On 11 November 2005, Karnataka Rakshna Vedike (KRV) activists daubed Belagaum Mayor Vijay More's face with black paint (and later surrendered to the police) in the wake of Belgaum City Corporation (BCC) passing a resolution to include the district of Belgaum into Maharashtra, a neighbouring state. Upon his return to Belgaum, Vijay More was served with several show-cause notices by the Government of Karnataka and later dissolved the council.
Edwards was succeeded by interim MCPD chief Carol A. Mehrling, who joined the MCPD on March 29, 1971. On February 2, 1995, Mehrling was chosen by Duncan to be the MCPD's fourteenth chief, becoming the department's first female chief. The MCPD was, at the time, the second-largest police department in the United States to be headed by a woman. On February 17, 1997, the local Fraternal Order of Police (FOP) body voted overwhelmingly in passing a resolution of no confidence in Mehrling's abilities as chief, claiming that she was not doing enough to defend MCPD officers against accusations of misconduct and abuse by the NAACP.
This decision led the United Empire Party to withdraw its endorsement from Mrs Stewart-Richardson, although she refused to withdraw from the election. However, Lidiard and the Conservative Association tried to forge a compromise by passing a resolution (6 October) which declared that Lidiard realised that only loyalty to the Conservative Party would see Empire Free Trade enacted. A few days later, Conservative Central Office decided to restore official support and the writ for the byelection was moved. The volte-face by Lidiard incensed Beaverbrook who organised a meeting of Empire Crusaders on 17 October at which Vice- Admiral Ernest Taylor was adopted as the Empire Crusader candidate.
For several years, bison supporters have continued a "Vote Bison" campaign seeking to make the American bison the "National Mammal of the United States" and have National Bison Day officially designated as the first Saturday in November each year. The Senate has shown its approval by passing a resolution about the day each year, in recent years led by Senators Mike Enzi (R-WY) and Joe Donnelly (D-IN) and co-sponsored by a bipartisan group of senators. On May 9, 2016, President Obama signed the National Bison Legacy Act into law, officially making the American bison the national mammal of the United States.
Ferris was president during a time of great political turmoil in Canada. In the fall of 1976, the voters of Quebec elected the separatist Parti québecois government in the 1976 provincial election in Quebec. At the annual meeting of the CBA in August, 1977, Ferris in his presidential address called for the CBA to respond to events in Quebec by passing a resolution in favour of national unity and a strong federal government, and rejecting separatism. The resolution was introduced by Paul Fraser, the president of the British Columbia Branch of the CBA, and seconded by Robert Lesage, the president of the Quebec branch.
Immediately after this Ilaram Das organised a mammoth rally of over one thousand members of his community, other backward classes and tribes to protest against such attempts to tain the religious ideals of guru Sankara, Consequently, a large religious meet was held under the presidency of Sahitya Ratna Harinarayan Duttabaruah and in the presence of a few satradhikars. Harinarayan Duttabaruah took the initiative in passing a resolution to open the doors of the Batadrawa thaan(seat) for all to pray. The satradhikars regretted the incident and apologised to the people. After completing his studies Ilaram Das took up the post of teacher in the Jaluguti High School.
The Labor governments of Kevin Rudd and Julia Gillard (2007–13) were divided on the issue. Despite passing a resolution at the party's national conference in December 2011 to support same-sex marriage, the party held a conscience vote when two private member's bill's to legalise same-sex marriage were debated in the Parliament in September 2012. The legislation was opposed by Prime Minister Gillard and several other Labor MPs, as well as by the opposition Coalition, led by Tony Abbott. The first bill failed in the House of Representatives by 98 votes to 42 and a similar bill was rejected by the Senate by 41 votes to 26.
Across the country, the numerous named auto trails began creating problems for motorists. Many auto trails had confusing alternate routes and were not always the most direct routes; also, multiple different auto trails often overlapped on the same roadway. During the annual meeting of the American Association of State Highway Officials (AASHO) in San Francisco, California, in 1924, Minnesota state maintenance engineer A.H. Hinkle lobbied the organization to reorganize the nation's transcontinental highway system, suggesting a nationwide numbering system of well-located and direct interstate highways be implemented. AASHO agreed to Hinkle's ideas, passing a resolution on November 20, 1924, to develop a better organized interstate highway system.
