That the city flourished in Ptolemaic times "we may see by the quantity of imported amphorae, of which the handles stamped at Rhodes and elsewhere are found so abundantly." The Zeno papyri show that it was the chief port of call on the inland voyage from Memphis to Alexandria, as well as a stopping-place on the land-route from Pelusium to the capital. It was attached, in the administrative system, to the Saïte nome.
After a failed attempt to break the union with Russia by Ivan Mazepa in 1708, the whole area was included into the Government of Kiev and Cossack autonomy was severely restricted. Catherine II of Russia officially abolished the institute of the Hetman in 1764, and in 1764-1781 the Cossack Hetmanate was incorporated as the Little Russia Governorate headed by Pyotr Rumyantsev, with the last remnants of the Hetmanate's administrative system abolished in 1781.

By the early 20th century, the Walled City's mohallahs were incorporated into a new municipal administrative system. Though the United Netherlands was a constitutional monarchy, the king retained significant control as head of state and head of government. The Maryknoll Student Association was set up for the Secondary Section in 1967 under the guidance of Sr Jeanne Houlihan. In 1971, an experimental administrative system, a Staff Council, was set up in the Secondary Section; it was later replaced by a School Advisory Committee and General Staff Assembly in 2001. In Japan, law enforcement is decentralised with the National Public Safety Commission coordinating between the National Police Agency and the government through its chairman, who is a cabinet member. National security and immigration matters fall under the Ministry of Justice, whilst the Ministry of Internal Affairs and Communications handles the administrative system, local government, elections, telecommunication and post matters. In Vietnam, the Ministry of Public Security is responsible for policing, national security, and immigration matters.
Odoacer introduced few important changes into the administrative system of Italy. He had the support of the Roman Senate and was able to distribute land to his followers without much opposition. Unrest among his warriors led to violence in 477–478, but no such disturbances occurred during the later period of his reign. Although Odoacer was an Arian Christian, he rarely intervened in the affairs of the Trinitarian state church of the Roman Empire.
At least under the Rashiduns and early Ummayads, the administrative system of the late Sassanid period was largely retained: a pyramidal system where each quarter of the state was divided into provinces, the provinces into districts, and the districts into sub-districts. Provinces were called ustan (Middle Persian ostan), and the districts shahrs, centered upon a district capital known as a shahristan. The subdistricts were called tasok in Middle Persian, which was adopted into Arabic as tassuj (plural tasasij).

They effectively wiped away everything that had gone before and built an administrative system from scratch. All previous administrative districts - statutory counties, administrative counties, county boroughs, municipal boroughs, counties corporate, civil parishes - were abolished, with the exceptions of Greater London and the Isles of Scilly.

Cyrenaica is the eastern coastal region of Libya and also an ex-province or state ("muhafazah" or "wilayah") of the country (alongside Tripolitania and Fezzan) in the pre-1963 administrative system. What used to be Cyrenaica in the old system is now divided up into several "shabiyat" (see administrative divisions in Libya).
Throughout the Republic, the administrative system was revised several times to comply with new demands. The British-Resident of Negeri Sembilan, Douglas Graham Campbell was appointed the first adviser of Johor.Nadarajah, Johore and the Origins of British Control, 1895–1914, pg 51 Relations between Sultan Ibrahim and Campbell were excellent within Campbell's first year as an adviser, and Sultan Ibrahim gave him support to improve the state administrative system.
In 1966, minister-president Kurt Georg Kiesinger was elected Chancellor of Germany and Filbinger succeeded him as minister-president of Baden-Württemberg. At that time, the CDU's coalition partner FDP broke with the CDU in order to form a government with the SPD. Dramatic negotiations resulted in Filbinger forming a CDU-SPD government, mirroring the Federal Great Coalition. The Great Coalition continued after the state elections of 1968 and went on to reform the administrative system.

From the late 13th century until 1876 the centre of today's commune was the administrative centre of the Aranyosszék region of Transylvania. In 1876, when the administrative system of the Kingdom of Hungary was reorganised, it became part of Torda-Aranyos county. After the Union of Transylvania with Romania in 1918, the commune became part of Turda County. Since 1968, when the latest administrative organisation in Romania was adopted, Unirea has been part of Alba County.

Axel Oxenstierna is perhaps most remembered for the establishment of a uniform administrative system. He was ever-present during the vast reforms of the 1610s and 1620s, when the Swedish government was hugely modernized and made more effective. A military operation plan for the invasion of Ireland in support of Operation Sea Lion was drawn up by the Germans in August 1940. Occupied Ireland was to be ruled along with Britain in a temporary administrative system divided into six military- economic commands, with one of the headquarters being situated in Dublin.Rich 1974, p. 397. Ireland's future position in the New Order is unclear, but it is known that Hitler would have united Ulster with the Irish state.

However, after the Napoleonic Wars it was transferred to Congress Poland ("Russian Poland"). In the 19th century the town continued to grow, mostly thanks to a large number of Jewish and German settlers. In 1817 the town became the seat of a separate powiat within the administrative system of the kingdom. In 1827 the town had 1759 inhabitants. By 1861 the number had grown to 3718, 3015 of them being Jewish. A fire consumed many wooden homes in 1868.

As a result, the villagers built their diaolou to incorporate architectural features from China and from the West. It wasn't until after 1949 when an administrative system that extended down to the small villages was created that the diaolou lost their defensive purpose and were then abandoned or converted. Still, they stand as a tribute to overseas Chinese culture and the perseverance of the peasants of Kaiping. In 2007, UNESCO named the Kaiping Diaolou and Villages () a World Heritage Site.

The self-governing Szekler seats had their own administrative system,Józsa Hévizi, Thomas J. DeKornfeld, Autonomies in Hungary and Europe: a comparative study, Corvinus Society, 2005, p. 195 and existed as legal entities from medieval times until the 1870s. The privileges of the Székely and Saxon seats were abolished and seats were replaced with counties in 1876. Along with Transylvania and eastern parts of Hungary proper, Székely Land became a part of Romania in 1920, in accordance with the Treaty of Trianon.
Little is known on the administrative system used in Pahang, but throughout its history, several government titles are recorded. The government was headed by a 'Maharaja' (literally 'emperor') as an absolute monarch, a similar title held by its overlord in Ligor. Wales retained a separate legal and administrative system, which had been established by Edward I in the late 13th century. Sheikh Ahmad established the Ministry of Finance in November 1960 and Sheikh Khalifa, the Heir Apparent and Deputy Ruler at that time, was appointed as the first Minister of Finance. After that, Sheikh Ahmed established The Department of General Financial and Administration in order to handle all governmental affairs of a financial and administrative nature. Then, in 1967, the Department of Civil Service was also set up.
Organizationally, President Mujibur Rahman, BaKSAL chairman, appointed for the national party a fifteen-member executive committee, a 120-member central committee, and five front organisations, namely, Jatiya Krishak League, Jatiya Sramik League, Jatiya Mahila League, Jatiya Juba League and Jatiya Chhatra League (peasants, workers, women, youth, and students respectively). All members of the executive committee and central committee were to enjoy the status of ministers. BaKSAL was also designed to overhaul the administrative system of the country to make it people-oriented.

When Lij Iyasu was designated as a successor of Emperor Menelik II, Ras Tessema was summoned to Addis Ababa in 1908 to serve as Iyasu's regent. Ras Tessema was replaced as governor by his son Dejazmach Kebede Tessema (1908 - 1910); Dejazmach Kebede did not make any changes in the administrative system set up by his father. He was in turn succeeded by Dejazmach Ganame. The process of land measurement began under this governor, which was one of the most dramatic consequences of the consolidation of the new system in Illubabor.
Maximilien de Béthune, 1st Duke of Sully, Marquis of Rosny and Nogent, Count of Muret and Villebon, Viscount of Meaux (13 December 156022 December 1641) was a nobleman, soldier, statesman, and counselor of King Henry IV of France. Historians emphasize Sully's role in building a strong centralized administrative system in France using coercion and highly effective new administrative techniques. While not all of his policies were original, he used them well to revitalize France after the European Religious Wars. Most, however, were repealed by later monarchs who preferred absolute power.

Tannu Uriankhai under the rule of Qing China. The Tannu Uriankhai were reorganized into an administrative system similar to that of Mongolia, with five khoshuns ("banner") and 46 or 47 sumuns ("arrow") (Chinese and Russian sources differ on the number of khoshuns and sumuns). Each khoshun was governed by an hereditary prince nominally appointed by the Qing military governor at Uliastai. In the latter half of the 18th century, one of the khoshun princes was placed in charge of the others as governor ("amban-noyon") in recognition of his military service to the dynasty.
An Upper Prefecture consisted of 40, 000 households and above, a Middle Prefecture 20, 000 households and above, and a Lower Prefecture anything below 20, 000 households. Some prefectures were further categorized as bulwark prefectures, grand prefectures, renowned prefectures, or key prefectures for strategic purposes. A superior prefecture was called a fu (府). The scope and limits of each circuit's jurisdiction and authority differed greatly in practice, and often individual circuit inspectors' powers and autonomy grew to a point that the administrative system became popularly known as the "Three Divisions of Falsehood" (虛三級).
Overall, Vietnam remained very efficiently and stably governed except in times of war and dynastic breakdown, and its administrative system was probably far more advanced than that of any other Southeast Asian states and was more highly centralized and stable governed among Asian states. No serious challenge to the king's authority ever arose, as titles of nobility were bestowed purely as honors and were not hereditary. A series of uprisings began 1831, which culminated in the Herzegovinian rebellion, a widespread peasant uprising, in 1875. Neither of the standard words for law – fa (法) or lü (律) – was ever applied to rules of this kind. Of these varieties only penal law has been systematically studied by Western scholars. The complexity of the Chinese administrative system has made it difficult for Western students to acquire a general familiarity with the legal principles that govern it. The administrative system of Tangshan during the Republic of China Republican era continued to follow the Qing system. In 1929, Zhili Province changed its name to Hebei Province. On January28, 1939, because of Tangshan's special economic and political position, the East Hebei Autonomous Government established Tangshan City which was initially called “Tangshan Municipal Government” and later changed to “Tangshan Municipal Office”. After Japan surrendered in 1945, the Chinese Nationalist Party in Peking (now known as Beijing) took over the political control of Tangshan from Japan and set up an Administration Inspectors Office.

