In the second round, Anas took lead by receiving 280 votes. Marzuki Alie received 240 votes, while two votes were absentees. This election made Anas one of the youngest Chairman of a political party in Indonesia.
In legislatures and other assemblies that have the legal power to compel the attendance of their members, the call of the house procedure may be used to obtain a quorum. This procedure does not exist in ordinary societies, since voluntary associations have no coercive power. When a call of the house is ordered, the clerk calls the roll of members and then the names of absentees. Members who do not have an excused absence are arrested and brought in.

The final relegation place went to Charlton Athletic, who went down at the end of their first spell in the top flight for nine seasons. Historically, the Shaikh of Awadh were substantial landowners, often absentees, and while those of Rohilkhand and the Doab were small scale farmers. In the urban townships, Shaikh families served as priests, teachers and administrators, with the British colonial authorities given the community a preference in recruitment. Successful lords regularly held court with those immediately below them on the social scale, but absentees could expect to find their influence weakened. Larger lordships could be vast, and it would be impractical for a lord to visit all his properties regularly so deputies were appointed. This especially applied to royalty, who sometimes owned land in different countries. Pre-season testing began in November 2006 at the Circuit de Catalunya, with ten of the eleven teams participating in the test sessions. A vote of no confidence in Corbyn was made by the parliamentary party on 28 June, with Corbyn losing the vote by 172 to 40, with four spoiled ballots and thirteen absentees. However Labour Party rules did not require Corbyn to resign as a result of the vote. Corbyn struggled to fill a new Shadow Cabinet, which had to be reduced in size from 31 to 25. The Scottish National Party sought to argue that they should become the official Opposition in the Commons with Labour unable to fill the role.

The dean and chapter were absentee clergy who resented any threat, real or imagined, to their extremely lucrative monopolies: especially that on burials throughout the extensive parish and that on pews within the town of Wolverhampton. A number of Private Member's Bills and Resolutions regarding the prevention of cow slaughter have been introduced in both Houses of Parliament, from time to time. However, none have been successful in obtaining a complete nationwide ban on cow slaughter. Attempts to address the issue through a central legislation or otherwise are described below. Vinoba Bhave went on an indefinite fast from 22 April 1979 demanding that the Governments of West Bengal and Kerala agree to enact legislation banning cow slaughter. On 12 April 1979, a Private Members Resolution was passed in the Lok Sabha, by 42 votes to 8, with 12 absentees.
For the next forty years, the castle remained in English possession, but was ceded to Llywelyn ap Gruffudd in 1267, remaining in Welsh possession until 1276. After the defeat of Llewelyn ap Gruffydd in 1282, the castle became a lordly residence for the FitzWarin family. However, after the death of Fulk VII in 1349, the castle went through a long period when the lords were almost always under age and usually absentees, though some repairs were carried out in about 1402. The lordship was laid waste in 1404 during the rebellion of Owain Glyndŵr, so that the lordship was worth nothing in 1407.

