Following the Plan of Ayutla, the 1857 constitution was drafted, which specifically outlawed the death penalty for political crimes, and allowed abolition for ordinary crimes in the future. Mexico's government at that time was quite unstable, and the express abolition of political crimes could have been linked to concern that the lawmakers themselves could become subject to the punishment if there was an uprising. The Constitutio Antoniniana (lit. David Gareja () is a rock-hewn Georgian Orthodox monastery complex located in the Kakheti region of Eastern Georgia , on the half-desert slopes of Mount Gareja on the edge of Iori Plateau, some 60–70 km southeast of Georgia's capital Tbilisi. The complex includes hundreds of cells, churches, chapels, refectories and living quarters hollowed out of the rock face. Part of the complex of David Gareja (Bertubani Monastery) is located on the Azerbaijan–Georgia border and has become subject to a border dispute between the two countries. The area is also home to protected animal species and evidence of some of the oldest human habitations in the region.

A solution that is widely talked about by some trade unionists and human rights groups is the incorporation of a social clause into the WTO Agreement. Aside from the $5 billion tentative net capital reporting requirement established for CSE Brokers in the 2004 rule change, the SEC required before and after 2004 "early warning" notice to the SEC if a broker-dealer's net capital fell below a specified level higher than the required minimum that would trigger a broker- dealer liquidation. Upon providing such notice, a broker-dealer would become subject to closer supervision and would be prohibited from making capital distributions.