Abu Bakar was noted for his diplomatic skills, and both the British and Malay rulers had approached him for advice in making important decisions. Retirement and Resignation are different terms in Turkish Civil Administrative System. The New York Times stated that their action was to protest the "sweeping arrests of dozens of generals" as a part of a conspiracy investigation. During the investigation that lasted more than a year, more than 40 generals (one tenth of top military commanders) were taken into custody. There was some disagreements between the military and the government as the military wanted to promote some officers but could not since they were suspects of the conspiracy investigation.
Ismail re-established and improved Muhammad Ali's administrative system, which had fallen into decay under Abbas's uneventful rule. The Singapore Civil Service are the set of civil servants working for the government of Singapore. Many of its principles were inherited from the administrative system left by the British Civil Service, as Singapore were once under the United Kingdom. The group, a subset of the Public Service of Singapore, employs about 84,000 officers in the government ministries as of 2017. Thomas Friedman of the New York Times considers the Singapore civil service to be one of the most efficient and uncorrupt bureaucracies in the world, with a high standard of discipline and accountability.

Historian Bosworth explains: "In fact with the adoption of Persian administrative and cultural ways the Ghaznavids threw off their original Turkish steppe background and became largely integrated with the Perso-Islamic tradition." As a result, Ghazni developed into a great centre of Arabic learning.
Monthon () were administrative subdivisions of Thailand at the beginning of the 20th century. The Thai word monthon is a translation of the word mandala (', literally "circle"), in its sense of a type of political formation. The monthon were created as a part of the Thesaphiban (, literally "local government") bureaucratic administrative system, introduced by Prince Damrong Rajanubhab which, together with the monthon, established step-by-step today's present provinces (changwat), districts (amphoe), and communes (tambon) throughout Thailand. Each monthon was led by a royal commissioner called Thesaphiban (เทศาภิบาล), later renamed to Samuhathesaphiban (สมุหเทศาภิบาล).
The Baháʼí administration or Baháʼí administrative order is the administrative system of the Baháʼí Faith. It is split into two parts, the elected and the appointed. The supreme governing institution of the Baháʼí Faith is the Universal House of Justice, situated in Haifa, Israel. Some features set apart the Baháʼí administration from similar systems of human government: elected representatives should follow their conscience, rather than being responsible to the views of electors; political campaigning, nominations and parties are prohibited; and religious authority was passed down from its founder to the Universal House of Justice.
The magiri system continued to varying degrees in the Amami Islands even after they were ceded to Satsuma Domain in 1624. On Okinawa Island, there were 27 magiri at the turn of the 17th century, but by the 19th century Misato, Kushi, Motobu, Ginowan, Oroku, Onna, Ōgimi, and Yonagusuku were created, bringing the total to 35. The magiri system continued after the end of the Ryukyu Kingdom and annexation of the islands by Japan in 1879. In 1907, under , the Japanese administrative system of cities, towns, and village organization was extended to Okinawa.
King Charles, who had long been involved with his barons over the operations of his administrative system, again met with serious trouble with the Sicilian Vespers, which began in Palermo on March 29, 1282, and resulted in the loss of the entire island of Sicily to Pedro of Aragon by the end of the year. Charles died at Foggia on January 7, 1285. Pope Martin died in Perugia on March 28, 1285, never having set foot inside the city of Rome. The throne of Peter was vacant for only four days.
The Qing emperors governed frontier non-Han areas in a separate administrative system under the Lifan Yuan. Nonetheless, it was the Manchu Qing emperors who expanded the definition of Zhongguo and made it "flexible" by using that term to refer to the entire empire. Zhongguo was also used by the Qing Empire as an endonym in diplomatic correspondence. However, some Han subjects criticized their usage of the term and used Zhongguo only to refer to the seventeen provinces of China and three provinces of the east (Manchuria), excluding other frontier areas.
The province remained a military designation, chiefed by the General das Armas (Military Governor), expressly forbidden from influencing municipal affairs. During the Liberal regime, some of the liberal politicians conceived an administrative system where provinces were the top level tier of government, maintaining their former names, but with different frontiers. The debate over the importance of provinces only arose from fears that there would be an excessive concentration of power in the hands of governmental officers (). The adoption of the 17 districts (1835) instead of eight provinces was an attempt to dissolve such power.
The Star. Following the Japanese occupation of Malaya in 1941, Onn was drafted into the administrative system and served as a food controller in Johor. Along with his companions, Haji Anwar bin Abdul Malik, Haji Syed Alwi bin Syed Sheikh al-Hadi and Mohamad Noah Omar, they founded the United Malays National Organisation (UMNO) as a means to rally the Malays against the Malayan Union, which was perceived as threatening Malay privileges and the position of the Malay rulers. Onn took up the role of UMNO's president on 1 May 1946.
Despite the wars lasting ten years and the fierce resistance by these two peoples, it seems that there were no other rebellions in Hispania, not even by the neighbouring peoples, even though the written record is very thin. It is likely that the rest of the peninsula after the previous pacifications had become quite integrated into the Roman administrative system and economy. Augustus annexed the whole of the peninsula to the Roman Empire. The Roman province of Hispania Citerior was significantly expanded and came to include the eastern part of central Hispania and northern Hispania.

When a modern administrative system was introduced in Ethiopia after the Second World War, the Afar areas controlled by Ethiopia were divided into the provinces of Eritrea, Tigray, Wollo, Shewa and Hararge. Tribal leaders, elders and religious and other dignitaries of the Afar tried unsuccessfully in the government from 1961 to end this division. Following an unsuccessful rebellion led by the Afar Sultan, Alimirah Hanfare, the Afar Liberation Front was founded in 1975 to promote the interests of the Afar people.
The Imperial government brought, along with its roads and administrative system, an economic boom, which benefited both the Roman ruling class and the lower classes. With vast arable and rich pastures, the great ruling families amassed huge fortunes in the society based on slave labor. On August 25, 1804, another earthquake destroyed much of the town. Under the regency of Maria Christina of Austria, Javier de Burgos used his influence to turn Spain's antiquated administrative system into a provincial one, advocating the need for a centralized government. In 1833, Las Alpujarras was divided into two zones: one remained part of the province of Granada, Berja fell within the other which was part of the province of Almería. Exploitation of the lead mines in Berja began in the 19th century, and the city consequently flourished during this time.
From 27 BC it formed part of the Roman province of Achaea, with capital at Corinth. In the reign of Emperor Antoninus Pius (), Thessaly was separated from Achaea and given to the province of Macedonia; eventually it became a separate province. In the new administrative system as it evolved under Diocletian () and his successors, Thessaly was a separate province within the Diocese of Macedonia, in the praetorian prefecture of Illyricum. With the division of the Roman Empire in 395, Thessaly remained as a part of the East Roman (Byzantine) Empire.
Also of interest was a broad concave tile inscribed with the name of the head of a sub-village of 200 families within the Osabe village in Nakamura sub-county. This is an important indication that the central government’s civil administrative system had already been introduced in this area by this time. The site was backfilled after excavation and is now a grassy slope with a stone monument marking the location. The site is about 16 minutes by car from Tajiri Station on the JR East Tohoku Main Line.
Richard Talbot, 1st Earl of Tyrconnell, had been summoned to London from the command of the military forces in Ireland about the date when Clarendon set out for Dublin (December 1685). On 9 January 1686 the new Lord-Lieutenant arrived in Dublin. He found his authority overshadowed by that of the absent commander-in-chief. Shortly Clarendon was told by Robert Spencer, 2nd Earl of Sunderland of the king's intention to introduce Roman Catholics into the Irish judicial and administrative system, as well as into the Irish Army.
His career in public service began in 1940 when he was made a deputy to then Riyadh governor or emir, Prince Nasser. In 1947, Prince Sultan replaced Prince Nasser as governor of Riyadh. Prince Sultan also assisted King Abdulaziz's attempts to establish a national administrative system based on the Islamic Sharia law during this period. In 1947, Prince Sultan oversaw ARAMCO's construction of the Kingdom's rail link between Dammam and Riyadh. He was appointed as the kingdom’s first minister of agriculture in 1953 and minister of transport in 1955.
In addition, Ewuare was successful at taking over a number of cities and towns in the region for expanding the empire. He personally led the army against many of the Edo communities, living west of the Niger river, and key Yoruba settlements like Akure and Owo. In towns that he took over, he quickly replaced the ruling elite with chiefs of his administrative system who were his allies. Oral history recount 201 victories by Ewuare over the various cities and towns creating a large empire centered in Edo.
The early Asaf Jahi rulers of the Hyderabad State followed the Mughal administrative traditions, practices and appointed public servants on the basis of nomination and representation. Sir Salar Jung I, the Diwan (Prime Minister) was the creator of modern Hyderabad Civil Service. In 1882, Salar Jung issued the extraordinary Jareeda and emphasized the need of educating and training the young Hyderabadis for recruitment in the Nizam’s Services. He propounded the idea of building an efficient administrative system on the model of British India and introduced several administrative reforms.
After the conquest of Bulgaria the Ottomans left a number of regions, towns and villages out of the Ottoman administrative system. These were usually key regions that were left to be governed by the old Bulgarian administration for practical reasons. Such towns were the ones guarding the Balkan passes, as well as important ore extraction areas like Chiprovtsi. Although the status of the then-village in the period is not completely clear, it is generally considered that the Christian Bulgarian aristocracy retained most of its authority in Chiprovtsi.
The city of Kupang is, in administrative terms, a kota (city) which has the same status as a regency (kabupaten) within the Indonesian administrative system. The chief officers are the mayor and deputy mayor, elected officials who hold office for five years. The current mayor and deputy mayor are Jefri Riwu Kore and Harmanus Man who were sworn into office by the governor of the province of East Nusa Tenggara, Frans Lebu Raya, in Kupang on 1 August 2017. They will hold office for the period 2017–2022.
He decided to divide the patriarchal seal into four parts, three of which were given to synodic hierarchs. This way he emphasised the synodic administrative system of the Patriarchate, according to which there is shared responsibility and the arbitrariness of the Patriarch is limited. His radical acts provoked reactions, which reached the point of forcing him to resign on 5 November 1768. He was exiled to Great Lavra of Mount Athos, but in 1770 he convinced the Ottoman government to allow him to return to his residence in Tarabya.
The Exarchate of Italy under Maurice The Exarchate of Africa under Maurice In the west Maurice organised the threatened Byzantine dominions in Italy into the Exarchate of Italy. The Late Roman administrative system provided for a clear distinction between civil and military offices, primarily to lessen the possibility of rebellion by over- powerful provincial governors. In 584 Maurice created the office of exarch, which combined the supreme civil authority of a praetorian prefect and the military authority of a magister militum and enjoyed considerable autonomy from Constantinople. The Exarchate was successful in slowing the Lombard advance in Italy.
The Administrative Reforms Commission (ARC) is the committee appointed by the Government of India for giving recommendations for reviewing the public administration system of India. The first ARC was established on 5 January 1966.Department of Administrative Reforms & Public Grievances The Administrative Reforms Commission was initially chaired by Morarji Desai, and later on K. Hanumanthaiah became its chairman when Desai became the Deputy Prime Minister of India. The Second Administrative Reforms Commission (ARC) was constituted on 31 August 2005, as a Commission of Inquiry, under the Chairmanship of Veerappa Moily for preparing a detailed blueprint for revamping the public administrative system.
However the local authority had only limited financial opportunities in that regard, though Kamermayer could use his informal influence at the national parliament. During the dual monarchy of Austria-Hungary, the mayor was an administrative rather than a political position, as the law on classification of civil servants (Statute I of 1883) required the office-holder be a legal and political science graduate. A lot of the administration was concentrated in Kamermayer's hands, for example: civil registration of births, marriages, citizenship naturalization, and the authorisation of water management. As a result, during this period Budapest's administrative system was often called "water-headed".

