If the Iranian regime changes its behavior and commits to doing what is in the best interest of its people, the United States is prepared to take actions to end sanctions, reestablish full diplomatic and commercial relations, permit Iran to have advanced technology, and support the reintegration of the Iranian economy into the international economic system.
The government and the private sector should provide long-term funds to agencies with experimental programs focused on rehabilitation and reintegration of terror-offenders, and returnees, in order to test the effectiveness of these types of programs in the US. Without access to long-term funding, many of these programs cannot generate results, much less sustain their programming.