Because his parents were not Kenyan citizens, he was not Kenyan. Thus, he had nowhere to go when his student visa expired because neither country would take him, so he overstayed his visa and was ordered to show cause why he should not be deported from the United States. The Immigration and Nationality Act was one of many acts of Congress passed since the 1930s, which contained a provision allowing either house of that legislature to nullify decisions of agencies in the executive branch simply by passing a resolution. In this case, Chadha's deportation was suspended and the House of Representatives passed a resolution overturning the suspension, so that the deportation proceedings would continue.
External Affairs Minister Swaraj insisted that "there is absolutely no change in India's policy towards Palestine, which is that we fully support the Palestinian cause while maintaining good relations with Israel. " clarifying India's current position on the issue. That might sound like fence-sitting, but it's a policy shared by all Indian governments of the past 20 years following the establishment of formal diplomatic relation in 1992. Sushma Swaraj, a seasoned parliamentarian, had herself blocked the opposition demand in Rajya Sabha for passing a resolution condemning Israel for 2014 Israel-Gaza conflict by saying that "India has friendly relation with both Israel and Palestine and therefore any such move may impact its friendship negatively".
At the 1958 general convention, a coalition of liberal church members succeeded in passing a resolution recognizing "the natural dignity and value of every man, of whatever color or race, as created in the image of God". It called on Episcopalians "to work together, in charity and forbearance, towards the establishment ... of full opportunities in fields such as education, housing, employment and public accommodations". In response, the Episcopal Society for Cultural and Racial Unity (ESCRU) was founded in December 1959 in order to eliminate racial, ethnic and class barriers within the Episcopal Church. Opposition from southern church leaders prevented the Episcopal Church from taking a strong stand on civil rights prior to 1963.
In the early 20th century the roads to Petrie's Bight were improved significantly by the Brisbane City Council, providing an important impetus for the construction of new warehouses in the Upper Adelaide Street area. Under the provisions of the City of Brisbane Improvement Act 1916 and the Local Authorities Act Amendment Act 1923 the Brisbane City Council contributed significantly to the 1920s building boom, with a programme of city beautification and street improvements, including the cutting down and widening of several of the principal thoroughfares. The 1916 Act empowered the City Council, with the approval of the Governor-in-Council, to resume land simply by passing a resolution to the effect that resumption was necessary. Property rights on resumed lands were then converted into compensation rights.
The bill would expand the CCA by allowing flowers(combustible) for patients, adding coverage of several more diseases, regulating dosage by mg of THC (not just THC-CBD ratios), "Compassionate Exemption"(emergency care for hospitals), "Smart Card Technology" medical cards produced by the local DEA department, and setting up a committee with 5 appointed members (DEA, Doctor, Buffalo Police Department, and a community or parent advocate) for the implementation of the act. The Buffalo Common Council on September 8, 2015, moved to table the bill pending research in the CCA, BMCA, and what they could implement at the local level. However they are working on passing a resolution/house rule for what the BMCA called for, i.e. local manufacturing and dispensing, expanded patient care, emergency provisions, etc.
She called for the United Nations to create a UN agency for women with financial and political clout.Paula Donovan: A New UN Agency for Women? Activists call for a UN Department for Women Her efforts and those of others resulted in the UN General Assembly passing a resolution in 2010 which supported a new consolidated body, UN Women – to be headed by an under- secretary-general – to deal with issues concerning women.Behind the U.N. hoopla, a new agency for women emerges The resolution merged the UN Development Fund for Women, the Division for the Advancement of Women, the Office of the Special Adviser on Gender Issues and the UN International Research and Training Institute for the Advancement of Women (UN-INSTRAW).
On February 23, 2011, President Obama instructed the Justice Department to stop defending the Defense of Marriage Act in court. In March 2011, the U.S. issued a nonbinding declaration in favor of gay rights that gained the support of more than 80 countries at the U.N. In June 2011, the U.N. endorsed the rights of gay, lesbian, and transgender people for the first time, by passing a resolution that was backed by the U.S., among other countries. On August 18, 2011, the Obama administration announced that it would suspend deportation proceedings against many undocumented immigrants who pose no threat to national security or public safety, with the White House interpreting the term "family" to include partners of lesbian, gay and bisexual people.