The links of marriage were added to those of vassalage. The fiefs circulated and were fragmented over the course of successive dowries and inheritances. Thus, in 1350, fifteen seigneurs, of whom eleven were of the Michieli family, held Kea (120 km2 in area and, at the time, numbering several dozen families). However, this "Frankish" feudal system (the Greek term since the Crusades for everything that came from the West) was superimposed on the Byzantine administrative system, preserved by the new seigneurs; taxes and feudal corvées were applied based on Byzantine administrative divisions and the farming of fiefs continued according to Byzantine techniques.
The traditional administrative system faced a severe challenge in the first half of the 7th century, when the Muslim conquests and the invasion of the Balkans by the Slavs led to extensive territorial loss. The Finnish military administration in Eastern Karelia was an interim administrative system established in those areas of the Karelo-Finnish Soviet Socialist Republic (KFSSR) of the Soviet Union which were occupied by the Finnish army during the Continuation War. The military administration was set up on July 15, 1941 and it ended during the summer of 1944. The goal of the administration was to prepare the region for eventual annexation by Finland. The administration did not encompass the territories ceded to the Soviet Union in the Moscow Peace Treaty and subsequently recaptured by the Finns during the summer offensive of 1941.
Territorial expansion of the Kingdom of Serbia in 1913. During the First Balkan War at the end of 1912 the Sanjak of Elbasan together with most of the territory of Albania was occupied and de facto annexed by the Kingdom of Serbia. The Sanjak of Elbasan was on 29 November included in the Serbian administrative system as a srez () within Drač County (), one of four srezes (the other being Drač, Lješ, Tirana). In 1914 Elbasan became a part of the newly established Principality of Albania, established on the basis of peace contract signed during the London Conference of 1912–13.
The formerly backward Hungarian economy became relatively modern and industrialized by the turn of the 20th century, although agriculture remained dominant until 1890. In 1873, the old capital Buda and Óbuda were officially united with Pest, thus creating the new metropolis of Budapest. Many of the state institutions and the modern administrative system of Hungary were established during this period. After the Assassination of Archduke Franz Ferdinand in Sarajevo, the Hungarian prime minister István Tisza and his cabinet tried to avoid the outbreak and escalating of a war in Europe, but their diplomatic efforts were unsuccessful.

A proposal was written in The Imperial Gazetteer of the Western Regions (Xiyu tuzhi) to use state-funded schools to promote Confucianism among Muslims in Xinjiang, by Fuheng and his team of Manchu officials and the Qianlong Emperor.Zhao 2006, p. 19. Confucian names were given to towns and cities in Xinjiang by the Emperor, like "Dihua" for Ürümqi in 1760, and Changji, Fengqing, Fukang, Huifu, and Suilai for other cities in Xinjiang.Zhao 2006, p. 25.
The Qing conqueror of Xinjiang, Zhao Hui, is ranked for his achievements with the Tang dynasty General Gao Xianzhi and the Han dynasty Generals Ban Chao and Li Guangli.Millward 2007, p. 356. Both aspects of the Han and Tang models for ruling Xinjiang were adopted by the Qing. The Qing system also superficially resembled that of nomadic powers like the Qara Khitay, but in reality the Qing system was different from that of the nomads, both in terms of territory conquered geographically and their centralized administrative system, resembling a Western style (European and Russian) system of rule.Millward 2007, pp. 97-8.
One of the attempts to divide the Polish nation was a creation of a new ethnicity called "Goralenvolk". In the later Vedic period, the tribes had consolidated into small kingdoms, which had a capital and a rudimentary administrative system. To aid in governing these new states, the kings and their Brahmin priests arranged Vedic hymns into collections and developed a new set of rituals (the now orthodox Śrauta rituals) to strengthen the emerging social hierarchy. The rajan was seen as the custodian of social order and the protector of rashtra (polity). Hereditary kingship started emerging and competitions like chariot races, cattle raids, and games of dice, which previously decided who was worthy of becoming a king, became nominal.
The post-1961 principals had a more difficult task in the management of the school. They were part of a complex administrative system and were in transferable service; their control of admissions was limited; they had little influence in the choice of teachers for the school. In addition to his work at Saint Joseph's, he also worked as a head surgeon at Queen Stephanie's Hospital. His academic career started with a nomination, on 11 December 1873, to curate the Medical-Surgical School's Museum of Anatomy.
Neopatrimonialism also has its benefits, however. Neopatrimonialism can extend the reach of the state into the geographical and social peripheries of the country, provide short term stability, and facilitate communal integration. Neo-patrimonialism, as defined by author Christopher Clapham of The Nature of the Third World State, is a "...form of organisation in which relationships of a broadly patrimonial type pervade a political and administrative system which is formally constructed on rational-legal lines." It is a system in which an office of power is used for personal uses and gains, as opposed to a strict division of the private and public spheres.
He found a further violation due to the delay created by the mandatory certification procedure which put the women at higher risk of physical harm and caused harm to their psychological integrity. Following a standard section 7 analysis, Dickson examined whether the violation accorded with the principles of fundamental justice. He found that it did not because the excessive requirements prevented smaller hospitals from providing such services thus preventing many women from even applying for certification. Moreover, he found that the administrative system failed to provide adequate evaluation criteria which allowed the committees to grant or deny therapeutic abortions arbitrarily.
This implies that bishoprics and an episcopal administrative system had been set up some time before 325. In 327, Emperor Constantine split the diocese of Moesia into Dacia and Macedonia.
The Donataria system was the basic seigneurial administrative system employed in Portuguese and Spanish Empires, governed by a donatary (donatário). Unable to directly exercise the right of lordship over his lands or islands, the donatary was a means by which the king delegated his powers, with certain restrictions, in full confidence of his people. The grantee was responsible for the administration of their territory on behalf of the sovereign and the land considered the legal instrument that established this guarantee. The grantee had certain benefits, rights and obligations therein defined, with limited action in several fields, namely justice.
In the Iranian provinces Uzun Hassan maintained the preexisting administrative system along with its officials, whose families had in some cases served under different dynasties for several generations.Jean Aubin. There were only four top civil posts, all held by Iranians, in Uzun Hassan's time: those of the vizier, who headed the great council (divan); the mostawfi al-mamalek, who was in charge of the financial administration; the mohrdar, who affixed the state seal; and the marakur "stable master", who looked after the royal court.
The Balkan Wars of 1912–13 led to the Greek acquisition of the so-called "New Lands" (Epirus, Macedonia, Crete and the islands of the eastern Aegean), almost doubling the country's territory. Instead of fully incorporating these new lands into Greece by dividing them into prefectures, the Ottoman administrative system continued in existence for a while, and Law ΔΡΛΔ΄ of 1913 established five governorates-general (Γενικαὶ Διοικήσεις, sing. Γενική Διοίκησις): Epirus, Macedonia, Crete, Aegean and Samos–Ikaria. The governors-general had wide- ranging authority in their territories, and were almost autonomous of the government in Athens.
China now consisted of hundreds of states, some only as large as a village with a fort. After further political consolidation, seven prominent states remained by the end of the 5th century BC, and the years in which these few states battled each other is known as the Warring States period. Though there remained a nominal Zhou king until 256 BC, he was largely a figurehead and held little power. As neighboring territories of these warring states, including areas of modern Sichuan and Liaoning, were annexed, they were governed under the new local administrative system of commandery and prefecture.
It remained in use throughout the final century of the Empire, and continued in use in the Turkish Republic until the 1930s, when it was replaced by the title of yarbay. The overhaul of the administrative system in the Tanzimat reforms soon after saw the use of kaymakam for the governor of a sanjak (second-level province), while after the establishment of the vilayet system in 1864, a kaymakam became the governor of a kaza (third-level province). The system was retained by modern Turkey, where a sub-province (ilçe after the 1920s) is still headed by a kaymakam.
Tulsiberia More, 2012 Kulgachia is a small town Panchayet of Howrah district in the state West Bengal, India. The rail station located at the center of the town is only 40 km from howrah station and NH6 is only about 500 meter from the station area. Over the last five years it has been changed, developed and grown drastically to a town from village life though it is under panchayet raj administrative system yet. Populations are dramatically increased here nowadays due to the good communication with Kolkata, Kharagpur and other economically important parts of the state West Begal.
He also strengthened the administrative system, which had also been introduced by Taejong, enabling the government to determine exact population numbers and to mobilize troops effectively. Just like Taejong, he was a hardliner with regards to foreign policy and attacked the Jurchens on the northern front in 1460 (오랑캐/兀良哈) and 1467 (호리개/胡里改). Automate The Schools (ATS) is the school-based administrative system used by all New York City public schools since 1988. It has many functions, including recording biographical data for all students, handling admissions, discharges, and transfers to other schools, and recording other student-specific data, such as exam scores, grade levels, attendance, and immunization records. It also provides aggregate student and human resources data to school administrators. Access to the ATS system is strictly limited to school system personnel; however, much of the non-personally identifiable information is available online at the New York City Department of Education website.
In 1521, the Portuguese Empire conquered the Awal Islands (the islands that comprise present day Bahrain) from the Jabrid ruler Muqrin ibn Zamil, who fell strongly in battle. The Jabrids struggled to maintain their position on the mainland in the face of the Ottomans and their tribal allies, the Muntafiq. In 1550, Al-Ahsa and nearby Qatif came under the sovereignty of the Ottoman Empire with Sultan Suleiman I. Al-Ahsa was nominally the Eyalet of Lahsa in the Ottoman administrative system, and was usually a vassal of the Porte. Qatif was later lost to the Portuguese.
This medieval Thai practice is a key to the understanding of the Ahom system of land rights in Assam." But it wasn't the Ahom kingdom alone that used a corvee system like this in Northeast India—Kingdom of Manipur and in a simpler form Jaintia kingdom and the Kachari kingdom too used similar systems that had tribal origins."Despite some later modifications, the military-administrative system of the Ahoms remained essentially the same till 1826 and thus betrayed its tribal origin. It resembled very much that of medieval Thailand and also that of Manipur, Cachar and Jaintia.
The May 1940 invasion ended the Netherlands neutrality in World War II. Over the next two years, the Nazis worked with the existing Dutch bureaucracy to gain control of the administrative system. The administrative system of the Kingdom was firstly drawn by a law on 8 June 1805. The state was divided, following the French system, in 14 départements, the twelve ones inherited from the republican era plus Adda (Sondrio) and Adige (Verona). The chief of the department, the prefect, was the State's representative in each province, improved the administrative decisions of the central government, controlled the local authorities, led of the police and, differently from the republican era, had all the executive powers in its territory. The local legislative body was the General Council, composed by the representatives of the communes.

