joseph R. Knowland, the federal government turned the bridges over to Alameda County in 1910, conditioned on the county assuming responsibility for maintenance, staffing, and operation. The present bridge was designed by the County of Alameda Surveyors Office and constructed under the Federal WPA Program in 1939 at a cost of $750,000. It opened in December 1939.

The Japanese Navy was in general terms more traditionalist, in defending ancient values and the sacred nature of the Emperor; the Japanese Army was more forward-looking, in the sense of valuing primarily strong leadership, as is evidenced by the use of the coup and direct action. The Navy typically preferred political methods. The Army, ultimately, was the vehicle for the hypernationalists, anti-communists, anticapitalists, antiparliamentarians, and Nationalist-Militarist ideals. The military were considered politically "clean" in terms of political corruption, additionally assuming responsibility for 'restoring' the security of the nation.
The church would remain empty for more than ten years, until the early 1950s, when permission was granted to reuse the old building to hold prayer meetings and services. In May 2015, McDonald replaced Matt Davies (who left to join Tesco), as CEO of Halfords, on a basic salary of £500,000 plus bonuses. In May 2017, McDonald was announced to be taking over Marks & Spencer's non-food business in the autumn, and in her role reported to CEO Steve Rowe. In July 2019, McDonald left Marks & Spencer after failing to secure an uplift in clothing sales, with Rowe assuming responsibility of the clothing and home division. In November 2019, McDonald was named CEO of Costa Coffee, and started on 2 December 2019.

VCLF's ERP Compliant Fuels was granted rights for 150 mining permits across Appalachia in exchange for assuming responsibility of the $400 million worth of miner health care liabilities that Patriot Coal was previously responsible for.
On 18 March it became known that the North-West Mounted Police garrison at Battleford was being reinforced. Although only 100 men had been sent in response to warnings from father Alexis André and NWMP superintendent L.N.F. Crozier, a rumour soon began to circulate that 500 heavily armed troops were advancing on the territory. Métis patience was exhausted, and Riel's followers seized arms, took hostages, and cut the telegraph lines between Batoche and Battleford. The Provisional Government of Saskatchewan was declared at Batoche on 19 March, with Riel as the political and spiritual leader and with Dumont assuming responsibility for military affairs.
Green Hill Fort was listed on the Australian Commonwealth Heritage List on 28 May 2008 having satisfied the following criteria. Criterion A: Processes Green Hill Fort is important in Australian military history as a strategic coastal defence installation in the period of transition from British to Australian responsibility for defence. The three 6-inch BL gun emplacements on their sunken working platforms behind protective abutment walls, and associated structures are an intact example of 19th century military fortifications developed when the Australian colonies were assuming responsibility for national defence. As such they are an important part of Australia's military history.

