Cooper Drum Company recycled closed top, steel drums on a facility in South Gate, California from 1976 to 2003. The company claimed the ship became a commercial vessel on February 15, 1947 when placed in control as agent pending delivery back to the company on July 23. The court determined the ship was not in commercial service but was a public vessel under the "bareboat requisition charter" with the appeals court upholding the lower court's finding the act did not apply and dismissal of the suit. The vessel remained out of service during the litigation and appeal process and was eventually sold to Belgian interest in May 1955.

In 2012, the CPSC began a public-private collaboration to work on lowering the risk of concussions and other mild traumatic brain injuries at the youth football level. The "Youth Football Brain Safety" initiative involved major companies that manufacture or recondition football helmets, industry associations (the National Athletic Equipment Reconditioning Association and the Sporting Goods Manufacturing Association), the National Football League (NFL), the National Football League Players Association (NFLPA), USA Football, the Centers for Disease Control (CDC), and the National Collegiate Athletic Association (NCAA). Through private funding, the program provides assistance to football programs for economically disadvantaged youth, outfitting their players in newer and properly maintained helmets. As of September 30, 2012, the CPSC completed 96 Consumer Product Safety Improvement Act (CPSIA)-related rulemaking activities since the passage of the CPSIA in 2008, including 40 final rules and 20 accreditation requirements.

On 7 May 1920, a few weeks after Black Arrows return from her second voyage to the Near East, the ship was allocated by the USSB to a new managing operator, the New York and Cuba Mail Steamship Company, better known as the Ward Line, for service between New York and Spain. On 11 May, she departed New York for Boston to undergo a $400,000 recondition and refit at the Boston Navy Yard. The ships passenger accommodations at this time were rebuilt to accommodate 80 first-class and 560 steerage class passengers, including the installation of three new multi-room suites, the addition of subdivided compartments for families, and the renovation and refit of steerage quarters and redecoration of the entire ship. Reconditioning work on the vessels machinery included the installation of new boilers, furnaces, feed pump, heater generators and an independent emergency generator.