After his appointment to the federal bench, Watrous became the object of severe criticism, in part because his decisions in a number of cases went against the wishes of some members of the legislature and because of his personal connections with land speculation in the state. The alleged relation of Watrous to an attempt to validate forged land certificates resulted in the Texas legislature's passing a resolution in 1848 asking the judge to resign. Impeachment proceedings against him began in the United States House of Representatives in January 1851 with the presentation of three petitions or memorials. The main charges against him were violating Texas statutes punishing those dealing in fraudulent land certificates, misusing his judicial influence, and holding sessions of court improperly.
Buoyed by large public displays of support following his re-election in January 1832, Mackenzie called for a public meeting in York on March 23, in the face of an increasingly well organized opposition, and threats of violence. Both supporters and opponents of Mackenzie gathered in front of the Court House at noon, when Sheriff William Botsford Jarvis granted the chair of the meeting to Dr. Dunlop, of the Canada Company, rather than Reform MPP Jesse Ketchum, the reformers' choice, despite a reform majority. The tories then made short order of the meeting, passing a resolution in favour of the colonial administration, and adjourning. Mackenzie's supporters had, in the meanwhile, reassembled to the west in front of the jail, where they set about passing their own resolutions.
Rather than limiting himself to a generalized statement, Comerford continued to make specific accusations of wrongdoing, including names, dates, and financial details, attempting to shield himself by calling these "stories in common circulation at the Capitol." The Illinois legislature reacted forcefully, quickly passing a resolution which asserted Comerford was spreading "assertions, slanders, insinuations and incriminations" which called into question "the honor and integrity of the Illinois General Assembly." A special committee of the Illinois House of Representatives was hastily established and convened, which took extensive testimony before declaring Comerford's allegations to be unfounded. On Wednesday, February 8, 1905, the report of the special committee was made before the House and Comerford was called before the bar to show cause as to why he should not be expelled for the accusations which he had levied.
However, Floyd's bill was unsuccessful, as was possible attempt to discredit Adams. Floyd next capitalized on the fear of Russia's claims of sovereignty in the area and succeeded in having a resolution adopted asking the president to inform the House whether any foreign government had communicated any claims to the territory, but the information was then deemed too sensitive to disclose to the House. Not deterred in his attempt to discredit Adams, Floyd learned of a letter written by Jonathan Russell to James Monroe on December 15, 1814 that contained "proof positive" of Adams' neglect of the West in the treaty negotiations and he was successful in passing a resolution of inquiry that gave him the letter, but his actions backfired when the press attacked Floyd and forced him to defend his conduct.
Walter Runciman With Dewsbury being a hitherto safe Liberal seat, the likelihood was that the local party would be spoiled for choice for potential candidates. It was reported that a number of local worthies were in line for consideration including Mr E Talbot, a member of the local school board, Alderman J Anty of Batley (described as an extreme teetotaler), Mr G Thorpe a director of the Cooperative Wholesale Society, Mr J Brown a chemical manufacturer from Savile Town and Mr W Wilson JP, a card manufacturer from Mirfield. So the local Association clearly felt they should take their time before coming to a decision. On meeting in early October 1901 they confined themselves to passing a resolution thanking Oldroyd for past services and regretting his decision to resign.
By restricting loans for land purchasing, and the demand to pay loans in full, debtors were forced to sell off their property and real estate, which drastically dropped real estate and land prices. Tiberius' credit restriction policies and the Senate's passing a resolution that people continue to invest in land despite the massive deflation caused the financial markets to collapse. To stem the crisis Tiberius provided a huge amount of credit at zero interest which did the stemmed the tied of bankruptcies and steadied money lending. The triggering event was one of the richest men in Rome, Publius Spinther, a wealthy nobleman who notified his bankers at Balbus & Ollius that he wished to withdraw $30,000,000 sesterces he had on deposit with the bank in order to meet his land investment requirements.
In the year 2019, Sunitha was honored with New Jersey state recognition award by the Senate and General assembly of the state of New Jersey passing a resolution to salute her excellence and contributions to the world of music and Indian Cinema, a rare felicitation given to an Indian artist by the state of New Jersey. Adam King, "Mississippian Period: Overview", New Georgia Encyclopedia, 2002, accessed November 15, 2009 It was composed of a series of urban settlements and satellite villages (suburbs) linked together by a loose trading network, the largest city being Cahokia, believed to be a major religious center. The civilization flourished in what is now the Midwestern, Eastern, and Southeastern United States. Numerous pre-Columbian societies were sedentary, such as the Pueblo peoples, Mandan, Hidatsa and others, and some established large settlements, even cities, such as Cahokia, in what is now Illinois. The Iroquois League of Nations or "People of the Long House" was a politically advanced, democratic society, which is thought by some historians to have influenced the United States Constitution, with the Senate passing a resolution to this effect in 1988.