Petherick got boats to Gondokoro in 1862, but Speke and Grant had not arrived. Having arranged for a native force to proceed south to get in touch with the absentees, a task successfully accomplished, Mr and Mrs Petherick undertook another journey in the Bahr-el-Ghazal, making important collections of plants and fishes. Deliberative sessions are less well attended, in bodies that have adopted SB 2, than are plenary town meetings in bodies that have not adopted SB 2, as their decisions are not final. However, the final vote by secret ballot attracts more voters than town meetings do because of the shorter time requirement, and absentees can vote. Deliberative sessions have been charged with "sabotaging" the intent of a ballot question; for example, changing a warrant article, "To see if the Town will raise and appropriate (amount) for (purpose)" to merely read, "To see." A 2011 law barred deliberative sessions from deleting the subject matter of a warrant article.
Arab citizens of Israel today are largely composed of the people who remained and their descendants. Others include some from the Gaza Strip and the West Bank who procured Israeli citizenship under family-unification provisions made significantly more stringent in the aftermath of the Second Intifada. Arabs who left their homes during the period of armed conflict, but remained in what had become Israeli territory, were considered to be "present absentees". The following year, Boateng was asked to present Saturday's Choice, a show that aired once a month on a Saturday. In 2007, the success of Saturday's Choice led to a permanent position at Choice FM to host the new Morning Riser show between 3:00 am and 6:00 am from Monday to Friday. The coalition parliament was rigged by defining the absence of arrested and murdered deputies as voluntary and therefore cause for their exclusion as wilful absentees. Subsequently, in July the Centre Party was voluntarily dissolved in a quid pro quo with the Pope under the anti-communist Pope Pius XI for the Reichskonkordat; and by these manoeuvres Hitler achieved movement of these Catholic voters into the Nazi Party, and a long-awaited international diplomatic acceptance of his regime. According to Professor Dick Geary the Nazis gained a larger share of their vote in Protestant areas than in Catholic areas, in the elections held between 1928 and November 1932. The Communist Party was proscribed in April 1933.
The ruling pleased European settlers but enraged the local Āti Awa Maori, who were restrained from destroying outlying settlers' property only with the assurance by Clarke that Governor FitzRoy would listen to their appeals. On 2 August FitzRoy arrived in New Plymouth and made it known that he did not agree with Spain's dismissal of the absentees' claims; in early October FitzRoy returned and confirmed that he had overturned Spain's judgment, declaring that all the awarded land would have to be repurchased from the Maori owners. The move infuriated Spain. His final inquiry, in August 1844, was into sales in the Nelson area, including the Wairau Valley, scene of the bloody Wairau Affray a year earlier.
In December 2011, Seth Morrison resigned from the board of JNF-USA in protest at the decision by Himnuta, a subsidiary of JNF-KKL, to launch eviction proceedings against the Sumarin family, who lived in the Silwan neighborhood of East Jerusalem. In the case of the Sumarin family, the children of the original owner, Musa Sumarin, were declared absentees after his death even though there were other family members living in the home at the time. In 1991, the Israeli government took the step of transferring the property to the JNF subsidiary. A campaign against the JNF's eviction was launched by Rabbis for Human Rights, the Sheikh Jarrah Solidarity Movement, and the Jewish organization Yachad.
The 2017 President of the Chamber of Deputies of Brazil election took place on 2 February 2017, following the opening of the 3rd session of the 55th Legislature of the National Congress. Incumbent President Rodrigo Maia (DEM- RJ) received 293 votes, way over the majority of the chamber, to become its President. PTB leader Jovair Arantes (PTB-GO) garnered 105 votes, with 106 more going to other candidates (59 to André Figueiredo, 28 to Júlio Delgado, 10 to Luiza Erundina, 4 to Jair Bolsonaro, and 5 blank votes). As only 504 deputies in the 513-member Chamber cast a vote (due to absentees or members present but not voting), 253 votes were necessary in order to win.
A temporary majority exists when the positions of the members present and voting in a meeting of a deliberative assembly on a subject are not representative of the membership as a whole. Parliamentary procedure contains some provisions designed to protect against a temporary majority violating the rights of absentees. For instance, previous notice is required to rescind, repeal or annul or amend something previously adopted by a majority vote; if previous notice has not been given, a two- thirds vote is required. However, in this and many other cases, previous notice is not required if a majority of the entire membership votes in favor, because that indicates that it is clearly not a temporary majority.

He served three years in North Africa, and, in 1620, his brother, Duarte, asked him to serve as his agent in governing Pernambuco. There, he restored the personal authority of his family after almost fifty years of involvement in colonial administration only as absentees. He assumed the position of lieutenant-governor on 20 May 1620, and he went straight to work preparing the defenses of Pernambuco. (He remained in the post until November 1627.) The following year, the huge size of Brazil led to the Portuguese colonies being divided into two estados (states); King Philip II created the State of Brazil, the most important colony, with Salvador (Bahia) as its capital, and, to its north, the State of Maranhão, with its capital at São Luís.
The plant was connected by rail to the local network of lines between Bradford and Halifax and was in close proximity of another dye works, the Low Moor Ironworks and the Bradford Corporations' Gasworks. The production plant and the magazine storage for the picric acid had been increased exponentially due to the war effort. As up until the outbreak of the war, the production at the plant was safe and so licences to increase production were granted without investigation. Six months before the explosion at the works, numerous small fires broke out in the magazines, which were ignored, presumably because production was of paramount importance. On the day of the explosion, 21 August 1916, the works had a complement of about 250 staff, although there were about 30 absentees, mostly Belgian refugees.