As a result of this merger, Bruckmann’s Oakville plant became part of C&C; Yachts, operating as the C&C; Custom Yachts Division with Erich Bruckmann assuming responsibility for custom manufacturing and mold development. During that time, C&C; Custom Yachts built some 200 custom and semi-custom boats, including many renowned racing and cruising yachts. On 7 August, the Government of Canada passed an Order in Council assuming responsibility for and purchasing the two warships from British Columbia, the only province of Canada to have owned warships.Johnston et al. p. 310 In keeping with an earlier Australian practice when two British E-class submarines had been renamed AE 1 and AE 2 by adding the "A" in front of the class to denote Australia, the two submarines purchased by Canada, resembling British C-class submarines, had two "C"s placed in front of their names to denote Canada and their apparent class.
A joint development project between Hughes Aircraft and the United States Navy, the Brazo missile (named as a pun by one of the project's Navy developers, a Hispanic; "Brazo" is Spanish for "Arm", the acronym for an Anti-Radiation MissileStevenson 2001, p.18.) project was initiated in 1972, as a proof-of-concept demonstration of the utility of an air-to-air, anti-radar missile.Parsch 2003 In 1973, the United States Air Force's Pave Arm project, a program with similar goals, was merged into the Brazo program, with the Air Force assuming responsibility for testing the missile.Friedman 1982, p.179.
On 8 July 1963 the 33d Tactical Group was activated in Viet Nam. It was equipped primarily with cargo aircraft. Its mission was to maintain and operate base support facilities at Tan Son Nhut Air Base, supporting the 2d Air Division and subordinate units by performing reconnaissance of Vietnam from various detachments flying Douglas RB-26 Invader, Martin RB-57 Canberra, and McDonnell RF-101C Voodoo aircraft. The 33d Tactical Group performed administrative and maintenance tasks and set up detachments at smaller, outlying airfields, the 33d assuming responsibility for Can Tho and Nha Trang Air Bases.
Simon Pegg, who ultimately played the Editor in "The Long Game", was reported as being in line to play Pete, before having to pass on the episode. Paul Cornell, who wrote the episode "Father's Day" states that he based the character of Pete on his own father, who attempted many different jobs one of which was, like Pete, selling health drinks. In the episode after assuming responsibility for the destructive time paradox, Pete assures Rose "I'm your dad, it's my job for it to be my fault". This line was taken from something Cornell's father once said to him.
Then again in 2011, this changed with U.S. Fleet Forces Command assuming responsibility as the master-at-arms community sponsor. This shift is indicative of the "drawdown" the entire U.S. military was seeing from its departure from combat operations in Iraq and Afghanistan. This move marks the change from combat and combat support roles that masters-at-arms participated in the various expeditionary and SOF units, and back to more traditional law enforcement roles with U.S. Fleet Forces Command as the community's functional commander. This move still exasperates the existing issue that has plagued the community from its beginning.
In 1966, Camp Chilliwack was renamed to Canadian Forces Base Chilliwack (CFB Chilliwack) as part of the Canadian Forces unification program. Along with the change in name, CFB Chilliwack assumed additional responsibilities, such as providing support to all of the CF units on the lower mainland and assuming responsibility for the Jericho Beach Garrison in Vancouver. In 1970, Canadian Forces Officer Candidate School was established at CFB Chilliwack and offered a tri-service Basic Officer Training Course. In 1994, the 3rd Princess Patricia's Canadian Light Infantry (3PPCLI) moved from CFB Esquimalt on Vancouver Island to CFB Chilliwack.
In April 1941, the division was reorganised to cover the northern and southern approaches to Sydney. Following Japan's entry into the war in December 1941, the Militia was called up for full time service, and the divisional headquarters was established at Richmond. In the south, the 2nd Cavalry Brigade was located at Armidale, covering the area between Armidale, Coffs Harbour and Rutherford, while the 4th Cavalry Brigade was located at Berrima covering Dapto, Nowra and Goulburn. The 2nd Cavalry Brigade's headquarters moved to Gloucester in February 1942, assuming responsibility for the defence of Stroud and Dungog as well as Coffs Harbour and Armidale.
The wing expected to add approximately 235 full-time personnel to support that operation (which became Operation Deep Freeze). The 109th assuming responsibility for the Volant Distant Early Warning Line (DEW Line) resupply missions as well to the DYE-1, 2, 3 and DYE-4 stations. The primary product of the International Mountain Society is the quarterly peer-reviewed journal Mountain Research and Development. The editorial policies emphasize the need for accelerated interdisciplinary international research, both pure and applied. The membership of the founding editorial and advisory boards was international, representing sixteen nations, and special attention was paid to facilitating publication in English of manuscripts submitted in any language. MRD was edited by Jack Ives and Pauline Ives, and Jack Ives also served as President of the IMS until 2000, when both the journal and the organization were transferred to Bern University, Switzerland, with Hans Hürni assuming responsibility.
Henry Kissinger. Henry Kissinger implemented two geostrategic objectives when in office: the deliberate move to shift the polarity of the international system from bipolar to tripolar; and, the designation of regional stabilizing states in connection with the Nixon Doctrine. In Chapter 28 of his long work, Diplomacy, Kissinger discusses the "opening of China" as a deliberate strategy to change the balance of power in the international system, taking advantage of the split within the Sino-Soviet bloc. The regional stabilizers were pro-American states which would receive significant U.S. aid in exchange for assuming responsibility for regional stability.
138–141 The 98th's Boeing KC-97 Stratotankers were already at Lincoln, and the two wings prepared to convert to Boeing B-47 Stratojets. The 818th Air Base Group was activated with the division, assuming responsibility for managing support activities at Lincoln from the 98th Air Base Group, which had arrived at Lincoln in November 1953 to reopen the former World War II base and prepare it for jet bomber operations. The division was initially responsible to train its two wings for long range offensive bombardment and worldwide air refueling operations. The division participated in numerous tactical training exercises.

DERA was split into two organisations, based on short-lived transition bodies known as PDERA ("privatised" DERA) - becoming a commercial firm, QinetiQ - and "RDERA" ( "retained" in Government DERA) - becoming the Defence Science and Technology Laboratory (Dstl). At the split, QinetiQ was formed from the majority (about 3/4 of the staff and most of the facilities) of DERA, with Dstl assuming responsibility for those aspects which were best done in government. A few examples of the work undertaken by Dstl include nuclear, chemical, and biological research. In the time since the split both organisations have undergone significant change programmes.