Hanson's supporters viewed her as an ordinary person who challenged 'political correctness' as a threat to Australia's identity. The reaction of the mainstream political parties was negative, with parliament passing a resolution (supported by all members except Graeme Campbell) condemning her views on immigration and multiculturalism. However, the Prime Minister at the time, John Howard, refused to censure Hanson or speak critically about her, acknowledging that her views were shared by many Australians, commenting that he saw the expression of such views as evidence that the "pall of political correctness" had been lifted in Australia, and that Australians could now "speak a little more freely and a little more openly about what they feel". Hanson immediately labelled Howard a "strong leader" and said Australians were now free to discuss issues without "fear of being branded as a bigot or racist".
The inclusion of these Eastern European rabbis, which included an exchange of educational materials and teachers, would lead to a dramatic transformation of the group into a truly international organization, which today includes rabbis from Eastern and Western Europe, North and South America, Israel, Australia, and Asia. The Rabbinical Assembly Membership Directory, 5768/2008, an annual publication of the Rabbinical Assembly, New York. Additionally, on the national level, the RA became one of the few religious organizations of that time to take strong positions on government ethics, passing a resolution in 1989 to support a "significant pay increase" for members of the Senate and House of Representatives, contingent on the passage of a prohibition of speaking fees or other honoraria for congressional members. The Ellensburg Daily Record, Scandals Hurt, David E. Anderson, UPI Religion Writer, June 3, 1989.
Tokioka said he conceived of the pagoda to demonstrate "the majority—a big majority—of the Japanese people are friends of the Americans" after the June 1960 riots that forced President Dwight Eisenhower to cancel a planned trip to Japan. In the mid-1980s, National-Braemar's parent company, Manoa Finance, went bankrupt and National-Braemar was forced to sell its assets, including the Japan Center development and a portion of the Peace Plaza. The new owner, Sinclair Louie, had discussed building a commercial space on the Plaza, although no plans were ever presented to SFRA for approval. The San Francisco Board of Supervisors responded by passing a resolution to designate Peace Plaza as a permanent open space, and then the City Recreation and Park Commission took complete ownership of the Plaza in 1989 through eminent domain.
The 1972 Act enabled the councils of cities, royal boroughs, boroughs, and parishes (or, in Wales, communities) with the status of a royal town to confer the status of honorary freeman on "persons of distinction and persons who have, in the opinion of the council, rendered eminent services" to the local area. The 2009 Act extends the ability to grant the status of honorary freeman to any county, city, district, borough, town, parish or community council (so removing the requirement for the town to have 'royal' status, and also enabling county councils to confer the honour). A special meeting of the council can grant the honour by passing a resolution with a two-thirds majority at a specially convened meeting. The exact qualifications for borough freedom differ between each city or town, but generally fall into two categories, 'patrimony' (inheritance) and 'servitude' (apprenticeship).
Diem had followed a policy of "deconstructing the state" by creating a number of overlapping agencies and departments who were encouraged to feud with one another in order to disorganize the South Vietnamese state to such an extent that he hoped that it would make a coup against him impossible. When Diem was overthrown and killed, without any kind of arbiter between the rival arms of the South Vietnamese state, South Vietnam promptly disintegrated. The American Defense Secretary Robert McNamara reported after visiting South Vietnam in December 1963 that "there is no organized government worthy of the name" in Saigon. At a meeting of the plenum of the Politburo in December 1963, Lê' Duẩn's "South first" faction triumphed with the Politburo passing a resolution calling for North Vietnam to complete the overthrow of the regime in Saigon as soon as possible while the members of the "North first" faction were dismissed.