Rules which embody fundamental principles of parliamentary law or require a ballot vote and rules protecting absentees or a basic right of the individual cannot be suspended, even by unanimous vote. (TSC) Thus, the rules cannot be suspended to allow non-members to vote; to authorize absentee or cumulative voting; to waive the requirement of a quorum; or to waive the requirement for previous notice for a bylaws amendment. Moreover, the rules cannot be suspended to take away a particular member's right to attend meetings, make motions, speak in debate, and vote; these can only be curtailed through disciplinary procedures. The secessionists hastily nominated Jordi Turull to be president. Turull was due to appear before the Supreme Court on 23 March 2018 and if the court jailed him he would not have been able to attend the investiture debate, scuppering his chances of becoming president. At the investiture vote held on 22 March 2018 Turull secured 64 votes (JuntsxCat 33; ERC–CatSí 31) with 65 votes against (Cs 36; PSC 17; CatComú–Podem 8; PP 4), four abstentions (CUP–CC 4) and two absentees (JuntsxCat 1; ERC–CatSí 1). A second vote on Turull's candidature was to be held on 24 March 2018 but on 23 March 2018 Llarena remanded in custody Turull and four other Catalan leaders. On 3 April 2018 and 24 April 2018 the Catalan Parliament's bureau approved the two absentee MPs - Puigdemont (JuntsxCat) and Antoni Comín (ERC–CatSí) - voting by proxy.
In 1950, the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) estimated that 46,000 of the 156,000 PalestiniansThe Internally Displaced Refugees who remained inside the borders demarcated as Israel by the 1949 Armistice Agreements were internally displaced refugees. As it was for most other Palestinian refugees, the homes and properties of internally displaced Palestinians were placed under the control of a government body, the Custodian of Absentees' Property via legislation that includes the 1948 Emergency Regulation Concerning Absentee Property (a temporary measure) and the 1950 Absentee Property Law. Unlike Palestinian refugees, the internally displaced Palestinians and others who remained inside what became Israel were made citizens by the Citizenship Law of July 1952. That same year Israel requested that UNRWA transfer responsibility for registering and caring for internally displaced persons to Israel and basic humanitarian assistance was provided to the internally displaced for a time.

In January 2016, Jazira Canton introduced a "self-defense duty" conscription law for its self-defence forces, including an avoidance fee for residents of age for mandatory military service who have moved to Europe, to pay $200 for each year of absence upon their return. In September 2015, the legislative council passed the Law for the Management and Protection of the Assets of the Refugees and the Absentees, under which a real estate owner loses title when he does not make personal use of the property. The first incidence of filibuster in the Legislative Council (LegCo) after the Handover occurred during the second reading of the Provision of Municipal Services (Reorganization) Bill in 1999, which aimed at dissolving the partially elected Urban Council and Regional Council. As the absence of some pro-Establishment legislators would mean an inadequate support for the passing of the bill, the Pro-establishment Camp filibustered along with Michael Suen, the then-Secretary for Constitutional Affairs, the voting of the bill was delayed to the next day and that the absentees could cast their votes. Despite opening close to the start of Second World War the stadium flourished causing the authorities to question issues such as the use of public transport for non essential travel and the morality of racing during the war. In 1942 the track was subject to an identity swoop by military police looking for service absentees and civilians with defective identity cards. Several of the opposition parties were in disagreement with the government's policy and González's management of the country, but their level of dissatisfaction was not such so as to openly support Mancha's investiture as alternative prime minister, prompting many of these parties to abstain instead. The supportive stance of UV's only member in Congress also led to discomfort setting among the more moderate and centrist sectors within the party, which had unsuccessfully advocated for an abstention in the vote. The refusal of the PDP and PL to support the motion—the latter of which had taken the decision that same day, on the grounds that it had been tabled untimely and unilaterally—prompted a AP to break up all relations with these two parties in the short term.