Parents often foster irresponsible behavior by perceiving children as helpless and incapable of assuming responsibility for their lives. The purpose of the TMA books is to help parents begin the process of shifting the responsibility for a child's behavior from the parent to the child. Until 1973, the South African Border War was perceived as a matter of law enforcement rather than a military conflict, reflecting a trend among Anglophone Commonwealth states to regard police as the principal force in the suppression of insurgencies. The South African police did have paramilitary capabilities, and had previously seen action during the Rhodesian Bush War. However, the failure of the police to prevent the escalation of the war in South West Africa led to the SADF assuming responsibility for all counter- insurgency campaigns on 1 April 1974.
During the December 7, 1941, Japanese attack on Pearl Harbor, Nevada was badly damaged by bombs and torpedoes. Ross distinguished himself by assuming responsibility to furnish power to get the ship underway -- the only battleship to do so during the Japanese attack. When the forward dynamo room where he was stationed filled with smoke and steam, he ordered his men to leave and continued servicing the dynamo himself until being blinded and falling unconscious. Upon being rescued and resuscitated, he went back to secure the forward dynamo, then worked in the aft dynamo room until losing consciousness a second time due to exhaustion.
Owens joined the New South Wales Police Force in 1981, performing general duties and investigative roles at Rose Bay, Waverley, Bondi and Randwick. He was appointed as Venue Commander for Sailing during the 2000 Summer Olympics in Sydney. Owens was promoted to Local Area Commander at Eastern Beaches and later Commander, Professional Standards Command at the New South Wales Crime Commission. In 2006, he was appointed Region Commander, South West Metropolitan Region before transferring into the position of Region Commander, Central Metropolitan Region. In December 2007, Owens was appointed as Deputy Commissioner, Field Operations assuming responsibility for over 12 000 police officers.
However, there were informal discussions between officials in the Colonial Office and the Australian Department of Territories. In 1956, Territories Minister Paul Hasluck proposed to cabinet that Australia take over the Solomons, with the support of External Affairs Minister Richard Casey. It was proposed that Australia would effectively double the annual development funds that the UK had allocated to the Solomons, from £1,073,533 to about £2 million. However, the Treasury Department was unenthused about the additional expenditure, and the Defence Department stated there was "no defence advantage in assuming responsibility" with the islands in British hands.

The original system of government was created under the Virginia Company, which colonised Bermuda, accidentally in 1609, and deliberately from 1612. The Virginia Company lost its Royal Charter for North America ("Virginia") in 1622, and the Crown assumed responsibility for the administration of the continental colony. Bermuda, however, passed in 1615 to a new company, The Somers Isles Company (The Somers Isles being the other official name of the colony), formed by the same shareholders. The House of Assembly was created under that company, which continued to appoint governors until it was dissolved in 1684, with the Crown assuming responsibility for the Colony's administration.
The first regional electricity supply was established in the far western town of Thargomindah. A street lighting system was installed in 1892, and in 1898 commenced generating electricity using Australia's first hydro-electric plant, using the water pressure from a water bore, a system which remained until replaced by diesel generators in 1951. Home Hill Power Station, ~1946 The Rockhampton Gas & Coke Co. began to supply electricity in that city in 1892, with the Rockhampton City Council assuming responsibility for electricity supplies in 1924. Electricity was supplied in Charters Towers in 1897, Toowoomba in 1905, Warwick in 1912 and Barcaldine in 1915, each by a local power station.
Field Marshal Sir Hew Dalrymple Ross, (5 July 177910 December 1868) was a British Army officer. After seeing active service during the Irish Rebellion of 1798, he fought as a troop commander in many of the battles of the Peninsular War and the Hundred Days. He went on to become the Artillery Commander, Northern District with delegated command over all the forces of the four northern counties before being promoted to Deputy Adjutant-General, Royal Artillery. Ross was the last person to hold the title of Lieutenant-General of the Ordnance, assuming responsibility for the artillery component sent to take part in the Crimean War under Lord Raglan.