The only non-UN states that undoubtedly meet the standard of statehood are the Cook Islands and Niue, who have had their "full treaty-making capacity" recognised by the United Nations Secretariat. Vatican City is also widely recognised as being able to legitimately ratify treaties, and has been granted non-member observer state status by the UN General Assembly. Following the UNGA passing a resolution granting non-member observer state status to the State of Palestine, the UNSG has begun to recognize its right to ratify treaties. Ratifications performed by other states with more limited recognition—such as the Republic of China (Taiwan); Kosovo; Northern Cyprus; Somaliland; the Sahrawi Arab Democratic Republic (Western Sahara); South Ossetia; Abkhazia; Transnistria; and Nagorno-Karabakh—have usually not been recognised by treaty depositaries as states that can ratify treaties, although there are some exceptions to this general rule.
A week after her appearance on the David Susskind Show, a middle-aged couple approached Gittings in the supermarket to claim, "You made me realize that you gay people love each other just the way Arnold and I do." In their essay Is Women's Liberation a Lesbian Plot published in the book Women in a Sexist Society (1971), Sydney Abbott and Love gave their opinion about lesbians’ role in the women's liberation movement: Regarding the way in which lesbians represented the ultimate liberated women, Love said in 1972: That year, at a national NOW conference in California, Arlie Scott led an effort that resulted in NOW passing a resolution asserting that lesbianism is a feminist issue. Friedan endorsed the lesbian rights resolution at the International Women's Year conference in Houston in 1976. Abbott and Love left Radicalesbians and formed 26 consciousness-raising groups in the late 1970s.
The opposition Grand Alliance, led by the Rashtriya Janata Dal, is witnessing a race among its constituents to take credit for forcing the Nitish government to pass the resolution. RJD leader Tejshasvi Yadav had brought an adjournment motion and demanded a debate on the CAA, NRC and NPR in the Assembly. Nitish Kumar appealed the opposition to exercise restraint on CAA as it is a central act passed by Parliament which is currently pending with the Supreme Court and also said that several top leaders of the Congress, as well as Lalu Prasad had spoken in favour of a law for granting citizenship to refugees which the CAA was all about. In many ways, Nitish Kumar's prompt response of endorsing the CAA but passing a resolution rejecting the need for the NRC has act as a dilemma for both his opponents and his ally, the BJP.
Shortly after the publication of the COI report, the pressure on the DPRK mounted. The UN General Assembly considered passing a resolution that threatened to bring the leadership of the DPRK to an international tribunal. Also, several governments were reassessing their relationships to the country given the findings of the report and reduced their shipments of aid. This pressure during mid and late 2014 led North Korea to change its stance, with its Foreign Minister going to the General Assembly for the first time in 15 years. There he announced the DPRK's readiness to hold a “human rights dialogue with countries not hostile to it.” Also following the publication of the COI report, in May 2014, on the eve of the second Universal Periodic Review report on human rights in North Korea, the DPRK published (three years behind the UN scheduled deadline) a detailed response to the 167 first cycle recommendations.
In October 2011 Billy Hutchinson was elected leader of the Progressive Unionist Party at the party's annual conference in succession to Brian Ervine.'Hutchinson elected PUP leader' from UTV In this role Hutchinson took a leading role in the December 2012 campaign of protests and road blockades by loyalists following Belfast City Council passing a resolution to end the practice of flying the Union flag from Belfast City Hall all year round and instead to limit its use to certain designated days. Hutchinson suggested that the process by which the vote was held may not have been legal and on 15 December stated that he would make an announcement about a legal challenge in the "next few days".Billy Hutchinson: Union flag 'may soon fly again' at Belfast City Hall In 2013 Hutchinson announced his intention to run in both forthcoming council and parliamentary elections.
The California Academy of Natural Sciences was founded in 1853, only three years after California joined the United States, becoming the first society of its kind in the Western US. Its stated aim was to undertake "a thorough systematic survey of every portion of the State and the collection of a cabinet of her rare and rich productions." It was renamed as the more inclusive California Academy of Sciences in 1868. The Academy had a forward- thinking direction to the involvement of women in science, passing a resolution in its first year of existence that the members "highly approve of the aid of females in every department of natural science, and invite their cooperation." This policy led to several women being hired into professional positions as botanists, entomologists, and other occupations during the 19th century, when opportunities for women in the sciences were limited, and often, those that existed were restricted to menial cataloging and calculation work.
