Other commanders present thought a combination of sweeps and close escort would be more effective in reducing losses. Göring agreed and listed a number of forms that the sweeps could take. The most important tactical change he made was instituting a wholesale purge of older Geschwaderkommodore in favour of younger men. From now on, leaders were to be drawn from the ranks, given responsibility based on skill and experience rather than rank, while allowing them to have a free rein in tactical engagements (a form of aerial Auftragstaktik).

Kitchener was astounded but forwarded the proposal to London, knowing it would not be accepted but wanted the dialogue between the two parties to continue. Alfred Milner joined the negotiations on 14 April but he was hostile to the Boers and wanted an unconditional surrender and a free rein in administering the two republics as colonies. The British government rejected the Boers' terms and the delegation asked Kitchener for a series of armistices so that they could return and consult with the commandos as to whether they could negotiate a surrender and its terms. On 15 May, the commando's elected 30 delegates from each pre-war republic and they met at Vereeniging.

Besides, the monarchs and (particularly) the queens have traditionally known better than to appoint controversial informateurs, usually settling for well-established yet fairly neutral people in the political arena (the deputy chairman of the Dutch Council of State is a common choice). Once a potential coalition has been identified the monarch technically has a free rein in selecting a formateur. However, the formateur almost always become the next Prime Minister, and in any case it is a strong convention that a government must command the support of a majority of the House of Representatives in order to stay in office. These considerations mean that the selected formateur is always the party leader of the largest party in the potential coalition.

Premier Maurice Duplessis and his Union Nationale party emerged from the ashes of the Conservative Party of Quebec and the Paul Gouin's Action libérale nationale in the 1930s. This political lineage dates back to the 1850s Parti bleu of Louis- Hippolyte Lafontaine, a center-right party in Quebec that emphasized provincial autonomy and allied itself with Conservatives in English Canada. Under his government, the Roman Catholic and Protestant Churches maintained the control they previously gained over social services such as schools and hospitals. The authoritarian Duplessis used the provincial police and the "Padlock Law" to suppress unionism and gave the Montreal-based Anglo-Scot business elite, as well as British and American capital a free rein in running the Quebec economy.

As the prime minister, Mousavi had the full backing of Ruhollah Khomeini, the supreme leader, and he refused to accept his resignation. While his government was viewed as somewhat liberal, he was still under the pressure of hardliners, though Khomeini generally protected Mousavi from the conservatives and gave him a free rein in deciding actions for the economy. However, his involvement in security matters remained less clear, and it was disputed whether or not Mousavi was involved in the killing of thousands of dissidents and minorities in Kurdistan and Mazandaran during this time. It has generally been accepted that Mousavi and Mohsen Rezaee (who was in charge of the Revolutionary Guards during this time) have never been close, though he was in charge of foreign operations, particularly in Lebanon.

When the system was first being promoted the push was two-pronged: on the one hand encouraging record companies to endorse the system and release discs (this was, in retrospect, ill-advised: record companies had been burned by quad systems and were not in a mood to endorse anything; and in any case, the people to persuade were engineers, producers and high-profile artists, who could use Ambisonic mixing equipment on sessions at will, just as they had a free rein in using other outboard studio equipment), while on the other hand encouraging hardware manufacturers to sign up as Ambisonic licensees and include decoders in their equipment. Inside a UHJ decoder, the signals are processed in a phase amplitude matrix to recover a set of signals that resembles B-Format.