In 1972, the first Center for Independent Living was founded by disability activists, led by Ed Roberts, in Berkeley, California. These Centers were created to offer peer support and role modeling, and are run and controlled by persons with disabilities. According to the IL approach, the example of a peer, somebody who has been in a similar situation, can be more powerful than a non-disabled professional's interventions in analyzing one's situation, in assuming responsibility for one's life and in developing coping strategies. According to the IL Movement, with peer support, everyone – including persons with extensive developmental disabilities – can learn to take more initiative and control over their lives.
Investment in light industry actually decreased by 48 percent while investment in heavy industry increased by 17 percent during the first two years of the plan. Nonetheless, the increase in light-industry production outpaced that of heavy industry by 33 percent to 28 percent during the same two-year period. The July 1984 Sixth Plenum (Fifth Congress) of the VCP Central Committee recognized that private sector domination of wholesale and retail trade in the South could not be eliminated until the state was capable of assuming responsibility for trade. As of October 2014, only one case comprising six separate appeals is pending before the ICTR Appeals Chamber. One additional appeal from ICTR trial judgement was delivered in December 2014 in the Ngirabatware case by the appeals chamber of the Mechanism for International Criminal Tribunals, which started assuming responsibility for the ICTR's residual functions on 1 July 2012. The ICTR's formal closure is scheduled to coincide with the return of the Appeals Chamber's judgement in its last appeal. Until the return of that judgement in 2015, the ICTR will continue its efforts to end impunity for those responsible for the Genocide through a combination of judicial, outreach, and capacity- building efforts.
Abdul Malik Al-Jaber returned to Palestine from Canada—where he had gone to university—with the onset of the Oslo peace process in 1993, during which time he joined the peace negotiations as part of the Palestinian Technical Committees headed by Faisal Husseini. Al-Jaber established the first Palestinian Energy Research Center, which was tasked with providing strategic plans for the energy sector in Palestine. Under a presidential decree, Al- Jaber became head of the center, after which he also acted as principal advisor for the Ministry of Planning. Al-Jaber's tenure in the public sector also included assuming responsibility for the Palestinian Industrial Estate Authority as director general.
In August 2011, Owens was appointed as Deputy Commissioner, Specialist Operations assuming responsibility for a number of commands including the State Crime Command and Counter Terrorism & Special Tactics Command. Prior to his appointment as Deputy Commissioner, he performed duties as an Operational Commander for the APEC Leaders Week held in Sydney during September 2007 and was the overall Commander for World Youth Day 2008 held in Sydney during July 2008. A proposal to build a hydro- electric scheme across the Lower Bann in 1925 came to nothing, and four years later, the Lough Neagh Drainage Trust and the Lower Bann Navigation Trust were disbanded, with the Ministry of Finance assuming responsibility for the river. The counties contributing to the Upper Bann Navigation Trust appealed for that to be disbanded too, but the appeal was refused and they had to continue funding it. Some improvements to weirs were made by the Ministry of Finance, and there was some traffic, consisting mostly of sand dredged from Lough Neagh and used by brickworks.

Air Warning Squadron 2 (AWS-2) was a United States Marine Corps aviation command and control squadron during World War II. The squadron was tasked to provide aerial surveillance and early warning during amphibious assaults. They took part in the Battle of Guam in 1944 and would eventually move to Peleliu in 1945 assuming responsibility for air defense in that sector until the end of the war. The squadron departed Peleliu for the United States in January 1946 and was quickly decommissioned upon its arrival in California. The Special Boat Service (SBS) is the special forces unit of the United Kingdom's Royal Navy. The SBS can trace its origins back to the Second World War when the Army Special Boat Section was formed in 1940. After the Second World War, the Royal Navy formed special forces with several name changes—Special Boat Company was adopted in 1951 and re-designated as the Special Boat Squadron in 1974—until on 28 July 1987 when the unit was renamed as the Special Boat Service after assuming responsibility for maritime counter-terrorism. Most of the operations conducted by the SBS are highly classified, and are rarely commented on by the British government or the Ministry of Defence due to their sensitive nature.