On 21 March 1960, in the Sharpeville massacre, the South African police gunned down 67 Black South Africans protesting apartheid, which in a sign of changing racial attitudes caused much controversy in Canada.Winks, Robin The Blacks in Canada, Montreal: McGill Press, 1997 page 446. There was considerable public pressure on the Prime Minister John Diefenbaker to ask for South Africa to be expelled from the Commonwealth following the Sharpeville massacre with many noting that the South African prime minister Hendrik Verwoerd was an admirer of Nazi Germany.Winks, Robin The Blacks in Canada, Montreal: McGill Press, 1997 pages 446–447. At the conference of the Commonwealth prime ministers in London in 1960, Diefenbaker tried to avoid discussing the subject of expelling South Africa, but at the next conference in London in 1961, he played a leading role in passing a resolution declaring racial discrimination incompatible with Commonwealth membership, which led to Verwoerd storming out of the conference and quitting the Commonwealth.
In early 2003, GCHQ analyst Katharine Gun obtains a memo detailing a joint United States and British operation to spy on diplomats from several non-permanent United Nations Security Council member states Cameroon, Chile, Bulgaria and Guinea in order to "dig dirt" on them and influence the Security Council into passing a resolution supporting an invasion of Iraq. Angered that the United Kingdom is being led into a war on false pretenses, Katharine leaks the memo to a friend involved in the anti-war movement, who passes it to anti-war activist Yvonne Ridley, who in turn passes it to The Observer journalist Martin Bright. The Observer editor Peter Beaumont allows Martin to investigate the story in the interest of journalism. To verify the authenticity of the leak memo, Martin enlists the help of the Observer's Washington, DC correspondent Ed Vulliamy in contacting the memo's author Frank Koza, the Chief of Staff at the "regional targets" section of the National Security Agency.
Thomas J. J. Altizer, a theologian serving as a lay minister at a multi-racial Episcopal Church in Chicago, was declined candidacy for ordination in the Episcopal Church, reportedly for failing the church's psychological examination, having claimed to have had a religious conversion following a theosis in which Satan took over his body while he was a student at the University of Chicago. Later, Altizer joined Paul M. van Buren, Gabriel Vahanian, and William Hamilton at the center of the "God is Dead" media sensation, while teaching Religious Studies and Bible at Methodist-affiliated Emory University. Since Altizer's academic appointment was not at Emory's Candler School of Theology, since he was neither Methodist nor ordained, and since his academic freedom was protected by the Emory administration, the Methodist bishops could not put him on a heresy trial, strip him of ordination, nor even fire him. The Southeastern Jurisdiction of Methodist Bishops responded by passing a resolution against death-of-god theologies.
The rival Russian Social Democratic Labor Party (bolsheviks), by way of contrast, received a total of just 10 million votes. Lenin and other Bolshevik leaders had no intention of surrendering power to this new body, however, and the Constituent Assembly was dispersed by force on January 5, 1918, having met only one day. No immediate armed response from the PSR followed, though the organization had previously, like its Narodnik forefathers, engaged in terrorism against the tsarist regime. In the spring of 1918, the idea of armed struggle against the Bolshevik regime began to spread in party ranks, with a May 1918 conference in Moscow passing a resolution in support of the strategy. The Revolt of the Czechoslovak Legion that same month gave the PSR an opportunity to launch its plan of action and on June 8 a shadow government called the Committee of Members of the Constituent Assembly (Komuch) was launched in the city of Samara, with the declared goal of winning control of the nation in the name of the dispersed Constituent Assembly.
Kipnis, The American Socialist Movement, 1897-1912, pg. 380. The favorable report of the special investigating committee did not end the matter, however. The National Executive Committee declined to publish the testimony taken by the investigators, instead merely passing a resolution accepting the conclusions of the report — an action which infuriated some members of the National Committee, who sought full disclosure on the controversial matter, fearing a whitewash.Kipnis, The American Socialist Movement, 1897-1912, pg. 380. The debate raged for another six months, forcing the National Executive Committee to revisit the matter at its session in August 1911, at which it heard the direct testimony of some of the witnesses against Barnes. At the conclusion of these hearings, the NEC revealed that Barnes had placed the mother of his child — to whom he was not married — on the party payroll while at the same time deducting $2 a week from her paycheck as repayment of a $30 loan he made to her. The NEC declared Barnes guilty of a "grave indiscretion" and accepted his resignation, naming another party moderate, John M. Work, as the new Executive Secretary of the organization.