Nikola Pašić and his cabinet clashed with some military structures about the handling of the newly acquired territories. Pašić believed the area should be included into the Serbian political and administrative system through the democratic elections, while the army sought to keep the areas under military occupation. After one year of tension, Pašić dismissed the military administrator of Old Serbia and scheduled new elections for 1914, but the outbreak of World War I prevented it. When India became independent from the British Empire in 1947, the Nizam of Hyderabad did not want to merge with the Indian Union and wanted to remain independent. The Government of India annexed Hyderabad State on 17 September 1948 after a military operation called Operation Polo. It appointed a civil servant, M. K. Vellodi, as first chief minister of Hyderabad State on 26 January 1950. He administered the state with the help of English-educated bureaucrats from the Madras and Bombay states, who were familiar with British systems of administration unlike the bureaucrats of Hyderabad State who used a completely different administrative system.

The Basra Vilayet (Ottoman language: , Vilâyet-i Basra) was a first-level administrative division (vilayet) of the Ottoman Empire. It historically covered an area stretching from Nasiriyah and Amarah in the north to Kuwait in the south. To the south and the west, there was theoretically no border at all, yet no areas beyond Qatar in the south and the Najd Sanjak in the west were later on included in the administrative system. Transylvania was divided into royal counties headed by comes (royal counts) with administrative and judicial functions. His recall was particularly due to the loss of territories in the border regions between the Ottoman Empire and the Habsburg Monarchy in Hungary. Rather than dashing toward immediate action, he distinguished himself as an orderly, methodical, and prudent statesman who preferred to start by conducting a review of the entire Ottoman administrative system based on the focal point of the prepared campaign against Austria.
With the Peace of Campo Formio in 1797, France annexed the area and in 1798 introduced its administrative system. Following the defeat of Napoleon at the Battle of Leipzig in 1813 and the capture of the Left Bank of the Rhine by the Allies in January 1814, the recaptured territory was put under the provisional authority of the General Government of the Middle Rhine. The family of Khun Chuang reinstituted the Siamese administrative system of the 7th century. The territory experienced a brief period of Khmer suzerainty under Jayavarman VII from 1185 to 1191. After the town became the center of a localized kingdom in the 13th century, it became known by the Tai name Xieng Dong Xieng Thong, which in 1353 became the capital of Lan Xang. The estates developed from land tracts assigned to officially sanctioned Shintō shrines or Buddhist temples or granted by the emperor as gifts to the Imperial family, friends, or officials. As these estates grew, they became independent of the civil administrative system and contributed to the rise of a local military class. With the establishment of the Kamakura shogunate, or military dictatorship, in 1192, centrally appointed stewards weakened the power of these local landlords. The shōen system passed out of existence around the middle of the 15th century, when villages became self-governing units, owing loyalty to a feudal lord (daimyō) who subdivided the area into fiefs and collected a fixed tax.

The French colonists saw this Nùng predominance as a threat, and found it convenient at that time to re-assert the primacy of the Vietnamese administrative system in the region. The end of Basque home rule or foruak/fors in France was an event putting an end to the secular Basque native institutional and legal system during the French revolutionary period (1789-1795). The final violent dissolution of the semi-autonomous Basque institutional and legal system was coupled with the arrival of French troops to the Basque Country within the War of the Pyrenees and a deliberate terror on the Basque population centred in Labourd. It resulted in the abrupt suppression of all native governmental and jurisdictional organs and the establishment of the departement of the Lower Pyrenees (Basses-Pyrénées), as well as the departement administrative system, as everywhere in France.
The Ptolemaic administrative system survived into the Roman period, where the epistrategos was subdivided in three to four smaller offices, and the procurator ad epistrategiam was placed in charge of the strategoi. From January 2020 a new administrative system for Kigali was introduced, after a law was passed by the national parliament the previous year. England was ruled by King John, the third of the Angevin kings. Although the kingdom had a robust administrative system, the nature of government under the Angevin monarchs was ill-defined and uncertain. John and his predecessors had ruled using the principle of vis et voluntas, or "force and will", taking executive and sometimes arbitrary decisions, often justified on the basis that a king was above the law.

A century later, it had become a hotly contested nationalist cause, a battlefield, and an obsession. What led to this dramatic transformation was modernity: a chilly wind of West European provenance that propelled to the Balkans concepts that few in the region understood, wanted or cared about. Among these, the idea of nationalism was the most potent, and the most lethal. Before the 1850s, Macedonia was a poverty-stricken province of the Ottoman Empire, where an Orthodox Christian and mostly peasant population speaking a variety of Slavonic idioms, Greek, or Vlach, was trying to eke out a modest living, and protect it from rapacious brigands and a decaying Ottoman administrative system.

In the case where there is no express authority to apply law then the court can look for implied authority by considering the statute as a whole. Factors to be considered include the mandate of the tribunal, whether the body is adjudicative in nature, and whether it possesses any other characteristics of the administrative system. If the claimant successfully argues that the tribunal has authority to use the Charter, the party opposing this can rebut the presumption by either showing that there is explicit withdrawal of the authority by the legislature, or by showing that the statutory scheme points to an intention to exclude the authority.

Since 1987, four new provinces—Şırnak, Batman, Iğdır and Ardahan—have been created inside the Turkish administrative system out of the territory of some of these provinces.
Having successfully served in the Mexican military in the war against the French occupation, José's service proved so exemplary that in 1872 he was appointed to the office of "Alcalde Mayor" of the Yaqui by then Sonora Governor Ignacio Pesqueira. Toma Vučić Perišić (Serbian Cyrillic: Тома Вучић Перишић; 1787 – 13 July 1859) was a Serbian politician, military leader during the Serbian Revolution and one of the most powerful and influential individuals in Serbia of the 19th century. In 476, Odoacer, leader of the foederati in the West, had staged a coup against the rebellious magister militum Orestes, who was seeking to have his son Romulus Augustulus recognized as Western Emperor in place of Emperor Julius Nepos. Even though the Governor of Madras, Thomas Munro, determined after a personal investigation in 1825 that there was no substance to the allegations of financial impropriety made by A. H. Cole, the incumbent Resident of Mysore, the civil insurrection which broke out towards the end of the decade changed things considerably. In 1831, close on the heels of the insurrection and citing maladministration, the British took direct control of the princely state. For the next fifty years, Mysore passed under the rule of successive British Commissioners; Lieutenant-General Mark Cubbon, renowned for his statesmanship, served from 1834 until 1861 and put into place an efficient and successful administrative system which left Mysore a well-developed state.

