The referee is the only official empowered with starting and stopping play, and meting out disciplinary actions such as cautions or send-offs. The two assistant referees are instructed by the referee to each patrol half of a single touchline on opposite sides of the field. During a Scottish Premier League match on 17 October 2010 between Dundee United and Celtic, McDonald awarded a penalty kick to Celtic in the 70th minute, but later reversed the decision after consulting one of the assistant referees. The incident became the subject of an investigation. Depending on the severity of the foul, a player found committing an illegal play will result in a blue, yellow, and/or a red card. Cards are issued upon the discretion of the Head Referee. If need be the Head Referee may consult with their AR's (Assistant Referees) to determine which card should be given to the offending player. When a blue card is issued, it is considered to be a non-stacking yellow card, and can either result in being sent back to hoops or spend one minute in the penalty box.

Nelly Andrée Viennot (' Bodé; born 8 January 1962) is a French football referee. An international woman's referee since 1995, she served as an assistant referee in the 2003 FIFA Women's World Cup. Viennot attracted the attention of the wider football community when she was shortlisted, along with 82 other elite referees, as a possible assistant referee for the 2006 FIFA World Cup. Viennot attended a four-day FIFA workshop in Frankfurt, hoping to become one of the 60 referees eventually chosen as assistant referees for the world's largest football tournament.

Walton began refereeing in 1986 in local leagues. He was appointed to the assistant referees' lists of the Football League in 1993, and the Premier League in 1994. In 1996, he was an assistant referee for the FA Cup final at Wembley Stadium, when Manchester United defeated Liverpool with a late Eric Cantona goal. In the same year he became a FIFA assistant referee, officiating in that capacity during Euro '96 in England, notably in a group-stage match between Germany and the Czech Republic at Old Trafford, which Germany won 2–0.

Dowd began refereeing in local leagues in 1984, eventually officiating in the Staffordshire Senior League and Midland Football Alliance. All referees carry a whistle, a watch, penalty cards, a data wallet with pen and paper, and a coin for determining which team has the choice of ends or kick-off. Most are encouraged to have more than one of each on them in case they drop a whistle or a pen runs out and so on. Like the assistant referees in the diagonal system, each referee is responsible for patrolling one touch line and one goal line and determining possession for the restart if the ball goes out of play on either of those two boundaries. Positioning in the dual system is similar to that used by officials in basketball: each referee is either termed the "lead" or the "trail", depending on the direction of the attack. In the 1933 Uruguayan Championship, Peñarol player Braulio Castro scored a controversial goal in the championship match where the ball clearly went out of play, but rebounded off a kinesiologist's medicine cabinet back into play in the build-up to the goal. This turned out to be the only goal of the game, and the opposition, Nacional, felt very hard done by, and three of their players were sent off, for assaulting the referee in annoyance at the goal. This meant that the referee, Telésforo Rodríguez, was unable to continue through injury, so one of the assistant referees, Luis Scandroglio, stepped in, and immediately abandoned the match due to bad light, after seventy minutes. Over two months later, on 30 July, the League Board decided to disallow the goal, and also rescinded one of the three aforementioned sendings-off (that of Ulises Chifflet).

He was given his first professional Champions League match in December 2010, the 2010–11 Champions League Group H match between Arsenal and Partizan. Ahead of the final, Tagliavento had officiated two 2011 European Under-21 Championship matches, one from Group A between Denmark and Belarus and the other from Group B, between Spain and Czech Republic, as well as a total of 17 UEFA Cup and Europa League matches, including a role as an assistant referee in the 2010 Europa League Final between Atlético Madrid and Fulham. Tagliavento was joined by assistant referees Damien MacGraith from the Football Association of Ireland and Vytautas Šimkus from the Lithuanian Football Federation, with fourth official Robert Schörgenhofer representing the Austrian Football Association.

An additional referee for the goal line The additional assistant referee (AAR) is an official that assists the referee behind the goal line to assist the referee in observing any incident that may occur near the penalty area. Recent trials, for example at the 2009–10 UEFA Europa League group stage, have been started to make place for an additional two assistant referees to be added to the game, positioned behind the goal lines, to "ensure that the Laws of the Game are upheld, informing the referee of incidents of any kind that they may otherwise have missed, particularly in key areas of the field like the penalty area and its surroundings," but only informing the referee of their observations through a wireless communication system. Their positioning also gives a good view to assist the referee in "ghost goal"-type incidents. The trial was evaluated by IFAB technical experts.

Following several refereeing errors at the 2010 FIFA World Cup – including the disallowed goal in Germany's 4–1 victory over England, when Frank Lampard hit a shot from outside of the penalty box that bounced off the crossbar and over the line; the ball came back out and the goal was disallowed because the assistant referee did not call for a goal – Blatter announced that FIFA would reopen the goal-line technology discussion. Before Euro 2012, UEFA president Michel Platini dismissed the need for goal- line technology, instead arguing for placing additional assistant referees behind the goal. However, in a Group D match with Ukraine losing 1–0 to England, the on-field officials did not see Ukraine's Marko Dević's shot briefly cross the line before it was cleared by England's John Terry, although an offside in the build-up to the incident was too unnoticed by the match officials.

