The 1345 Liverpool riot took place on St Valentine's Day that year when a large body of armed men entered the town of Liverpool and attacked the Courts. On February 18, 1878, members of the Jesse Evans Gang shot and killed John Tunstall, which sparked the Lincoln County War. The Lincoln County Regulators, led by Dick Brewer, were formed to bring to justice those involved in the Tunstall murder, and several were killed over the following months, to include the Regulator leader Dick Brewer, and with Buckshot Roberts, William Morton and Frank Baker being killed by the Regulators, and later Sheriff Brady himself along with Deputy George W. In response to the public outrage over the death of Desrochers, the federal, Quebec, and Montreal governments announced on 5 October 1995 the much vaunted Operation Carcajou, an elite joint task force consisting of the best detectives from the Royal Canadian Mounted Police, the Sûreté du Québec and the Service de police de la Ville de Montréal that was supposed to end the biker war swiftly and promptly, and bring to justice those responsible for the death of Desrochers. Operation Carcajou proved to be a fiasco because of politics. From 1994 to 2003, Quebec was ruled by the separatist Parti Québécois (PQ) and relations between Ottawa and Quebec City, which were difficult in the best of times, were highly acrimonious. Committee on the Elimination of Racial Discrimination called for Japan to, as the committee's deputy head Anastasia Crickley put it, "conclude investigations into the violations of the rights of ‘comfort women’ by the military and to bring to justice those responsible and to pursue a comprehensive and lasting resolution to these issues".

The Security Council today extended the mandate of the United Nations Peacebuilding Support Office in Guinea-Bissau (UNOGBIS) until 31 December and requested the Secretary-General to establish a United Nations Integrated Peacebuilding Office in Guinea-Bissau (UNIOGBIS) to succeed it for an initial period of 12 months after that. Unanimously adopting resolution 1876 (2009), the Council underlined the importance of establishing a fully integrated office with effective coordination of strategies and programmes between United Nations agencies, funds and programmes, between the United Nations and international donors, and between UNIOGBIS, the Economic Community of West African States (ECOWAS) and other United Nations missions in the region. The Council urged Guinea-Bissau’s political leaders to refrain from involving the military in politics, and requested them to use legal and peaceful means to solve their differences. It called on the Government of Guinea-Bissau to conduct credible and transparent investigations into the political assassinations in March and June and to bring to justice those responsible.