Anti-paganism laws were established and continued on after Theodosius I until the fall of Roman empire in the West. Arcadius, Honorius, Theodosius II, Marcian and Leo I the Thracian reiterated the bans on pagan rites and sacrifices, and increased the penalties. The necessity to do so indicates that the old religion still had many followers. In the later part of the 4th century there were clearly a significant number of pagan sympathizers and crypto-pagans still in positions of power in all levels of the administrative system including positions close to the emperor; even by the 6th century, pagans can still be found in prominent positions of office both locally and in the imperial bureaucracy.
There is some overlap among these different conceptions with the term meritocracy which describes an administrative system which rewards such factors as individual intelligence, credentials, education, morality, knowledge or other criteria believed to confer merit. Equality of opportunity is often seen as a major aspect of a meritocracy. According to Marija Gimbutas, the process of "Indo-Europeanization" of Europe was essentially a cultural, not a physical transformation. It is understood as a migration of Yamnaya people to Europe, as military victors, successfully imposing a new administrative system, language and religion upon the indigenous groups, referred to by Gimbutas as Old Europeans. The Yamnaya people's social organization, especially a patrilinear and patriarchal structure, greatly facilitated their effectiveness in war. In areas where more Han Chinese settled like in Dzungaria, the Qing used a Chinese style administrative system. The Manchu Qing ordered the settlement of thousands of Han Chinese peasants in Xinijiang after 1760, the peasants originally came from Gansu and were given animals, seeds, and tools as they were being settled in the area, for the purpose of making China's rule in the region permanent and a fait accompli. Taranchi was the name for Turki (Uyghur) agriculturalists who were resettled in Dzhungaria from the Tarim Basin oases ("East Turkestani cities") by the Qing dynasty, along with Manchus, Xibo (Xibe), Solons, Han and other ethnic groups in the aftermath of the destruction of the Dzhunghars....Pollard 2011, p. 188.Walcott 2013, p. 57.
With the establishment of settlements and population came the attendant need for education, health, fire and police protection and an urgent need to improve methods of travel. The North-West Territories established departments, which did not last long, and were soon replaced by a rural administrative system called local improvement districts (LID). Local improvement districts were very large, and with the early dirt trails for roads, and a limited number of automobiles, the area was found much too large to administer. The LID soon gave way to the rural municipality (RM) system of rural civic administration and encompassed on average nine townships, three by three in area, which were each square, and with some modifications is still the rural administration in use today.

On the other hand, Duệ Tông had some activities to improve the domestic situation after the chaos during Dụ Tông and Nhật Lễ's reigns such as establishing the royal examination in February 1374 or re-organizing army and the administrative system.

What led to this dramatic transformation was modernity: a chilly wind of West European provenance that propelled to the Balkans concepts that few in the region understood, wanted or cared about. Among these, the idea of nationalism was the most potent, and the most lethal. Before the 1850s, Macedonia was a poverty-stricken province of the Ottoman Empire, where an Orthodox Christian and mostly peasant population speaking a variety of Slavonic idioms, Greek, or Vlach, was trying to eke out a modest living, and protect it from rapacious brigands and a decaying Ottoman administrative system. Religion was the only collective identity that most of them could make sense of, for ethnicity and language played little role in shaping their loyalties.

On 7 September 1901, British North Borneo Company (BNBC) had obtained the administrative rights of the Lawas river from Brunei Sultanate in order to stem the smuggling of weapons that worked against the BNBC government in North Borneo (present day Sabah) and the trading of slaves in the interior of the Lawas district. Many moderate politique Catholics defended the idea of Gallicanism, of making a distinction between the State and Religion, of a unitary and undivided royal sovereignty (against exterior influence or internal divisions), and of privileging national security and peace. It can be argued that anyone who believed in the necessity of a strong monarchy to national security was a politique. For example, the politique policies of Henry IV of France, such as the Edict of Nantes (a document granting unprecedented political and religious liberties to the minority French Protestants), directly contributed to the centralized administrative system of seventeenth century France and the absolutism embodied by Louis XIV of France, which included an eventual revocation of the Edict.
Corruption in Navarre refers to a quick succession of corruption scandals which have come to light since 2012 referring to the UPN's tenure in office (since 1996). However, amidst heated political confrontation since the late days of Franco's dictatorship, the first corruption cases erupted early on, going back to the first government cabinets formed after the establishment of Navarre's "Betterment" (the Amejoramiento, a Navarre-specific administrative system, 1982). In 1996, Miguel Sanz's government started a 15-year period of distancing and breaking of virtually all historic institutional bonds and cultural cooperation with fellow Basque provinces, citing fears of a "Basque nationalist takeover", and billing themselves as the guarantee of Navarrese institutions and identity. Nôm scripts were invented and used in the first place in the 13th century under Trần Nhân Tông (1258–1308). The first history work which was ever written in Vietnam was finished in 1272, Dai Viet Su Ky Toan Thu by the historian Lê Văn Hưu. In this period, economic development served as the main propeller for overall development of the society, as well as the country's territorial expansion. When the Hồ Dynasty (1400–1407) usurped the throne from the Trần, Hồ Quý Ly also implemented some economic changes, including unifying the weight and volume measure system, improving river-transporting means, establishing administrative system for collecting taxes and fees from merchants, building foodstuff reserve to intervene when market rice prices fluctuating too much, etc.
Local government reforms or decentralization is one of the most prominent views held by western analysts and Africans scholars as a necessary instrument to build a solid democratic foundation. Also, since 1922, with the conduct of legislative elections in colonial Nigeria that included native citizens, nationalists who are believed to be more successful than nation builders, advocated democratic norms and decentralization against the autocratic systems of colonialism. Since then until 1960, there was a concerted effort to build decentralization into the administrative system, this came to an end with the coming of independence in 1960. Adamolekun views on local government and decentralization in the post- independence period is one of deconcentration of power in the local government of many African societies.
The diwan is traditionally believed to inherit the baraka, or spiritual power, of Baba Farid. The diwan of the Pakpattan shrine historically has not maintained spiritual authority in the region by himself - rather, the shrine's authority was also spread among a baradari, or network of Baba Farid's descendants that lived in the regions surrounding the shrine, who in turn were sometimes themselves sajjada nashins of small shrine dedicated to pious descendants of Baba Farid. Members of the baradari were often owned large tracts of land granted to them by various rulers, or were local village officials. By the 19th and 20th centuries, the network of sajjada nashins in the Baba Farid wilayat maintained a network of authority that paralleled the region's official administrative system.
Though the All-China Women's Federation claims itself as an NGO, its longstanding relationship with the CPC means that the party still has interests in the federation and its members. The four levels of the federation still coincide with the state administrative system. The highest ranking body of the ACWF is the National Congress of Women which meets every five years. The National Congress Women studies reports sent to them from the Executive Committee of the ACWF, decide the goals for the women’s movements, make changes to the constitution, and elect the Executive Committee and Standing Committees of the ACWF. Under this national level, the provincial level’s women’s congresses meet every three years to select their Executive and Standing Committees.
Wa woman feeding a little girl The international border that had been defined between Burma and China made that the Wa people were divided between the two countries. The Wa regions in Burma were largely left alone until the 1950s, when remnants of Chiang Kai-shek's National Revolutionary Army fled the 1949 communist revolution in China. A decade and a half later, the region was under the influence of the Communist Party of Burma, which was very active in the area. During that time opium cultivation and sales grew and the ancient traditional life became disrupted, but also an administrative system that collected revenue and maintained a significant armed force, as well as a rudimentary infrastructure, ushered the Wa region into the modern era.
Beginning with Murad I in the 14th century and extending through the 17th century, the Ottoman Empire employed devşirme (دوشيرم), a kind of tribute or conscription system where young Christian boys were taken from communities in the Balkans, enslaved and converted to Islam and later employed either in the Janissary military corps or the Ottoman administrative system. The most promising students were enrolled in the Enderun School, whose graduates would fill the higher positions. Most of the children collected were from the Empire's Balkan territories, where the devşirme system was referred to as the "blood tax". When the children ended up becoming Islamic due to the milieu in which they were raised, any children that they had were considered to be free Muslims.
During the Second World War, the Scientific Library of the Lviv State Medical University, along with other libraries of higher educational institutions of the city, were part of the single administrative system, known as the "National Library" (Staatsbibliothek Lemberg). On 19 February 1940, according to Decree No. 196 of the Council of People's Commissars of the USSR, the library was recognized as scientific and was given a building on May 3 Street, 6 (formerly 17 of September; currently Sichovykh Striltsiv Street). Having seen his father adopt an aggressive foreign policy towards Shu's rival state Cao Wei in the form of six military campaigns between 228 and 234, Zhuge Zhan recognised the inherent dangers of overly using military force, especially for Shu since it was far weaker than Wei in terms of military and economic power.
From the conquest of Gwynedd in 1282–83 until the passing of the Laws in Wales Acts, the administrative system of Wales had remained unchanged. By the Statute of Rhuddlan in 1284 the territory of the native Welsh rulers had been broken up into the five counties of Anglesey, Caernarfon, Cardigan, Carmarthen, and Merioneth. Even though the five counties were subject to English criminal law, the "Principality" was the king of England's own personal fief and Welsh law continued to be used for civil cases. The rest of Wales, except for the county of Flint, which was part of the Principality, and the Royal lordships of Glamorgan and Pembroke, was made up of numerous small lordships, each with its own courts, laws and other customs.

However, implementation of a foreign administrative system and sinification was not easy as frequent uprisings and rebellions were indicative of Vietnamese resistance to these changes. Regional chronicles are the histories of various small kingdoms such as (Hanthawaddy Kingdom and Mrauk-U Kingdom) and tributary vassal states (Early Toungoo, Prome, major Shan states of Lan Na, Kengtung, Hsenwi and Hsipaw) which maintained their own court and court historians. The regional chronicles were most relevant during the small kingdoms (warring states) period of Burmese history (14th to 16th centuries). The tradition of local court histories vanished in the Irrawaddy valley starting in the 17th century when Restored Toungoo kings integrated the entire valley into the core administrative system. The chronicle tradition continued only in farther major tributaries such as Kengtung and Lan Na, and indeed in the independent kingdom of Mrauk-U until it was conquered by Konbaung Dynasty in 1785.