In 1975 the 107th was given a new mission for resupply of the Greenland Icecap's radar stations. The 109th was re-equipped with 5 C-130D Hercules, assuming responsibility for the Volant DEW Line resupply mission to the DYE-1, 2, 3 and DYE-4 stations. The 109th assumed the mission from the Air Force's Alaskan Air Command receiving their eleven C-130s, five of which were ski-equipped for landings on packed snow runways. In mid-to-late 1918, as World War I drew to a close, the Austro-Hungarian Empire began to break apart, and local committees began assuming responsibility for administration from the central government. In October 1918, the self-proclaimed National Council of Slovenes, Croats and Serbs was established in Zagreb, and later that month there were discussions between the Austro-Hungarian Navy and representatives of the National Council regarding the future of the Austro-Hungarian fleet. 4th Squadron at Combat Outpost Rawah, Iraq, in January 2006. The regiment was reactivated on 15 September 2000 as the U.S. Army's first reconnaissance, surveillance and target acquisition squadron in the Stryker brigade combat team. From August 2001 to May 2003 1st Squadron as a part of the Army's first Stryker Brigade Combat Team tested various medium weight combat vehicles eventually certifying the 8 wheeled, 20 ton Stryker vehicle during the first ever US Army unit to complete back-to-back Combat Training Center rotations. After training at the National Training Center in March 2003, 1st Squadron loaded its complete complement of tactical vehicles on Navy LSVs in San Diego and discharged them two days later in Beaumont, Tx. A tactical roadmarch then brought the Squadron to its next rotation at the Joint Readiness Training Center, Fort Polk, LA. Upon completion the Squadron (and its Brigade) was certified for combat deployment. The 1st Squadron deployed to Northern Iraq in October 2003 initially assuming responsibility for the eastern half the City of Samarra.
In 1950, the People's Liberation Army of the People's Republic of China (PRC) entered Tibet and the US government made contact with the Dalai Lama's brother Gyalo Thondup, who was living in India, to offer US help, which was rejected. In May 1951, a delegation representing the Dalai Lama, 15 years old at the time, and led by Ngapoi Ngawang Jigmei, traveled to Beijing to be presented with the Seventeen Point Agreement for the Peaceful Liberation of Tibet, which established a PRC sovereignty over Tibet: assuming responsibility for Tibet's external affairs while leaving the domestic governance to the Lhasa government and assuring religious freedoms. The treaty was signed by the Lhasa delegation and the 10th Panchen Lama, who had already switched his loyalty to the PRC after flirting with the Kuomintang and conspiring against the central Tibetan government, which still refused to recognize him as the true Panchen Llama. Later there would be much controversy over the validity of the agreement stemming from claims it was signed under threat of arms and disagreements about whether the delegates had the authority to sign.

The review disclosed that MI5 assessments of UDA intelligence consistently noted that the majority came from MI5 sources with an assessment in 1985 finding 85% came from MI5.
Originally, Libermann was intended to be a middle school in the city of Toronto. The idea for the school usage was changed after the school was built and instead to be used by students of grades 9 to OAC. The building was constructed in 1981 and because of this design was made to accommodate a smaller student body, the school had to deal with perpetual overcrowding, requiring the construction of additions and alterations. Portables were built for the surplus of students. Over a period of many years, the school underwent additional construction projects such as expanding the gymnasium, adding an annex, and adding an entire new section containing an office, atrium and cafetorium most notably in 2006. From the beginning, Libermann was a mostly a private school with the MSSB assuming responsibility of educating grade 9 and 10 students. From 1985 onwards in the aftermath of the government announcement of full funding of Roman Catholic high schools, Libermann ceased to be a private school and the MSSB now has full control of the school with the Spiritans withdrawing day-to- day operations. In 1986, the school had 1,100 students and 63 full-time staff members.
This period included another first for any Army unit during a 12-month period: the regiment participated in major training exercises at all three of the Army's combat training centers: The National Training Center (NTC) at Fort Irwin, the Joint Readiness Training Center (JRTC) at Fort Polk, and the Joint Multinational Readiness Center (JMRC) at Hohenfels, Germany. In October the remainder of the regiment rode into theater, assuming responsibility for the American sector of Multinational Division (North), which stretched from the war-torn bridge at Brčko in the north to the shattered city of Srebrenica in the south. The first major action of the regiment in Bosnia was the seizing of Serbian radio-television towers to control communications into the Republika Srpska. Other significant operations that the regiment conducted include: the restructuring of the Republika Srpska Specialist Police; the creation of the first multi-ethnic police department, in the city of Brčko; security for the announcement of the Brcko Arbitration Decision (an effort to resolve the status of this Serb- dominated city within Bosnia); institution of common license plates and currency in Bosnia, and the opening of the Bosnian rail system.
A wide range of progressive social reforms were carried out during and after the revolutionary period. In 1919, legislation provided for a maximum working 48-hour workweek, restrictions on night work, a half- holiday on Saturday, and a break of thirty-six hours of continuous rest during the week. That same year, health insurance was extended to wives and daughters without their own income, people only partially capable of gainful employment, people employed in private cooperatives, and people employed in public cooperatives. A series of progressive tax reforms were introduced under the auspices of Matthias Erzberger, including increases in taxes on capital and an increase in the highest income tax rate from 4% to 60%. Under a governmental decree of 3 February 1919, the German government met the demand of the veterans' associations that all aid for the disabled and their dependents be taken over by the central governmentAmerican Journal of Care for Cripples, Volume 8, Douglas C. McMurtrie, 1919 (thus assuming responsibility for this assistance) and extended into peacetime the nationwide network of state and district welfare bureaus that had been set up during the war to coordinate social services for war widows and orphans.