Diagonal pliers are wire- cutting pliers defined by the cutting edges of the jaws intersects the joint rivet at an angle or "on a diagonal", hence the name. A diagonal lashing is a type of lashing used to bind spars or poles together applied so that the lashings cross over the poles at an angle. In association football, the diagonal system of control is the method referees and assistant referees use to position themselves in one of the four quadrants of the pitch.

It is normal for individual competitions to specify that all outfield players on a team must wear the same colours, though the Law states only "The two teams must wear colours that distinguish them from each other and also the referee and the assistant referees". In the event of a match between teams who would normally wear identical or similar colours the away team must change to a different colour. Because of this requirement a team's second-choice is often referred to as its "away kit" or "away colours", although it is not unknown, especially at international level, for teams to opt to wear their away colours even when not required to by a clash of colours, or to wear them at home. The England national team sometimes plays in red shirts even when it is not required, as this was the strip worn when the team won the 1966 FIFA World Cup.

The Ibusa Sports Club is the body responsible for the organization of Ibusa Annual Soccer event in the town and was founded in 1985 for this purpose. This football competition creates healthy rivalry among the ten Ogbes (Quarters) of the town destined to battle for the competition. This tournament is highly standard with the use of Nigerian Football Federation Graded Referees, Assistant Referees, Linesmen, match Commissioners and a team of three commentators. The tournament produces great talents from the town, and is "organized by the ever indefatigable and very patriotic Emmanuel Kwasa Amatokwu who has a perfect understanding of relationship with the youths" The 2008 edition of "Ibusa 2008" played at the Umejei Primary school was won by the Ekea Lions Fc of Umuekea who defeated the Odafe Bombers FC of Umuodafe 1-0, however, the Ogboli team were banned by the organizers of the competition for violently campaigning against a Referee's decision in a match they featured. The Umuodafe team won the 2009 edition of the competition.

As a crown of the team's career, The FIFA Referees Committee has selected Milorad Mažić, Ristić, and Dalibor Djurdjevic to be in the pool of 36 referees and 63 assistant referees for the 2018 FIFA World Cup Russia. 496x496px They were in charge of games between South Korea vs Mexico 1-2 (Rostov-on-Don, June 23), Senegal vs Colombia 0-1 (Samara, June 28), and quarterfinal between Brazil and Belgium 1-2 (Kazan, July 6). They were the first candidate for the final match, but since Croatia played in the finals, FIFA tried to avoid any controversy with the Serbian referee team doing this game. Many Croatian fans and sports journalists posted on social media and in various sports news outlets that they wouldn’t mind seeing Mažić, Ristić, and Đurđević in the Final and would choose them over Pitana’s team. Despite the fact that the team didn’t get to referee the 2018 FIFA World Cup Final, they were unofficially proclaimed by football fans and professionals one of the best refereeing teams of the tournament.

The FAI's proposals included: no changes to competition formats mid-tournament (referring to the play off group seeding change), introduce video technology at the highest level, implement additional assistant referees behind the goal line for all international matches, introduce stronger sanctions for players who breach the Laws of the Game in a "match defining way", and issuing a statement that "FIFA does not condone breaches" of those Laws, referring to Sepp Blatter's previous statements of empathy with Henry. The FAI stated they did not ask for any action to be taken against Henry. Delaney reacted angrily to Blatter's public disclosure of what was intended to be a confidential submission to the FIFA executive committee, complaining to the FIFA general secretary and calling it "disrespectful to our country", and stating the 33rd team proposal had been "very much peripheral" to their suggestions, and was only discussed "for a minute or two" in the meeting. The FAI asserted that the 33rd place request had not even been included in any of the written submissions to FIFA.

In the 2014–15 season, the team was under coach Asaad Abdul Razzaq and he was sacked after six matches because the results were not satisfactory; he won one match, lost three and drew two, leaving the team in eighth place in their First Stage group. Al-Mina'a contracted with the Syrian professional coach, Hussam Al- Sayed, who led the team through 13 matches until the end of the group without a loss, where the team move into second place in the group behind Al-Shorta. In the Elite Stage they played against three teams (Duhok, Naft Al-Junoob and Al-Quwa Al-Jawiya). The team was competing to top the group which would have qualified them for the final, but mistakes from assistant referees shattered that dream, where the assistant referee Maitham Khamat allowed an offside goal to stand in favor of Al-Quwa Al-Jawiya against Naft Al-Junoob, while assistant referee Haider Hameed did not count a legitimate goal for Al-Mina'a against Duhok due to offside, which lost them two points.

In 2008 thirteen of the 23 variations trialled were played globally including; greater responsibility for assistant referees, corner posts no longer considered to touch in-goal, no gain in ground if the ball is moved into the 22-metre line by a player from the same team as the kicker, quick throw ins can travel backwards, no restrictions to players in the lineout, restrictions on where receivers and opposition hookers can stand in a lineout, pregripping and lifting allowed, mauls can be pulled down and players can enter with their head and shoulders lower than their hips, offside line is five metres away from the scrum for the backs and scrum half must be positioned close to the scrum, all offences apart from foul play and offsides are a free kick, and unplayable rucks and mauls are restarted with a free kick. In 2009 the IRB approved ten of the laws, rejecting the laws relating to mauls, numbers in a lineout and the increase in sanctions punishable by free kicks.