Yali now became informally employed by the Administration, to counter the anti-colonial belief that Europeans were withholding the secret to their material wealth from the native people. He began to give speeches to villages along the Rai Coast, urging them to collaborate with the Administration in exchange for promises of economic assistance after the war. But he made these promises in religiously ambiguous terms, which people took to mean that Yali had special cargo knowledge, and rumours began to spread that he was a spirit of the dead returned to bring cargo to the people. Yali proceeded to put in place, over the next few years, an administrative system with himself as leader with loosely associated 'boss boys' representing him in different villages.
Concerning technical assistance, the Netherlands, the World Bank and UNDP played important roles in supporting successive national water master plans since the 1980s. Already in 1985, John Howard's article "The Soviet Union has an administered, not a planned, economy" argued that the common description of the Soviet-type economic planning as planned economy is misleading. The combination of these two forces—a flawed Habsburg administrative system and new national movement claiming ethnicity as the founding block toward a community—posed a particularly perplexing problem: Dalmatia was a province ruled by the German-speaking Habsburg monarchy, with bilingual (Serbo- Croatian- and Italian-speaking) elites that dominated the general population consisting of a Slavic Catholic majority, as well as a Slavic Orthodox minority. Further complicating matters was the reality that increased emphases on ethnic identification in the nineteenth century did not break down along religious lines, as evident in the Serb-Catholic movement in Dubrovnik. In 1815, the former Dubrovnik Government (its noble assembly) met for the last time in Ljetnikovac in Mokošica. Once again, extreme measures were taken to re-establish the Republic, but it was all in vain.
Greatrex-Lieu (2002), II, 37–51 Throughout this era, Sasanian religious policy differed dramatically from king to king. Despite a series of weak leaders, the administrative system established during Shapur II's reign remained strong, and the empire continued to function effectively. After Shapur II died in 379, the empire passed on to his half-brother Ardashir II (379–383; son of Hormizd II) and his son Shapur III (383–388), neither of whom demonstrated their predecessor's skill in ruling. Pašić with the Greek Prime Minister, Eleftherios Venizelos, in 1913 Pašić formed two more cabinets (24 October 1909 to 4 July 1911 and from 12 September 1912). He was one of the major players in the formation of the Balkan League which later resulted in the First Balkan War (1912–13) and the Second Balkan War (1913) which almost doubled the size of Serbia with the territories of what was at the time considered Old Serbia (Kosovo, Metohija and Vardar Macedonia), retaken from the Ottomans after five centuries. He clashed with some military structures about the handling of the newly acquired territories. Pašić believed the area should be included into the Serbian political and administrative system through the democratic elections, while the army sought to keep the areas under the military occupation.
The third zone, under the auspices of the German Navy, included all Belgian coastal zones under German occupation and the areas closest to the front-line was called the Operationsgebiet ("Operational Area"). After the abolition of serfdom and the system of authority,Date needed, reference for understanding the concept "system of authority" according to the new administrative system, the town became the seat of the political and judicial district.
Vital statistics is accumulated data gathered on live births, deaths, fetal deaths, marriages and divorces. The most common way of collecting information on these events is through civil registration, an administrative system used by governments to record vital events which occur in their populations. Efforts to improve the quality of vital statistics will therefore be closely related to the development of civil registration systems in countries. A vital statistics system is defined by the United Nations "as the total process of (a) collecting information by civil registration or enumeration on the frequency or occurrence of specified and defined vital events, as well as relevant characteristics of the events themselves and the person or persons concerned, and (b) compiling, processing, analyzing, evaluating, presenting, and disseminating these data in statistical form" (UN, 2001).
It was here that Salvador founder Tomé de Souza (1515-1579), Brazil's first governor- general, arrived in 1549 with several ships and over 1,000 people, like sailors, soldiers, Jesuit priests led by Manuel da Nóbrega, laborers, and degredados, or people forced to exile. Souza had been entrusted with a mission by Portuguese king John III, "build on the lands of Brazil a great and strong fortress and settlement, on Baía de Todos-os-Santos". Moreover, the veteran military man was expected to impose order on a territory with a failing administrative system based on hereditary captaincies and make it profitable for the colonizers, pronto. Months before his arrival, the king had enlisted the help of Portuguese Diogo Álvares Correia, known as Caramuru, who was married to an indigenous woman, Catarina Paraguaçu, and mediated relations between natives and the Portuguese.
However, other laws—such as the General Hydrocarbon Law (DL 26221), the General Mining Law (DS 014-92-EM), the Law for Electricity Concessions (DL 25844)—also dealt with water resources on a sectorally fragmented basis within a centralized administrative system that gave little or no decision-making power to stakeholders at the local level. There was no legal basis for integrated water resources management at the level of each river basin, and consequently there were no institutions to implement such an integrated management. This began to change in the early 2000s with the approval of a Decentralization Law, a Regional Government Law and a Municipalities Law. In 2003 the government began transferring powers to the newly created regional governments, including for water quality management and the operation and maintenance of major public infrastructure, despite the limited institutional capacity of regional governments.

Johann Michael was known as a musical talent, who played piano and composed arias and menuets.
Regardless of their contributions to regional and local self-rule, the laws have often contributed more to decentralize corruption than improve the government. Using licenses, laws, and certain authority to take away more than their fair share of local resources is reminiscent of traditional Javanese administration, as is the predominance of favoring family members (nepotism) and certain privileged groups of people. The rule of law remains an ideal rather than a reality, as Indonesia's judicial institutions are one of the least trusted by its own citizens.Hoadley 2006:170-71, 228-33 Despite the undeniably impressive advances in political democracy during the present Reformation Era, the prevalence of a dysfunctional administrative system pervaded by corruption, collusion, and nepotism) calls into question the Republic's ability to attain its expressed desire of creating a modern, rational, Western way of administration.
The Azad Hind Dal was a branch of the Indian Independence League that was formed during World War II to take administrative control of the Indian territories to fall to the Indian National Army starting with the latter's Imphal campaign. The branch was created by Subhas Chandra Bose to replace the Indian Civil Service in areas of British India, and is also thought to have been the nascent concept of a one-party political, bureaucratic and civil administrative system similar to that of the Soviet Union or the Fascist states of the time. During the brief period that Azad Hind was in possession of small Indian territories around Imphal and Kohima during the U Go offensive between April and May 1944, parties of the Azad Hind Dal were sent along with the INA contingents to take administrative charge and rehabilitation of these areas.
Saint Saturnus Basilica Sardinia was conquered by the Romans of the East under Emperor Justinian I in 534 AD. An expedition led by Belisarius defeated the Vandals and Cagliari entered the Byzantine administrative system as the seat of the ἄρχων (archon), the provincial governor, an imperial official in charge of the whole of Sardinia (Σαρδηνία) and subject to the Exarchate of Africa. During the Gothic War, which raged in the peninsula, Goths occupied the city for a short time before it was given back into Byzantine hands. In 599 AD, the fleet of the Lombard Agilulfo raided and plundered the coasts of Cagliari, but was finally repulsed by local militias. In the year 753 AD, Arab sources report the imposition of the jizya, a tax for those not converted to Islam, the dhimmi, on the Sardinians.

