Two years later, Alexander I died (). Zakrevsky seized the opportunity to require Finland to swear an oath of fealty which would refer to the Emperor as the absolute ruler of Finland - expecting that Emperor would be Constantine, Alexander's next-eldest brother.

Later, the Russian Revolution of 1917 would ultimately transform Turkmenistan from an Islamic tribal society to a totalitarian Leninist one during the Soviet era. Independence came in 1991, as Saparmurat Niyazov, a former local communist party boss, declared himself absolute ruler for life as Turkmenbashi or Leader of the Turkmen and transitioned the newly independent Turkmenistan into an authoritarian state under his absolute control and has thus far resisted the democratization that has influenced many of the other former Soviet Republics. Annibale I Bentivoglio (August 1415 – July 25, 1445) was a famous member of the Bolognese Bentivoglio family and the absolute ruler of the Italian city of Bologna from 1443 until his death. The devotional side of the Counter-Reformation combined two strategies of Catholic Renewal. In Oman, Sayyid is used by members of the Al Said ruling royal family. The absolute ruler of the country retains the title Sultan with members of the royal family eligible for succession to the throne given the title Sheikh, these may also use the title Sayyid should they wish to, although as Sheikh supersedes this, it is not a widely used practice. Toma Vučić Perišić (Serbian Cyrillic: Тома Вучић Перишић; 1787 – 13 July 1859) was a Serbian politician, military leader during the Serbian Revolution and one of the most powerful and influential individuals in Serbia of the 19th century. He was Miloš Obrenović's most virulent opponent, and an ally of the Karađorđević Dynasty with Avram Petronijević and Ilija Garašanin and other so- called Constitutionalists (Dimitrije Davidović, Aleksa Simić, Stojan Simić, Milutin Savić). He wanted to bring rule of law and an effective administrative system in the Principality of Serbia, if only foreign interference was not an issue. Eventually, in the political tug-of-war, the constitutionalists period came to an abrupt end with the former absolute ruler reclaiming the throne.

Thomas Doughty (1545 – 2 July 1578) was an English nobleman, soldier, scholar and personal secretary of Christopher Hatton. His association with Francis Drake, on a 1577 voyage to raid Spanish treasure fleets, ended in a shipboard trial for treason and witchcraft, and Doughty's execution. Although some scholars doubt the validity of the charges of treason, and question Drake's authority to try and execute Doughty, the incident set an important precedent: according to a history of the English Navy, titled To Rule the Waves: How the British Navy Shaped the Modern World by Arthur L. Herman, Doughty's execution established the idea that a ship's captain was its absolute ruler, regardless of the rank or social class of its passengers.

Promoted to Brigadier, he attended an army languages course to learn Arabic before he assumed command of the Sultan's Armed Forces (SAF), in Oman, in 1970. Sultan Said bin Taimur, the Omani absolute ruler, had outlawed almost all aspects of twentieth-century development and relied on British support to maintain the rudimentary functions of the state. In 1962 a dissatisfied tribal leader, Mussalim bin Nafl, formed the Dhofar Liberation Front (DLF) and obtained arms and vehicles from Saudi Arabia, and the country had been in a state of rebellion ever since. Other insurgents in the north of Oman formed another organisation, the National Democratic Front for the Liberation of Oman and the Arabian Gulf (NDFLOAG).
The Congo Free State was created at the start of 1885 with Leopold II of Belgium as its absolute ruler. On 17 September 1885 the Congo Free State joined the Universal Postal Union. The next day it was decreed that post offices would be established at Banana, Boma and Vivi. The extent of Banana District was defined on 7 January 1886 as being from the ocean up the north coast of the river to and including Ponta da Lenha. On 19 January 1886 Leopold issued a decree to protect the shore at Banana from erosion, forbidding any work that would tend to damage the banks such as removing sand, earth or stones, or digging holes.
The formal structure of the Qing government centered on the Emperor as the absolute ruler, who presided over six Boards (Ministries), each headed by two presidents and assisted by four vice presidents. In contrast to the Ming system, however, Qing ethnic policy dictated that appointments were split between Manchu noblemen and Han officials who had passed the highest levels of the state examinations. The Grand Secretariat, which had been an important policy-making body under the Ming, lost its importance during the Qing and evolved into an imperial chancery. The institutions which had been inherited from the Ming formed the core of the Qing "Outer Court", which handled routine matters and was located in the southern part of the Forbidden City.

By this decree all Jews living in Lithuania proper and the adjacent territories were summarily ordered to leave the country. The expulsion was evidently not accompanied by the usual cruelties; for there was no popular animosity toward the Lithuanian Jews, and the decree was regarded as an act of mere willfulness on the part of an absolute ruler. Some of the nobility, however, approved Alexander's decree, expecting to profit by the departure of their Jewish creditors, as is indicated by numerous lawsuits on the return of the exiles to Lithuania in 1503. In the Sinhalese Kingdom the Monarch was the absolute ruler, however the monarch was assisted in the exercise of the functions of government by the Amātya Mandalaya which was headed by the Mahâ Adigârs, a position equivalent to that of a Prime Minister. By the Kandyan period there existed two Adigars who were styled Mahâ Nilames (Grand Officers), the Pallegampahê Mahâ Nilamê and the Udagampahê Mahâ Nilamê, the former taking precedence over the latter, though remaining equal in power. These names were derived from the districts under the Rajakariya system, where services due from the inhabitants of these areas having been given to the two Adigârs. Following the expansion of British rule into the provinces of the former Kandyan Kingdom, since 1815 the British retained the office of Adigar appointing Kandyans loyal to the British Crown.
Being angered by his heart, Van tries to defeat Galam, but he is too weak due to Galam's black magic spells. After getting beaten to a pulp, Galam warps Van into 20 years into the future where he will become the absolute ruler of Idea. Meanwhile, 20 years later, Babbette, a young Cosmic Hunter cadet, who is out with her ship, Little Fox, and her computer, Robert, decides to investigate on Planet Idea in search of a missing alien named Pico, a cat-like being, who was shot down and kidnapped by Cosmic Pirates in search for his father. Robert convinces her not to do that because it may be illegal for her to investigate an emergency distress signal on Idea, but Babbette is not happy by the way she feels and decides to disobey his orders and find Pico herself.
During the late Middle Ages a few coastal cities were ruled by Italian city states. The Crimean Tatars emerged as a Turkic-speaking ethnic group native to Crimea in the early modern period, during the lifetime of the Crimean Khanate, and by the annexation of the Crimean Khanate by the Russian Empire in 1783, they formed the clear majority of Crimean population. The colonization "New Russia" (the Novorossiysk Governorate, of which the later Taurida Governorate formed a part) at the end of the 18th century was led by Prince Grigori Potemkin who was granted the powers of an absolute ruler over the area by Catherine the Great. The lands were generously given to the Russian dvoryanstvo (nobility), and the enserfed peasantry mostly from Ukraine and fewer from Russia were transferred to cultivate what was a sparsely populated steppe.
By this decree all Jews living in Lithuania proper and the adjacent territories were summarily ordered to leave the country.