The act also provided for the appointment of a superintendent to discharge the administrative functions under the direct control and supervision of Divisional Commissioner of Chittagong. However, seven years later in 1797, the post of superintendent was re-designated as that of Deputy Commissioner. In 1900 the "Chittagong Hill Tracts Regulations 1900" was enacted to provide a consolidated and broader legal framework for the administrative system.
Bayinnaung Kyawhtin Nawrahta ( ; , ; 16 January 1516 – 10 October 1581) was king of the Toungoo Dynasty of Burma (Myanmar) from 1550 to 1581. During his 31-year reign, which has been called the "greatest explosion of human energy ever seen in Burma", Bayinnaung assembled what was probably the largest empire in the history of Southeast Asia,(Lieberman 2003: 152 which included much of modern-day Burma, the Chinese Shan states, Lan Na, Lan Xang, Manipur and Siam.Lieberman 2003: 150–154 Although he is best remembered for his empire building, Bayinnaung's greatest legacy was his integration of the Shan states into the Irrawaddy-valley-based kingdoms. After the conquest of the Shan states in 1557–1563, the king put in an administrative system that reduced the power of hereditary Shan saophas, and brought Shan customs in line with low- land norms.
By 1935 Christianity had taken over most of the traditional Mizo lifestyle, formal education system had been introduced, British rule was about to be revoked and local administration was to be subjected to Indian politics. The basic tribal administrative system Zawlbuk was dissolving. The traditional social security, custom and training ground for young men was coming to an end, thereby necessitating a substitute of the tribal institution urgently. As serendipity would have it, a thunderstorm on the Monday evening of 3 June 1935, right after worship service, drove the Welsh missionaries and the Mizo church leaders to the nearby residence of Miss Kattie Hughes (known to Mizos as Pi Zaii), at Aijal (now Aizawl), wherein they made an impromptu proposal over a cup of tea for establishing an association that would unite all the Mizo people.
Sun was born in Hangzhou, Zhejiang Province in 1867, the eldest son of Sun Yijing, assistant Imperial tutor to the Xianfeng Emperor of the Qing Dynasty. He received a classical Chinese education and was awarded the title of second grade yinsheng. He then married a relative of Yikuang, the future Prince Qing. In 1886, Sun became a junior secretary of the Board of Punishments, a post he held until 1895. He was listed for assignment to a foreign post in 1898, but his appointment was delayed because of the Boxer Rebellion. In 1902, he briefly served as secretary of legation in Vienna, Berlin, and Paris, was then appointed Minister to France. Sun returned to China in 1906 and became chief secretary of the Grand Council, which was tasked with reorganizing the country's administrative system. In 1907, he became Minister to Germany.
Jewish resistance under Nazi rule took various forms of organized underground activities conducted against German occupation regimes in Europe by Jews during World War II. According to historian Yehuda Bauer, Jewish resistance was defined as actions that were taken against all laws and actions acted by Germans.Yehuda Bauer, "Unanswered Questions: Nazi Germany and the Genocide of the Jews," Jewish Resistance and Passivity in the Face of the Holocaust, 1989, p.237 The term is particularly connected with the Holocaust and includes a multitude of different social responses by those oppressed, as well as both passive and armed resistance conducted by Jews themselves. Due to military strength of Nazi Germany and its allies, as well as the administrative system of ghettoization and the hostility of various sections of the civilian population, few Jews were able to effectively resist the Final Solution militarily.
After the Ottoman conquest of Rhodes from the Knights Hospitaller in 1522, the island initially became the seat of a beylerbey, and was not subordinated to the Eyalet of the Archipelago as a sub-province (sanjak) until 1546. However, for most of the duration of Ottoman rule, apart from Rhodes itself, the other Southern Sporades islands (the remainder of the Dodecanese including Samos) were practically autonomous, and were not subject to a centralized administration until the introduction of the uniform vilayet-based administrative system in the 1860s. Rhodes itself did not enjoy this autonomy, and declined during the early Ottoman period both as a commercial centre and as a site of military importance, since the Eastern Mediterranean became an Ottoman lake. Only from the 18th century on is there evidence for an economic upturn in the island.
Unable to govern the region directly and form a new political center immediately, Goguryeo began to consolidate authority by replacing previous government administrators with its own appointed officials, mostly refugees and exiles from China, the most famous being Dong Shou (冬壽) who was entombed at Anak Tomb No. 3, overtly retaining the previous administrative system of Lelang. In 334 Goguryeo established the fortress and city of Pyongyang-song within the center of the former commandery. Towards the end of the 4th century, in order to focus on the growing threat of Baekje and having checked the power of Former Yan in Liaodong, Goguryeo began to actively strengthen and govern the city. In 427 Goguryeo moved its capital to Pyongyang from its former capital of Ji'an as the new political center of the kingdom in order to administer its territories more effectively.
It embraced the cause of Romanians living outside the Old Kingdom, particularly those in Austro–Hungarian-ruled Transylvania, while calling for Romania to separate itself from its commitment to the Triple Alliance, and advocating a Balkan Federation to include Romania. Adevărul also took an active interest in the problems facing Romania's rural population: while calling for a land reform, it expressed condemnation of the failing sanitary system, which it blamed for the frequency of countryside epidemics, and for the administrative system, which it accused of corruption. It depicted revolt as legitimate, and campaigned in favor of amnesty for prisoners taken after the 1888 peasant riots. The paper supported educational reforms in the countryside, calling attention to the specific issues faced by rural teachers, but also campaigned against their use of corporal punishment as a method of maintaining school discipline.

Tauris, 1997, , Google Print, p.17 After a period of disorder known as a Time of Troubles, the first monarch of the Romanov dynasty, Michael of Russia, was elected to the throne by a Zemsky Sobor (or "assembly of the land").
During the Late Middle Ages, rivalry between the Capetian Dynasty, rulers of the Kingdom of France and their vassals the House of Plantagenet, who also ruled the Kingdom of England, resulted in many armed struggles. The most notorious of them all are the series of conflicts known as the Hundred Years' War (1337–1453) in which the kings of England laid claim to the French throne. Emerging victorious from said conflicts, France subsequently sought to extend its influence into Italy, but was defeated by Spain and the Holy Roman Empire in the ensuing Italian Wars (1494–1559). France in the early modern era was increasingly centralised; the French language began to displace other languages from official use, and the monarch expanded his absolute power, albeit in an administrative system (the Ancien Régime) complicated by historic and regional irregularities in taxation, legal, judicial, and ecclesiastic divisions, and local prerogatives.
The Persian term Razmgah (English: Battlefield) refers to a sport-culture campus, which was established in 1993 in the Alborz forest mountain range in Zirab, Savadkuh County . As for bureaucracy and corruption in the administrative system, and in spite of the establishment of specialized deliberations in the Islamic Consultative Assembly in support of the first Iranian sport-culture project and the approval of the budget for construction of the first Iranian martial arts campus, the efforts for receiving the budget approved by the parliament were fruitless. However, Razmgah was established within 14 years in the form of a sports training campus with five villa buildings and construction and sanitary facilities. The peak of the popular acceptance among the people and some officials of the Islamic Republic of Iran was from 2005 to 2007 while two buildings named Mahan and Tabarestan and welfare services were under construction.
The Qing Qianlong Emperor compared his achievements with that of the Han and Tang ventures into Central Asia. Qianlong's conquest of Xinjiang was driven by his mindfulness of the examples set by the Han and Tang Qing scholars who wrote the official Imperial Qing gazetteer for Xinjiang made frequent references to the Han and Tang era names of the region. The Qing conqueror of Xinjiang, Zhao Hui, is ranked for his achievements with the Tang dynasty General Gao Xianzhi and the Han dynasty Generals Ban Chao and Li Guangli. Both aspects of the Han and Tang models for ruling Xinjiang were adopted by the Qing and the Qing system also superficially resembled that of nomadic powers like the Qara Khitay, but in reality the Qing system was different from that of the nomads, both in terms of territory conquered geographically and their centralized administrative system, resembling a western stye (European and Russian) system of rule.
This created two administrative areas – Palestine, under direct British rule, and the autonomous Emirate of Transjordan under the rule of the Hashemite family – in accordance with the British Government's amended interpretation of the 1915 McMahon–Hussein Correspondence. At discussions in Jerusalem on 28 March, Churchill proposed his plan to Abdullah that Transjordan would be accepted into the mandatory area as an Arab country apart from Palestine and that it would be (initially for six months) under the nominal rule of the Emir Abdullah. Churchill said that Transjordan would not form part of the Jewish national home to be established west of the River Jordan: > Trans-Jordania would not be included in the present administrative system of > Palestine, and therefore the Zionist clauses of the mandate would not apply. > Hebrew would not be made an official language in Trans-Jordania and the > local Government would not be expected to adopt any measures to promote > Jewish immigration and colonisation.
After the fall of Napoleon, Joachim Murat, who had succeeded Joseph Bonaparte as king of Naples in 1808, was dethroned in the Neapolitan War, and Ferdinand returned to Naples. By a secret treaty he had bound himself not to advance further in a constitutional direction than Austria should at any time approve; but, though on the whole he acted in accordance with Metternich's policy of preserving the status quo, and maintained with but slight change Murat's laws and administrative system, he took advantage of the situation to abolish the Sicilian constitution, in violation of his oath, and to proclaim the union of the two states into the kingdom of the Two Sicilies (12 December 1816). Ferdinand was now completely subservient to Austria, an Austrian, Count Nugent, being even made commander-in-chief of the army. For the next four years he reigned as an absolute monarch within his domain, granting no constitutional reforms.
The administrative-command system (), also known as the command-administrative system, is the system of management of an economy of a state characterized by the rigid centralization of economic planning and distribution of goods, based on the state ownership of the means of production and carried out by the governmental and communist party bureaucracies ("nomenklatura") in absence of economic freedom. The term is used to describe the economy of the Soviet Union and the economies of the Soviet Bloc which closely followed the Soviet model. In his 2004 book The Political Economy of Stalinism: Evidence from the Soviet Secret Archives, Paul Roderick Gregory argues that the collapse of the Soviet Union was due to the inherent drawbacks of the system, namely poor planning, low expertise of planners, unreliable supply lines, conflict between planners and producers and the dictatorial chain of command. Gregory writes that "the system was managed by thousands of 'Stalins' in a nested dictatorship".
The first pillar focused on the need for fiscal adjustment while continuing to make policy-based loans to support structural reform. The second pillar was competitiveness, which aimed to increase Croatia's private-sector share of the economy, which was 70% at the time and low compared to those of the other members of the EU. Goals included strengthening public infrastructure, including railways, transit, and other enterprises; improving market oversight by introducing red tape reforms to an inefficient administrative system; and encouraging a private sector-led transition to a knowledge economy for investment and post-privatization financing. The third pillar was EU membership, which targeted both reforms to align with the Europe 2020 Strategy using EU funds and reforms to accommodate the expansion of the public sector to better absorb and utilize EU funds. The strategy identified Croatia's natural geography along the coast of the Adriatic Sea as an opportunity for improved regional cooperative relationships with nearby countries and trading partners Bosnia and Herzegovina, Hungary, and Austria.
Social mobility was present, in a limited fashion, as while the magnates preferred to marry within their own ranks, particularly wealthy of famous lesser nobles were able to join their ranks over time; this was the case with the Koniecpolski family, Ossoliński family and the Zamoyski family. From the late 16th century the influence of the magnates on Commonwealth politics rose sharply, through their participation in the administrative system (see offices of the Polish-Lithuanian Commonwealth) and their control over the lesser nobility, which allowed them to influence the parliaments (local sejmiks and the national sejm walny) of the country. From the second half of the 17th century, the magnates emerged as the victors in the struggle for power in the Polish-Lithuanian Commonwealth, leading some scholar to refer to this period as a time of the magnate oligarchy. As Norman Davies noted, at that time "political life [of Poland] was reduced to the feuds, fortunes, and the follies of a few families".
Gimbutas believed that the expansions of the Kurgan culture were a series of essentially hostile military incursions where a new warrior culture imposed itself on the peaceful, matrilinear (hereditary through the female line), matrifocal, though egalitarian cultures of "Old Europe", replacing it with a patriarchal warrior society, a process visible in the appearance of fortified settlements and hillforts and the graves of warrior-chieftains: > The process of Indo-Europeanization was a cultural, not a physical, > transformation. It must be understood as a military victory in terms of > successfully imposing a new administrative system, language, and religion > upon the indigenous groups. In her later life, Gimbutas increasingly emphasized the authoritarian nature of this transition from the egalitarian process of the nature/earth mother goddess (Gaia) to a patriarchal society and the worship of the father/sun/weather god (Zeus, Dyaus). This supposed egalitarian, mother- goddess-worshipping society is not the same as a matriarchy in Gimbutas's view.
Although the Archbishop redeemed both villages, the Waldgrave at the Kyrburg, as heir to the Counts of Saarbrücken, did not wish to give them up. The Archbishop prevailed, but later, one of his successors pledged the Schultheißerei once again, this time for good. The feudal and tithing rights were always shared out among several lordships. The oldest part of the church, the steeple, comes from the 12th century, while the nave, after several conversions and additions, comes from 1756. Particularly worthy of mention are the pulpit from the 18th century, the 1753 Stumm organ and the 16th-century baptismal font. In 1798, the French overran the German lands on the Rhine’s left bank and imposed their own administrative system on the land. Meddersheim became the seat of a mairie (“mayoralty”) in the Canton of Meisenheim, which also comprised Kirschroth and Staudernheim, and which lay in the Department of Sarre. No later than Napoleonic times, something akin to gavelkind – equal division of land among heirs – was introduced.

Though the Guite dynastic traditions of the two elder princes were respectively kept alive until the advancement of the British army, the story of the youngest prince Nak Sau was unfortunately lost from sight except a very brief oral account retained in Vangteh chronicle (that traces Kom Kiim as the daughter of Tom Cil, the last known prince from the line of Nak Sau, and the rest was said as if became the Gorkhas or at least banded together with). While reserving for the lost tradition of Prince Nak Sau, reflecting from the available traditions of Mang Suum and Kul Gen, the two most distinctive features of the Guite dynastic tradition would be its religious orientedness and its confederated administrative system.
Coal mining would become the main industry in this area. During the Edo period, Ōmuta was a part of the Miike han (Miike Domain), ruled by the Tachibana clan who also ruled Yanagawa. In 1721, Ono Harunobu, karō (steward) of Yanagawa han (Yanagawa Domain) was granted Hirano Takatori yama, and started to mine coal. During the 1850s another two coal mines were opened. In 1871, in a course of the Meiji restoration, the Han system was abolished and prefectures were founded. Ōmuta belonged to the Miike (1871), Mizuma (1871–1876) and finally Fukuoka prefectures (1876–present) respectively. The Ōmuta and Miike townships, which would form the core of the current city, were founded on April 1, 1889, a consequence of the town and village administrative system, in Miike county, Fukuoka. The Meiji government ran coal mining in Miike at first themselves, but soon sold it to a private company for a very low price, compared to its value, which caused a scandal. On March 1, 1917, Ōmuta received city status.
While resenting the disrespect shown by some Prussian officials and Junkers, Kashubians lived in peaceful coexistence with the local German population until World War II, although during the interbellum, the Kashubian ties to Poland were either overemphasized or neglected by Polish and German authors, respectively, in arguments regarding the Polish Corridor. Zelensky, Merkel, Macron and Putin in Paris, France, December 2019 Following extensive negotiations, Ukraine, Russia, the DPR, LPR, and the OSCE signed an agreement to try to end the conflict in Donbass on 1 October 2019. Called the "Steinmeier formula", after its proposer the German President Frank-Walter Steinmeier, the agreement envisages the holding of free elections in DPR and LPR territories, observed and verified by the OSCE, and the subsequent reintegration of those territories into Ukraine with special status. Russia demanded the agreement's signing before any continuation of the "Normandy format" peace talks. A survey of public opinion in DPR and LPR-controlled Donbass conducted by the Centre for East European and International Studies in March 2019 found that 55% of those polled favoured reintegration with Ukraine. 24% of those in favour of reintegration supported a return to the pre-war administrative system for Donetsk and Luhansk oblasts, while 33% percent supported special status for the region. In line with the Steinmeier formula, Ukrainian and separatist troops began withdrawing from the town of Zolote on 29 October.
During 1920s, the secular progressive Revival Party or Modernity Party was formed by young western-educated reformists, it was mainly organized by Ali Akbar Davar, Mohammad Tadayon and Abdolhossein Teymourtash, and was led by former Democrat Party politicians who had lost confidence in the masses, in contrast to the Socialist Party which was led by former Democrats who retained hope to mobilize lower classes. Many constitutionalist veterans were associated with the party, including Mohammad Ali Foroughi, Mostowfi ol-Mamalek, Hassan Taqizadeh, Mohammad-Taqi Bahar and Ebrahim Hakimi. The party had also liberal and nationalist tendencies and supported Reza Khan and helped him become the new Shah of Iran while holding majority in the parliament. The party's platform was based on "separation of religion and politics, creating a strong army, an efficient administrative system, to end the economic rates, industrialize Iran, instead of replacing domestic investment of foreign capital into the agricultural tribes, development of the income tax system, educational facilities to the public, including women, opportunities for the flourishing of talents, and throughout the promotion of Persian language instead of local languages".
The catastrophic losses in the latter 11th century again prompted a reorganization of the imperial administrative system, at the hands of the new Komnenos dynasty: the older offices and titles fell gradually into disuse, while an array of new honorifics emerged, which signified primarily the closeness of their recipient's familial relationship to the Emperor. The Komnenian-led Empire, and later their Palaiologan successors, were based primarily on the landed aristocracy, keeping the governance of state tightly controlled by a limited number of intermarrying aristocratic families. In 1985, the Northwest Normal University set up the Northwest Ethnic Minority Teachers Training Center directly under the Ministry of Education, with the administrative system featuring "Two Plaques, One Leading Board". In 1987, Tibetan Teachers’ Training Center under the State Council was established in the University. Under the commitment of the Overseas Chinese Affairs Office of the State Council, and under the commitment of Gansu Province, 25 research institutes such as Gansu Cultural Development Institute and Gansu Educational Development Institute, as well as 4 provincial-level key labs were established.
Although Jalpaiguri Government Engineering College does not formally participate in any ranking programs, it is considered by reputed Newspapers & media sources like The Telegraph to be third among the engineering colleges in the state of West Bengal in factors like infrastructure, placement record and faculty but due to a far away location from the state capital Kolkata it stands fourth in Opening and Closing ranks of WBJEE counselling. According to Uttarbanga Sambad of 19 January 2012, The Jalpaiguri Government Engineering College achieved the best score among the technical institutions (State funded) in West Bengal in the evaluation reports of UGC (2011) by a panel of six technical experts led by Prof. P.V. Narasimha Prasad, University College of Engineering, Osmania University (Formerly, Osmania Engineering College) and was ahead of Jadavpur University in all parameters except one. In a scale of ten, JGEC achieved 9.3 in academics (national average 7.4), 8.8 in project formulation (national average 8.6), 9.6 in administrative development, 9.4 in Administrative system & efficiency (nation average 7.9) and 9.4 in Training and placement program (national average 7.3).
Until the late 18th century, Meckenbach was a Schultheißerei seat within the Oberamt of Kyrburg, where an official from the lordship provided the village administration as a Schultheiß in the name of the Waldgraves and Rhinegraves of Kyrburg. After French Revolutionary troops had overrun the German lands on the Rhine's left bank and imposed their own administrative system on the conquered lands, Meckenbach was assigned about 1800 to the newly formed Mairie (“Mayoralty”) of Merxheim in the Canton of Meisenheim, also belonging to which were Bärweiler, Überhochstetten (Hochstetten) and Merxheim. This subsequently remained in force as the Oberschultheißerei of Merxheim within the Oberamt of Meisenheim once Napoleonic times were over and the village had passed under the terms of the Congress of Vienna to the Landgraviate of Hesse-Homburg. After the Oberamt of Meisenheim passed to the Kingdom of Prussia in September 1866, Meckenbach was assigned to the Bürgermeisterei (“Mayoralty”) of Meddersheim, wherein it remained until 1940, when it was assigned, along with Hochstetten, to the Amt of Kirn- Land.
A Yongan Wuzhu (永安五銖) cash coin issued by the Northern Wei dynasty. The Northern Wei dynasty was a Xianbei ruled state under the Tuoba clan that adopted the administrative system of the Han Chinese and even established their capital city at Luoyang, a city which had been the capital city of various preceding Chinese dynasties and mandated that his people adopt both Chinese fashion and language. During this period Emperor Xiaowen ordered the issuance of the Taihe Wuzhu (太和五銖, tài hé wǔ zhū) as part of this Sinicisation process. There is one purported version of the Taihe Wuzhu which has the Chinese character "Tai" (太) written in a calligraphic style akin to that of the "Tai" on the Taihuo Liuzhu (太貨六銖, tài huò liù zhū) cash coin issued by the Chen dynasty. However, as the only evidence relating to the existence of this cash coin comes from rubbings in old coin catalogues it is speculated that or actually isn’t real.
In the 7th century, as a result of the crisis caused by the early Muslim conquests, the Byzantine military and administrative system was reformed: the old late Roman division between military and civil administration was abandoned, and the remains of the East Roman army's field armies were settled in great districts, the themata, that were named after them. The term turma, in its Greek transcription tourma (τούρμα or ), reappears at that time as the major subdivision of a thema.. The army of each thema (except for the Optimatoi) was divided into two to four tourmai, and each tourma further into a number of moirai (μοίραι) or droungoi (), which in turn were composed of several banda (singular: bandon, βάνδον, from , "banner"). This division was carried through to the territorial administration of each thema: tourmai and banda (but not the moirai/droungoi) were identified with clearly defined districts which served as their garrison and recruitment areas. In his Taktika, Emperor Leo VI the Wise () presents an idealized thema as consisting of three tourmai, each divided into three droungoi, etc.

Even though the Governor of Madras, Thomas Munro, determined after a personal investigation in 1825 that there was no substance to the allegations of financial impropriety made by A. H. Cole, the incumbent Resident of Mysore, the Nagar revolt (a civil insurrection) which broke out towards the end of the decade changed things considerably.
